• The Ad-Hoc Sub Committee convened for the first time on February 23, 2006. Metro provided a presentation to inform the community of the history and current status. A timeline was provided, as was an update on the laboratory effort.

• The Project Archeologist made a presentation on the findings to the Ad-Hoc Sub Committee at the March 23rd

meeting in Boyle Heights and again at the April 27th

meeting in Chinatown.

• The Ad-Hoc Sub Committee has held ten monthly meetings in Boyle Heights and in Chinatown.

• Through the Ad-Hoc Sub Committee, Metro will work with the community to receive public feedback on a sensitive and respectful re-interment plan, ceremony and fitting memorial.

• The Ad-Hoc Sub Committee, appointed by the Review Advisory Committee will meet monthly until such goals are met. Recommendations will be made through the RAC to Metro.

A formal recommendation was made to the Review Advisory Committee at it’s January 2007 meeting for consideration of the following:

• That Metro begins exclusive negotiations with the owners of the Evergreen Cemetery for the space required to re-inter all of the human skeletal remains and artifacts in individual plots adjacent to the Historical Chinese Shrine. The space required should also accommodate space for a memorial.

• That Metro provides funding for the replication of select artifacts as designated by the Ad-Hoc Sub Committee after lengthy public comment on the issue. Three sets should be replicated in order to distribute as follows: Chinese Historical Society of Southern CA, Los Angeles Chinese Consolidated Benevolent Association and the incorporation of one set into one of the Boyle Heights stations.

The motion passed unanimously.

The Committee considered underground re-interment, as well as an above ground structure like a mausoleum. After significant public discussion on the issue, the following decisions were made:

• That all of the human skeletal remains, amputations, artifacts and excavated soil be re-interred.

• That a vault/casket combination unit be used for the re-interment; and

• That each set of human skeletal remains be re-interred individually.

After much public discussion and consideration of several potential locations, the Ad-Hoc Sub Committee voted to:

• Re-inter all of the human skeletal remains and artifacts at Evergreen Cemetery.

Considerable amount of public discussion took place on this issue. The Committee voted to:

• Re-inter all of the original artifacts, except for the coins of monetary value. Their disposition is to be determined.

• Culturally significant artifacts, identified as all headstones and burial bricks, Lotus Blossom coffin ornament, teapot with unidentified horse pattern, Independent Order of Odd Fellow swing bail handles (manufactured upside down), Freemason swing bail handle fragments, Chinese pharmaceutical vial with pills, Opium pipe bowl, Double Happiness rice bowl, spectacles, and coins will be replicated into three sets (four sets for the coins).

• The replicated artifacts will be distributed to the Chinese Historical Society of Southern CA, the Los Angeles Consolidated Benevolent Association and Metro.

• Digitally archive all the artifacts and make them available through the University of Southern California (USC).

Begin 4-week public outreach on March 03, 2007 after the Chinese New Year festivities that take place from the eve of February 17, 2007 through March 02, 2007.

In November 2006, the Committee requested the following as it relates to the Next-Of-Kin outreach:

• Provide a new proposal that considers Chinese Cable television ads only in Cantonese and other Cantonese radio stations as was to be recommended by Committee Member, Irvin Lai.

• Do not consider purchasing ad time in English or Spanish radio and television, but pursue options for public access.

• Plans for press kick-off event.

Mr. Irvin Lai provided several recommendations for Metro’s Media Buyer to consider for updated proposal.

• Two of the recommendations were not media companies, but rather non-profit service organizations. Family Hope Line and Chinese Outreach will be considered for the postcard outreach.

• The Southern CA Chinese Broadcasting Company is a Mandarin radio station, not Cantonese and can only be received via a signal box (similar to satellite radio, there is no subscription service)

• KMNY is no longer in business. Its call letters have changed toKAHZ and it is a simulcast station with KAZN, but it is a Mandarin station, not Cantonese.
