Project Challenges

• Project slippage due to:

– Limited Cooperation amongst different role players • Industries: non-responsiveness to information requests

• Other Gov. Depts.: non-responsiveness to collaboration requests

• Lack of relevant data and information for EI

– Lack of effective project coordination and communication

– Un-clarified responsibilities for execution of project tasks

– Limited public awareness/interest on air pollution matters • Diminishing stakeholder participation

• lack of feedback on project from stakeholders

Lessons Learned

• Successful AQMP Development – requires – Stakeholder engagement via bilateral discussions

• Contracting must be specific and provide details of requirements and responsibilities (ToR & SLA) – Requirements definition, documentation, sign-off and understanding among

all stakeholders is imperative to project control and execution

• Professional project managers necessary to ensure successful project execution – Subject matter experts are not necessarily PMs

– Capacity in contract & project management is necessary

• Managing Expectations towards what can be achieved – Communication at all levels & all phases of the project

– Focusing on objectives of the project & understanding limitations

Next Steps

• Turning challenges into short & medium term AQM goals – Enhancing Reporting Systems

– Strengthening compliance and enforcement efforts wrt reporting requirements by industries

– Establish and support stakeholder forums to improve public awareness on AQ matters and cooperation amongst role players

• PSC members to brainstorm on menu of control strategies

• Draft AQMP to be developed and presented to stakeholders

• Based on stakeholder inputs, AQMP will be adopted
