Challenges

I.Hindrancetocashflowbecauseofthechangeofplanregardingtravel• OurCCRusedreservefundtocoverthetravelcosttotheUS(MIT),asthesysteminITBrequiresthatthebudgetfortravelisdisbursedafterthecompletionofthetravel(afterallproofhasbeensubmitted)

• ThistraveltoMITitselfisanincidentalprogram(toaccompanytheministerofresearch,technologyandhighereducation)andnotincludedintheinitialplan

• However,therewasatimegapbetweenwhentheproofwassubmittedandwhenthetravelbudgetwasreimbursedwhilethereservefundwassupposedtobeforotheractivities

• OurCCRmusttightlycontrolourownbudget,especiallyonactivitiesthatarenotincludedintheinitialplanningandassesiftheexecutionofsuchactivitieswilldisrupttheexecutionofotheractivities

• OurCCRmustalsobereadywithsomeamountofreservefund(ifavailable)

II.ChallengeinexecutingMITProfessionalEducationExecution(PE)• Similartothecaseabove,ourCCRparticipationinMITPEalsometchallengeontravelbudget,whichcanonlybereimbursedafterthecompletionoftheprogram

• WealsometsomeconfusiononMITPEregardingvisarequirement(B1orJ1)

• Weresolvedtheissuebycollectingnecessarydocument(letterfromMITPEtotheUSembassy)asabasisthatonlyB1Visawasrequired

III.ProblemrelatedtoflightticketandflyAmericanact• ThischallengeisonourreturnflightticketofourMITLiaisonaftervisitingMIT• TheticketwasorderedthroughANA(andnotfromanAmericanAirline),eventhoughanAmericanAirlinewaspartoftheflight• ThisisnotinlinewiththeFlyAmericanAct• ThiscausedhindranceinfinancereportingforJanuary2018• OurCCRandIIEhavebeenworkingcloselytosolvethisissue• Inthefuture,ourCCRmustbemorecarefulinorderingflightticket

IV.MaintainingCommunicationandCoordinationwithallCCRmember• CoordinationamongallCCRmembersremainsachallengingtaskasourmemberinstitutionsarebasedinmanydifferentlocationsinIndonesia• Communicationviaskypeorteleconferenceisnotaseffectiveasfacetofacemeeting.• OurCCRmustlookforeveryopportunitytoholdaface-to-facecoordinationmeetingwhilemaintainingbudgetefficiency• Thiscanbedonebyholdingcoordinationmeetingduringtheexecutionofourprogram(i.e.conference,workshop,etc)

V.CurrencyGapbetweentheinitialbudgetandrecentspendingneed• TherateofrupiahtoUSDhasbeendecliningsincethebeginningofyear2018• Thisisathreat,asitwillputpressureonthebudget,especiallyforactivitiesthatwillbeconductedintheUS• IIEhasasystemtoanticipatethis• ButtherewillbetimegapbeforeIIEdisbursethefundtofillinthecurrencygap• Problemmightariseifweneedtoexecuteaprogrambutthefundhasnotarrivedinourbankaccount• ThetimerequiredtodisbursethemoneybyIIE,therefore,shouldbeshortened
