In an October Texas Hispanic Policy Foundation survey, 1,402 Texas registeredvoters were asked three questions related to COVID-19 related mask mandates,vaccinemandatesandvaccinepassports.EachquestionaskedtheseTexanswhethertheyagreed (stronglyor somewhat),disagreed (stronglyor somewhat)orneitheragreednordisagreedwithastatementthatMaskMandates,VaccineMandatesandVaccinePassportswillrespectivelyhelpgetsocietybacktonormalsooner.A narrow absolutemajority of Texans agree (51%) thatMaskMandateswill helpsociety get back to normal sooner. Almost two-fifths disagree (38%) with thisstatement,whiletheremaining11%neitheragreenordisagree.ApluralityofTexansagree(49%)thatVaccineMandateswillhelpsocietygetbacktonormalsooner.Justovertwo-fifthsdisagree(42%)withthisstatement,whiletheremaining9%neitheragreenordisagree.A plurality of Texans disagree (45%) that Vaccine Passportswill help society getbacktonormalsooner.Justovertwo-fifthsagree(42%)withthisstatement,whiletheremaining13%neitheragreenordisagree.

PartisanshipandAgreement/DisagreementWithCOVID-19PoliciesIn contrast to the relatively evenly divided opinion of all Texas registered votersregardingthesethreeCOVID-19relatedpolicies,sharppartisandifferencesexistinregard to agreement anddisagreementwith the threepolicies, bothbetween, butalsowithin,theparties.For this analysis, Republicans and Democrats (partisan identifiers) each weredivided into two distinct groups: those whowere almost certain to vote in theirrespectiveprimary(PrimaryRepublicans,PrimaryDemocrats)andthosewhowerenot almost certain to vote in their respective primary (November Republicans,NovemberDemocrats).Independentswereleftundivided.MaskMandatesMorethannineoutoften(92%)PrimaryDemocratsagreethatMaskMandateswillhelpsocietygetbacktonormalsooner,comparedto79%ofNovemberDemocrats,43% of Independents, 33% of November Republicans and 14% of PrimaryRepublicans.More than three out of four (78%) Primary Republicans disagree that MaskMandates will help society get back to normal sooner, compared to 47% ofNovemberRepublicans,47%ofIndependents,8%ofNovemberDemocratsand4%ofPrimaryDemocrats.

VaccineMandatesMorethannineoutof ten(93%)PrimaryDemocratsagreethatVaccineMandateswill help society get back to normal sooner, compared to 76% of NovemberDemocrats, 38% of Independents, 33% of November Republicans and 14% ofPrimaryRepublicans.Threeoutof four(75%)PrimaryRepublicansdisagreethatVaccineMandateswillhelpsocietygetbacktonormalsooner,comparedto52%ofNovemberRepublicans,53%ofIndependents,11%ofNovemberDemocratsand5%ofPrimaryDemocrats.

VaccinePassportsMorethannineoutof ten(93%)PrimaryDemocratsagreethatVaccinePassportswill help society get back to normal sooner, compared to 76% of NovemberDemocrats, 31% of Independents, 33% of November Republicans and 13% ofPrimaryRepublicans.More than four out of five (81%) Primary Republicans disagree that VaccinePassports will help society get back to normal sooner, compared to 53% ofNovember Republicans, 55% of Independents, 20% of November Democrats and6%ofPrimaryDemocrats.

TheDemocraticandRepublicanpartisanidentifierswhoarealmostcertaintovotein their respectiveparty’sprimary (PrimaryDemocratsandPrimaryRepublicans)possess extremely divergent views on whether or not Mask Mandates, VaccineMandatesandVaccinePassportswillhelpsocietygetbacktonormalsooner.While92%,93%and93%ofPrimaryDemocratsagreethatthethreerespectivepolicieswillhelpsocietygetbacktonormalsooner,only14%,14%and13%ofRepublicansshare that opinion. And, while approximately three-fourths (78%, 75%, 81%) ofPrimary Republicans disagree that these three respective policies will help getsocietyback tonormal sooner, only4%,5%and6%ofPrimaryDemocrats sharethatopinion.
