I Will start the presentation showing a company overview. Then we talk about the process from 0 to 10 CDAs in Petrobras. The Oil Spill equipments distributed through the company. The Oil Spill Response vessels around the Brazilian Coast And finally we will take a look at some significant results we’ve achieved in the environmental area.

So, Petrobras is an integrated energy company, with activities in exploration, drilling, production, transportation, refining, petrochemical, gás, thermo and hydropower plants, distribution, and the very recently created subsidiary of biofuels. To complete, there is the Research Center situated in the state of Rio de Janeiro with around 150 professionals working in than 80 projects in the environmental area.

The HSE Excellence Project, a Company wide project to be developed by 2015, under the coordination of the Corporate HSE. The goal of the project is to match up Petrobras’ HSE performance with the performance of the best oil, gas and energy companies in the world. The project addresses the integration of HSE management throughout the Company, the maximization of the eco-efficiency of operations and products, the prevention of accidents, the improvement of workforce health. the need to be well prepared to handle emergency situations as well as the minimization of identified risks and liabilities.

... approved by Petrobras’ Executive Board in 2001, provide a more detailed view of the issues and requirements to be taken into account, like regulatory compliance, risk evaluation, operation and maintenance, information management, product stewardship and others. A set of corporate standards were developed from the Guidelines; the standards together compose the HSE Management Handbook, currently being implemented throughout the company.

Guideline 11 - ContingencyPotential emergency situations must be assessed, predicted and responded to with speed and efficiency, to minimize the negative effects.

LOCAL LEVEL – Tier 1:

• Immediate on-site response• Local Emergency Response Plan• Sometimes the regional CDA can support local operations.

REGIONAL LEVEL – Tier 2: • Regional Contingency Plan in action.• Supported by the Regional Environmental Defense Centers.

CORPORATE LEVEL – Tier 3: • Corporate and Regional Contingency Plans in action.• Supported by all the ten centers in Brazil, and CCA .

Local Emergency Response Plans are based on Risk Assessment Cenarios.

There is Contingency Governance for every level of response.

Local Level: the facility`s hierarchy .

Regional Level: Steering Commitee, composed by the General Managers of the facilities at the region, supported by a Technical Workgroup.

Corporate Level: HSE Commitee, composed by the HSE Manager of the each Business Segment supported by a Technical Workgroup.

Contingency Governance

Emergency management (Command and Control) is based on Incident Command System.

For each facility there is a matching level of ICS implementation.

Regarding contingency, the most important actions undertaken by Petrobras were the implementation of 10 Environmental Defense Centers - CDAs all over the country and the putting into operation of three dedicated oil spill recovering vessels. The CDAs operate 24 hours a day and are fully equipped with trained personnel and all the resources needed to handle emergency situations, particularly oil spills. The OSRVs also operate 24 hours a day, in Guanabara Bay, São Paulo State offshore and in the coast of Sergipe and Alagoas States, in the Northeastern Brazilian Region. The crew vessels’ are trained and the ships are fully equipped to handle oil spills into the sea, thus minimizing their impact in the environment.
