Item 4: Wheelbase - Footnote (e) as amended in Reg 1171/2014 („Multistage“, applies from 1.1.2016) :

• “(e) Entries 4. and 4.1 shall be completed in accordance with definitions 25 (Wheelbase) and 26 (Axle spacing) of Regulation (EU) 1230/2012 respectively”

- Definition in Article 2 (25) of 1230/2012: • (25) ‘wheelbase’ means the following:

(a) the dimension referred to in point 6.4.1 of Standard ISO 612:1978; (b) for a centre-axle trailer with one axle, the horizontal distance between the

vertical axis of the coupling and the centre of the axle; (c) for a centre-axle trailer with more than one axle, the horizontal distance

between the vertical axis of the coupling and the centre of the first axle;

Item 4: Wheelbase - Dimension referred to in point 6.4.1 of Standard ISO 612:1978

6.4.1 Motor vehicle or trailer wheel space

The distance between the perpendicular lines constructed to the longitudinal median plane (of the vehicle) (see clause 5) from the previously defined points A or B corresponding to two consecutive wheels situated on the same side of the vehicle. NOTES 1 If the values of right and left wheel spaces are

different, both dimensions are stated, separated by a dash, the first corresponding to the left wheels.

2 For vehicles with three or more axles, the wheel spaces between consecutive wheels are indicated, going for the foremost to the rearmost wheel: the total wheel space for right or for left is the sum of these distances.

in point 6.4 of Standard ISO 612:1978 in the case of vehicles with more than two axles; where the vehicle is fitted with two axles only, or in the case of a semi-trailer, a drawbar trailer or a rigid drawbar trailer, the axle spacing referred to in point 6.4.2 of Standard ISO 612:1978 has the meaning of ‘wheelbase’ as defined in point (25);

6.4.2 Semi-trailer wheel space

The distance from the axle of the fifth wheel kingpin in a vertical position to the vertical plane through the axis of the semi-trailer‘s first axle. NOTE – In the case of a semi-trailer with two or more axles, the same rule should be applied as for vehicles with three or more axles.

Other remarks - Wheelbase and Axle Spacing refers always to the axles themselvses

- Newer to an „Effective Wheelbase of Axle Group(s)“ as required for manoeuvrability assessment

- Whether or not with a axle distance of less or more than 1000 mm

- Different terms used in ISO and 1230/2012: Wheel space (ISO) <-> Wheelbase (EU) Wheel Space (ISO) <-> Axle Spacing (EU)

Consequences: - Wheelbase:

- Semi Trailer: 6300 mm

- Centre Axle Trailer: 5000 mm

Definition in Article 2 (25) of 1230/2012: (25) ‘wheelbase’ means the following:

(26) ‘axle spacing’ means the distance between two consecutive axles referred to in point 6.4 of Standard ISO 612:1978 in the case of vehicles with more than two axles; where the vehicle is fitted with two axles only, or in the case of a semi-trailer, a drawbar trailer or a rigid drawbar trailer, the axle spacing referred to in point 6.4.2 of Standard ISO 612:1978 has the meaning of ‘wheelbase’ as defined in point (25);

(26) ‘axle spacing’ means the distance between the centres of two consecutive axles referred to in point 6.4 of Standard ISO 612:1978; for centre-axle trailers, semi-trailers and rigid drawbar trailers the first axle spacing is the horizontal distance between the vertical axis of the coupling and the centre of the first axle;

Proposal 2: - Amend Annex IV, Models for complete, completed and incomplete vehicles for Categories O1, O2, O3 and O4, point 4.1 as follows

- NB: footnote (e) missing in 4.1, but 4.1 referred in Footnote (e)

NB: in the COC it’s “31. position of lift axle(s)”. But at least in the information documents the same term should be used.
