• Portfolio Management and Enterprise Governance ‐ Subject Matter Expert SupportReview and provide guidance on new DHS‐wide OMB Exhibit 300s and related CPIC processes. Conduct analyses of IT programs and investments for OCIO input into acquisition governance, EA reviews, portfolio alignment, and investment decision events. Developed plans for a major upgrade to the DHS program, project and performance management tracking system involving ProSight, risk management, and Probability of Project Success (POPS).
Developed management control methods in support of GPRA and OMB Circular A‐123: Prepared conceptual planning documents for nPRS (a performance control system) and SMART, a business intelligence system for DHS. Supported updates to the DHS IT strategic plan. Reviewed remediation for OMB and GAO findings.

• Performance Work Statements and Other IT Management ServicesDeveloped over 70 work statements for renovating 68 of the White House’s most critical systems for Y2K. Provided acquisition support for renovation and testing an additional 160 support systems. Also gathered requirements and prepared technical documentation for the renovation of the White House Web site. Directly renovated several small support systems.
Served as acting program manager for www.whitehouse.gov, working as independent monitor of contractor performance. Assisted EOP in planning the transition of Clinton presidential archives to NARA.

National Guard and Reserve Members regarding USERRAThe P2C2 team was responsible for designing, conducting, and evaluating the results of a nation‐wide survey of National Guard and Reserve members returning from active service. The P2C2 team also provided expert services in the areas of research design, sampling, questionnaire development, data collection, statistical analysis, and evaluation. In addition to technical and analytical skills, the P2C2 team provided assistance to DOL in solidifying a cooperative agreement with the Department of Defense (DOD) for joint participation in the survey. Work included compliance with OMB Information Collection requirements and a technical review by DOL’s Bureau of Labor Statistics.
