SECTION 1: OVERVIEW OF THE JOB READY PROGRAM

1.1 PURPOSE OF THE JOB READY PROGRAM GUIDELINES

These guidelines describe the Job Ready Program and define the requirements for potential

applicants and Job Ready Program participants.

The primary audience for these guidelines is potential applicants and Job Ready Program

participants. Terms explained in the Glossary are bolded when they first appear in this document.

The Job Ready Program is managed by Trades Recognition Australia (TRA). TRA, a business unit of

the Department of Education, Employment and Workplace Relations (DEEWR), is the relevant

assessing authority for certain occupations under the Migration Regulations 1994.

If you are interested in applying for the Job Ready Program, it is essential that you:

check that your nominated occupation is one for which TRA is listed as the assessing

authority (www.immi.gov.au/asri)

understand the eligibility requirements for each step of the Job Ready Program before

starting an application.

These guidelines do not provide specific information on visa or points requirements for migration.

All enquiries about migration requirements must be directed to DIAC (www.immi.gov.au).

DEEWR reserves the right to amend these guidelines as needed. Information about changes to the

guidelines will be documented in the ‘Document change history’ table on page 2.

1.2 JOB READY PROGRAM SUMMARY

The Job Ready Program is a four-step employment-based skills assessment program designed to

support the aims of the Australia’s skilled migration program.

The Job Ready Program gives you the opportunity to demonstrate your skills and job readiness in an

Australian workplace relevant to your nominated occupation before you apply for permanent

residency in Australia. The Job Ready Program is undertaken over a period of up to 18 months.

Step 1—Provisional Skills Assessment

A successful Provisional Skills Assessment will satisfy DIAC’s skills assessment requirement for a

Skilled—Graduate (Temporary) visa (subclass 485). A 485 visa or a Bridging A visa will allow you to

progress to Step 2 of the Job Ready Program.

Step 2—Job Ready Employment

The Job Ready Employment step requires you to complete 12 calendar months of full-time (or

equivalent) paid employment in a genuine Australian workplace in your nominated occupation.

This step enables you to gain experience in an Australian workplace to further develop your skills in

your nominated occupation. During your employment you will be required to complete a program

of professional development in Australian Workplace Language and Culture and document the

tasks that you undertake in the workplace in a Job Ready Journal.

Step 3—Job Ready Workplace Assessment

Towards the end of your employment step, you will be required to participate in a Job Ready

Workplace Assessment at your place of work. The assessment will determine whether you are

successfully operating at the required skill level for your nominated occupation in your Australian

workplace.

Step 4— Job Ready Final Assessment

A successful Job Ready Final Assessment will enable you to satisfy the skills assessment requirement

for your application to DIAC for a skilled migration visa.

1.3 PROGRAM OBJECTIVE

The Job Ready Program aims to increase the confidence of Australian employers in the skills and

qualifications of recently graduated international students who have completed a qualification in

Australia relevant to an occupation assessed by TRA, and who intend to apply for permanent

migration to Australia.

The Job Ready Program also aims to ensure that you, as an international trade qualified graduate,

are well placed as a skilled worker to seek employment in your nominated occupation.

1.4 RELEVANT LEGISLATION

TRA is the designated assessing authority for a range of trade and associate professional

occupations under the Migration Regulations 1994.

Regulation 2.26B(2) of the Migration Regulations 1994 requires that the skills of a person must be

assessed against the standards set by the relevant assessing authority for the skilled occupation.

TRA plays no role in the issuing of visas or the allocation of points for migration purposes.

1.5 PROGRAM DELIVERY

TRA is responsible for the delivery of the Job Ready Program.

TRA officers are responsible for the assessment at Step 1 and Step 4 of the program.

A TRA liaison officer will be assigned to you after your Employment Registration form and payment

of the appropriate fee is received by TRA. The liaison officer will guide you through Step 2 and Step

3 of the program.

Components of Step 2 and Step 3 of the Job Ready Program are delivered through TRA-approved

registered training organisations (RTOs). TRA coordinates these services through contractual

arrangements (service deeds) between DEEWR and the individual RTOs who are approved to deliver

the service.

Services provided to you by RTOs include:

the delivery of the Australian Workplace Language and Culture professional

development services required in Step 2 of the Job Ready Program

the Job Ready Workplace Assessment component of Step 3 of the program.

1.6 FEES PAYABLE FOR THE JOB READY PROGRAM

TRA manages the Job Ready Program on a cost-recovery basis. The following fees are payable by

you (all amounts in these guidelines are in Australian dollars):

The fees paid to TRA do not attract goods and services tax (GST).1

TRA will not refund the above fees if you decide to withdraw your application for any step, or

withdraw from the Job Ready Program. The circumstances in which TRA will issue a refund are

detailed in the TRA Refund Policy available on our website www.deewr.gov.au/tra

1.7 TRA ROLES AND RESPONSIBILITIES

The roles and responsibilities of TRA in relation to the Job Ready Program include:

managing the objectives of the program

providing up-to-date information about program processes and procedures

contract management and monitoring of TRA-approved RTOs

responding to enquiries from you and your employer/s about the program

budget and policy management

developing and maintaining an appropriate IT system to support the program

liaising with DIAC and other key stakeholders

managing complaints and reviews as required

managing evaluations of the program

undertaking compliance and investigative measures as required.

1.8 JOB READY PROGRAM PARTICIPANT ROLES AND RESPONSIBILITIES

You must commit to the program by:

accurately and honestly completing the required application, registration and

declaration forms required for the program

applying to DIAC for the appropriate visa to work full-time in Australia

ensuring that there is enough time remaining on your visa for you to be able to

complete, as a minimum, 12 calendar months of full-time paid employment

finding your own employment, ensuring that your employment is with a business that is

relevant to your nominated occupation, and that your employer is willing to participate

in the program and provide opportunities for you to be involved in a range of tasks in

that occupation

completing the requirements of the Job Ready Journal

participating cooperatively in all four steps of the program, including professional

development in Australian Workplace Language and Culture (which TRA requires that

you undertake in your own time) and the Job Ready Workplace Assessment

paying the required fee for each step of the program.

1.9 TRA LIAISON OFFICER ROLES AND RESPONSIBILITIES

The TRA liaison officer is responsible for:

visiting the workplace and verifying your Job Ready Program employment arrangements

advising you and your employer/s about your responsibilities in the Job Ready Program

providing you and your employer/s with access to the Job Ready Journal

coordinating assessment arrangements with TRA-approved workplace assessors

adhering to the Australian Public Service Code of Conduct.

1.10 TRA-APPROVED REGISTERED TRAINING ORGANISATION ROLES AND

RESPONSIBILITIES

TRA-approved RTOs are responsible for:

meeting all the requirements identified in their service deeds with DEEWR

meeting obligations for registration as an RTO

where relevant, providing safe and appropriate facilities for you to undertake

professional development

where relevant, facilitating an appropriate learning and assessing environment for you,

whether face to face, by correspondence or online

where relevant, implementing measures to ensure the safety, well being and health of

the JRP participant and their workplace assessors at the work site of a JRP participant

during the Workplace Assessment

reporting your professional development and workplace assessment outcomes to TRA

liaising with TRA, you and your employer as required.

1.11 AUTHORISED REPRESENTATIVES FOR JOB READY PROGRAM

PARTICIPANTS

You may nominate a migration agent or representative to act on your behalf while you undertake

Step 1 and Step 4 only of the Job Ready Program. These steps have outcomes that require

interaction with DIAC for visa eligibility and processing.

DIAC provides advice about the use of migration agents in Australia. Visit

www.immi.gov.au/visas/migration-agents/using/inside-australia.htm for more information.

You are not required to nominate a migration agent or representative for the Job Ready Program.

If you engage a migration agent or representative to assist you with Step 1 and Step 4 of the

program, you will be required to supply the agent or representative details with your online

application or provide TRA with a signed Nomination of an Agent or Representative form (or similar

correspondence). This will allow TRA to provide information about your participation in Step 1 and

Step 4 of the program to your nominated agent.

The Nomination of an Agent or Representative form (or similar correspondence) must be completed

and submitted to TRA each time you appoint or change a migration agent or representative.

Information provided on the form will replace any previous migration agent or representative

details held on your TRA file.

TRA will not correspond with or speak to another person on your behalf about Step 1 and Step 4 of

the program without your approval, either through an online application or in writing.

Step 2 and Step 3 of the Job Ready Program involve you entering into an employment arrangement

in an Australian workplace. The employment arrangement is between you and your employer.

There is no role for a migration agent in that relationship.

All discussions by TRA during Step 2 and Step 3 will be with you and/or your employer.

1.12 PRIVACY

TRA collects information from you for the purpose of assessing whether you have the level of skill

required for your occupation in an Australian workplace.

Applicants/participants are responsible for ensuring the accuracy and validity of all information

provided to TRA.

All personal information collected by TRA is protected by the Privacy Act 1988 (Privacy Act). Section

14 of the Privacy Act contains the Information Privacy Principles (IPPs) which prescribe the rules for

handling personal information.

The Privacy Act defines ‘personal information’ as “information or an opinion (including information

or an opinion forming part of a database), whether true or not, and whether recorded in a material

form or not, about an individual whose identity is apparent, or can reasonably be ascertained, from

the information or opinion”.

More information about the Privacy Act, including a copy of the full text of the IPPs, can be obtained

from the Office of the Australian Information Commissioner’s website at: http://www.oaic.gov.au/.

TRA collects personal information from applicants/participants for the purposes of:

a. processing applications, verifying evidence provided with applications, and assessing whether applicants have suitable skills in a nominated occupation;

b. conducting investigations and ensuring compliance with relevant laws, awards or standards; and

c. ensuring compliance with the Commonwealth Fraud Control Guidelines (2002).

TRA may give some or all of the information it collects to DIAC, IELTS Australia Pty Ltd and IELTS

Partners, the Australian Federal Police, your employer/s, your supervisor/s, your nominated agent

or representative, the Registered Training Organisation that issued your qualification, TRA-approved

Registered Training Organisations providing services to TRA, the Fair Work Ombudsman and other

Australian and state/territory government agencies, for the above purposes.

When you provide personal information in relation to the Department’s services, we will allow you

access to your personal information and we will correct your personal information if it is inaccurate

(subject to restrictions on such access/alteration of records under the applicable provisions of any

law of the Commonwealth).

The information collected will not be used for any other purpose or disclosed to any other person or

organisation unless such a use and disclosure is authorised under the Privacy Act 1988.

Commissioner.

1.13 FALSE OR MISLEADING INFORMATION

TRA will take reasonable steps to verify the validity of the information you supply throughout the

Job Ready Program.

You are responsible for ensuring the accuracy and validity of all information provided to TRA.

However, if TRA determines at a later date that information previously supplied is false, misleading,

non-factual or simply incorrect, and that in reliance on that information TRA has incorrectly

assessed you as successful, TRA may write to you to advise that the assessment is no longer

considered successful. TRA will advise DIAC accordingly.

TRA may refer such matters to the appropriate authorities for investigation where information

provided to support an application is known or believed to be false.

1.14 CERTIFICATION OF DOCUMENTATION

TRA must be able to verify, to its satisfaction, the content of all documents that you provide.

Original documents must not be sent to TRA.

All documentation not generated by the Job Ready Program Online Application process must be

copied and certified.

A certified copy is a true copy of an original document that has been seen and certified by an

acceptable person and annotated as follows:

'I certify that I have sighted the original document and this is a true copy of it.'

This certification must be made on a copy of the original documentation and include the certifier’s

name, title and registration number (where applicable), their original signature and the date. Copies

of signatures will not be acceptable.

If a document has multiple pages, the first page must include the signature and date of the certifier,

as well as the total number of pages of the document. Every page in the document must have the

original initial of the certifier and the date.

TRA will only accept documents certified by people who are listed in Schedule 2 of the Statutory

Declarations Regulations 1993, which is available through the Australian Attorney-General’s

Department website and documentation certified by a registered migration agent.

1.15 WORK STATEMENTS

Each work statement provided to TRA as part of your Provisional Skills Assessment must be unique

and must accurately describe the work you have undertaken at the particular workplace. All work

statements you provide must be signed by a person authorised to make, and capable of making, the

statement. This may include your employer, a direct supervisor or the Registered Training

Organisation that issued your qualification (if your work related to a vocational placement).

Additional evidence is required for work undertaken after 1 July 2011. You must ensure you meet

the evidence requirements for the periods of work claimed.

Employment: For each period of employment in Australia included in your online application you

must provide certified copies of the following:

Verifiable evidence that demonstrates hours worked, such as pay slips, timesheets or group

certificates (for employment that was undertaken after 1 July 2011 only); and

A written employment statement (for all employment being claimed) that can be confirmed

with the relevant employer that:

o states the occupation in which you were/are employed

o states the exact dates and hours of employment

o provides a detailed description of the nature and content of the work you undertook, along

with the machines, tools and/or equipment used

o is on letterhead used by the employer’s business

o is signed and dated by the employer/s or a person authorised by the employer/s, including

the name, position and contact details of the person making the statement (note: a mobile

phone number alone is not sufficient evidence for verification purposes if the number

cannot be linked to the business)

Vocational Placements: For each period of vocational placement included in your online

application, you must provide a certified copy of a written statement from the Registered Training

Organisation that:

confirms the vocational placement has been undertaken as a requirement of a training course

details exact dates, hours and location of the vocational placement

includes a description of the nature and content of the work you undertook, along with the

machines, tools and/or equipment used (note: this description may be supplied by the

Registered Training Organisation or the approved work placement supervisor) and

is signed and dated by an authorised person, including the name, position and contact details.

SECTION 2: JOB READY PROGRAM REQUIREMENTS AND

PROCESSES

2.1 STEP 1—PROVISIONAL SKILLS ASSESSMENT

2.1.1 OVERVIEW OF THE PROVISIONAL SKILLS ASSESSMENT

The Provisional Skills Assessment is a preliminary assessment process in which you are required to

provide TRA with documentation of your work in Australia, your Australian qualification in a

nominated occupation assessed by TRA, and evidence of your English language skills.

A TRA officer will assess your documentation and determine whether your application

demonstrates that you have met the eligibility requirements (see Section 2.1.3).

2.1.2 PURPOSE OF THE PROVISIONAL SKILLS ASSESSMENT

The Provisional Skills Assessment is undertaken to satisfy the skills assessment requirement for your

application to DIAC for a Skilled—Graduate (Temporary) visa (subclass 485).

A 485 visa will allow you to live in Australia for 18 months to complete the employment

requirements of the Job Ready Program. You are required to hold a 485 (or related bridging) visa to

progress to Step 2 of the program.

You should check with DIAC before submitting an application to TRA to ensure that you have

identified the appropriate visa pathway for you, and that TRA is the correct assessing authority for

your nominated occupation. See www.immi.gov.au/asri.

2.1.3 ELIGIBILITY FOR A PROVISIONAL SKILLS ASSESSMENT

To apply for a Provisional Skills Assessment you will be required to have a valid visa to reside in

Australia and meet the 485 visa eligibility requirements relating to DIAC’s Australian study

requirement.

To apply for a Provisional Skills Assessment, you must be able to provide evidence to show that you

have:

a qualification awarded by a Registered Training Organisation under the Australian

Qualifications Framework that has met the DIAC Australian Study Requirement in Australia

and is relevant to an occupation assessed by TRA

evidence of work (employment and/or vocational placements) in Australia (see Notes 1 & 2)

relevant to your qualification and nominated occupation that meets the following two criteria:

i. has occurred in a genuine Australian workplace using current industry-standard

equipment and industry-endorsed processes; and

ii. totals a minimum of 360 hours of employment in Australian workplaces.

an International English Language Testing System (IELTS) score2 of six or greater in each of the

reading, writing, listening and speaking sub-tests of either the Academic or General Training

test

paid the $300 Provisional Skills Assessment fee.

Notes:

1. All employment must comply with the Fair Work Act 2009 and any other relevant Australian

workplace relation laws. For more information on the employment requirements under the

Fair Work Act 2009, please visit www.fairwork.gov.au/Pages/default.aspx

2. Vocational placements completed as part of an Australian qualification may be included

where they meet criteria (i) above and satisfy the requirements of relevant training laws.

2.1.4 NOMINATED OCCUPATION FOR THE PROVISIONAL SKILLS ASSESSMENT

Your nominated occupation for the Provisional Skills Assessment must be:

one for which TRA is listed as the assessing authority (www.immi.gov.au/asri)

the same as the occupation you intend to nominate when applying for a Skilled—Graduate

(Temporary) visa (subclass 485) with DIAC

relevant to the qualification issued as a result of your study in Australia

relevant to the employment you will secure for Step 2 of the Job Ready Program.

2.1.5 THE PROVISIONAL SKILLS ASSESSMENT PROCESS

You must adhere to the following process to be eligible for a successful Provisional Skills

Assessment. You may contact TRA for assistance (see Section 3 for contact details).

A. ONLINE APPLICATION

To apply for a Provisional Skills Assessment, you must register through the online portal on TRA’s

website. Registration by other methods, such as email and post, will not be accepted.

You will be prompted to establish a username and password. You must keep these in a safe place,

as you will be required to use them to sign in to the online portal on TRA’s website for Steps 2, 3

and 4 of the Job Ready Program.

It is your responsibility to ensure that your application is correct, accurate and complete. If you

engage an agent or representative to help you to complete the Provisional Skills Assessment

application, you will be required to notify TRA in writing (see Section 1.11).

2 You are not required to sit the IELTS test to demonstrate that you meet the English language threshold if you hold a

valid passport from and are a citizen of the United Kingdom, Canada, New Zealand, the United States of America, or the

Republic of Ireland.

B. PROVISIONAL SKILLS ASSESSMENT FEE

The Provisional Skills Assessment fee payable to TRA is $300.

Payment may only be made using MasterCard or Visa through the EasyPay website, which is

managed by the Reserve Bank of Australia. The link to that site will be provided to you as part of the

TRA online application process.

C. SUPPORTING DOCUMENTS

You must ensure that TRA receives all of the required supporting documents within 30 working days

from lodgement of your online application.

TRA will acknowledge receipt of supporting documents, and will endeavour to conduct the

assessment of the documentation you have provided within 30 working days from receiving it.

You are required to provide the following supporting documents to TRA for your Provisional Skills

Assessment:

The Provisional Skills Assessment Summary Page printed from the online portal on TRA’s

website. This must be printed when you have completed the online application process and

before you submit your online application.

A certified copy of your passport biographical identification page.

Two certified current passport-size photographs of you.

A certified copy of your qualification relevant to your nominated occupation issued by an RTO in

Australia and a full academic transcript of results, including the dates you started and finished

studying in Australia. (Note: If you have completed a diploma and you wish to be assessed for a

trade-level qualification—Certificate III or, where relevant, Certificate IV—you must provide the

appropriate trade-level qualification and accompanying academic transcript listing the units of

competency completed for that qualification.)

Evidence of work as described in Section 1.15 Work Statements.

Copy of the payment receipt from the EasyPay website, made available to you after you pay the

TRA application fee.

Notes:

1. Please do not provide a paper copy of your IELTS Test result. You are required to enter your

Test Result Form (TRF) number in your online application. TRA will check the results of your

test directly with IELTS.

2. It is important that you keep your original documents and copies of all the documents you

submit to TRA for your own records.

3. The application must be decision ready for TRA assessment. This means that it is your

responsibility to ensure that your application is correct, accurate and complete before you

submit it. If you do not provide all the required information and documentation you should

expect an unsuccessful outcome.

D. CERTIFICATION OF DOCUMENTATION

Do not send original documents to TRA. TRA will not be liable for the return of original documents.

You must have all documentation certified by a certifying officer who meets the requirements set

out in Section 1.14 of these guidelines.

E. REQUEST FOR ADDITIONAL TIME TO PROVIDE SUPPORTING DOCUMENTS

If you are unable to provide supporting documents to TRA within 30 working days of registering

your online application, you must write to TRA to request an extension of time.

If your documentation or a request for an extension of time to provide documents is not received

within 30 working days, you should expect an unsuccessful outcome.

The request must include your signature and be sent to TRA by post or fax (see Section 3 of these

guidelines for TRA contact details).

Extensions of time will be allowed only in exceptional circumstances, as determined by TRA, at

TRA’s absolute discretion.

If you receive an extension of time, you will be provided with a new due date for providing your

supporting documentation to TRA.

F. PROVISIONAL SKILLS ASSESSMENT STEPS

A Provisional Skills Assessment will generally be completed within 30 working days of receipt of

your application and supporting documents, and will involve the following steps:

verification that your application meets the eligibility requirements for a Provisional Skills

Assessment

verification of all supporting documents provided by you

finalising the assessment opinion

notifying you of the outcome of the assessment.

G. PROVISIONAL SKILLS ASSESSMENT OUTCOME

The Provisional Skills Assessment is finalised when TRA has assessed your application and

supporting documents and established whether you have provided sufficient evidence to meet the

eligibility requirements (see section 2.1.3).

You will be advised of the assessment outcome in a letter when the assessment is finalised.

You will receive a successful Provisional Skills Assessment if:

you have followed the process outlined in Sections 2.1.5 a–e

all documents you have provided can be verified to TRA’s satisfaction.

You will receive an unsuccessful Provisional Skills Assessment if:

the supporting documentary evidence provided to TRA is not relevant to your nominated

occupation

the supporting documentary evidence contains insufficient detail for TRA to be satisfied that

you meet the Provisional Skills Assessment eligibility requirements

your supporting documents has not been received by TRA within 30 working days, unless

otherwise agreed with TRA

your supporting documents cannot be verified to TRA’s satisfaction as being a true and

accurate record of your qualifications or work

you do not meet the minimum eligibility requirements, such as English language ability

the documents you provided is found to contain false or misleading information.

H. REVIEW OF PROVISIONAL SKILLS ASSESSMENT OUTCOME

If you do not agree with an assessment outcome, you can lodge an application for a Provisional

Skills Assessment review. A fee of $300 applies.

You will be provided with the Application for Provisional Skills Assessment Review form when you

are sent your Provisional Skills Assessment outcome letter after the assessment is finalised.

The Application for Provisional Skills Assessment Review form, together with the review fee and any

new documentation you wish to supply, must be received by TRA within 60 working days from the

date of the assessment outcome letter.

2.2 STEP 2: JOB READY EMPLOYMENT

2.2.1 OVERVIEW OF JOB READY EMPLOYMENT

The Job Ready Employment step requires you to complete 12 calendar months of full-time (or

equivalent) paid employment. It is expected that the occupation you nominate for Job Ready

Employment is closely related to the occupation you nominated for the Provisional Skills

Assessment.

During Step 2 of the Job Ready Program, you must:

remain in employment for 12 calendar months (see Section 2.2.7)

work the equivalent hours of a full-time employee in a genuine Australian workplace, which

may involve more than one employer if you are in part-time employment (see Section 2.2.7)

have an employee–employer relationship3 with each organisation you register with TRA (see

Section 2.2.7).

3 TRA may consider participants who identify subcontractor work on the Employment Registration Form. See

Section2.2.7(c) for more information.

During the Job Ready Employment step, you are also required to:

complete a professional development program in Australian Workplace Language and Culture

(see Section 2.2.9)

document the development and application of workplace skills relevant to your nominated

occupation through a Job Ready Journal (see Section 2.2.10).

Step 2 of the Job Ready Program involves you entering into an employment arrangement in an

Australian workplace. There is no role for a migration agent in that employment relationship.

All discussions by TRA during Step 2 of the Job Ready Program will be with you and/or your

employer or supervisor.

2.2.2 PURPOSE OF JOB READY EMPLOYMENT

The purpose of the Job Ready Employment step is to enable you to gain experience in an Australian

workplace to further develop skills relevant to your nominated occupation.

It is your responsibility to find your own employment in your nominated occupation. TRA has a list

of approved RTOs that can help you to prepare for and find employment. See section 2.2.9 for more

information on approved RTOs.

2.2.3 ELIGIBILITY FOR JOB READY EMPLOYMENT

To be eligible for Job Ready Employment, you must have:

a successful Provisional Skills Assessment outcome

lodged an application with DIAC for a Skilled—Graduate (Temporary) visa (subclass 485)

met DIAC’s Australian Study Requirements, resulting in a qualification relevant to your

nominated occupation

secured employment that meets the eligible Job Ready Employment requirements (see

Section 2.2.6)

less than 4 months remaining on your student visa.

2.2.4 NOMINATED OCCUPATION FOR JOB READY EMPLOYMENT

Your nominated occupation for Job Ready Employment must be the same as, or closely related to,

the occupation assessed during Step 1, Provisional Skills Assessment.

2.2.5 THE JOB READY EMPLOYMENT PROCESS

You must adhere to the following process to complete the Job Ready Employment step of the

program successfully. Your commencement date for Job Ready Employment will be deemed by TRA

to be the date you submit your Employment Registration Form through the online portal on TRA’s

website provided the required hard copy evidence is received by TRA within 30 working days of the

online submission. Otherwise, TRA will deem your commencement date to be no earlier than 30

working days prior to TRA’s receipt of the required hard copy evidence.

A. ONLINE JOB READY EMPLOYMENT REGISTRATION

To register your employment for Job Ready Employment, you must register through the online

portal on TRA’s website. After you have Signed in using the username and password you obtained

when your first registered to apply for your Provisional Skills Assessment, you should select the Job

Ready Employment link and complete all the mandatory fields.

B. SUPPORTING DOCUMENTS

When you have completed your online application, a Job Ready Employment Summary Page and

Employment Registration Form must be printed before you submit your online application.

You and your employer must both sign and date the Employment Registration Form. This form is

evidence that your employer is aware of and acknowledges their role in the Job Ready Program,

including that they or their nominated supervisor:

have industry knowledge and experience that enables them to supervise you and confirm

your skills in your nominated occupation

understand that a TRA liaison officer will contact4 them when necessary to arrange for entry

to the workplace by a TRA officer or a TRA nominated agent

will validate your Job Ready Journal every three months

understand that any personal information provided may be used only as allowed by the

Privacy Act 1988 (see section 1.12)

will allow DEEWR-authorised staff and TRA-approved independent workplace assessors to

access the workplace.

You must send the following supporting documents to TRA for your Job Ready Employment

application:

the Job Ready Employment Summary Page, signed and dated by you

a certified copy and grant date of your visa/s

the Employment Registration Form, signed and dated by you and your employer

a copy of the payment receipt from the EasyPay website, made available to you after you pay

the application fee.

You must ensure that TRA receives all of the required supporting documents within 30 working days

from lodgement of your online application.

4TRA may contact an employer to verify information provided in your application. TRA requires a contact telephone

number for every person who supplies an employment statement for you. A mobile telephone number will not be

sufficient as a primary contact number unless TRA can verify independently that the number is linked to the

organisation where you are employed.

TRA will acknowledge receipt of supporting documents.

If the information contained in the supporting documents listed above cannot be verified to TRA’s

satisfaction, you will not be approved for the Job Ready Employment step.

If you have more than one employer during the 12 month period, you must register your other

employers on the online portal on TRA’s website. Under the Job Ready Employment link select Add

New Employer. You must provide a signed Employment Registration form for each additional

employer you intend to register with TRA if you want the employment arrangements to be counted

for the Job Ready Program.

You must register any new employment arrangements for the Job Ready Employment step on the

online portal on TRA’s website and TRA must receive a signed copy of the Employment Registration

Form within 30 working days of commencing the new employment.

If you do not register new employment online and provide TRA with the signed Employment

Registration Form within 30 working days, you will not be able to include hours worked with that

employer as part of your Job Ready Employment. That is, if you submit your new Employment

Registration Form late, you will only be able to include up to a maximum of 30 working days

towards your Job Ready Employment, backdated from the receipt of the signed copy of the

Employment Registration Form.

You must notify TRA of any changes to your registered employment arrangements.

C. JOB READY EMPLOYMENT FEE

You must pay the Job Ready Employment fee of $500 to TRA.

Payment may only be made using MasterCard or Visa through the EasyPay website, which is

managed by the Reserve Bank of Australia. The link to that site will be provided to you as part of the

TRA online application process.

Payment for the Job Ready Employment step is only required with your first Employment

Registration Form and not for any additional employers you register with TRA.

2.2.6 ELIGIBLE JOB READY EMPLOYMENT ARRANGEMENTS

To be considered eligible employment for the Job Ready Employment step, your employment must

meet the following requirements:

have commenced after you completed DIAC’s Australian study requirements, resulting in an

Australian qualification relevant to your nominated occupation

be registered with TRA on an Employment Registration Form, signed by both you and your

employer

involve work at an appropriate skill level relevant to your nominated occupation

include a range of tasks and duties relevant to your nominated occupation

be paid in accordance with applicable industrial awards or agreements and Australian

workplace relations laws

not have been used to meet the work component of the Provisional Skills Assessment.

Note: work claimed for the Provisional Skills Assessment (PSA) may not be suitable for the Job

Ready Employment step. As part of the PSA, TRA required you to demonstrate an exposure to a

range of tasks relevant to your nominated occupation. For step 2, you must ensure your

employment requires you to routinely demonstrate the responsibilities, tasks and duties of your

nominated occupation.

2.2.7 WHAT CONSTITUTES 12 CALENDAR MONTHS OF FULL-TIME EMPLOYMENT

Job Ready Employment must amount to a total of 12 calendar months full-time (or equivalent) paid

employment.

A. 12 CALENDAR MONTHS

You must remain in employment for a minimum of 12 calendar months. For example, if your

commencement date is 24 September 2011, you are required to stay in employment in your

nominated occupation until at least 23 September 2012.

The commencement date of the 12-month employment period will be the date your first

Employment Registration Form is received by TRA.

Periods of part-time employment or no employment may result in a longer timeframe for your

employment to be equivalent to the 12 calendar months full-time requirement.

B. FULL-TIME

For the purposes of Job Ready Employment, full-time hours are a minimum of 38 hours a week,

except where the relevant industry award or applicable legislative instrument specifies less (based

on section 20 of the Fair Work Act 2009).

You must complete a minimum of 1,725 hours of employment. This calculation takes into account

potential leave and public holiday entitlements.

It may take you longer than 12 calendar months to complete the minimum number of hours

required if you are in part-time employment or you have periods of unemployment.

It may take you less than 12 calendar months to complete the minimum number of hours required

if you work more than 38 hours per week. However, if you complete the minimum number of hours

in a shorter period, you will still be required to complete the 12 calendar months Job Ready

Employment requirement to be eligible for a successful Job Ready Final Assessment (Step 4).

You may have more than one employer to enable you to meet the full-time equivalent hours

required.

However, where you register more than one employer with TRA, you will be required to complete

at least 50 per cent (863 hours) of the Job Ready Employment requirement with a single employer.

In exceptional circumstances, TRA may provide an exemption to this requirement entirely at its

discretion.

Where overtime or penalty loadings are paid to you, only the actual hours worked will contribute to

the employment requirement for Job Ready Employment.

C. PAID EMPLOYMENT

Participants in Job Ready Employment must be in paid employment in an arrangement where an

employer–employee relationship exists.

Indicators of an employer–employee relationship may include:

work is assigned to you by your employer/supervisor and you complete the work under their

direction

you work a standard number of hours per day/shift as agreed by your employer (see Note)

an employer paying you award wages for your skill level for your nominated occupation

an employer making superannuation contributions on your behalf

you accrue annual leave and/or other leave entitlements.

Note:

TRA may consider subcontractor work if your nominated occupation on the Employment

Registration Form is in a construction trade.

Subcontractors whose employment is eligible for consideration must show that they expect at

least 50 per cent (863 hours) of their work to occur with a single contractor, and that the

contractor is willing to fulfil the requirements of your employer for the purpose of the Job

Ready Program.

You may have a number of employers. All employment arrangements you want to be counted for

the Job Ready Program must be registered with TRA. Periods of unregistered employment will not

be considered as eligible employment for the Job Ready Program.

Concurrent employment in multiple part-time jobs in your nominated occupation is permitted and

will contribute to meeting Job Ready Program employment requirements once registered with TRA.

You must provide evidence of the hours of employment spent in each employment arrangement

you register with TRA.

2.2.8 VERIFICATION OF EMPLOYMENT ARRANGEMENTS AND WORKPLACE VISIT

After receiving your Job Ready Employment Summary Page and your Employment Registration

Form, TRA will determine whether your employment arrangement is appropriate for the Job Ready

Program through the following processes.

A. VERIFICATION OF EMPLOYMENT ARRANGEMENTS

A TRA liaison officer will contact you and your employer after receiving all your supporting

documentation.

The purpose of the contact is to verify that the nominated employment arrangement has the

potential to provide you with the opportunity to demonstrate skills relevant to a range of tasks

required in your nominated occupation.

A TRA liaison officer will then conduct online verification processes to confirm the validity of the

business.

B. WORKPLACE VISIT

Following the verification of your employment arrangements, a TRA liaison officer will contact you

and your employer to arrange a workplace visit. A workplace visit will be conducted for each Job

Ready Program participant registered for the Job Ready Employment step. A workplace visit will not

necessarily be conducted for additional employers you register with TRA, if any.

The TRA liaison officer must obtain employer approval to visit the workplace.

The purpose of the site visit is for the TRA liaison officer to:

ensure that the employment arrangements provide sufficient opportunity for you to be

involved in a range of jobs so that you can demonstrate your skills using industry-accepted

practices and tools/equipment relevant to your nominated occupation

explain the requirement for you to complete the Australian Workplace Language and Culture

professional development in your own time and to add entries to a Job Ready Journal each

month about the work that you do, and for your employer to validate your entries in the

journal every three months

confirm that your employer is aware of the requirement for a TRA-appointed workplace

assessor to visit the workplace and conduct a workplace assessment with you after you have

completed at least six months of employment (see Section 2.3)

respond to questions you or your employer may have about the Job Ready Program.

C. OUTCOME OF WORKPLACE VISIT

You will be notified in writing after the workplace visit to advise whether:

the registered employment arrangement does meet the Eligible Job Ready Employment

requirements (see Section 2.2.6)

or

The registered employment arrangement does not meet the Eligible Job Ready Employment

requirements based on TRA’s verification processes.

Reasons for employment arrangements not meeting the Eligible Job Ready Employment

requirements may include the following:

The work that you are employed to do is not at an appropriate skill level relevant to your

nominated occupation

You are not being paid

Your employment arrangements are unlikely to provide you with access to an appropriate

range of tasks and duties or industry-accepted tools and equipment relevant to your

nominated occupation.

If you receive advice that your registered employment arrangement does not meet the Job Ready

Employment requirements, you must find different employment that does meet the requirements

to be able to complete Step 2 and Step 3 Job Ready Workplace Assessment, of the Job Ready

Program.

2.2.9 JOB READY EMPLOYMENT PROFESSIONAL DEVELOPMENT

A. PURPOSE OF JOB READY EMPLOYMENT PROFESSIONAL DEVELOPMENT

The purpose of this professional development is to provide you with the skills to enhance your

understanding of the language and culture of your Australian workplace and the industry relevant

to your nominated occupation.

B. TRA APPROVED REGISTERED TRAINING ORGANISATIONS

Professional development training is provided by TRA approved RTOs. Only the RTOs listed below

are approved by TRA to provide professional development services for the JRP.

C. STAGES OF PROFESSIONAL DEVELOPMENT

There are two stages of professional development:

Stage 1: Job Seeking Skills (optional)

Stage 2: Australian Workplace Language and Culture (compulsory)

D. STAGE 1 PROFESSIONAL DEVELOPMENT: JOB SEEKING SKILLS

You must have a successful Provisional Skills Assessment outcome before you can undertake Stage 1

of the professional development. It is not compulsory for you to undertake Stage 1 of the

professional development.

Stage 1 focuses on job seeking skills and résumé preparation, and is aimed at supporting you to

present yourself effectively to a potential employer as you begin to seek employment in your

nominated occupation.

Discuss Stage 1 services directly with an RTO approved by TRA to provide this stage of professional

development (see B above).

The services provided by each RTO may vary.

TRA cannot recommend a specific RTO and you should select one that provides you with the

information you need to help you find employment.

E. STAGE 2 PROFESSIONAL DEVELOPMENT: AUSTRALIAN WORKPLACE LANGUAGE AND

CULTURE

It is compulsory for all participants to complete Stage 2 professional development.

You cannot commence Stage 2 professional development until your employment arrangements

have been registered and acknowledged by TRA.

This professional development will provide you with support from your chosen Registered Training

Organisation in completing your Job Ready Journal.

To meet the requirements of the Job Ready Program, you must only access the professional

development services from a TRA-approved RTO. TRA approved RTOs are listed in B above.

Professional development in Australian Workplace Language and Culture will be customised to

relate specifically to your nominated occupation, and will include (as a minimum):

how to communicate effectively with your work colleagues using the language of your

nominated occupation/industry

understanding how to work effectively with others in an Australian workplace

your rights and responsibilities in Australian workplaces, with a focus on your nominated

occupation

assistance to identify suitable tasks/examples of your work to include in your Job Ready

Journal (see Section 2.2.10).

F. WHAT IS INVOLVED IN STAGE 2 PROFESSIONAL DEVELOPMENT

Stage 2 professional development is based on the BSBWOR203A Work effectively with others unit of

competency, which will be customised to your nominated occupation.

You are expected to complete this professional development program in your own time, outside

work hours.

TRA-approved RTOs offer a range of ways for you to undertake this training, including:

face-to-face programs (after hours)

online

correspondence

a combination of online, face-to-face and/or correspondence.

It is recommended that you select the RTO that best meets your requirements, based on:

occupation

location

how you best like to study.

To successfully complete the Australian Workplace Language and Culture professional development

you must competently meet the requirements of BSBWOR203A Work effectively with others. Your

selected RTO will provide you with further details about this.

G. WHAT YOU CAN EXPECT FROM THE RTO FOR STAGE 2 PROFESSIONAL DEVELOPMENT

After you make an initial enquiry, the RTO will:

contact you to discuss and/or complete your enrolment

contact you to discuss your specific requirements (related to your occupation and workplace)

and plan your individual program

ensure that you are able to commence your program in a timely manner

support you while you complete the professional development program.

At, or soon after, enrolment, the RTO will provide you with its:

complaints handling policy

review policy (this may be referred to as an ‘appeal’ policy).

TRA is not involved in the delivery of the professional development program. All enquiries about

your enrolment and/or the specific program should be directed first to your RTO.

RTOs are required to take all reasonable steps and adopt reasonable measures to prevent and

manage issues and risks related to document and identify fraud by their own staff and Job Ready

Program participants, in so far as they relate to the professional development program. TRA-

approved RTOs are required to report all concerns to TRA.

H. FEES FOR PROFESSIONAL DEVELOPMENT

You are responsible for paying for your professional development. Fees must be paid directly to the

TRA-approved RTO you choose.

TRA-approved RTOs are responsible for setting their own fees. Fees do vary across RTOs.

All information about fees should be discussed with the RTO.

Fees for professional development services are listed on individual RTO websites. See B above for

RTO website links.

The fee for the mandatory Stage 2 professional development is not to exceed AUD$1,200.

RTOs may charge you an additional fee if you request a Review of your assessment outcome.

TRA is not responsible for any payments due to a RTO for professional development services.

I. PROFESSIONAL DEVELOPMENT OUTCOMES

Upon completion of Stage 1, you may receive one or more of the following from the RTO:

a certificate of participation

a completed résumé

a job seeking strategy

guidance on how to participate in job interviews in an Australian workplace relevant to your

nominated occupation.

If you are successful in Stage 2, you will receive:

a Statement of Attainment for the BSBWOR203A Work effectively with others unit of

competency

a professional development report, a certified copy of which is to be provided to TRA when

applying for the Job Ready Workplace Assessment.

If you are unsuccessful in Stage 2, you will be advised on further options by the RTO that provided

the training.

J. REVIEW OF PROFESSIONAL DEVELOPMENT OUTCOME

You may request a review of the decision if you do not agree with the outcome of the professional

development. The review will be managed by the RTO in accordance with its established processes.

The fee for a review is set by the RTO, and you will need to pay it directly to the RTO.

2.2.10 JOB READY JOURNAL

A. PURPOSE OF THE JOB READY JOURNAL

The purpose of the Job Ready Journal is to document and record examples of the work that you do

in the workplace relevant to your nominated occupation.

You will be required to document in your journal the work that you do to show how you are

demonstrating the following workplace skills:

o plan and organise your own work

o use technology.

o meet business expectations

o identify and resolve issues and problems.

Communicate effectively in the workplace:

The Job Ready Journal will be reviewed by a TRA-appointed workplace assessor to guide the

planning of your Job Ready Workplace Assessment (see Section 2.3).

B. ACCESSING THE JOB READY JOURNAL

When you have submitted your Job Ready Employment application, you will be able to access the

Journal under the Job Ready Employment link via the online portal on TRA’s website

www.deewr.gov.au/tra.

Please note, access to your Journal does not indicate that your employment has been assessed as

appropriate for Step 2 of the Job Ready Program. TRA will advise you separately whether your

employment is appropriate.

If TRA concludes that your employment is not appropriate for you to be able to demonstrate a

range of trade skills in an Australian workplace for the occupation you have nominated, any Journal

entries you have recorded for that employment will not be counted towards the 12 months

employment for the Job Ready Employment step.

C. PARTICIPANT RESPONSIBILITIES FOR COMPLETING THE JOURNAL

The TRA liaison officer will talk to you about how to complete your journal when they visit you in

the workplace.

The RTO you select for your professional development (see Section 2.2.9) will assist you to prepare

suitable entries for your journal.

You must record tasks and duties performed by you in your workplace, including examples of what

you did, what tools and equipment you used, how your work related to or involved others, and the

processes you had to follow to complete the job.

The tasks recorded in your journal must relate to the work that you have completed/undertaken

and must be at an appropriate skill level for your nominated occupation.

You will need to write enough detail about your work to remind your employer what you did and when you did it, as your employer will need to review and sign your Journal at the end of every three month period.

You are required to complete journal entries every month.

D. EMPLOYER’S ROLE IN THE JOB READY JOURNAL

The Job Ready Journal is grouped into three month blocks called Quarterly Journal Reports.

TRA will request your employer or supervisor to review your Quarterly Journal Reports to confirm

that your journal entries reflect the work you have been doing.

Your employer may make additional comments in the journal about the work performed by you and

how you are demonstrating the workplace skills.

2.3 STEP 3: JOB READY WORKPLACE ASSESSMENT

2.3.1 OVERVIEW OF THE JOB READY WORKPLACE ASSESSMENT

A TRA-approved workplace assessor will visit you in your workplace to assess your skills. The focus

of the assessment will be on the activities you have been required to perform during your

employment.

2.3.2 PURPOSE OF THE JOB READY WORKPLACE ASSESSMENT

The purpose of the Job Ready Workplace Assessment is to determine whether you are successfully

operating at the required skill level for your nominated occupation in your Australian workplace.

2.3.3 NOMINATED OCCUPATION FOR THE JOB READY WORKPLACE ASSESSMENT

Your nominated occupation for the Job Ready Workplace Assessment will be the same as the

occupation approved by TRA for Job Ready Employment.

2.3.4 ELIGIBILITY TO APPLY FOR A JOB READY WORKPLACE ASSESSMENT

You will be eligible to apply for a workplace assessment after you have:

worked in your nominated occupation for at least six months in full-time (or equivalent) paid

employment (equalling not less than 862 hours)

successfully completed Stage 2 professional development through a TRA-approved RTO

completed Job Ready Journal entries for each month in employment, which have been

validated by your employer every three months.

2.3.5 THE JOB READY WORKPLACE ASSESSMENT PROCESS

A. APPLYING FOR A JOB READY WORKPLACE ASSESSMENT

To apply for a Job Ready Workplace Assessment, you must complete your application through the

online portal on TRA’s websitewww.deewr.gov.au/tra. After you have Signed in using the username

and password you obtained when your first registered, you should select the Job Ready Workplace

Assessment link and complete all the mandatory fields.

Before you complete your online application, you must contact your TRA liaison officer to discuss

your eligibility to undertake the assessment.

It is recommended that you do not request an assessment until you have had the opportunity to

demonstrate a range of skills relevant to your nominated occupation in the workplace. Those skills

must be documented and signed off by your employer in your Job Ready Journal.

You will only be eligible to apply for two Job Ready Workplace Assessments.

Your TRA liaison officer will ask you to send documentation to demonstrate your eligibility for a Job

Ready Workplace Assessment.

This documentation will include:

evidence of a minimum of six months paid employment (payslips or other documents to

substantiate that you have been paid by your employer for the period)

completed Job Ready Journals (verified by your employer) for a minimum of six months (see

Section 2.2.10)

evidence that you have completed the required professional development program (see

Section 2.2.9).

Once your TRA liaison officer has reviewed your documentation and is satisfied that you are eligible

to apply for a Job Ready Workplace Assessment, they will contact you to confirm you can submit

your application online.

B. JOB READY WORKPLACE ASSESSMENT FEE

You are required to pay the Job Ready Workplace Assessment fee of $2,000 to TRA.

Payment may only be made using MasterCard or Visa through the EasyPay website, which is

managed by the Reserve Bank of Australia. The link to that site will be provided to you as part of

the TRA online application process.

TRA will then pay the RTO selected to conduct the workplace assessment.

C. SUPPORTING DOCUMENTS

When you have submitted your online application, you must send the following supporting

documents to TRA for your Job Ready Employment application:

the Job Ready Workplace Assessment Summary Page. This is printed from the online portal on

TRA’s website when you have completed the online application process but before you submit

your online application.

evidence of a minimum of six months paid employment (payslips or other documents to

substantiate that you have been paid by your employer for the period)

completed Job Ready Journals (verified by your employer) for a minimum of six months (see

Section 2.2.10)

evidence that you have completed the required professional development program (see

Section 2.2.9)

copy of the payment receipt from the EasyPay website, made available to you after you pay

the application fee.

If you do not submit all the required supporting documents, you should expect an unsuccessful

outcome.

Note: You do not need to resend documents already provided to TRA.

You must ensure that TRA receives all of the required supporting documents within 30 working days

from lodgement of your online application.

TRA will acknowledge receipt of supporting documents and conduct the assessment of the

documents you have provided within 30 working days from receiving it.

D. CERTIFICATION OF DOCUMENTS

Do not send original documents to TRA. TRA is not responsible for the return of original documents.

You must have all documents certified by a certifying officer who meets the requirements set out in

Section 1.14 of these guidelines.

E. ASSIGNMENT OF WORKPLACE ASSESSORS

TRA will assign a workplace assessment provider to conduct your assessment following receipt of

your application form and fee.

The TRA liaison officer will advise you of the name of the workplace assessment provider that will

coordinate and conduct your workplace assessment.

The TRA liaison officer will provide the workplace assessment provider with your contact details and

the contact details of your employer.

The workplace assessment will be conducted within 30 working days from the date the workplace

assessment provider is assigned your assessment.

F. BEFORE THE JOB READY WORKPLACE ASSESSMENT

The workplace assessor will contact you and your employer/supervisor to:

provide you with their contact details

negotiate an assessment date suitable to you and your employer

discuss with you the work that you have undertaken as part of the Job Ready Employment

step of the Job Ready Program

discuss with you/your employer the tools and equipment that would be available for the

workplace assessment.

The workplace assessor will:

review your Job Ready Journal entries and other relevant information provided to them by

TRA

review any comments that your employer has made in your journal entries

consider the information you provided to them during your discussion

prepare an assessment plan that details what you will be required to do during the workplace

assessment

provide the assessment plan to you and your employer/supervisor before the scheduled date

of the assessment.

G. DURING THE JOB READY WORKPLACE ASSESSMENT

During the workplace assessment, the workplace assessor will:

show photographic identification to you/your employer to verify their identity

require you to provide photo identification5 so that they can verify your identity

in accordance with the documented assessment plan, require you to demonstrate:

an ability to perform tasks, follow directions, and plan work at the required skill level

relevant to your nominated occupation and your workplace

your understanding of the workplace, including:

o your role in your workplace

o the language/terminology used in the workplace/industry sector

o relevant Australian Standards, legislation and/or regulations

o how to respond to irregularities

o solving problems

o asking directions

o working well with others

o using resources effectively.

The assessment may be conducted using a range of methods, including observation of your practical

demonstration of skills and oral questioning.

H. INDICATORS OF PERFORMANCE

You will be assessed against the workplace skills identified in your Job Ready Journal (see Section

2.2.10).

Following the workplace assessment, you will be provided with a rating of your performance, which

will be either:

Job Ready

or

Not Yet Job Ready.

‘Job Ready’ means that you require little guidance to achieve good results in the workplace/

occupation, and that you demonstrate the following:

well-developed (sound) job knowledge

an ability to suggest and initiate improvements

Identification Card. Workplace assessors are required to report any suspected identity or documentary fraud to TRA.

an ability to deal with all the routine and most of the complex matters relating to the

occupation

that you are reliable and responsible

that you have a well-developed ability to work to industry standard, work productively

and communicate effectively in the workplace.

‘Not Yet Job Ready’ means that you were unable to perform the duties required of the occupation

for one or more of the following reasons:

you have limited job knowledge

you make frequent errors

your work output is poor compared to industry standards

you have difficulty carrying out the responsibilities required in the occupation or solving

routine problems

you demonstrate difficulty dealing with routine matters required in the occupation

you require close guidance to perform to industry standards

you demonstrate an inconsistency in work performance.

I. JOB READY PROGRAM PARTICIPANT UNABLE TO ATTEND A SCHEDULED ASSESSMENT

You must make all reasonable efforts to be available for a scheduled workplace assessment.

If you are unable to participate in the scheduled workplace assessment, you must notify the

assigned workplace assessor immediately you become aware of your situation. If you are unable to

contact the workplace assessor, you must immediately notify your TRA liaison officer.

If you find you are unavailable to participate in the assessment on the day of the assessment you

will be required to:

immediately notify the workplace assessor

provide TRA with a medical certificate.

If a medical certificate is not provided or you cannot provide other evidence to TRA to show why

you were unable to participate in the workplace assessment, you will be required to pay for any

relevant travel costs incurred by the workplace assessor on the date of the scheduled assessment.

It is your responsibility to negotiate a new assessment date/time with the workplace assessor.

The workplace assessor will notify TRA of the new assessment date/time.

J. WORKPLACE ASSESSMENT OUTCOME

TRA will notify you of the outcome of your workplace assessment in writing and include a copy of

the Workplace Assessment report prepared by the RTO.

If you receive a ‘Job Ready’ outcome, you may be eligible to apply to TRA for a Job Ready Final

Assessment (see Section 2.4).

Note: Your Job Ready Final Assessment will not be assessed by TRA until you have completed all the

requirements of Step 2 of the Job Ready Program (see Section 2.2.1).

If you receive a ‘Not Yet Job Ready’ outcome from the Job Ready Workplace Assessment, you may:

request a workplace assessment review

and/or

apply for a second Job Ready Workplace Assessment.

K. REVIEW OF JOB READY WORKPLACE ASSESSMENT OUTCOME

You must complete an Application for Job Ready Workplace Assessment Review to request a review

of your workplace assessment outcome. You will be provided with an Application for Job Ready

Workplace Assessment Review form when you are sent your outcome letter.

No additional fee is payable for a workplace assessment review.

TRA will coordinate the review process.

The workplace assessment review will involve a review of all the evidence gathered during the

assessment process.

You will be notified of the outcome in a letter at the completion of the review.

L. SECOND WORKPLACE ASSESSMENT

Where a disputed assessment remains unchanged following the workplace assessment review, you

may request a second workplace assessment by contacting your TRA Liaison Officer.

You will be required to pay a fee of $2,000 for a second assessment.

You may make this payment by bank cheque or money order, which must be made out to:

‘Collector of Public Monies, DEEWR’

You will be advised of the assessment outcome in a letter when the assessment is finalised.

You are limited to two Job Ready Workplace Assessments in the Job Ready Program.

If you are assessed as ‘Not Yet Job Ready’ following the second workplace assessment, you will

receive an unsuccessful outcome from the Job Ready Program.

Important: It is recommended that you do not request a Job Ready Workplace Assessment until you

have had an opportunity to demonstrate a range of skills relevant to your nominated occupation in

the workplace, and had your demonstration of those skills verified by your employer. If you are

requesting a second assessment, you should also take account of the feedback provided to you in

the workplace assessment report by the workplace assessor. If you have any questions about the

workplace assessment, contact your TRA Liaison Officer.

2.4 STEP 4: JOB READY FINAL ASSESSMENT

2.4.1 OVERVIEW OF THE JOB READY FINAL ASSESSMENT

The Job Ready Final Assessment is the final step of the Job Ready Program.

This assessment is undertaken by TRA.

You will need to have successfully completed Steps 1, 2 and 3 of the Job Ready Program to be

eligible for a successful outcome in the Job Ready Final Assessment.

2.4.2 PURPOSE OF THE JOB READY FINAL ASSESSMENT

A successful Job Ready Final Assessment outcome will enable you to satisfy the skills assessment

requirement for an application to DIAC for a visa for independent skilled migration.

2.4.3 ELIGIBILITY FOR THE JOB READY FINAL ASSESSMENT

To apply for a Job Ready Final Assessment, you must have evidence of:

a successful Provisional Skills Assessment outcome (Step 1)

successfully completed the three Job Ready Employment components (Step 2):

o 12 months of paid full-time (or equivalent) employment in your nominated occupation

o professional development in Australian Workplace Language and Culture

o 12 months of Job Ready Journal entries for all required workplace skills

a successful Job Ready Workplace Assessment outcome (Step 3).

2.4.4 JOB READY FINAL ASSESSMENT APPLICATION PROCESS

you have provided evidence of completing all three steps of the Job Ready Program

all documents you have provided can be verified to TRA’s satisfaction.

the supporting documentation provided to TRA does not demonstrate that all steps of the Job

Ready Program have been successfully completed

the documentation contains insufficient detail for TRA to be satisfied that you meet the Job

or

the documentation is found to contain false or misleading information.

G. REVIEW OF JOB READY FINAL ASSESSMENT OUTCOME

If you do not agree with the assessment outcome, you can lodge an Application for Job Ready Final

Assessment Review. An Application for Job Ready Final Assessment Review form will be provided to

you with your outcome letter.

The fee for a Job Ready Final Assessment review is $150.

You may make this payment by bank cheque or money order, which must be made out to:

The review application form and the review fee must be received by TRA within 30 working days

from the date of the assessment outcome letter.

Skilled Graduate (Temporary)

(subclass 485) visa

The Skilled—Graduate (Temporary) visa subclass allows

overseas students who meet the Australian study requirement

and nominate an occupation on the Skilled Occupation List to

remain in Australia for 18 months to gain skilled work and

improve English language skills. It allows principal and any

secondary applicants to remain in Australia for up to 18 months

with no restrictions on work or study.

Skilled Occupation List A list of occupations that are currently acceptable for migration

to Australia. Occupations assessed by TRA are listed on the

Skilled Occupation List.

Subcontractor A person who has their own business (that is, their own

Australian Business Number).

To register their employment for the Job Ready Program, they

must be able to demonstrate that they will be contracted by the

same employer for at least 70 per cent of their time.

TRA liaison officer An employee of DEEWR assigned by TRA to support both the Job

Ready Program participant and the employer through the Job

Ready Employment stage.

(TRA)

The assessing authority, under the Migration Regulations 1994,

for trade and related occupations identified on the Skilled

Occupation List and the Employer Nominated Skilled Occupation

List.

verification Quality assurance processes to establish the accuracy and

reliability of documentation and claims made in applications.

visa A document that gives someone permission to travel into a

specific country and stay there for a set period.

Vocational placement Vocational placements undertaken as a requirement of an

education or training course and authorised under a law of

administrative arrangement of the Commonwealth, a State or a

Territory are allowable.

workplace assessor An appropriately qualified person who is working on behalf of a

TRA-approved RTO to provide workplace assessment services

for Step 3 of the Job Ready Program.

Workplace assessors must have recognised assessment skills

and knowledge, together with demonstrated skills and/or trade

qualifications in the occupation for which they will be

conducting the assessment.
