ANDOVER LAKE PROPERTY OWNERS ASSOCIATION

ALPOA, The Andover Lake Property Owner’s As-sociation is a not for profit 501(c)4 corporation. ALPOA exists “to promote the social welfare and common good of the community of Andover, Connecticut and the owners of real estate in the vicin-ity of Andover Lake.” It is solely supported by its membership. Dues collected are used to maintain the dam, beach and water; pay Andover Real Estate Taxes on the Dam, Beach and other owned property; provide insurance on all inherent risks; provide testing for eco-logical and water quality purposes; lifeguard and secu-rity guard salaries and benefits; as well as to support recreational activities for members; etc...Membership in ALPOA is required for those wishing to use the lake, the Beach facilities and Right-of-Ways for any purpose (including swimming, boating or fishing any-where on the lake). No motors of any kind are al-lowed on the Lake. This includes electric motors. ALMA, the Andover Lake Management Association, is also a not for profit 501(c)4 corpora-tion. ALMA owns the Dam, the beach, the Right-of-Ways, the lake bottom, and several other pieces of property in the Lake area. ALPOA is the only member of ALMA. ALMA has a five member board of directors, all of whom have previously served on ALPOA’s Board.

DUES

ALPOA dues are due and payable by May 15th of each year. Dues received after May 15the are subject to a late fee of $15 (except for new Members and Sen-iors). The categories of membership are described be-low. Boat stickers are required on all boats which use the lake. A space is provided on the Membership Ap-plication for number of boats.

MEMBERSHIP CATEGORIES

Regular Membership is available to those who own land in the Lake area. The Lake area is real estate situated on the following streets—Lake Road, Lake-side Drive, Lakeview Drive, Sunset Lane, West Street (within Andover), West Street Extension, Island Street, Bausola Road, Brown Drive, Mathieson Drive, Rock-ledge Drive, Rose Lane, Woodside Drive, Erdoni Road (within Andover, and School Road. This Member-ship class is the only class that may vote at the semi-annual, annual, or special meetings. Associate Membership is available to legal residents of the Town of Andover who do not live in, or own property in the area defined above. They have all the privileges of a regular member except for voting rights at Association Meetings. Senior Citizen rates are available only to Regular or Associate Members who are 65 years of age or older. There is a $20 discount for Senior Members. Senior Members are not subject to a late fee. Out-of-Town Membership is available to families that do not own property in the Town of Andover. Out-of-Town Members have all the privileges of a Regular Member except for voting rights at Associa-tion Meetings. The percentage of member who may be Out-of-Town Members is limited at present, by the Board, to 25% of total Membership. Lake Renters—Each housing unit must pay full, Regular Membership dues. Owner and renter can work out any arrangements for the annual fee. The property owner, not the renter, has voting rights, if ap-plicable.

Presidents’ Reports ALPOA President’s Report

As I write this, the ice is retreating from the shores and ALMA is preparing to raise the lake to the summer recreational level. Sooner than we think, our members will be reaping the many benefits of Andover Lake, be it fishing, sailing, rowing, paddling, swimming, bird watching, or just enjoying the peace and solitude of being out on the water.

To summarize the lake-related activities over the last several months, the dry hydrants were installed by the Andover Fire Depart-ment at six locations around the lake. In the event of a fire in the lake area, the hydrants provide a quicker and more efficient means of drawing water from the lake. Many thanks to the Andover Fire Department and the ALPOA volunteers who made this happen.

The Andover Fire Department along with the Tolland County Dive Team also completed another cold weather rescue drill at our lake this past winter. We will continue to welcome activities such as these as they increase the possibility of successful outcomes during winter rescues.

Additionally, we continue to monitor the lake regularly for water quality. 2005 was a good year with good water chemistry and only a slight amount of visible algae for a few days during the summer. ALMA encourages all lake area members to be conscience of home-owner activities which could deposit pollutants, sediments, or nutri-ents into our wonderfully clean lake. I would also like to remind lake front property owners of the free septic testing service that is available. Several property owners have taken advantage of this offer which benefits both the homeowner and the lake. Contact Rick Linden (742-7368) if interested.

In closing, I am happy to welcome Art Wood to the ALMA Board. Art was previously with ALPOA for many years and is filling the position held by the late Tom Byron. I also welcome comments and feedback from members. If there are any lake–related issues that concern you, please contact me or any ALPOA or ALMA board member (names and phone numbers listed in this newsletter). Enjoy the summer!

Welcome back everyone! It’s good to have contact with all of you again!

Throughout the winter many changes have occurred. We are revising policies, the beach committee under the direction of Marcie Miner, is revamping all the job descriptions and beach rules and a formal plan to interview and hire all lifeguards is in the works. Art Wood, our ALPOA secretary, has moved over to ALMA and Shirley Stolzenberg and Drew Hyatt have assumed the combined note taking process for the ALPOA board. Lynn Scull, the ALPOA treasurer for the last 4 years, has stepped down and we welcome Ed Dwyer as our new treasurer. Ed brings a wealth of knowledge and we consider him an asset to our board and look forward to working with him. We are once again looking for a great year and are planning the annual beach bash which has been a Huge success in the past, largely due to all the work of ALPOA Vice-President, Linda Derrick.

A critical matter is also in the works – looking at the possible merger of both boards. Meetings are being held with our attor-ney and insurance agent within the next month to assess this possible merge. More information will be coming your way in the near future, so please read the newsletters and attend our meetings to voice your thoughts. You may also e-mail us through the Andover Lake website.

The ALPOA board members would like to thank Lynn Scull for his years of devoted service as our Treasurer and Art Wood for his years of service both on the board as the chair of the walk-way bridge committee and also our Secretary. We wish you both well in your new endeavors.

The ALPOA Treasurer’s Two Cents

This being my first contribution to our newsletter, I would like to extend a huge thank you to our previous Treasurer, Lynn Scull. Lynn has put in many years of dedicated service to ALPOA. One of Lynn’s major accomplishments was the creation of a CD invest-ment ladder. The interest income from this project has been, and continues to be, of great benefit to our Association. Not only has he performed the duties of Treasurer, he has also volunteered his assis-tance in all aspects of our organizations endeavors.

Lynn has sold his property here on the lake and has moved to a townhouse condo in Hartford. He has assured me that he will con-tinue on as Assistant Treasurer as long as possible and will also be available for consultation even after leaving the area. I would also like to take this opportunity to introduce myself. My name is Ed Dwyer and I live at 95 Lakeside Drive. My wife Jean and I purchased our property about seven years ago and have been year round residents for the past five years. Last year I noticed that the office of Assistant Treasurer was vacant so I called Lynn Scull to see if he could use some help. See what happens when you vol-unteer!! In 2001, I retired from teaching in the East Hartford School System. I was very active in the local teachers’ union and had served as its Treasurer for the last 14 years of my career. Therefore. I felt that my prior experience might be of benefit to ALPOA. Please keep in mind that I am not an accountant, a bookkeeper or a financial man-ager. My goal is to get the bills paid on time and keep accurate and understandable records of our transactions. If there are members out there who are experienced in investment matters, please feel free to contact me. I would like to form a small advisory committee to rec-ommend possible investment opportunities to the Board. On a final note, a dues reminder is in order. In accordance with the ALPOA By-Laws, dues shall be payable in advance on or before the fifteenth of May of each year. Please take care of this responsi-bility as soon as possible. If you are aware of residents in the lake area who are not members, please encourage them to join. Member-ship applications are available in our newsletter and on our website at www.andoverlake.com.

Check out www.andoverlake.com: ALPOA's website is continuously updated and always provides the latest information on activities and policies. Many of the questions the board typically gets are answered there, and in a more timely manner than any Newsletter could do.

We would like to point out a recently added section: there is now a bulletin board that gives the opportunity to ALPOA members to advertise freely regarding Lake related items, like kayaks for sale, fishing equipment to give away (or sell) or lost docks (yes, it happens!).

Join the Fishing Fun Today By Dianne Grenier

For the ALPOA Anglers The town of Andover is fortunate to have several good fishing places ~ and one of the best is An-

dover Lake. Created in 1927 by the creation of the Andover Lake Dam, the lake and facilities are privately owned and maintained for the enjoyment of ALPOA (Andover Lake Property Owners Association) members. Membership is open to all and applications forms are available on the ALPOA website (www.Andoverlake.com) or in this newsletter. The lake was stocked several times prior to 1960 with a variety of freshwater fish species and today the lake supports a great fishery. The lake is fairly shallow, with an average water depth of about 10 feet and not exceeding 18 feet. This type of habitat supports a wide variety of warm-water fish species. Fish species that can be found in Andover Lake include: Largemouth Bass, Smallmouth Bass, Chain Pickerel, White Catfish, Brown Bullheads, Yellow Perch, Bluegill, Red Breasted Sunfish, Black Crappie, White Sucker, Pumpkinseed and the occasional Brook Trout or Golden Shiner. Not present in the lake are stocked Trout, Northern Pike, Walleye and the American eel. Although the lake is privately owned, all DEP Boating and Fishing rules and regulations apply and are enforced. This includes a valid fishing license for everyone over 16 years of age, catch size, daily limits as well as all regulations for safe boating. Fishing licenses are available for $20 at all Town Clerk offices as well as places such as K-Mart, Wal Mart, Dick’s and sporting goods shops. A copy of the latest Anglers Guide is provided when a fishing license is purchased. The Angler’s Guide sets forth all the rules and regulations for fishing. This may also be accessed via the Internet on the DEP’s website. Reading the Anglers Guide is a must as rules and regulations are constantly changing as the DEP tries to manage the State’s waters and fisheries. The Boaters guide is avail-able usually at the same places and is also available on the DEP’s website. Of special interest to ALPOA members is the boating regulation governing canoes and Personal Flotation Devices (PFD’s) or lifejack-ets. According to the DEP Connecticut Boater’s Guide, there must be a Coast Guard approved PFD in EVERY boat for EACH person aboard. Children under 12 years of age MUST WEAR a PFD WHENEVER they are in ANY boat being used for recreational purposes. Many fatal boating accidents that involve canoes and kayaks occur in the fall and early spring. This has motivated the DEP to develop a law that states; ”From October 1st through May 30th, EVERYONE in a canoe or kayak MUST WEAR a PFD”. For several years the DEP CARE (Connecticut Aquatic Resources Education) program has offered classes in “Canoe and Kayak safety” as well as instructional classes for ice fishing and freshwater fishing in Andover and surrounding areas. Watch local newspa-pers for class announcements or call 742-3033. Andover Lake is open to fishing year-round, 24 hours a day, 7 days a week, 365 days a year. This lake has no “closed season” so the “opening day” of fishing season has no meaning. Some great fish have been caught through the ice or on a hot summer night here. Five-pound Largemouth Bass are not uncommon and the Black Crappie are dinner plate size … and great eating too. Anglers find success with natural bait as well as artificial bait. Fishing from shore produces great results as does from a canoe, rowboat or kayak. Note Andover Lake rules restrict motors of all kinds ~ that includes electric motors and gas powered ice augers as well. If you haven’t tried fishing at Andover Lake, you don’t know the fun you’ve been missing. Pickup up a membership application and join the fishing fun today.

Rules Governing Andover Lake Island Use

To reserve the Island, call Lake Security at (860) 655.4409 at least 48 hours in advance.

The Permittee must be an adult (over 21) ALPOA member in good standing.

Membership ID must be shown upon request. Limit on guests is the same as for Andover Lake Beach.

A maximum of 15 people is permitted on the Island at one time.

Permit hours are from 9 PM to 9 AM.

The Island must be cleaned up and all trash and other items removed by 9 AM. Refund of deposit is subject to successful inspection.

Profanity, excessive noise or activities dangerous or annoying to others are not allowed.

Alcoholic beverages and glass containers are not allowed.

Fires must be small and contained within the fireplace provided.

Swimming and other activities are at one’s own risk.

No animals are permitted on the Island except for seeing eye and/or hearing assist dogs.

The Lakeside Gourmet By Dory Alderman

Did you say cranberries?

Look in the back, far reaches of your freezer. Do you spy a bag of cranberries left over from the holidays that you had forgotten? Perhaps you knew it was there all along but really wondered what to do besides turn it into cranberry sauce. But you’re tired of all sauces from several months ago. Well…why don’t you try an old New England favor-ite called Cape Cod Pie. I think you will enjoy this dessert so much you will hide an extra bag of cranberries every year. 2 cups frozen cranberries (No need to defrost) 1 ½ cups sugar, divided 2 eggs 1 teaspoon grated orange zest, avoid bitter white pith ½ cup melted unsalted butter or margarine ½ cup melted shortening 1 cup all-purpose flour ½ cup chopped walnuts or pecans Spread the cranberries over the bottom of a buttered 9-inch pie dish. Sprinkle with ½ cup of the sugar. In a me-dium-sized bowl, whisk together remaining sugar, eggs, zest, melted butter and shortening. Whisk in flour until blended. Spread over the cranberries. Top with the nuts. Bake in the center of a preheated 325-degree oven 45 minutes, or until the top is light brown. Place on a wire rack to cool. Serve with ice cream or whipped cream. Serves 6.

ANNOUNCEMENTS & ARTICLES OF INTEREST

FESTOON YOUR BOAT THE FOURTH OF JULY PARADE

It's time for the annual traditional ALPOA boat parade. The call is out for all that want to decorate their boats and join our parade around the lake. The judging of the most appropriately decorated boat will be at 2:00 PM on the island. Of course, prizes will be awarded. Then

we will parade around the lake for the thousands of waving onlookers celebrating the Fourth. Questions? Call Neal Alderman at 742.5265.

BOAT RACK RESERVATIONS FOR 2006

Those members who had boat rack space on the Island Street ROW for 2005 may reserve that space again for this season beginning April 20th by calling Neal Alderman at 742.5265. Anyone wishing to change their position and those who have not currently reserved a

spot, may request one beginning May 20th. Note that no one may make boat rack reservation until their dues for this season have been paid.

BOAT RACES THIS YEAR

Once again, we are going to have sailboat races this year. These are very informal with no classes and no prizes. The first race will start at 2:00 PM at the foot of the Island St. ROW and each race will be one of a few courses around the lake. We will try to have at least two races each day.
