What is ReSAKSS?Regional Strategic Analysis and Knowledge Support System
• An Africa wide initiative supporting CAADP and regionally shared goals – SADC, COMESA, ECOWAS - by providing analysis and knowledge support for planning, review and policy dialogue for agricultural growth and poverty reduction
– Hosted via African based CGIAR centers in collaboration with IFPRI and national, regional and international partners
– 3 regionally focused programs – East, Southern and West Africa – launched Sept 2006
– Linked to RECS, chair Steering Committees– Multi-donor funded

Eastern and Central Africa at ILRI in Nairobi -works with COMESA
Africa-wide at IFPRI in Washington –coordinates across regional nodes
Southern Africa at IWMI in Pretoria –works with SADC

Objectives of ReSAKSS
• To provide access to high quality and timely analysis, data and knowledge during the planning and implementation of the CAADP and other regional strategies (ECOWAP, RISDP, COMESA)
• To contribute to the progress, peer and mutual review of CAADP implementation at national, regional and continent-wide level (e.g. CAADP country round table process)
• To encourage knowledge sharing and access among a network of partners in the region (researchers, practitioners, policy makers, farmer groups)
• To promote evidence and outcome based policy and decision making for the agricultural sector in Africa

Informing CAADP Implementation
•ReSAKSS provides high quality and timely analysis, data, knowledge, information, tools and technical support to facilitate dialogue and evidence-based decision-making for CAADP implementation process and other agricultural development initiatives in Africa
-largely implemented through operationalisation of the CAADP M&E framework
•Encourages knowledge sharing and access among a network of partners in Africa (development institutions, regional bodies, researchers, practitioners, policy makers, farmer groups)
•Promotes evidence and outcome based policy and decision making for the agricultural sector in Africa

CAADP Framework created by AU, targets (6% & 10%)agreed upon by all African leaders.
In order to implement goals of CAADP framework, decision makers need evidence-based knowledge on investments, options, etc.
ReSAKSS, though its network of partners across the continent, takes stock and starts analysis of growth options.
The establishment of Country SAKSS facilitates this by providing country-specific information and analysis. These also serve as in-country policy and knowledge hubs.
ReSAKSS manages this knowledge so that decision makers and stakeholders can access and utilize it. Debate and dialogue take place in countries as they consider options for implementing CAADP framework. (lead-up to Roundtables)
Country CAADP compacts are signed binding stakeholders to goals set forth at Roundtables.

Future Plans for ReSAKSS– Consolidate ReSAKSS as the main IT-based platform for informing African agriculture by:
• Operationalizing M&E framework and publishing data on website
– Continuing demand-driven analysis to inform agricultural development in Africa• e.g., Annual Trends Report on food price crisis in Africa
– Continuing support to establishment of Country SAKSS and to countries implementing CAADP both before and after the Roundtable• Zambia, Malawi, Benin, Burkina Faso, Mali, Nigeria, Senegal…
– Pursuing various avenues for increasing awareness and utility of ReSAKSS activities
