Low-Level Radioactive and Mixed Waste

Industrial Cleaning
AET Environmental’s project managers work with industry, utilities, mines, oil and gas, food processors, and
manufacturers to decontaminate facilities and equipment, clean tanks and associated piping, dismantle tanks
for recycling, pump trenches and sand traps, service parts washers and glycol systems, and implement facility
closures. AET Environmental’s fleet includes
vacuum tankers, a rubber-lined tanker for

AET Environmental’s Lab Pack program is designed to provide “turn-key” management of laboratory-sized, small
chemical containers. Project and field chemists, many of whom are certified hazardous materials managers
(CHMMs), help clients produce a chemical inventory or use an inventory developed by the client and
characterize it for disposal.
A field chemist segregates the materials based on
DOT hazard class and specific treatment facility
requirements. AET Environmental packages the
materials in UN rated containers and transports
and disposes of these wastes in accordance with
all federal, state, and local requirements.
AET Environmental personnel are trained in the characterization of unknown
materials through visual observation and by performing a series of in-field tests known as hazardous
categorizing or hazcatting. AET Environmental field chemists can usually provide adequate identification of the
unknown waste to properly characterize it for disposal. AET Environmental also offers a “pack on paper”
program for clients who prefer to package the materials themselves but want to rely on the technical expertise
of our field chemists who guide them through the segregation and packaging process. The lab pack service is
ideal for schools, universities, hospitals, research laboratories, and any other commercial entity that may have
small quantities of outdated or contaminated chemicals they wish to dispose of.

Nuclear Materials Management
A team of AET Environmental professionals has expertise in low-level radioactive and mixed-waste
management. They are trained in shipping and handling normal and special form materials including
transuranic, source, special nuclear, and
NORM materials.
In conjunction with partnering facilities, AET
Environmental can perform treatment of
mixed waste including deactivation of oxidizers
or neutralization of corrosive liquids to remove RCRA characteristic and size and sort low-level materials for
cost-effective disposal, sampling, analysis, and waste acceptance characterization.
Other project tasks include:
Prepare import/export permits and facility use permits in accordance with State or Compact
requirements.
Measure surface radiation and surface contamination levels on container.
Calculate Limited Quantity and Low Specific Activity (LSA) values to determine proper DOT shipping
names and container types.
Custom-design IP-1 containers.
Prepare work plans for decontamination or demolition of contaminated facilities.
Prepare radioactive and mixed waste shipping documents, manifests, and Forms 540, 541, and 542.
Assume Broker of Record status for all shipments into AET Environmental approved facilities.
Remediation
Excavation, removal, and the disposal of hazardous waste is one of AET Environmental’s flagship services. AET
Environmental has the capability and experience to properly assign resources for completing soil remediation,
spill clean-ups, and toxic removals.
Site preparation and characterization, field investigation, work plans, safety, and other project plans are
produced collaboratively with the client. Resources are assigned to successfully complete construction support,
safety, air monitoring, excavation, treatment, containment, confined space entry, and decontamination projects.
AET Environmental has broad experience with the logistics of multi-site and multi-task remediation projects for
private industry and government agencies including Drug Enforcement, Bureau of Reclamation, U.S. Geological
Survey, and DoD.

Industrial Cleaning
AET Environmental provides in-plant cleaning of operational areas and site cleanup, tank cleaning, confined
space entry, and industrial system dismantling.
Additionally, AET Environmental’s experienced technical staff decontaminates equipment and coordinates the
logistics of vacuum tankers, rubber-lined tankers, sludge boxes, and box vans for the efficient and effective
cleaning of industrial and manufacturing facilities,
heat exchangers, tanks, sumps, traps, and all
associated piping. We have performed work for
industries such as asphalt plants, galvanizing
plants, consumer chemical distributors, cast iron
pipe manufacturers, metal finishing, food
industry, oil and gas and drug manufacturing, and
research facilities.
Facility Closures
AET Environmental implements effective site closure procedures for clients. Decontamination is an essential
component of a facility closure or restoration, making reuse of a facility a viable option. AET Environmental
manages crews and provides oversight on D&D, underground (UST) and above ground (AST) storage tank
cleaning and removal projects, confined
space entry for clients with diverse needs,
and developing work plans based on
historical site use and client requirements.
D&D tasks may include cleaning and
decontaminating electrical and HVAC
systems, laboratories, corrosive chemical rooms, flammable storage areas, laboratory benches, and cabinets;
disassembling white rooms, plating lines, and air movers; disposal of plating baths and other chemicals;
scabbling concrete floors; and excavating contaminated soil. AET Environmental developed a specialization in
decontaminating permanganate work areas by devising and implementing a triple drench system. AET
Environmental has built a strong reputation in performing these projects with a proven track record.
Facility Restoration
When the safety and hygiene of a property has been compromised by the production of illicit drug
manufacturing such as methamphetamine, AET Environmental assists property owners in reestablishing the
fitness of the property for occupancy and reuse. AET Environmental’s partnering certified industrial hygienist
(CIH) performs sampling to confirm the presence of volatile compounds and dangerous drugs like
methamphetamine, ketamine, or GHB.

AET Environmental applies state and local ordinances governing the cleanup standards for these contaminated
properties, having performed the actual removal of the illicit drug components for the past ten years under
contracts with the Drug Enforcement Administration. When remediation is required, AET Environmental
performs decontamination services, works with the local regulators to restore the property, and returns the
property to the responsible party as quickly as possible.
Rapid Response
When an emergency occurs, AET Environmental’s
qualified and trained response crews are
equipped to act immediately. The response team
removes the hazardous materials from the
environment, not only mitigating impact on the
environment, but also implementing property

Water and Wastewater Treatment
AET Environmental has a staff of water and wastewater specialists who work with a variety of manufacturing
clients to write NPDES and municipal industrial discharge permits, perform baseline calculation of contaminants
for the baseline monitoring report (BMR), and conduct permit-required sampling and bi-monthly or other
periodic compliance reporting for discharge monitoring reports (DMR).
Equipment Manufacturing
AET Environmental develops, designs, and manufactures mobile units and fixed base plants for recycling
petroleum commodities, reverse osmosis water purification units, and equipment for oil well production.
Glycol Recycling
For over 20 years, AET Environmental engineers and scientists have extensively researched all aspects of glycol
recycling. Since the only way to produce recycled glycol products of exceptional quality is to remanufacture
them, AET Environmental engineers developed a
patented process that is the only process that
can cleanse all five major types of waste glycols.
Recycling waste glycols is an inventive solution
to glycol supply shortages and increasing costs
for newly produced glycol. Remanufacturing
glycol also saves natural resources. AET
Environmental designed and manufactured plants ensure consistently clean, uniform quality recycled glycols.
Clients reduce waste while caring for the environment at no additional cost to them.
In addition to glycol remanufacturing plants, AET Environmental also designs equipment for used oil recycling
and for methanol distillation and recycling.
Reverse Osmosis for Water Purification
AET Environmental has also designed,
manufactured, and installed water reverse
osmosis units to provide purified water for dairy
and poultry farms.
These units are used to increase the cow's
water intake, which in turn yields increased milk
production. The units at the poultry raising
installation enable the chicks to drink the
purified water they need in order to grow.

Emergency Response, RCRA, EPA, OSHA, and DOT hazardous materials transportation. Instructors are also
certified in "Train-the-Trainer" requirements

Environmental gives clients the opportunity to
have their in-house safety program taught by
qualified professional instructors on a monthly or quarterly basis. Clients also have the option to enroll in AET

The safety of AET Environmental employees is the first priority on any work day. The safe work habits of our
workers ensure the safety of client employees as well. We accomplish the goal of safe and risk-free operations
with medical monitoring and a comprehensive corporate training program that includes Hazardous
Communication (HAZCOM), OSHA 40-hour training (HAZWOPER), Level II Emergency Responder training,
Confined Space Entry, and a formal Bloodbourne Pathogen program. These programs demonstrate the
emphasis that management places on safety in
the work place. In addition, AET Environmental
site supervisors ensure that daily tailgate safety
meetings are conducted and documented to
include attendees, topics discussed, and other
information critical to the day's work.

of the art” atmospheric testing and PPE
suitable to perform work in every possible level of exposure and where atmospheres immediately dangerous to
life or health (IDLH) may be of concern.

Section 5 -- Key Personnel AET Environmental employs a highly trained team of professionals to provide technical and support services for
environmental and hazardous materials projects. We give clients individual attention and the highest quality
services and reporting with projects completed on time and within budget. Our talented and multi-disciplined
staff has the ability to assess and implement each assignment. They work directly with clients to develop project
specifications, supervise field work, and review final report data.
Lori DeVito, PhD—President
Lori DeVito has established AET Environmental’s team-based operational and marketing structure to facilitate the
firm’s ability to perform projects concurrently in a variety of disciplines and geographic locations. She is Program
Manager for government contracts, including the U.S. Geological Survey and the Drug Enforcement Administration,
developing statements of work and project work plans. Dr. DeVito has managed programs ranging from investigations
and waste removal actions to industrial facility decontamination, closure, and remediation. AET Environmental has
received awards from various agencies and organizations for its work on the TREX I-25 highway redevelopment and
rail project, its commitment to disadvantaged business subcontracting, and its commitment to sustainable
environmental programming. AET Environmental supports women’s enterprise development programs and has
established a distribution program for solar light bulbs, enterprises that are managed by women in third world
nations.
Frank S. Virginia, CHMM, CEM—Vice President
Mr. Virginia is a chemical engineer, a certified hazardous materials manager (CHMM) and a certified environmental
manager (CEM) with over 25 years of experience in the areas of RCRA, DOT, and CERCLA requirements. He is highly
effective in determining and satisfying the regulatory needs of clients. He has built long-term relationships with
clients, subcontractors, and the regulatory body for over 25 years, the last 17 with AET Environmental. He promotes
emerging recycling and biological technologies, which complement his solid technical background and expertise in
RCRA, CERCLA, and HSWA, including LDR regulations and their application to remediation of contaminated properties
and RCRA. Drawing upon his years of experience across different regional conditions, Mr. Virginia skillfully matches
AET Environmental’s services to meet clients’ environmental challenges in a competitive environment, while
addressing the concerns of regulators.
Arthur F. Clark, PhD, CHMM—Technical Director
Arthur Clark is a biochemist and a chemical engineer with over 35 years of experience. As AET Environmental's senior
scientist, he has worked in project operations and logistics to develop work plans and safe operating procedures,
utilizing his experience in environmental cleanup operations, facility decontamination, petroleum products recycling
equipment design, and hazardous waste disposal for private industry including K-Sea Transportation Partners, Kirby
Corporation, the Chemical Sales Company, URS Corp., Shaw Environmental, Inc., and Marathon Oil. He has designed
industrial facilities such as glycol recycling plants, methanol recycling plants, oil recycling plants, and

water treatment facilities, including the Mexico water purification facility, construction of which was managed by Mr.
O’Connell (see below). In addition, Dr. Clark is the developer and owner of several U.S. patents for recycling and

U.S., Switzerland, and Sweden.
Edward Domanico, CHMM, REM, CSEM—Regional Manager Southwest
Ed Domanico has been involved in environmental services and health and safety for 20 years. He has delivered
effective solutions to TSCA and hazardous waste disposal and recycling projects, tank cleaning, demolition, and
industrial facility closures for clients in metal finishing, hospital, and diagnostic laboratories as well as for federal
agencies such as the Bureau of Indian Affairs and Bureau of Reclamation. Prior to working for AET Environmental, Mr.
Domanico participated in the "due diligence" teams that developed environmental auditing protocols and conducted
audits on waste disposal facilities in Spain, Holland, Italy, and Great Britain, where he developed working relationships
with regulatory officials in those countries. He is a member of the Chartered Institute of Waste Management in Great
Britain and developed the first industry-wide training program for cruise vessels, which incorporated Hazcom, Right
to Know, Hazardous Waste Management, and Best Management Practices.
Bill Gines, CHMM—Senior Field Chemist and Project Manager
Bill Gines has worked in the environmental and hazardous waste industry since 1995. His solid regulatory background
is matched by his hands-on expertise including lab packing, bulk waste evacuation and disposal, emergency response,
waste consolidation, primary neutralization, confined space entry, characterizing, packaging, and manifesting waste
for shipment. Mr. Gines has managed facility decontamination and closure projects for the metal finishing industry,
which included removal of on-site chemistry for recycling or disposal, dismantling of tanks and lines for steel value,
and supervising the crew to decontaminate large industrial facilities with multiple contaminants of concern. Other
projects include decontamination and closure of research and analytical laboratories, dismantling of mercury
contaminated equipment, and lab packs. Mr. Gines also assists clients in regulatory compliance associated with their
90-day storage and satellite accumulation areas.
Adam Kahn, CHMM—Senior Field Chemist and Project Manager
Adam Kahn possesses in-depth knowledge of DOT and RCRA regulations governing solid and hazardous waste
recycling and disposal and utilizes a strong background in safety and industrial hygiene as a certified trainer. This
combination enhances his ability to implement efficient, safe, and practical solutions for hazardous waste
management, transportation, and disposal, on-site RCRA compliance for clients in their 90-day and satellite
accumulation storage areas, decontamination, closure, and lab pack projects. Mr. Kahn has been project manager
for industry and federal agencies such as the U.S. Geological Survey, National Institute of Standards, and Bureau of
Reclamation and for restoration of methamphetamine-contaminated properties for municipalities and private clients.
In these projects, he works in concert with project certified industrial hygienists (CIH) to implement sampling plans for
final clearance and verification.

Erik Marquesen—South Central Operations Manager
Erik Marquesen manages the characterization, transportation, and disposal of hazardous materials and hazardous
waste in Texas and the surrounding region. He also performs OSHA industrial compliance inspections for clients
throughout the South Central region, assisting clients in their regulatory compliance needs. He has been the project
manager for remediation and facility decontamination and closure projects such as the excavation, transportation,
and disposal of contaminated soils for various National Park Service sites, commercial client warehouse clean outs,
decontamination, clearance and verification sampling, and closure of the U.S. Geological Survey (USGS) field offices in
San Angelo and Wichita, Texas, Tulsa, Oklahoma, the USGS Water Science Center in Austin, Texas, and the USGS Mid-
Continent Mapping facility in Rolla, Missouri. He has also been the senior lab pack chemist for the Veterans
Administration in Dallas and Ft. Worth, as well as local school districts (under AET Environmental’s TXMAS Contract),
pharmaceutical, industrial, and health service clients.
Gary Mossor—Intermountain Operations Manager
Gary Mossor has 20 years of progressive experience in the operation and management of hazardous waste landfills in
the state of Utah. He is extremely adept in determining the compliance requirements of Subtitle C landfills. This
expertise in turn correlates to satisfying the compliance needs of clients in diverse industries. He is the industry
representative for the Solid and Hazardous Waste Control Board in Utah, having been reappointed for a second four-
year term. The Board has oversight and control of all waste activities in the state of Utah. Mr. Mossor utilizes his
experience and time-tested methods to assist private industry and government clients in implementing a wide range
of unique projects. He has managed projects such as the cleaning and maintenance of sewer systems, in-plant
maintenance for cast iron pipe manufacturing, clean-up of spilled product along a rail spur, metal finishing plant
closures, decontamination of food processing facilities, and soil removal actions. As Intermounain Operations
Manager he systematically documents each segment of a project, prepares work plans, and assigns resources.
Daniel O'Connell—Project Manager, Class A Industrial WWT Certification
Dan O’Connell has 15 years of project management experience. He is the project manager for AET Environmental’s
contract with the U.S. Geological Survey, which includes on-site RCRA compliance for the National Water Quality
Laboratory and the geologic and earth science laboratories at the Denver Federal Center. He oversees the municipal
regulatory wastewater sampling requirements for the National Institute of Standards in Boulder, CO and manages the
specialized equipment to insure compliance with municipal and NPDES regulations. He also prepares periodic
compliance reports, performs data validation, calculates contaminants for baseline monitoring reports (BMRs) and
prepares discharge monitoring reports (DMRs). Mr. O’Connell heads up AET Environmental’s Compliance Division,
performing monthly and quarterly inspections of commercial, industrial, health, and government facilities for
compliance with safety and environmental protection regulations. Mr. O’Connell managed the installation of a water
purification system that removed salt from bovine drinking water in Mexico in order to expand milk production.
