LANDac Annual International Conference

Leave No One Behind

Utrecht 29-30 June 2017 The Netherlands

The Land Tool Evolution

Only 30% of the world’s population has access to formal land administration systems to register and protect their land rights. Mapping cadastral boundaries using traditional, field based methods often proves to be time, cost and labour intensive.

ITS 4 LAND

Recently there are many evidences that show that the existing ICT-based approaches for land tenure recording – do not deliver what is expected.

• 1st Generation – Conventional

• precise, expensive, complex procedures, • requiring specialists, imported, government driven (mostly)

The Land Tool Evolution

ITS 4 LAND

• 2nd Generation – Pro-Poor / Fit-for-Purpose • cheaper, less accurate, simpler, barefoot, para-surveyors,

bottom-up, manual, participation, grass roots, diversity, scalable...?

Fast and cheap mapping of unrecognized lands… tool developed by GLTN

The Land Tool Evolution

ITS 4 LAND

• 3rd Generation – Socio-Technical Fusion • high tech, human touch, partnerships, innovation and market focused, end-user

driven, automation, artificial intelligence, robotics

Program: H2020-ICT-2015 Type of Action: Research and Innovation (RIA) Topic: International partnership building in low and middle income countries Acronym: its4land Number: 687828 Duration: 48 months Start Date: 2016-02-01 Consortium: 8 partners Budget: 3.9 M EUR

ITS 4 LAND

We’re creating seven new tools to make land rights mapping

faster, cheaper, easier, and more responsible

Its4land- Aim

ITS 4 LAND

Behind this idea are the fit-for-purpose land administration consepts and imagery based approaches and cadastral intelligence

We are trying to run an innovative project, however not only technology driven but we are thinking about the end users and officials – who will benefit from our work.

We try to inform and involve government

We involve private sector to make the tools visible, useful and user friendly

Its4land- Aim

ITS 4 LAND

ICT innovation project – incorporating a broad range of: • stakeholders • emerging geospatial technologies • smart sketchmaps • UAVs • automated feature extraction • geocloud service

Tools – that are end-user and market responsive Tools that seek to support both formal land registration (top-down) and informal community based (bottom-up) approaches. Our aim is to create a bridge.

Its4land - Snapshot

Two focus points of the project are: scalability and transferability We demonstrate how multi-sectoral, multi-national and multidiscilinary design can take place: • including SMEs and researchers from 3 EU countries • 3 East African countries. The project: 3 major phases and 9 Work Packages.

WP2 – Get Needs

Phase1

To understand and identify the needs of stakeholders in the land sector and how its4land might meet these needs

Get Needs

WP3 – Draw and Make Phase 2

Implementation of a sketch based geospatial data recording to capture land tenure data from local perspective. Main components are developing: - Domain models for representing sketch maps - Spatial models for representing sketch maps - Methods for their recognition and embedding within existing datasets

WP4 – Fly and Create Phase 2

To design, test and validate a UAV driven land administration workflow

UAV selection (same or not/price/purpose)

- Regulations - UAV registration - Pilot certification - Pilot training - No clear rules for license certification

WP4 – Fly and Create

Stöcker, C.; Bennett, R.; Nex, F.; Gerke, M.; Zevenbergen, J.: Review of the current state of UAV regulations. In: Remote Sensing. 2017, 9, 459;

WP5 – Automate it Phase 2

To design and implement a tool that enable automated delineation of visible cadastral boundaries from UAV data.

Crommelinck, S., Bennett, R., Gerke, M., Nex, F., Yang, M.,

Vosselman, G., 2016. Review of automatic feature extraction from

high-resolution optical sensor data for UAV-based cadastral mapping.

Remote Sensing, 8(8), pp. 1-28.

2017. Contour detection for UAV-based cadastral mapping. Remote

Sensing, 9(2), pp. 171.

WP6 – Publish and Share Phase 2

To prove a concept for the integration of data, workflows, publication and sharing land tenure information obtained as a result from the other technical WPs. Integrate results into a Land administration system - LAS

WP7 – Govern and Grow

Phase 3

To understand how these technologies can be adopted and sustained

WP8 – Capitalize

To develop a sustainable business model for commercialization of the integrated suite of land tenure recording tools within the end-user markets. Scaling (100 / 10 000 000 parcels)

WP9 – Ethics

Human participants Protection of personal data

• Data collection • Storage • Protection

Biggest Challenges

• Regulatory Overload: ethics, permits, data management, project management, UAV usage, land laws ….

• The Distance: administrative, technological, legal and language gaps between EU and Eastern Africa

• Bureaucracy vs. Innovation? Ongoing tension, if not conflict…

ITS 4 LAND

Real Opportunities

• Technology Partnerships: Enhance DelAir Tech, Pix4D, ..Cadasta.org?

• SME Partnerships: Seek links with Charis, Ramani, WeRobotics

• International Partnerships: H2020, GLTN, FIRE, IST-Africa

• Capacity Building Partnerships: EALAN, NUFFIC and others
