Smart Parking is defined as connected parking management solutions deployed on public on-street and/or off-street parking facilities where the occupancy of a parking space is determined by sensing devices such as cameras or sensors embedded in the ground/pavement of individual parking spaces that can feed data to help/direct drivers to find a vacant parking space, and enable remote payments. Solutions can be comprised of vehicle detection sensors, license plate recognition systems, smart payment infrastructure (e.g. connected parking meters and Pay-by-Phone functionality for paid parking spaces), and middleware / IoT platforms which are networked via wireless and wired connections to transmit information to various channels such as mobile applications, web applications and dynamic digital signage.

Smart parking is a technology enabling parking operators to remotely and automatically monitor parking occupancy rate on a real-time basis.There are various levels of smart parking solutions (see slide 18) that make up a complete end-to-end Smart Parking solution such as comprisingof vehicle detection sensors and cameras with automated vehicle license plate recognition technology, smart meters, smart payment for parking,and parking assistance by digital signage and navigation apps.
According to the United Nations’ Report on World Urbanization Prospects: The 2018 Revision, the percentage of people living in urban areasglobally is expected to reach 68% by 2050 or 6.7 billion, up from 55% in 2018 and just 30% in 1950. This translates to a rising number of vehicleson the road and with it a rising demand for parking spaces. However, most cities are constrained by the amount of space they can allocate to theroad network including parking spaces. This has resulted in worsening traffic congestion, limited availability of parking spaces and higheremission of CO2 in many urban environments. Leveraging smart parking solutions will help address these challenges and improve the quality oflife of people living in urban areas.

San Francisco: On and Off-Street Parking
• Public-Private Partnership. The San Francisco Municipal Transit Agency (SFMTA)collaborated with various vendors. For example, XXX provided single spaceparking meters while XXX provided the multi-space parking meter and XXXprovided 11,700 units of parking bay sensors across 8,000 spaces.
• Smart Parking meter. In 2014, SFMTA replaced 24,897 existing single space IPSparking meters (24,327 on-street meters and 570 off-street meters) with smartsingle-space smart parking meters which offer multi-mode payment options suchas credit card, debit cards, SFMTA parking cards, PayByPhone and coins. Allparking meters accept PbP. Parking meters are Level 1 PCI-DSS certified.
• Mobile phone app. A SmartApp known as SFPark was launched in April 2011. Itutilizes open web interfaces compatible with both iOS and Android devices.
• Connectivity Technology. Sensors utilize LoRa, with backhaul technologiesincluding cellular (CDMA, 3G, 4G, LTE), wifi, ethernet; parking meters utilize 3G.
• In-ground Vehicle Detection Sensor. Powered by magnetic technologies,operating temperatures are -40C to +80 C, and utilize LoRa direct sequencespread spectrum, frequency band of 902 to 9028 MHz, 50 FSK/ 24 LoRa.

• Middleware. The San Francisco Parking Meter Management System (SFPM) uses anOracle 10G database with a limited number of pre-built reports and various selectionmanagement modules for tasks such as inventory, collections, counting, reconciliation,parking meter repair work orders, and administration.
• Parking Data. The SFpark real-time parking availability data feed is publicly available atno cost to application developers and others interested in the data. This data feed isprovided as a REST service with data returned in XML or JSON format.
• Digital Signage. 14 units of on-street directional signage are deployed to help driversfind available off-street parking spaces.
