Everycampus,extensionsiteandfieldstationistaskedwithdevelopingEmergencyManagementPlans.Somehavean“ExecutivePolicyGroup”,whileotherstaskSafetyCommitteesoraspecificmanagerwithdevelopingplansforlocaluse.Peopleresponsiblefor“EmergencyManagementPlans”maycon-

siderthefollowingpracticeswhendevelopingtheirplan:

1. Build emergency response planning into the local culture. Understandingthefutureofthelocalorganization,EmergencyResponsePlannerstakethetimetolearn,engageandinculcaterealisticemergencyresponseplanningasapartoftheorganization’songoingprocess,notasaresponse-drivenactivity.Bottom-upapproaches,whichexcludeexecutive

involvement,arerecipesforfailure.2. Apply a lean emergency-management structure.

Multi-layered,committee-baseddecisionmakingdoesnotworkinanemergency.Applyingfastandfrugaldecision-makingiscriticaltosuccessfulemergency-management.

3. Scan the horizon for threats, risks, and opportunities. Collecting,analyzingandactinguponrisk-relatedintelligencearekeyelementsofanyholisticap-

proachtoemergencypreparedness.

4. Resist the temptation to develop or rely on elaborate and pedantic emergency response plans.

Itistruethat“noplansurvivesfirstcontactwiththeenemy.”Equallytrueisthat“detail-rich”plansprovidethefodderofpost-incidentlitigation.Thebestemergencyresponseplansaresimple,event-

neutralchecklists.

5. Practice. Organizationsthat“dustoff”theiremergencyresponseplansduringanemergency,withoutanyprac-ticedimplementationanddeterminationoftheeffectivenessofaplanthroughimplementingperiodic

practice-drills,oftenresultinpooremergencymanagementwhentheemergencyoccurs.

6. Engage in unbounded thinking. Envisioningoptionswhicharenotnaturallyevidentisakeyemergency-leadershipskillthatcanbedevelopedwithstudyandpractice.Anexampleofthistechniqueinvolvesengaginginsimulatedemergency“micro-games”whereemergencyresponseplannersenvisionascenariowhichcouldnegativelyimpacttheirorganizationandbrainstormpossiblesolutions.Thelearningarchivedfromthese“games”canhelpplannersanticipateandmitigatepotentialproblemsduringarealemergency

response.

7. Develop pre-event emergency communication templates. Thelackofcommunicationorpoorcommunicationduringanemergencyisoneofthemostcitedissuesinpost-eventcritiques.Thelessonfromthisexperienceisthatemergencyplannersneedtodevelopreferentialemergency-communicationskillsandpre-emergencycommunicationtemplates.

8. Remember the last event, and learn from it. Immediatelyafteranemergencyevent,conductanaction-orientedreviewwithafocusonbrevity.

Then,besuretodistributeandactonthelessonslearned.

Activelyplanningforthebroadrangeofpotentialemergenciesthatcanbesiegeanorganization,ap-pointingamulti-disciplinaryteamtodevelopEmergencyResponsePlans,andwritingandpracticingagoodemergencyresponseplanwillallhelpeveryonetorespondtoemergencieswiththecompe-

tenceandeffectivenesstheirorganizationsandlocalcommunitiesexpect.

Use Heaters and Generators SafelySpace heaters, generators, fireplacesandwoodstovescan emit carbon monoxide and other hazardous gases that cause injury or death.

Follow these precautions for safe operation:• Locate generators out-

doors and far away from your house. Don’t run the generator in a garage, basement, deck or any area close to the house where fumes could enter.

• Have a licensed electrician wire the generator to your home electrical system to avoid electrical injury orfire.

• Only use the generator after you disconnect your home’s electrical system from the main utility lines.

The Consumer Products Safety Commission has this advice for the safe use of fuel-burning space heaters:• Use a space heater with aguardaroundtheflamearea or heating element.

• Never use an extension cord with a space heater.

• Place the heater on a level, hardandnonflammablesurface, not on rugs or carpets or near bedding or drapes.

• Keep the heater at least three feet from bedding, drapes, furniture, or other flammablematerials.

• Choose a space heater that has been tested and certifiedbyanationallyrec-ognized testing laboratory.

• Follow manufacturer’s in-structions on ventilation to prevent pollutant build-up.

• Keep children and pets away from space heaters.

• Turn the space heater off when you go to sleep or leave the area.

• Have your gas or kerosene space heater inspected at least once a year.

Calling‘911’onyourcellularphoneanywhereinCaliforniausuallyconnectsyoutotheCHP(HighwayPatrol).WaitingtimescanbelengthytoreachaCHPdispatcher,whowillthenhavetotransferyourcallbacktoalocalagency’semergencydispatchcenter.So,unlessyouareonafreeway(orhaveotherrea-sonstocalltheCHP)-doNOTdial‘911’onyourcellphone.Instead,pre-programthelocalseven-digitemergencynumbersforthecitieswhereyouliveandwork,anddialthemdirectlyinanemergency.

What Does Shelter-in-Place Mean?There are circumstances when staying put and creating a barrier between yourself and potentially contaminated air outside, a process known as shelter-ing-in-place and sealing the room can be a matter of survival.

If you see large amounts of debris in the air, or if local authorities say the air is badly contaminated, you may want to shelter-in-place and seal the room.

Consider pre-cutting plastic sheeting to seal windows, doors and air vents. Each piece should be several inches larger than the space you want to cover so that youcanducttapeitflatagainst the wall. Label each piece with the location of whereitfits.

• Bepreparedtoimproviseandusewhatyouhaveonhandtomakeitonyourownforatleastthreedays,maybelonger.• Considertwokits.Inone,puteverythingyouwillneedtostaywhereyouareandmakeitonyourown.Theothershouldbealightweight,smallerversionyoucantakewithyouifyouhavetogetaway.• You’llneedagallonofwaterperpersonperdayfordrinkingandsanitation.Includeinthekitsathreedaysupplyofnon-perishablefoodsthatareeasytostoreandpreparesuchasproteinbars,driedfruitorcannedfoods.Ifyouliveinacoldweatherclimate,includewarmclothesandasleepingbagforeachmemberofthefamily.• It’ssmarttohavesomethingforeachmemberofthefamilythatcoverstheirmouthandnose,suchastwotothreelayersofacottont-shirt,handkerchiefortowelorfiltermasks,readilyavailableinhardwarestores.Itisveryimportantthatthemaskorothermaterialfityourfacesnuglysothatmostoftheairyoubreathecomesthroughthemask,notaroundit.Dowhateveryoucantomakethebestfitpossibleforchildren.• Also,includeducttapeandheavyweightgarbagebagsorplasticsheetingthatcanbeusedtosealwindowsanddoorsifyouneedtocreateabarrierbetweenyourselfandanypotentialcontaminationoutside.

• Discussthetypesofdisastersthataremostlikelytohappen.Explainwhattodoineachcase.• Picktwoplacestomeet:

1) Rightoutsideyourhomeincaseofasuddenemergency,likeafire.2) Outsideyourneighborhoodincaseyoucan’treturnhome.Everyonemustknowtheaddressandphonenumber.

• Postemergencytelephonenumbersbyphones(fire,police,ambulance,etc.).• Teachchildrenhowandwhentocall911oryourlocalEmergencyMedicalServicesnumberforemergencyhelp.• Determinethebestescaperoutesfromyourhome.Findtwowaysoutofeachroom.• Findthesafespotsinyourhomeforeachtypeofdisaster.• Showeachfamilymemberhowandwhentoturnoffthewater,gas,andelectricityatthemainswitches.• Checkifyouhaveadequateinsurancecoverage.• Teacheachfamilymemberhowtousethefireextinguisher,andshowthemwhereit’skept.• Installsmokedetectorsoneachlevelofyourhome,especiallynearbedrooms.• Conductahomehazardhunt.• Stockemergencysuppliesandassembleadisastersupplieskit.• TakeaRedCrossfirstaidandCPRclass.

Someofthethingsyoucandotopreparefortheunexpected,suchasassemblingasupplykitanddevelopingafamilycommunicationsplan,arethesameforbothanaturalormanmadeemergency.Howevertherearesignificantdifferencesamongpotentialterroristthreats,suchasbiological,chemi-cal,explosive,nuclearandradiological,whichwillimpactthedecisionsyoumakeandtheactionsyoutake.Bybeginningaprocessoflearningaboutthesespecificthreats,youarepreparingyourselftoreactinanemergency.

Bepreparedtoadaptthisinformationtoyourpersonalcircumstancesandmakeeveryefforttofol-lowinstructionsreceivedfromauthoritiesonthescene.Withthesesimplepreparations,youcanbereadyfortheunexpected.Getreadynow.

“Isn’t it awful?” George said as he passed Careless Chris’ desk that morning. “All those poor people were totally unprepared for that storm. What a mess!”

Helping Children Cope with DisasterBirth – 6 years

•Infantsmightnothavethewordstoexpresstheirfeelingsordescribeexperiences,buttheycanretainmemories.Theymayshowtheiremotionsbybeingincreasinglyfussy,cryingorneedingmoreaffectionandcomfort.Preschoolandkindergartenchildrenmayhaveseparationanxietyfollowingadisaster.

7 – 10 years•Olderchildrenmayfeeltheneedtoexpressthemselvescontinuallyafteraloss.Theymayfocusonthedetailsoftheeventandwanttotalkaboutit.Thismayinterferewithconcentrationandaffecttheirperformance.Itisalsocommonforthemtofearthatthedisasterwillhappenagain.

11-18 years•Aschildrengrowolder,theirresponsestodisastersmayseemtochange.Theirfocusshiftstopossiblerecklessbehaviororrebel-lionandpossibleuseofalcoholanddrugs.Theymaybeuneasywithleavinghomeandavoidsocialinteraction.
