Alexander Hamilton’s Bond Plan Hamilton believes new

government should honor debts

Many who bought bonds, sold them to speculators - mostly Southerners

Most who bought were Northerners

Another compromise… Southern states

oppose Bond buy back

Deal is reached– Southern

Congressmen support plan

– Nation’s capital moved to south

The Whiskey Rebellion 1791 Hamilton believes government should be

able to tax the people Whiskey is used as a means of exchange in

Western areas – in 1794 farmers rebel Washington sends in 15,000 troops Willingness to use force is worrisome
