    Buying interest in the Colombo Bourse was retained with active

    participation being observed among all types of investors. The

    benchmark index was rather stagnant during the first half of the day

    before picking amidst the buying interest that prevailed in the market

    allowing the bourse to gain 20 points during 2nd half of trading. The

    weighted average during the final hour resulted the bourse to close

    with only a gain of 9 points. The S&P SL20 index outperformed the ASPI

    with the strong performance in the heavy weight blue chip counters

    carrying the index to a gain of 10 points. The drop in interest rates has re-activated the market with the retail

    investors who were in the side-lines now slowly but surely entering the

    market. However, currently the market has gained about 1,000 points

    from its bottom in 2011. The growing earnings and the dip in the index

    have maintained the Colombo Bourse at attractive valuations. Despite

    the 1000 point gain the attractiveness of market still remains intact as it

    trades at 10x FY14E earnings.The crossings board dominated the days turnover with a total of 9

    crossings contributing 71% of the turnover. A single crossing 162mn

    shares at LKR4.5 in Browns Investments allowed the counter to grab the

    top turnover slot. Interest among large foreign and local investors in

    Commercial Bank continued to be highlighted as the counter today

    recorded 6 crossings accounting for 6.4mn shares at LKR104.0. The

    counter further registered an on board block of 172k shares at the same

    price before it finally closed the day with a marginal dip of 0.6% at

    LKR104.2. Other banking sector counters Hatton National Bank and

    National Development Bankgained investor attention with the former

    recording an off-market deal of 159k shares and an on-board deal of

    100k shares at a similar price of LKR146.0. The former closed at LKR146.1

    (-0.7%) while the latter generated strong buying interest to gain 3.0%

    during the day to close at LKR147.9.Investor attention continued to focus on the finance company segment

    with keen interest particularly being recorded in Lanka Orix Leasing,

    Peoples Leasing (+0.6%), Peoples Finance (+2.8%) and Central Finance

    (+3.7%).Speculative counter Environmental Resources Investment witnessed

    both on board and off-board interest while its warrants W0003 and

    W0006 too generated retail interest. The normal share generated heavy

    appreciation towards the final hours of trading gaining 7.7% to close at

    LKR18.2.Europe Stocks Fall; Deutsche Bank Drops on Bafin Request: European

    stocks fell as Deutsche Bank AG (DBK) tumbled after the German

    financial regulator was said to ask it to simulate an operational split,

    while investors awaited a report on U.S. house sales and earnings from

    Johnson & Johnson. U.S. futures were little changed and Asian stocks

    rose. The Stoxx Europe 600 Index (SXXP) lost 0.2% to 287.32 at 11:07 a.m.

    in London.Brent Oil Rise to One-Week High as Japan Plans Stimulus:Brent crude

    advanced to the highest level in more than a week as Japans central

    bank said it will expand asset purchases to lift the worlds third-biggestoil consumer out of the recession. Brent for March settlement climbedas much as 77 cents to USD112.48 a barrel, and traded for USD112.37 as

    of 11:08 a.m. on the ICE Futures Europe exchange in London.

    Sri Lanka Treasuries yields fall: Sri Lanka's Treasuries yields fell across maturities at Wednesday's auctionwith the 6-month yield falling as much as 17 basis points to 10.41%, data from the state debt office showed.

    The 3-month yield fell 12-basis points to 9.63% and the 12-month yield fell 01 basis point to 11.25%. The

    debt office said LKR20 bn of maturing bills were offered to the market and LKR18.55 bn worth bids were

    accepted. Meanwhile in money markets excess liquidity has built up partly due to dollar inflows bought bythe monetary authority. However in January the Central Bank also gives a provisional advance of printed

    money to the finance ministry, which if not sterilized weakens the currency or triggers foreign reserve losses.

    Sri Lanka needs price formula for petroleum, electricity-power minister: Sri Lanka needs a cost based priceformula for electricity and petroleum, power minister Patali Ranawaka has said. Sri Lanka already had price

    formulae for bus transport and cooking gas which were accepted by all concerned, minister Ranawaka was

    quoted as saying in a statement issued by power the power ministry. If the country is to progress, a formula

    that is accepted by all concerned is needed for petroleum and electricity. Minister Ranawaka had been

    speaking at ceremony at Fonterra, a dairy products firm where a solar panel array was installed. Sri Lanka

    had an annual demand for about 12,000 GigaWatt hours of energy (millions of units of electricity) and about6,000 GWh could be produced at LKR7 a unit but the rest cost as much as LKR32 a unit, he had said. Though

    recent rains have increased hydro storage up to 80% the water was enough only to generate 40 days worth

    of power. Sri Lanka already has a mechanism of raising power prices every six months through the regulator,

    but the process can be stopped by political intervention. From mid-2011 large volumes of bank loans taken

    to manipulate energy tariffs, which were ultimately accommodated with central bank credit (printed money)

    drove Sri Lanka into balance of payments crisis.

    Sri Lanka added to TripAdvisor Travellers' Choice 2013 rankings: Sri Lanka has been added to a list of 14countries popular hotels are ranked annually by TripAdvisor.com, a travel review site, though no hotel made

    it in to the world's best 25 hotels. Maldives had three hotels in the top 25, Baros Maldives, North Male Atoll,Veligandu Island Resort, North Ari Atoll, Four Seasons Resort Maldives at Kuda Huraa, North Male Atoll.

    Turkey and Mauritius had two entries in the top 25. The Four Seasons chain had five hotels, in Hawaii,

    Mauritius, Maldives, Hong Kong and Hungary and Oberoi two, in India and Mauritius. In the country lists, 25

    hotels, by small hotels, bargain, bread and breakfast and inns, luxury and best services was listed. Sri Lankan

    hotels are becoming more prominent on the internet with hundreds of hotels being listed in booking engines

    after the end of a 30-year war in 2009.

    Cairn brings forward drilling of fourth exploration well to next month: Cairn India is to start drilling of thefourth exploration well in the Mannar basin next month, the Company disclosed yesterday. The landmark

    development comes ahead of the previously scheduled time. Cairn said post acquisition and interpretationof 600 sq km 3D seismic data during phase 2 exploration period in Block SL 2007-01-001, exploration drilling

    was planned by mid-2013. However, due to early rig availability and excellent logistical preparations, the

    spud date is now advanced by a quarter. The preparation for drilling activity is now complete with a rig being

    secured from Transocean. Drilling of an exploration well is planned in February 2013, Cairn said in its

    commentary accompanying third quarter results for FY13 financial year. The Indian firm has concluded its

    first oil exploration phase in Sri Lankas offshore Mannar basin, discovering gas and condensate in two out of

    three wells drilled, CLPL-Dorado-91H/1z and CLPL-Barracuda-1G/1, although their commercial viability has

    yet to be determined.

    Lanka exports to Brazil grow by 37%: Having increased its exports in 2012, Sri Lanka is keen to expand itscurrent trade with the worlds seventh largest economy, Brazil even further. Our total bilateral trade of

    USD79 mn in 2011 shows that there is strong unrealised growth potential for our trade with Brazil. Also there

    is a trade growth in 2012s first half, said Rishad Bathiudeen, Minister of Industry and Commerce. Minister

    Bathiudeen said this during his meeting with Marcelo L da S. Vasconcelos, Brazils Ambassador to Sri Lanka

    and Maldives. According to the Department of Commerce, Sri Lankas total trade in 2011 stood at US D 78.51

    mn. In 2012 (January to June) the total trade turnover between the two countries was USD32.21 mn

    showing a 7.25 % increase. Brazil is one of the leading sugar suppliers to Sri Lanka. Sri Lankas total exports

    to Brazil have increased by 37.21% in 2011 over the previous year. Sri Lankas major export items to Brazil in

    2011 were gloves, apparel, retreaded or used pneumatic tyres of rubber, new pneumatic tyres of rubber,

    yarn, optical photographic, natural rubber and cotton. We are also keen to strengthen bilateral cooperation

    with Sri Lanka further. We also look forward to Sri Lankas support in our international trade initiatives, saidVasconcelos.

    Greeces New Loan Payout Cleared by Euro Area Signals Optimism: Euro-area finance ministers blessed thenext disbursement of emergency aid for Greece, highlighting the goodwill that led to the unblocking of loans

    last month for Prime Minister Antonis Samarass government. At a meeting yesterday in Brussels, the euro

    finance chiefs gave the green light for the payout of EUR9.2 bn (USD12.3 bn) to Greece this month. Of the

    funds, EUR7.2 bn in bonds are for the further recapitalization of Greek banks and EUR2 bn in cash are to

    cover the governments budget needs. The trouble-free payout of new loans for Greece indicates greater

    European political confidence in the ability of the government in Athens to press ahead with budget cuts and

    market-opening initiatives outlined in the nations international aid program. That in turn has helped lessen

    speculation that was rife last year about a possible Greek exit from the 17-nation single currency. We

    perceive a greater commitment to keep Greece in the currency union, if it complies with the program,

    London-based Morgan Stanley analysts including Daniele Antonucci said in a report yesterday. Many

    transitory support measures have already been extended, more will come.

    BOJ Adopts Abes 2% Target in Commitment to End Deflation: The Bank of Japan made its strongestcommitment yet to end two decades of stagnation, shifting to Federal Reserve-style open-ended assetpurchases while disappointing investors by delaying the program until next year. Governor Masaaki

    Shirakawa and six of nine board members voted for a 2% inflation target, to be achieved at the earliest

    possible time a pace not sustained in Japan since the early 1990s. While judging that the economy is

    relatively weak, and that consumer prices will be flat for the time being, the BOJ refrained from adding

    immediate stimulus. With a planned 13 trillion yen a month (USD145 bn) in extra securities buying on hold

    until January 2014, the yen rose and stocks fell. The currency has slid and shares climbed the past 10 straight

    weeks in anticipation of the BOJ joining Prime Minister Shinzo Abes administration in strengthening

    measures to lift the economy out of its third recession in five years. What disappoints me was we can see

    the BOJs hesitance to step up monetary stimulus, said Takahiro Sekido, a strategist in Tokyo at Bank of

    Tokyo-Mitsubishi UFJ Ltd. who formerly worked at the Bank of Japan. Abe will keep pressing the BOJ but

    todays decisions indicate that Abe will probably wait for the next governor to make a significant shift inmonetary policy.

    Euro Area Grapples With ESM Rules as Legacy Assets Loom: Euro-area finance ministers staked out theirturf in a brewing battle over bank rescues amid German and Austrian warnings that direct bailouts wont be

    widely available. Ministers seek an agreement in the first half of this year on how and when the EUR500 bn-

    (USD668 bn) European Stability Mechanism can bypass governments and provide direct help to banks.

    Ireland and France led calls at a meeting of euro finance chiefs in Brussels yesterday for work to proceed

    quickly so the new tool can be ready as quickly as possible.Some creditor nations countered that direct bank

    aid shouldnt start until the European Central Bank takes up its new role as single supervisor within the

    currency zone, which isnt expected until 2014. In the meantime, the ESM needs to leave its resources freeto be a lender of last resort, German Finance Minister Wolfgang Schaeuble said. One has to damp further-

    reaching expectations because that would completely overburden the ESM, Schaeuble told reporters after

    the meeting. He urged the euro area not to repeat earlier mistakes by raising hopes of aid that wont

    UK Budget Deficit Widens as Weak Economy Weighs on Profits: Britains budget deficit widened inDecember as government spending jumped and a struggling economic recovery weighed on company

    profits. The shortfall excluding government support for banks was 15.4 bn pounds (USD24.4 bn) comparedwith 14.8 bn pounds a year earlier, the Office for National Statistics said in London today. The median of 23

    estimates in a Bloomberg News survey was for a deficit of 15.2 bn pounds. Spending rose 5.4% and revenue

    climbed 3.6%. The figures come as investors demand more yield to hold UK government debt, pushing

    borrowing costs to an eight-month high. Standard and Poors became the third ratings company to warn that

    Britain could lose its top-notch ranking after Chancellor of the Exchequer George Osborne conceded last

    month it is taking longer than planned to repair the public finances. The fiscal position is likely to drift

    further off course as the UK veers towards a triple-drip recession, said Rob Wood, an economist at

    Berenberg Bank in London and a former Bank of England official. There is only so long that the chancellors

    combination of smoke and mirrors and optimistic growth assumptions can disguise the problem.

    Corporation tax receipts rose 0.2% in December from a year earlier and were down 7.1% in the fiscal year to

    date, reflecting the impact of weak growth on company profits and shutdowns of North Sea oil and gasproduction. Spending was boosted largely by a 6.5% increase in departmental outlays last month. Welfare

    costs increased 3.3%. Net investment was little changed at 2.4 bn pounds.
