2017 Technical Planning Study
• Advance planning to allow the County to respond quickly to economic
development proposals with the efficient construction of sewer
infrastructure
• Intended to assist the County and others in “marketing” this area for
economic development
• Study shared with County and State economic development offices
• Funding in budget to allow implementation quickly if/when economic
development projects are identified
• Received partial funding for the study from DNREC

Technical Planning Study Findings
• Produced 3 options using both gravity sewer and force main (2 separate pump
stations)
• Identified an estimated 170,000 gallons per day available capacity (550+ lot residential
subdivision)
• 130k gpd to Del. City
• 40k gpd to Red Lion Pump Station
• Identified necessary permits, land acquisition and utility crossings so that these items
could be addressed in preparation for construction
• Provided preliminary cost analysis:
• Option #1 to Del. City – Estimated cost $3.7 million
• Option #2 to Red Lion PS – Estimated cost $2.6 million
• Option #3 to Del. City – Estimated cost $2.4 million

Current Status• Option #1 alignment chosen due to
greater capacity and future potential
expansion
• Design effort began mid December
2018
• Currently working on property
acquisitions, utility authorizations and
environmental requirements.
• Goal is to be ready when a user comes
