Overview of the Court’s statistics in 2019 The Court’s statistics for 2019 disclose an increase in the number of incoming applications allocated to a judicial formation. This can be explained principally by an increase in the number of applications allocated coming from Bosnia-Herzegovina, Russia, Turkey and Ukraine.
In 2019 the productivity was lower then the number of allocated applications. As a result the number of pending applications has increased.
A. New applications In 2019 44,500 applications were allocated to a judicial formation, an overall increase of 3% compared with 2018 (43,100). 29,800 of these were identified as Single-Judge cases likely to be declared inadmissible (an increase of 2% in relation to 2018). Single judge applications continue to be processed as soon as they are identified as qualifying for such a procedure. 14,700 applications were identified as probable Chamber or Committee cases (an increase of 7%).
B. Applications disposed of judicially and pending applications 40,667 applications were disposed of judicially, a decrease of 5% in relation to 2018 (42,761). The number of cases allocated exceeded those disposed of by a little more than 3,800. As a result, the stock of allocated applications pending before the Court increased over the year, from 56,350 to 59,800.
C. Processing of applications
1. Pre-allocation
As at 31 December 2019 the number of applications pending at the pre-judicial stage stood at 8,800, a decrease of 10% in relation to the same date the previous year (9,750). The number of applications disposed of administratively in 2019 was 20,440, a decrease of 5%. 64% of these files were disposed of for failure to comply with the requirements of Rule 47 of the Rules of Court (contents of an individual application).
2. Inadmissibility or strike out decisions
In 2019 38,480 applications were declared inadmissible or struck out of the list of cases by a Single Judge, a Committee or a Chamber, a 4% decrease compared with 2018 (40,022).
The Single-Judge formation decided 33,288 applications in 2019, slightly more than in 2018 (33,181).
In 2019, 3,199 applications were struck out by a Chamber or a Committee, in a decision, following a friendly settlement or a unilateral declaration, an increase of 5% (3,050 in 2018). Friendly settlements (1,688) decreased by 23% (2,185 in 2018) and unilateral declarations (1,511) increased by 75% (compared to 8651 in 2018). 1,993 applications were declared inadmissible by a Chamber or a Committee or struck out by these formations on other grounds.
3. Communicated applications
In 2019 6,642 applications were communicated (a decrease of 16% compared to 2018 when 7,646 applications were communicated).
4. Judgments
Judgments were delivered in respect of 2,187 applications (compared with 2,739 in 2018 – a decrease of 20%). A large proportion of these applications were joined, with the result that the 1 Two applications were struck out after a unilateral declaration in the form of a judgment in 2018.

number of judgments actually delivered was 884, a decrease of 13%. 545 judgments (in respect of 1,732 applications) were adopted by a three-judge Committee formation (- 13% compared to 2018). Committee judgments accounted for 79% of the applications decided by a judgment (73% in 2018).
5. Requests for interim measures (Rule 39 of the Rules of Court)
The total number of decisions on interim measures (1,570) is stable compared with 2018 (1,540). The Court granted requests for interim measures in 145 cases (an increase of 1% compared to 143 in 2018) and dismissed them in 544 cases (12% more than the 486 in 2018). The remainder fell outside the scope of Rule 39 of the Rules of Court. 49% of the requests granted concerned expulsion or immigration cases.
D. Priority policy 2 The essence of this policy is to concentrate more resources on the most important cases, namely the cases falling within the top three categories (“priority applications”). At 31 December 2019 there were 24,424 applications in these categories (an increase of 18% compared to the beginning of the year). This increase can be explained mainly by the higher number of applications allocated concerning conditions of detention in Russia and the lawfulness of detentions in Turkey.
The number of priority applications dealt with at different stages of the procedure in 2019 decreased by 17% compared to 2018 (6,652 in 2018 and 5,538 in 2019). This can be explained by a decrease in the number of applications processed against Russia and Hungary concerning conditions of detention.
9% more priority applications were communicated to the respondent Governments in comparison with 2018 (2,871 in 2018 and 3,138 in 2019). The number of priority applications declared inadmissible or struck out of the list of cases by a Chamber or Committee decreased by 30% (2,357 in 2018 and 1,649 in 2019). The number of priority applications struck out following a friendly settlement or a unilateral declaration decreased from 1,051 in 2018 to 882 in 2019. The number of priority applications giving rise to a judgment decreased by 47% in 2019 (1,424 in 2018 and 751 in 2019).
E. Conclusion 2019 has continued to see an influx of priority applications. The challenge of reducing the backlog of non-repetitive Chamber cases/priority cases remains. In this context the Court and its Registry continue to test and implement new working methods and procedures intended to streamline processing of this part of its case-load. In particular after 60 years of Court judgments, there is well-established case-law in many fields and as a consequence more applications can and will be adjudicated by Committees.
