RIS Workshop in Geneva 23-rd of June 2016

Introduction1. Short overview about RIS operational in Ukraine, some challenges in

time, offers. 2. In time of UkrRIS operational we made decision that RIS development

can to be advance. Some of ideas the deal solutions we considering in this presentation.Take into account that safety of navigation is relevant part of RIS tasks, we try to point out in this point especially in the estuary of the Danube, where we face challenges, for instance, with recognize of dangerous situation when ship is moving in shallow water especially in storm time.

2. Second part is dynamic components of IENCs which is really regardless in real time ongoing vessels. In this reason we considering the dynamic model at sea/river surface & sea/river bottom up to date for safety navigation in shallow water .

3. Third part is development of 3D vessel moving view when suddenly change of hydro- meteorological conditions in shallow water regard to Dynamic chart in real time.

Tracking and tracing of vessels:• Traffic is controlled by two Enterprises in UA

separately, but under MoI.• The traffic management between port of Reni and

sea outlet at Bystroye mouth (UA Danube part) including sea approaches is provided by SEDP and represented by 3 VTS Centres.

• RIS is provided by combination with maritime AIS along the coastline from the Danube, included Dnieper, up to Azov sea.

AIS Monitoring in the Black Sea and

Danube river at SHS

• Automatic system for AtoNs observation in UA waterway allow us to:

- transmitted differential amendments by the AIS network from the reference stations;

- transmitted notices to mariners/skippers by NAVTEX using AIS network.

Status of electronic ship reporting in Danube region

• Currently still to take update dangerous cargo vessels and 3 VTS (RIS) Centres (Vilkovo, Chilia and Izmail), which is joined in common Ukrainian observation network (centre in Odessa, main UkrRIS office );

• Still continue to preparation of agreement between via-Donau (AU) and UDSC (UA) for implemented Doris system in UDSC vessels;

• The possibility of reporting dangerous cargo voyages electronically;

• Vessels carrying dangerous cargo and sailing in Ukrainian inland waterways must report to the Port Authorities before leaving or entering a port. The reports send by Internet, fax or VHF voice communications. The most important elements have to be reported;

• Electronic reporting is not obligatory ;

• Vessels’ identity• Port of departure• Port of destination• Description of the type and quantity of cargo on

board• List of Dangerous cargo in IMO form is presented

to Port authorities on arrival/prior to departure.• Responsible authority/administration: State

Marine Pilot Service under administration of MoI• Current process: Now is all the electronic

reporting facilities available currently. • Final Service – RIS: Provision of electronic

reporting facilities for ships bound for/sailing from Ukrainian Danube ports.

Status of calamity abatement service

• Responsible authority/administration: MoI through State department of maritime and river transport, Ministry of Disaster management of Ukraine

• Current process: Calamity abatement services are provided by Ukrainian Danube port authorities, each in it`s area of responsibility, under the administration of the State Department of maritime and river transport.

• Final Calamity Abatement Service – RIS: Authorities responsible for calamity abatement being the priority stakeholders for the RIS are properly informed through direct access to available information about the current status of the traffic, dangerous goods traffic, availability and whereabouts of the means of search&rescue and abatement, actual state of hydro meteorolo-gical elements and their prognosis.

• Provision of common network and information space for maritime and inland shipping particularly important in short sea shipping in the Black sea area and Azov Sea basin and relevant inland waterways.

• Requirements included in the EU RIS Directive have to be elaborated in Ukraine to provide safe conditions on the Ukrainian stretch of Danube. This projects must be and harmonized and coordinated with other Danube countries activity in this aspect.

• Considering the present status of RIS develop-ment in Ukraine the level of coordination between the participating organisations and authorities from MoI side should be increased . These measures shall include legal identification of relevant tasks, responsibilities of the involved parties based on the available analysis and tests already performed; Identi-fication of processes within national RIS stru-cture and financial sources for RIS development plan.

• Changes in working processes required:

• Formal appointment of RIS-operator in Ukraine for creating, developing and using RIS structure in Ukraine and defining financial sources for these purposes.

• What has to be done generally:

On the general level authorities and responsibilities must be clarified. Firstly, to take part in the development a RIS operator has to be identified. As DP, SHS and NU OMA has the most adequate experience and infrastructure background in the RIS topic in Ukraine, it is recommended to have DP, SHS or NU OMA as Ukrainian RIS experts in a frame of a new organizational background of shipping.
