What is Smart City for us?
Smart City is ”the next revolution” in city development and integrates two perspectives, the human and the digital . Smart City technologies improve quality of life and creates a more sustainable city through integration of new organizational structures, technologies and processes where information and communication technologies become a natural part of the built environment and sevices that the city provide. Smart City is created through a participatory approach, based on cooperation and sharing of information.

The technologies have….
• …different market place • …different budget lines, strategic planning and
implementing units in the local goverment
• ….different civil society engagement/knowledge
• ….different cultural values
• ….different public-private collaborations
….but if we are really SMART, we think of integrated solutions
Street lights is the most common infrastrucutre in the city – an optimal place for sensors and other devices to;
- monitor floodwaters, local weather forecasts, soil saturation, percipitaiton and water leaks
- or improve safety, save energy and improve knowledge of movement of bikers in the city.

• Municipalities have little resources in understanding ICT, ICT companies have little possibilities and/or incentives to understand municipalities
• Make sure technologies adopt to culture (do not expect vice versa)
• We need more integrated data, not more data
• We need to break the silo-structures between local government units step one for a smarter city is srategic/political
• Look at processes, not just the technologies. Also the citizens dialogue is a part of the business model.
• Technologies are new and in constant development. We need better understanding of possibilities to have dialogue with industry before/during and after procurement. We need lighter and more flexible procurements.

When you write your application….
1) Agree on a definition of
Smart City.
2) Technology and business is
vital, but make sure your have
acces to experts in governance
structures, innovative public
procurement and citizens dialogue.
3) Make sure you work in a field where there is strategic/political will, allow resources and activities to keep up that will.
4) Make sure your local government can
contribute resources from different
administrative departments
(i.e. IT, strategic, technical).
Be firm on this –
they will thank you in the end
5) Create expert groups that find new crossings/mixing of existing technologies implemented in the city. Did you know that the light in the streetlight could also transfer data?
