INVITATION TO COMMENT AND REGISTER Air Products South Africa (Pty) Ltd is planning to construct and operate a new acetylene gas production facility which will be located near Witkopdorp, Daleside, south of Johannesburg. The proposed facility will be constructed on Stand 88 and 89 of Valley Settlements Agricultural Holdings, located just off Tillet Road; an area currently zoned for industrial use.
THE PROJECT
At present, Air Products operates two acetylene gas facilities, which have been encroached on by industrial and residential development. Air Products therefore plan to close these two facilities and construct and operate a new facility, where encroachment would be restricted. To ensure this, the new facility is proposed to be constructed at the mid-point of the two properties listed above, therefore adequately buffering the new facility. The proposed facility will produce acetylene gas from mixing granules of calcium carbide and water inside an enclosed chamber. Acetylene gas bubbles to the surface, which is then drawn into a process of cooling and drying. The gas is then compressed, prior to be filled into gas cylinders, which are stored at the site, prior to distribution. The proposed facility is expected to produce a maximum of 14 400m3 of acetylene gas per day.
ENVIRONMENTAL AUTHORISATIONS REQUIRED
Notice is hereby given of a Public Participation Process and the application for an Environmental Authorisation in terms of the EIA Regulations (June 2010) promulgated in terms of the National Environmental Management Act (Act No. 107 of 1998), as amended. The proposed facility triggers Activity 23 of Government Notice R544 and Activity 4 and 5 of Government Notice R545. A full Scoping/EIA process will therefore be undertaken. Notice is also given in terms of Section 38 (3) of the National Environment Management: Air Quality Act (Act No. 39 of 2004) (NEMAQA) for a new Air Emissions Licence (AEL) application. The proposed facility triggers activity Category 6: Subcategory 6.1 (Organic Chemical Manufacturing), as published in Government Notice R248 (May 2010). Environmental Resources Management Southern Africa (Pty) Ltd (ERM), an independent environmental assessment consultancy, has been appointed to undertake the Environmental Impact Assessment (EIA), Air Emissions Licence and associated Public Participation Process for the proposed development.

DIE PROJEK
Tans bestuur Air Products reeds twee asetileen fasiliteite, waarop daar deur industriële en residensiële ontwikkelings

te skep vir die nuwe fasiliteit, word die oprigting van die nuwe fasiliteit beplan op die middelpunt van bogenoemde
Standplase.
Na verwagting sal die voorgestelde fasiliteit asetileen gas vervaardig deur die meng van kalsium karbonaat en water
binne 'n geslote kamer. Asetileen gas borrel tot by die oppervlakte, wat dan opgetrek word in 'n proses van verkoeling
en droogmaak. Die gas word dan saamgepers, alvorens gassilinders daarmee gevul kan word. Hierdie gassilinders
word dan by die aanleg gestoor, vanwaar dit versprei word. Daar word verwag dat die voorgestelde fasiliteit 'n
maksimum van 14 400m3 asetileen gas per dag sal produseer.
OMGEWING GOEDKEURINGS WAT VEREIS WORD
Kennisgewing geskied hiermee van 'n Publieke Deelname proses en die Aansoek om Omgewingsmagtiging kragtens
die Omgewings-invloed Bepaling (OIB) Regulasies (Junie 2010) afgekondig kragtens die Nasionale Wet op

Interms of the EIA Regulations published in terms of Section 24(5) of the NationalEnvironmental Management Act (NEMA, Act No. 107 of 1998), Eskom HoldingsLimited requires authorisation from the National Department of EnvironmentalAffairs (DEA) for the undertaking of the proposed project. NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT: The Proposed Acetylene Gas Production Facility
INVITATION TO COMMENT AND REGISTER
Air Products South Africa (Pty) Ltd is planning to construct and operate a newacetylene gas production facility which will be located near Witkopdorp, Daleside,south of Johannesburg. The proposed facility will be constructed on Stand 88 and 89 of Valley Settlements Agricultural Holdings, located just off Tillet Road; an areacurrently zoned for industrial use.
THE PROJECT
At present, Air Products operates two acetylene gas facilities, which have beenencroached on by industrial and residential development. Air Products therefore planto close these two facilities and construct and operate a new facility, whereencroachment would be restricted. To ensure this, the new facility is proposed to beconstructed at the mid-point of the two properties listed above, therefore adequatelybuffering the new facility.
The proposed facility will produce acetylene gas from mixing granules of calciumcarbide and water inside an enclosed chamber. Acetylene gas bubbles to the surface,which is then drawn into a process of cooling and drying. The gas is then compressed,prior to be filled into gas cylinders, which are stored at the site, prior to distribution.The proposed facility is expected to produce a maximum of 14 400m3 of acetylenegas per day.
ENVIRONMENTAL AUTHORISATIONS REQUIRED
Notice is hereby given of a Public Participation Process and the application foran Environmental Authorisation in terms of the EIA Regulations (June 2010)promulgated in terms of the National Environmental Management Act (Act No.107 of 1998), as amended. The proposed facility triggers Activity 23 ofGovernment Notice R544 and Activity 4 and 5 of Government Notice R545. A fullScoping/EIA process will therefore be undertaken.
Notice is also given in terms of Section 38 (3) of the National EnvironmentManagement: Air Quality Act (Act No. 39 of 2004) (NEMAQA) for a new AirEmissions Licence (AEL) application. The proposed facility triggers activityCategory 6: Subcategory 6.1 (Organic Chemical Manufacturing), as published inGovernment Notice R248 (May 2010).
Environmental Resources Management Southern Africa (Pty) Ltd (ERM), anindependent environmental assessment consultancy, has been appointed toundertake the Environmental Impact Assessment (EIA), Air Emissions Licence andassociated Public Participation Process for the proposed development.
