Cocopah Indian Tribe Demographic Analysis
Introduction This analysis of the Cocopah Tribe was undertaken by the Arizona Rural Policy Institute (ARPI) a
unit of the Center for Business Outreach in the W.A. Franke College of Business at Northern
Arizona University for the planning department of the Cocopah Indian Tribe. The ARPI has
produced the Demographic Profile for Cocopah Indian Tribe, with the latest information
available from the 2015 American Community Survey (5-year estimates) American Indian and
Alaska Native Tables. This document is provided to Arizona tribes as a product of the EDA
University Center Grant provided by the EDA to the Center for Business Outreach at Northern
Arizona University.
Since 2010 the American Community Survey (ACS) has been tasked with producing population,
demographic and housing unit estimates for the United States on an annual and 5 year series
basis. This analysis is entirely based the American Community Survey, 5-year estimate data
for the period 2011 to 2015 and is annotated in the document as ACS 2015 (5-year estimates).
The 2015 ACS 5-year estimates are based on data collected between January 2011 and
December 2015. The data were used to analyze household income, poverty rates, employment,
language use and household characteristics for Cocopah Tribe. Only the 5-year estimates are
used as this is the only data that is provided for small population areas, the 5 year data
represent the average characteristics over the 5-year period.
Demographic characteristics are outlined by three separate levels, the State of Arizona, Yuma
County and the Cocopah Indian Tribe. Comparisons between the State of Arizona, and Yuma
County serve to provide further levels of comparison when examining demographic
characteristics of the tribe. Yuma County was chosen for comparison as the Cocopah tribal
lands and communities fall entirely within Yuma County.
Appendix A contains the margin of error estimates to be used to calculate the range of the
estimates for the American Community Survey data.

Population The population of the Cocopah Indian Tribe saw a sharp increase in population (17.8%) in the
period 2000-2015 when compared to 2000-2010. This increase follows a 20.3% decrease
between 2000 and 2010, and may not truly reflect the actual change in the tribal populations
between the census periods. The 2000 and 2010 censuses are considered the official count, and
account for only the population within the exterior boundaries of the tribal lands or nation.
Both the State (29.5%) and the County (26.8%) grew at roughly the same rate between the last
census in 2000 and 2015.

Gender There are more females (56.3%) than males (43.7%) within the Cocopah Indian Tribe. The
gender ratios in the Cocopah Indian Tribe are higher for females when compared to the State
(50.3%) or the County (48.9%). There are fewer males among tribal members (43.7%) than at
the State level (49.7%) or the County (51.1%).

Age The Cocopah Indian Tribe is dominated by those under 19 years of age. The under-19 year
population accounts for 30.2 percent of all tribal members, representing the same proportion
for that age group compared to the State (27.1%) and a slightly higher proportion than Yuma
County (29.6%). The fact that almost one-third of the tribe is younger than 19 years of age
carries with it important policy implications. The large portion of younger tribal members
influences the provision of health and educational services as well as poverty and workforce
issues as well.
On the other hand, the tribe has more members who are 65 years or older as a proportion of
the total population. This age group, those who have retired and are out of the workforce
account for more than one-fourth 27.9 percent of tribal members double the State rate of 15.4
percent and the County (16.9%). The Cocopah Indian Tribe have a similar age profile vis-à-vis
other Arizona tribes, with a greater percentage of tribal members under age nineteen. Finally,
those age 18 to 64 years account for 41.9 percent of the tribal members, which is lower than
the State (57.5%) and lower than the County (53.5%). The large number of tribal young
persons will have an effect on the development of the tribal workforce in the future. See Table
3, and Figure 2.

A population pyramid, also called an age structure diagram, is a graphical illustration that shows
the distribution of various age groups in a population (typically that of a country or region of
the world), which forms the shape of a pyramid when the population is growing.
The population pyramid below (Figure 3) illustrates the difference between males and females
for the 5 year age cohorts. The under-19 age cohorts are symmetrical indicating that there are
roughly an even number of males and females. At the top of the age pyramid there are more
females than males. This is a normal demographic trend as women tend to live longer than
men. The age pyramid provides an illustrated snapshot of the age structure of the tribal
members over the period 2011-2015.

Population Under 20 Years Children under 18 years of age account for 32.7 percent of all tribal members. There are 528
males and 679 female tribal members; 30.8 percent of males are under age 19 and 29.6 percent
of females are under age 19. There are more males under age 5 years (11.2%) than females
(8.8%), while the sex ratios are generally similar for those between 10 to 14 years of age. See
Table 4. ACS table S0101 was used to create this table.

Median Age The median age (the point where 50% of the population are above and 50% are below) for the
Cocopah Indian Tribe tribal members is 38 years, with males and females aged 39 and 38 years
respectively. The median age of tribal members is higher than both the State (37 years) and the
County 34 years. This statistic serves once more to emphasize the older age profile of the
Cocopah Indian Tribe. See Figure 4.

Race The majority of the Cocopah Indian Tribe tribal members identify themselves as American
Indian or Alaska Native alone (54%), while the remaining 46 percent are split between white
alone (36%), Native Hawaiian and Other Pacific Islander alone (6%) and multi race persons (3%).
This stands in strong contrast to the State which is 78 percent white alone, and the County
which is 77 percent white alone. See Table 6.

Ethnicity In terms of ethnicity, one-fifth (5.9%) of the Cocopah tribal members, self-identify themselves
as Hispanic or Latino. This is lower than the State (30.3%) while the surrounding County (61.1%)
is twice the rate of the state in terms of individuals self-identifying as Hispanic or Latino. See
Table 7, and Figure 5.

Households In 2015, there were 485 households on the Cocopah Indian Tribe, with an average household
size of 2.5 persons and an average family size of 2.8 persons. The average household size of
2.5persons is less than State average (2.7 persons) and smaller than the County average (2.8
persons). The average family size for tribal members (2.8 persons) is also smaller than the State
and the County, where the average is 3.3 and 3.2 persons respectively. See Figure 6.

The next section of the demographic profile focuses on households and their structure. The
Census, defines as “household” as a person or group of people who occupy a housing unit. The
“householder” is a person in whose name the housing unit is owned, being bought, or rented. A
“family household” consists of a householder and one or more people living together in the
same household who are related to the householder by birth, marriage, or adoption — it may
also include people unrelated to the householder. If the householder is married and living with
his/her spouse, then the household is designated a “married-couple household.” The remaining
types of family households not maintained by a married couple are designated by the sex of the
householder. A “nonfamily household” consists of a person living alone or a householder who
shares the home with nonrelatives only; for example, with roommates or an unmarried partner.
Family households (72.2%) predominate on the Cocopah Indian Tribe, traditional married
couple families are however in the minority (46.0%) lower than the State (47.4%) or the County
(57.7%). Households headed by a female head of household (single moms) account for less than
one-fifth (16.7%) of all households. Almost two-thirds (62.7%) of all households are either
married couple families (46.0%) or households headed by single mothers (16.7%). See Table 8
and Figure 7.

Households with children under age 18 (34.0%) occur in one-third of all households, a higher rate for the Tribe than for the State (32.0%) but lower than the County (41.0%). Householder with a member over age 65 account for more than two-fifths of households (43.1%) of all households, higher than the state (29.0%), and the County (33.1%). Finally, tribal households are more likely to be headed by a single mother with their own children under age 18 (11.1%) almost twice the rate of the State (7.2%) or the County (8.9%).

In terms of household characteristics 40.2 percent of all households are headed by a
householder, higher than the State (37.2%) or the County (36.1%). Spouse headed households
comprise a minority of Cocopah tribal households (18.4%) more than the State (17.6%) while
the County (20.8%) is higher than both the State or the Tribe. Children comprise one-third of all
households (23.3%), lower than the State (30.4%) and the County (32.0%). See Table 9 and
Figure 8.

Family households dominate among Cocopah Indian Tribe tribal members (72%), compared to
66 percent for the State and the County (77%). Non-family households account for one-third
(33%) of tribal member households the same as the State (34%) and greater than the County
(24%). Husband and wife families account for almost two-thirds (64%) of households, whereas
residents of the State (73%) and the County (75%) are more likely to have this family structure.
Households on the Cocopah Indian Tribe are two times more likely to be headed by a female
householder (29%) with no husband present. Households headed by single mothers are far less
prevalent at the State (12%) or County (14%). Households on the Cocopah Indian Tribe are less
likely (29%) to have children under the age of 18 living in the household, than the State (34%)
or the County (41%). See Table 10, and Figure 9.

Children Under 18 Years Age Living with Grandparent Children under age 18 are as likely to live with grandparents on the Cocopah Indian Tribe (3.6%)
than they are for the County (3.3%) with the State lower at 2.5%. The estimates only indicate
grandchildren over age 5 living with grandparents for the Cocopah Tribe. All grandparents
responsible for grandchildren are responsible for children 5 or more years of age. This result is
probably the result of sample size issues. See Table11 and Figure 10.

Household Income
The median household income for the Cocopah Indian Tribe is $29,648 less than both the
County ($40,743) and less than the State ($50,255). Tribal members are more likely to have
lower household incomes than both the State and the County. One-third (35.7%) of all
households on the Cocopah Indian Tribe have incomes of less the $25,000 when compared to
the State (24.0%), and the County (28.6%). Tribal members are less likely to have household
incomes between $25,000 and $75,000 (52.8%) higher than the State (44.2%) and the County
(49.9%). One-tenth (11.5%) have incomes in excess of $75,000. See Table 12, and Figure 12.

Supplemental Income
Households on the Cocopah Indian Tribe are more likely (44%) to have social security income
than are residents of the State (32%) and the County (34%). More tribal members (34%) have
retirement income than do residents of the County (21%) and the State (20%). See Table 13 and

Poverty Poverty rates on the Cocopah Indian Tribe Reservation (39%) are higher than the State (18%)
and County (21%) rates. Two-thirds (65%) of all children under 18 years of age are considered
to be living in poverty, while two-fifths (44%) of tribal members between 18 and 64 also live in
poverty. One-third (38%) of persons living in families on the Cocopah Indian Tribe live in
poverty, twice the rate than families in poverty at the State level (16%) or the County (19%).
Less than one-tenth of all persons over 65 years of age (4%) live in poverty, lower than State
(9%) and County (12%) poverty rates for this age group. See Table 15 and Figure 14.

Children in Poverty The rates of children under 18 years of age living in poverty are twice as high for the tribe (39%)
as the State (18%) or the County (21%). The highest poverty rates for tribal members are
recorded for those children between 5 and 17 years of age, where 37 percent of these school
age children live below the poverty level. See Table 16. ACS Table B17001 was used to create

Households in Poverty The Census Bureau uses a set of money income thresholds that vary by family size and
composition to determine who is poor. If a family’s income is less than a family’s threshold,
then that family and every individual in it, is considered poor. Further the ratio of income to
poverty can be used to measure the degree or depth of poverty. The ratio of income to poverty
compares a person’s income with their poverty threshold, and expresses the comparison as a
fraction. For example, a poverty ratio of 1.0 (income at 100% of poverty level) means a person
is living right at the poverty line; a ratio of 0.5 (income at 50% of poverty level) would mean
that a person is living in a household making only half the income designated as the poverty
threshold. The Census Bureau describes those with family incomes below one half of their
poverty threshold as being “severely poor.” People with incomes at or above their threshold
but below 125 percent of their threshold are classified as “near poor.”
More than one-third (39%) of those living on the Cocopah Reservation are classified as
“severely poor,” with poverty ratios that ranges from below 0.5 to .99. These rates are almost
twice those of the State (19%) and higher than the County (21%). A further 6 percent of tribal
members are classified as “near poor” with poverty ratios between 1.00 and 1.24. These data
indicate that 45 percent of Cocopah households are living in poverty, while the remaining 55
percent are classified as not living in poverty. See Table 17 and Figure 15. ACS Table C17002

Households Receiving Supplemental Nutrition Assistance Program (SNAP) More than one-third (35.8%) of all households on the Cocopah Reservation receive assistance from the Supplemental Nutrition Assistance Program (SNAP). This rate is three times as high as the State (13.5%) and higher than the County (20.1%). One-tenth of households receiving SNAP assistance (9.8%) have at least one person in the household over 60 years of age. This rate is lower than the County (27.8%), and the State (26.1%). Fertility The birth rate for women between the ages of 15 and 50 years for the Cocopah Indian Tribe is 14.9 percent, higher than the County (6.3%) and the State (5.5%). The birth rate for unmarried mothers on the Cocopah Indian Tribe Reservation (20.0%) is much higher than the rate for the State (3.7%) or the County (4.5%). See Table 19 and Figure 16.

ACS Margin of Error Estimates The ACS estimates are based on data from a sample of housing units and people in the population, not the full populations. For this reason, ACS estimates have a degree of uncertainty associated with them, called sampling error. In general, the larger the sample, the smaller the level of sampling error. The ACS calculates standard errors for each estimate produced and publishes the 90 percent confidence level margins of error (the Census Bureau standard). You can be 90 percent confident that the interval within the margin of error from the estimate includes the true value. Users can add and subtract the margin of error value from the estimate to find the top and bottom of the range within which the ACS is 90 percent confident that their estimate lies in.
Understanding margin of error A term you will often come across in survey research is "within the margin of error." Most people hear the term frequently during election season when results from polls are reported. Many surveys and polls collect data from a representative sample of a population to make determinations about a larger population. Results would be somewhat different each time the survey is administered to a different representative sample. The margin of error accounts for these differences by calculating an upper and lower boundary the true result would likely fall between if every member of population was surveyed. For example, in the case of the Cocopah Tribe the ACS has established that there are 1,207 tribal members. The survey also indicates that there are 528 males and 679 females in the total population, with a margin of error of plus or minus (±) 151 males and (±) 166 for females. See Figure 2 margin of error estimates. The margin of error tells us that if the same survey were administered to Cocopah tribal members again, it is highly probable that the true population of males would be between 377 and 679 males and similarly that the true population of females would be between 513 and 845.
