Agreed that SCCOOS was a consortium of ocean observers
Agreed to establish an active salesman/client relation with potential users (rather than to be governed by them)
Agreed that SCCOOS would have many projects with a broad range of foci
Suggested organization around a matrix of Operating Divisions (our specialties) and Projects (and sources of funding)
In Santa Barbara we ……
Agreed to have an Executive Committee of the Governing Board for rapid decision-making as needed
Agreed to have Operating Divisions (representing our specialties) and Projects (e.g COCMP, E & O, NOOA Pilot)
Established an Operating Board (at least for COCMP) for technical planning and asset allocation. Members were selected
Appointed COCMP Executive Committee members
Agreed that the SCCOOS Executive Committee would arbitrate any unresolved debates in he Operating Board
Agreed on ground rules for what collaborative work belongs in SCCOOS
Agreed to set aside a couple of days as a retreat to develop a longer range plan and priorities
A Possible SCCOOS Organization
1. Reflect present SCCOOS organization around Operating Divisions with fluid & broad membership and Projects with distinct requirements.
2. Provide flexibility for a wide range of projects with potentially different needs for decision making and external interfacing
3. Provide for central functions are (like soliciting/accepting projects, organizing projects, providing a national face, planning, oversight of data dissemination, product development, contracting) under the Governing Board & Executive Committee.
4. Show the Operating Board as a COCMP Op Board – only COCMP has its decision-making structure
