Local News
Sri Lanka's Central Bank holds rates, warns against SOE credit: Sri Lanka's policy rate at which liquidity isinjected to the market will remain at 9.5% following a 25 basis point rate cut last month, the Central Bank
said, but warned against rising credit to state enterprises. The Central Bank said private sector credit was
20.7% by November and in December central government borrowings had fallen. In December there was a
Central Bank profit transfer which was adjusted against credit given by the monetary authority. " Net credit
obtained by the Government, which increased up to November, declined substantially during the month of
December as a result of conscious efforts by the Government to meet the fiscal targets ," the monetary
authority said. "Credit obtained by public corporations however, continued to grow, exerting some pressure
on broad money growth." The Central Bank said the exchange rate has appreciated 5.3% against the US
dollar in the second half of 2012. Up to January 15, the rupee had appreciated a further 0.6%. The Central
Bank said inflation which rose to 9.5% in November 2012 had eased to 9.2% by December. " Effective
demand management policies that were in place in 2012 are likely to have moderated aggregate demand
sufficiently, reining in future inflation and inflation expectations," the Central Bank said. "As a result, inflationis projected to moderate from March 2013 and reach mid-single digit levels thereafter." In 2013 private
sector credit is projected to grow 18.5%, which the monetary authority said was enough to give 7.5%
economic growth.

Sri Lanka's The Kingsbury seeks shareholder nod to borrow more: Sri Lanka's Hotel Services (Ceylon) [SERV:LKR17.4], has sought shareholder approval to increase borrowings after the cost of renovating its 'The

with a LKR1.3 bn term loan arranged in December 2012 and short term loans, the company said in a circular
to shareholders. A second loan of LKR1.3 bn or its US dollar equivalent was being negotiated to settle short
term borrowings. The directors told shareholders another LKR235 mn would be needed for working capital
increasing proposed borrowings to LKR1.53 bn. The company's articles of association limited borrowings to50% of assets. By October 31, 2012 the last audited balance sheet date, the threshold was LKR1.9 bn. With
the company's assets at LKR1.9 bn as at March 31, 2011 directors needed ratification to borrow LKR231 mn

Sri Lanka's NDB to finance micro hydros with ADB credit: Sri Lanka's National Development Bank [NDB :LKR144.4] said it will use a USD1.29 mn credit line from the Asian Development Bank to re-start 19 microhydro projects in tea and rubber plantations. NDB said it had entered into a partnership with Sri Lanka's
Sustainable Energy Authority and the government to participate in the ADB credit line. The 19 micro hydro
plants will have a capacity of 1.3 MegaWatts and they will be connected to the grid through a net metering
mechanism. Net metering involves delivering excess power to the grid which is off-set against power drawn
from the grid or carried forward as a credit. NDB said the micro hydro plants are located Badulla. Kandy,
Kegalle, Matale, Nuwara Eliya and Ratnapura districts. The credit line will finance up to 100% of the cost of
the plants. The loans will have a 5-year repayment period and one year grace period. The Estate Micro Hydro
Rehabilitation and Repowering Project (EMRRP) is part of ADB's Sustainable Power Sector Support Project,
NDB said. The estate micro hydro project involves sites developed in the mid-1990s but were no longer
operating. NDB said the hydro plants ranging from 0.25 MW to 10MW totalling 253MW had been built withADB credit. About 300 such off-grid community networks, typically between 10 to 50 kW have also been

China Set to Exit Slowdown by Boosting Infrastructure: Chinas economy is set to exit a seven-quarterslowdown as the government rolls out infrastructure projects and limited inflation lets officials hold off from
tightening monetary policy. The National Bureau of Statistics will report tomorrow that gross domestic
product expanded 7.8% in the fourth quarter from a year earlier, according to the median estimate of 53
economists surveyed by Bloomberg News. Thats up from a three-year low of 7.4% in the previous period.
The risk is that the rebound may fade in the second half as the boost from railways and road projects ebbs
and the government grapples with rising inflation and the expansion of shadow banking. While the nation is
set to reverse its slide in economic growth, the pace remains short of the 10% average of the past two
decades as higher wages and weakness in global demand limit export gains. The current recovery is beingdriven mostly by monetary and fiscal policy easing, said Zhang Zhiwei, chief China economist at Nomura
Holdings Inc. in Hong Kong. Once the momentum of policy easing slows, growth may trend down again.
Tomorrows report will also include the latest monthly data. Factory output probably rose 10.2% in

Camerons EU Speech Puts UK Economy at Risk, Cable Says: Business Secretary Vince Cable will say PrimeMinister David Cameron would put the UK economy at risk if he raises the prospect of a British exit from the
European Union. Cable, a Liberal Democrat member of Camerons Conservative- led coalition, will say in aspeech today that while theres a case for a referendum on the EU, announcing it years in advance will
create uncertainty and discourage businesses from investing. At the same time, Douglas Alexander, foreign
affairs spokesman for the Labour opposition, will say Camerons hand has been forced by his own
lawmakers. Cameron will tomorrow give a speech in the Netherlands in which hell call for the UK to get
powers back from the EU. Hes signaled he wants to put any renegotiation of Britains membership to a
popular vote after the 2015 general election, a process critics warn could lead to Britain leaving the 27-
nation bloc altogether. This is a terrible time to have the diversion and uncertainty which a buildup to a
referendum would entail, Cable will say in a speech in central England, according to his office. At a time of
extreme fragility in business confidence, such uncertainty would add to the sense of unresolved crisis .
Cables words echo Liberal Democrat leader and deputy prime Minister Nick Clegg, who said Jan. 15 that talk
of Britain quitting the EU could have a chilling effect on the economy[Source: www.bloomberg.com]
Australia Posts Worst Back-to-Back Job Growth Since 97: Australias unemployment rate rose as the nationposted its worst back-to-back years of job growth since the 1997 Asian financial crisis, throwing up an
obstacle in Prime Minister Julia Gillards re-election bid this year. Payrolls advanced 148,300 last year after a
49,800 gain in 2011 for a two-year increase that was the weakest since 1996-1997, government data
compiled by Bloomberg show. Unemployment rose to 5.4% last month as the number of workers fell by
5,500 and may keep climbing after the economy slowed in the second half of 2012. Rising joblessness
compounds the challenge to Gillard, Australias first female leader, who trails in opinion polls. She has
credited the governments economic stewardship for the Reserve Bank of Australias decision to lower the
benchmark interest rate to a half-century low in a nation where about 90 percent of homeowners haveadjustable mortgage rates. Were looking at slower employment growth on the path ahead unless we see
some sort of near-term traction from the rate cuts in terms of incentivizing spending, but were yet to see
that, said David de Garis, a senior economist at National Australia Bank Ltd. in Melbour ne, who predicts
unemployment could rise as high as 5.75% by mid-year.
