What lessons learnt from Polish experience with Association Agreement in 1991?

•Poland has not achieved to negotiate the EU memebrship perspective in preambule of AA. It was only Polish one side statement (not EU one) that it will seek EU membership and the agreemet will help to achieve it.

•The realisation of AA in political parts was a „cherry picking” as the conditions were vague. However Poland irrelevantly to the agreement was on a reform way. The crucial reforms were done because there was political will to join Europe.

•The EU funding for the reforms was not huge at those times. In 1900-1996 Poland received 1,39 mld ECU

The problems related to the implementation of EU acquis:

•Agriculture

•Ecology

•Reconstruction of heavy industries

•Public aid

•Unefficient administration
