• The process contains a Concept Development Phase and a Final Design Phase before project goes into Construction.

Initiate CD

• Obtain Management System and Stakeholder input

• Update PRS• Update with all available information. PM responsible to

update regularly.

• Tier Assignment• If traffic signal project, tier is assigned to proposed

corridor based off the COAST-NJ study.

Data Collection & Analysis

• Perform Environmental screening

• Gather information needed such as As-builts, ROW information

• Field visit to verify and evaluate existing conditions

• TSM CD Checklist

• Identify existing utilities

• ITS Site location flexibility

Alternatives Analysis & CD Report

• Develop Alternatives• The alternatives should provide cost effective quality

solutions.

• Preliminary Preferred Alternative (PPA) is chosen.

• Designer develops a preliminary location plan based off the chosen PPA.

• OIT/IT Coordination

• Systems Engineering Review Form (SERF)

• CD Report

Obtain Approvals

• FHWA reviews the CD Report for all federally funded projects.

• Project Manger presents the PPA to Capital Program Screening Committee (CPSC).

• CPC approves advancement of project to Final Design.

• Designer updates the report indicating CPC approval, CD Report is Finalized.
