Graymont Lime Plant Project Update
Graymont is the Proponent of the proposed
Giscome Quarry and Lime Plant project east of
Prince George. The project is well into
Environmental Assessment application review, and
3
the process has been going very well. However, as
a result of softening markets Graymont requested
a timeline suspension of the Environmental Assess
review process in order to re-evaluate the scope
of the initial construction phase of the project. On
March 9, 2016, the Environmental Assessment
Office granted the suspension. This has also
resulted in a delay in the permitting process.
Graymont was contemplating the constructing one
or two lime kilns initially but, due primarily to
delays in new mining projects (that will require
lime), they are now focusing our efforts on initial
construction of just one kiln.
The Environmental Assessment application is for
the full extent of the proposed project including
quarry development, overland conveyor (to move
limestone from quarry to plant), and the
processing plant including three kilns. Graymont
intends to construct one kiln initially and add
second and third kilns in the future when markets
support additional lime volume. The changes
contemplated at the proposed processing plant are
simplification and reduction and therefore should
have no adverse impacts compared to what have
already been presented in the Environmental
Assessment application.
However, Graymont is considering two possible
design changes to the project that would have
some impacts. First, they are considering
deferring construction of a rail siding, rail spurs
and rail loadout at the plant site and adding truck
haul to the existing CN siding and the construction
of a small rail loadout on the CN property. Second,
they are considering deferring the construction of
the overland conveyor from quarry to plant until
the second kiln is built. This deferral would involve
the interim measure of truck haulage of limestone
from quarry to plant.
Graymont is currently evaluating the impacts
these design changes may have. The
Environmental Assessment process will resume
once Graymont’s evaluation has been completed
and EAO has accepted the revised sections of the
application. It is anticipated that any new or
potential environmental impacts resulting from
changes to the project would be subject to a
truncated Environmental Assessment approach
(i.e. new or revised studies, further consultation,
etc.).
Should you have any specific questions regarding
the Graymont project, please do not hesitate to
contact Rob Beleutz of Graymont at (604) 760-
2050.
