Lao PDR has large hydro-power potential with

estimates varying from 18,000 MW to 26,000 MW, out

of which only 18% has been developed so far.

MOUs were signed with the Thai Government to supply

from 3,300 MW to 7,000 MW to Thailand, also with the

Vietnamese Government to supply power of about

5,000 MW by the year 2020 and planned Export to

Myanmar about 300 MW.

(NCC) in Vientiane Capital

The peak load (MW) has been increased continuously by

13%-15% a year. The peak load of the whole country was

1,008 MW last year (2015).

In dry season (Nov-June) EDL import Power from neighboring

countries (Thailand, Vietnam and China, etc..) but In rainy season

(Jul-Sep) EDL export power to neighboring countries

The current Peak Load is only 63% of the total installed

capacity

EDL exports the surplus energy during the rainy season

and imports some energy during the dry season, because

most of the hydro-power plants are run-off river plants

and the firm capacities are relatively small.

The above conditions will continue a couple of years.

When the base load of the country increases in a large

scale, then the base-load power plants are required for

the secure supply, such as thermal plants in the future.

To supply enough the electric energy sufficient to the domestic

demand and for the export to neighboring countries, to expedite

the development of electric energy source, EDL will set the

policies as follows:

1. EDL will put necessary investment as much as possible

on new power plants

2. EDL will buy all the power produced by IPP in the

country, which means that EDL will be the single and

only buyer of electric power in the country

3. EDL will purchase the power from foreign countries and

will sell the surplus power to neighboring countries.

Based on the Power Development Plan, the most of domestic

power plant are hydro. Thus, in order to make the power

system stable, EDL should diversify the power sources as

follows:

1)The hydropower plant with reservoir;

2)The Solar Power;

3)The Wind Power;

4)The thermal power plant;

5)Other clean power sources.

country to be developed in horizon 2016-2025:

14 locations are 500/230/115/22kV substations

16 locations are 230/115/22kV substations

4,799 km owned by EDL

would like to corporate with ASEAN countries as follow:

Joint-PDP- Electricity Demand Forecasts

- Generation Expansion Plan

- Demand and Supply Balance

- Transmission Expansion Plan

- Grid Interconnection between ASEAN Countries

Set up a Technical Team for Power System Analysis

- Net work analysis (Adequacy, Stability and etc.)

- Economic feasibility for interconnection projects

Set up the power market rules for fair trade of

electricity (Pricing mechanism)
