Background (1/3)ICT converged strategic approaches are taken by international and national bodies
for the purpose of public safety as well as the reduction of information gap.
GMDSS Modernization
e-Navigation for SOLAS ships
Reduction of information gap at sea
Decision on the selection of LTE to implement e-Navigation for non-SOLAS ships and to reduce the information gap at sea by providing mobile broadband services over LTE
IMT-2020 aiming at a new paradigm
of connectivity among people and
things at anywhere, anytime
5G standardization to satisfy IMT-2020 requirements and to support needs from diverse vertical domains (e.g. mission critical domain for authorities) over the same platform, i.e. 3GPP system
(One of IMT-2020 KPI requirements:100 Mbps at anywhere, anytime)

Movement of vertical domains towards 3GPP (1/3)
Vertical domains recently joined 3GPP and contribute to 3GPP standardization
for their mobilization and digitalization over 3GPP system.
1) In 3GPP, 5G standards started from 3GPP Release 15 onwards and include the evolution of LTE as well.
2) On the behalf of Korea Register (www.krs.co.kr) that is in charge of the international standardisation of the Smart e-Navigation project that Korean MOF (Ministry of Oceans and Fisheries, www.mof.go.kr) is driving, SyncTechno Inc. carries out 3GPP global standardization project for maritime communication services over 3GPP systems.

3GPP Stage 1 Study Item FS_MARCOM (2/4)
① to develop use cases and potential requirements for mobile broadband services between users on landand users at sea and between users at sea;
② to develop use cases and potential requirements for machine type communication services between UEsinside a vessel, between vessels at sea and between UEs at sea;
③ to develop use cases and potential requirements for maritime communication services betweenauthorities on land and at sea and users (e.g. ship personnel or vessels) at sea for ship entry anddeparture clearance, ship navigation support or maritime safety etc. in the maritime communicationenvironment;
④ to analyse gap between the potential requirements identified by developed use cases and existing 3GPPfunctions and specifications and indicate which potential requirements are already covered by existingfunctions and which potential requirements need additional work for new functions;
⑤ to study the harmonisation among the public safety networks on land and at sea;⑥ to study the interworking between 3GPP system and the existing/future maritime radio communication
systems for the seamless service of voice communication and data exchange between users ashore andat sea or between vessels at sea.

to standardize 3GPP Technical Specifications from stage 1 to stage 3 that satisfy needs of
maritime domains
• 3GPP participation of maritime industries for 3GPP stage 1, stage 2 and stage 3 standardization
