The project complies with the principles
and needs as defined in the Strategy for
Development and Management of the
Water Supply and Sanitation Sector in the
Republic of Bulgaria 2014 - 2023 and the

in them. The concept of the project
proposal’s content reflects the consistency
and sustainability in the implementation of
the priorities in conducting the policy in the
WSS sector, the activities already
accomplished and the experience gained
during the last programming period 2007-
2013. Within the project activities there will
be analyses and actions for the
implementation of best international
practices in the management and
development of water supply infrastructure
and provision of services, measures aiming
at enhancing the institutional capacity for
control, management and planning of water
supply and sewerage sector, an increase in
efficiency and sustainability, performance
of the responsibilities of the Ministry of
Regional Development and Public Works
as envisaged in the Water Act and related to
the development of specialized information
systems, support for the definition of
changes in the relevant laws and

regulations, creating opportunities for the

It is envisaged that the project activities will
be carried out in parallel with the
implementation of project “Support for the
Regional Investment Planning in the Water
and Sanitation Sector”, financed by the
Operational Programme "Environment
2014-2020" (OPE 2014-2020), following
the common principles of ensuring the
sustainability of the reform in the sector,
effective utilisation of grant funds and
implementation of projects under OPE
2014-2020.

will insure higher reliability and
comparability of the data and it will answer
the requirements of the Water Framework
Directive WFD 2000/60/EU, it will also
insure the execution of the Plans for
management of the river pools 2016-2021
and the Transnational Monitoring Network
in the frame of the Convention on the

The Project is based on the principles
and needs, defined in the Strategy for
the Development and Management of
the Water Supply and Sanitation Sector
in the Republic of Bulgaria for the
period 2014-2023 and the Action plan
for its implementation, the priorities for
investments in the water sector of the
EC and in the context of the on-going
water reform. The application of
regional approach is in compliance
with European and international good
practices for planning, investment and
management of the water supply and
sanitation infrastructure and services.
The implementation of investment
needs identified in the Strategy is a
great challenge and requires
unconditional need for their adequate
planning, following a regional and
integrated approach, analyses and
measurements, following the principle
of efficiency and sustainability of the
investments, in line with the applicable
strategic documents and legislature. On
the other hand, the requirement for cost
recovery of the investments in the
water infrastructure, calculation of
adequate depreciation in determining
the prices of water and sewerage
services are the main goal in the
process of implementation of future
infrastructure projects. In this regard

The project “Integrated water project
for building Urban sewage treatment
plant effluent Radnevo” provides
construction of a new wastewater
treatment plan as the existing isn’t able
to perform the growing requirements to
parameters of treatment water and
mainly to remove the nutrients:
nitrogen and phosphorus.
The technology for biological
elimination of nitrogen compounds
includes emergency bioreactor and
anoxic bioreactor. For nitrification can
be used the classical highly loaded
biofilters but available ones in current
sewage treatment plant effluent.
Radnevo do not have the requisite
capacity. It is obsolete, and its
reconstruction and modernization is
very difficult and not appropriate.
During its reconstruction the
wastewater will have to pour for the
time of its implementation straight in
the receiver without purification. The
new sewage treatment plant effluent is
the powerful anoxic – aerobic
treatment system of wastewater and
maintenance of an optimal
concentration the amount of activated
sludge in the working reactors just like
disinfection of treated water with UV.
The same is designed as mechanical –
biological with technology of
continuous aeration with nitrification
and denitrification. This technology
ensures the necessary effectiveness for
reduction of organic pollution and
provides increased removal of nitrogen

increased phosphorus removal is
decided to simultaneous chemical
treatment in the activation tank with
the help of solution of iron salt – iron
trichloride. To assure the work flours
the treatment plant is completed in a
modular scheme which allows the
parallel operation or temporarily turns
off one of the modules of biological
treatment while reducing the load on
treatment equipments. The
measurement of incoming water
amounts is going through ultrasound
device with analog display which
account the current aggregated

pipeline after the entry shaft.

agglomeration resort Golden Sands,

“Environment” 2007-2013. As a result
of the implementation of the provisions
of Annex for the first phase of the
second stage of the project, complete
project readiness for implementation of
the investment project has been
achieved. The current project proposal
includes two sites:
1. Reconstruction and modernization of
WWTP-Golden Sands. Scheduled for

area served by the treatment plant is of
considerable size including SF Alen
Mak, AR Chaika, Riviera HC, AR
Golden Sands”. The project in the
framework of procedure
BG161M10P002-1.005 provides for
the WWTP to secure better water
treatment – removal of nutrients –
nitrogen and phosphorus from the
agglomeration waste waters. Therefore
the technological plan of WWTP for
the water route includes: coarse grates,
entry WTP, mechanical treatment in a
combined facility, biological treatment
in SB-reactors, UV disinfection. Along
the sludge route, construction is
planned for an anaerobic stabilizer with
compaction, mechanical dewatering by
centrifuge and postvacuum treatment
of cake. 2. Partial construction,
reconstruction/rehabilitation of the
sewerage network in SF Alen Mak. It
is in proximity to AR Chaika” and this
determines its active utilization of
villas and resort purposes with holiday
homes. The current total constructed
sewerage system spans about 20 per
cent of the territory. The project
envisages the construction of four
major gravity sewerage branches with a
total length of 4795 meters and of 265
building pipes. Branches are
discharged into the existing upper
sewerage collector Chaika, passing
through the territory of and discharging
into WWTP – Golden Sands.

The project proposal represents the
second phase of implementation of
activities related to construction,
reconstruction and rehabilitation of

the town of Bansko, as well as
construction of a new wastewater
treatment plant (WWTP) to serve the
city. It is envisaged that completion of
construction works in the eastern and
western parts of the city, affecting the
water supply and sewerage network
and the completion of work on the
WWTP, including its external
relations. Separately, as a specific
component of the work is the
completion of the correction of the
Glazne River in order to prevent
flooding of the WWTP.

The Implementation of the project
proposal "Integrated water cycle
project of Yambol - construction of
wastewater treatment plants and inlet
manifold, expansion and reconstruction
of sewerage and water supply network
in the city of Yambol-phase two" will
ensure the successful completion of the
whole infrastructure project. Moreover
this will lead to the overall result of the
project increase in the number of
people with access to improved
wastewater treatment and improved
water supply.
In the framework of this project
proposal are implemented works on
finishing the new WWTP (wastewater
treatment plant for urban waste water)
with inlet collector; completion of the
connecting infrastructure to the
WWTP; completion of the
reconstruction of the collector IX;
completion of phase II of Lot1
"Expansion and reconstruction of
sewerage and water supply network in
the town. Yambol" - bringing
collectors from Industrial zone to its
inclusion in Chief. Collector V and
sewage pumping station "Industrial".
Other activities that are going to be

analyzes, costs and benefits analyze for the
consolidated region, as well as preparation
of documentation for subsequent
application under OP Environment 2014 –

The implementation activities set in the
Project proposal target the population in the
whole territory of the municipality. After its
accomplishment reconditions for increasing
the share of population connected to the
sewage system of Sofia Municipality will
be established. The measures will create
possibility for implementation of the
requirements of 91/271/EIO EU Directive
urban waste water treatment, the collection
of waste water will improve by increasing
the number of households connected to the
sewage system. The leaks and infiltration
into the sewage system will be decreased as
well.

treatment plant of town Aytos" started back
in 2011 with the financial support of the EU
with implementation of a project funded by

13 of priority axis 1 of OPE 2007-2013 on
procedure reference №BG161PO005 / 10 /
1.11 / 03/19. Needs to be met by the project
are in accordance with the planned
contribution of the OPE 2014-2020,
through actions for the implementation of
macro-regional strategies and sea basin
strategies in the region. The project will
contribute to the implementation of macro-
regional EU strategy for the Danube region.
With the implementation of the project
activities will contribute to achieving one of
the main priorities of the Danube Strategy,
namely: 4) Restoration and preservation of
water quality, set the target for
"Environmental Protection in the Danube
region." With the implementation of the
project will achieve the main objectives set
in the Water Framework Directive (WFD)
and its daughter directives and Directive
91/271 / EEC on the treatment of
wastewater from settlements and Directive

Improving the
monitoring of
drinking water
quality
The project aims to bring the scope and
frequency of monitoring the quality of
drinking water conducted by the authorities
of State Health Control in full compliance
with European and national legislation. The
project will be provided equipment for
laboratories in the system of the State
Health Control for conducting monitoring
of the quality of drinking water in response
to the recommendations for Bulgaria from a
Summary report of the European
Commission by 16 June 2014 for the
quality of drinking water in the European
Union dealing reports from Member States
for 2008-2010, granted under Directive
98/83 / EC of 3 November 1998 on the
quality of water intended for human
consumption (EC report (COM (2014) 363
final).
The project will improve the capacity of
laboratories in the system of the state health
control by extending and enhancing the

Chirpan
Construction of a
waste water
treatment plant in
the town of
Chirpan and main
sewer collectors
The town of Chirpan belongs to the
agglomerations above 10 000 PE and is a
priority agglomeration for financing under
Priority Axis 1 of Operational Programme
"Environment" 2014-2020. According to
data from the National Statistical Institute
the permanent population of the town of
Chirpan as of 31 December 2016 is 14 424
permanent residents, which form the main
project target group, together with the
business operators and visitors of the town.
Currently in the town of Chirpan there is no
a waste water treatment plant (WWTP) and
the waste waters are discharged directly in
Tekirska river, which is a tributary to
Maritsa river.

The specific project results include:
1. Constructed and operational waste water
treatment plant (WWTP) and main sewer
collectors in the town of Chirpan, with indicative capacity of 19461 PE, including:
- successful putting into operation of the WWTP;
- trained personnel for WWTP exploitation; - accepted and put into exploitation WWTP;
- successful period of warranty exploitation;
- successful tests for treatment of the waste waters by WWTP – Chirpan
2. Constructed main sewer collectors from the town sewerage system, which will include
approximately 70% of the population to the
WWTP.
3. Constructed technical infrastructure to WWTP
- Chirpan - inlet collector, water supply, access road, electrical supply.
The main project activities include: 1. Revision and update of tender
dossiers in compliance with the newly adopted
procurement legislation 2. Construction of WWTP – Chirpan
and main sewer collectors
3. Execution of supervision contract for WWTP – Chirpan and main sewer collectors
