RISDP 2005-2020

The Regional Indicative Strategic Development Plan (RISDP) spells out the strategy for the region to cooperate.

SCOPE AND PURPOSE OF THE RISDP

• Designed to provide strategic direction with respect to SADC programmes, projects and activities

• The RISDP aligns the strategic objectives and priorities with the policies and strategies to be pursued towards achieving those goals.

CHAPTER 4 OF THE RISDP

• Strengthening of regional cooperation on S&T;

• Development and harmonisation of S&T policies;

• Intra and inter-regional cooperation;• Research capacity in key areas;• Technology development, transfer and

diffusion; and• Public understanding of S&T

Review of RISDP

• Review of last 10 years (2005-2010/12) of the implementation of the RISDP

• Drive towards SADC Vision 2050• This year marks the 50 years celebration of

the AU since 1963• AU Vision 2063

Key objectives of the Protocol on STI

Provide a base for development of institutional mechanisms for regional cooperation and coordination of STI

Ensure proper coordination of resources for regional STI programmes as identified in the RISDP and “CPA”

Promote development and harmonisation of STI policies in the region

Maximise public and private investment in R&D in the region

BROAD STRATEGIES OF THE PROTOCOL

• Promoting the development of technology and its transfer thereof

• Securing international understanding, cooperation and support, and mobilise the inflow of public and private resources into the region

Regional STI Strategic Framework• The STI Strategic Framework envisions a region

where science, technology and innovation drive a sustainable social and economic development, alleviate poverty and disease, and underpin the creation of employment opportunities and wealth.

• Its mission aims to promote regional cooperation in the development, mastery, transfer of science, technology and innovation by securing and allocating appropriate resources, and strengthening national innovation systems.

ASTI Strategy 2024 • Guiding principles –Movement into innovation led, knowledge based

development

– Embedding STI into other sectors

– Important role of capacity enhancement (Human, infrastructural and institutional)

– Important role of entrepreneurship

– Important role of enabling environment

DRAFT SADC HPC FRAMEWORK• August 2009 meeting of SADC Senior Officials endorsed the idea of

a regional HPC initiative

• February 2011 , 1st SADC HPC workshop – attended by 10 SADC Member States (Democratic Republic of Congo, Lesotho, Malawi, Mauritius, Namibia, South Africa, Swaziland, United Republic of Tanzania, Zambia and Zimbabwe),- International Centre for Theoretical Physics (ICTP), Italy and Texas Advanced Computing Centre (TACC), United States of America, NEPAD Planning and Coordinating Agency and the African Institute of Mathematical Sciences, Southern African Regional Universities Association (SARUA)

• Outcomes and recommendation of 2011 workshop presented at SADC Ministerial Meeting on STI
