Project: Jetpur - Somnath Project, Gujarat Month: June Year: 2014
1.1 Executive Summary
Health & Safety
“ We have achieved above 7.12 million safe man hours without lost time injury”
The Jetpur - Somnath project has achieved Approx.7.12 million cumulative man-hours worked up to 30st June’14.
The project has accomplished Zero LTI free man-hours worked since last LTI on dt.1st July ‘12.
02 No. First Aid cases occurred during the month of June’14.
Total 163 nos. of Construction Vehicles (Like Hywa, Tipper, Roller, Paver, Hydra & DG Set) were
inspected and Stick Green Sticker after inspection during the month of June’14.
Total 40 Nos. of Safety trainings conducted at site and achieved 504 man months during the month of
June’14.
Total 14.Nos. Plants (like Batching Plants, Crusher Plants, and Hot Mix Plants etc.) have been inspected
during the month of June’14 by HSE team and, mechanical team.
Total 5413 man-month achieved from tool box talks such as Incident alerts, Hazard & Fire safety to site
etc. conducted at site.
Total 38 persons. Safety Induction Conducted during the month of June’14.
Total 2 nos Housekeeping Inspection conducted at site all during June’14.
06 Nos. Work Permit has been issued for excavation work during June’14.
Issued mandatory PPEs to the workers and ensure its proper use at site and PPEs stock list has been
attached with the monthly report as Appendix 1.

1.4.1 Training
In-House Health, Safety & Environmental Training:
Total 40 Nos. Safety training conducted at site
Over 5413 Nos. Worker participated in this training including Site engineers of EPC Contractor and
sub-contractors have successfully attended the above training programme.
The site training is a step towards our awareness programmes conducted on monthly basis on HSE
aspects among all workman and supervisory staff to create awareness among project staff for safe,
secure and healthy environment at work site.
Every day tool box talks conducted at site, before starting of work at each working location.
1.4.2 Key Action for June’14:

World Environment Day has been conducted at Shapur and JSP Site on 05 June 2014.
Specific HSE – Training programs has been conduct during the month covering welding, cutting, rigging, material
handling, hot work, asphalt works etc.
Specific training for Electrical shock has been conducted.
Spreading of bleaching powder at Labour Camp and Plant area.
Electrical Audit has been conducted at package 1 & 2 before Monsoon.

Maintenance of all Diversion boards has been done for increasing visibility during nights.
All water purifier and RO’s has been checked all are in working condition.
Environment:
Ensured dust sprinkling system (water tankers) at construction site for dust pollution control.
Environmental Monitoring along the Project road and plant site has been conducted on 14th May
2014.
Green belt developed near all Plants (like Batching Plants, Crusher Plants, Hot Mix Plants etc.
Installed water sprinkling system in all the crusher plants
Rehabilitation of Borrow area and Quarry sites to be initiated after completion of project.
1.4.3 Key Actions planned for July ’ 14:
Health & Safety:
First Aid Training should be conduct at all packages.
Carbolic Acid should be placed near office Area, Labour Camp and Plant area.
Specific HSE – Training programs to be conduct during the month covering welding, cutting, rigging, material

Specific HSE training for Inspection of crane for girder launching and work at Height.
Proper Housekeeping at ROB-1befoer girder launching activities.

EXISTING ROAD MAINTENANCE
Clause 6.2 of the Concession Agreement states that “ During the development
period, the Authority shall maintain the Project Highway, as its own cost and
expense, so that its traffic worthiness and safety are at no time materially inferior as
compared to its condition 7 (Seven) days prior to the last date of submission of bid,
and in the event of any material deterioration or damage other than normal wear
and tear, undertake repair thereof, or pay to the Concessionaire the cost and
expense, as determined by the Independent Engineer, for undertaking such repair
after the appointed date”
As the existing project highway has deteriorated to such an extent where its traffic
worthiness and the safety of the road users are at grave risk during the development
period, repair and maintenance was taken up with duly submitted representations to
the Authority.
Estimates for maintenance of existing road repair and maintenance has been
submitted to NHAI and it was reviewed by IE and forwarded to NHAI thru letter
No. ICT: 655: NCS: 7683 dated 25.06.12.
As the overlay works on existing road in more than 80 km length could not be taken
up till the availability of hindrance free land including Junagadh and Keshod Bypass,
Concessionaire had again requested NHAI for approval of the estimate for Repair &
Rehabilitation work submitted earlier. After review by Independent Engineer a
revised proposal Rs. 4.26 crore was recommended by the office of RO, Gandhinagar
for necessary approval vide their letter NHAI/12013//2/2010-RO-GNR/Tech/Jet-
Som/Vol-10/3439/2013 dated 28.03.2013 for taking up bare minimum repair &
rehabilitation works on the balance length of existing road to be overlaid after
handing over of hindrance free land by Authority.
However, Concessionaire will be undertaking the repair of existing road by laying
overlay wherever required, to bring the highway condition to satisfactory condition
and avoid criticism from the public and local administration, as instructed by IE and
the Authority. Aprpox. 6.52 km length of overlay works and 66 km of pot hole
repairing completed during Dec ’13 & Jan ’14. Concessionaire’ representative has
carried out maintenance of existing road in the month of May ’14 between Ch.

99+100 to 121+111 (Gadu – Somnath Section) and also on portion of existing
Junagadh Bypass.
Further, several communications have been exchanged between JSPTL, IE & NHAI
on this context along with relevant cost estimates which were scrutinized by IE for
approval under clause 6.2 of CA. JSTPL has submitted revised estimate or Rs. 13.97
Cr. Vide letter No. JSPTL/2014/320 dated 02nd January 2014 taking in to
consideration that the damages have enhanced during monsoon due to insufficient
maintenance in absence of approval of estimate. The estimate submitted by JSTPL
was reviewed by IE and optimized to Rs. 7.79 Cr. Vide letter No.:
ICT:655:NCS:1571 dt 7th January, 2014. Further, PD, NHAI has recommended for
approval from Authority to cost estimate R. 6.52 Cr. towards Repair &
Rehabilitation work of existing road through letter No. NHAI/PIU/RJK/Jet-
Som/2013/D-962 dt 18th March’2014 and enlightened the same further through letter
No. NHAI/PIU/RJK/Jet-Som/2013/D-1369 dt 29th April’2014
Meanwhile, the existing bypass is currently being maintained by JSTPL by repairing of
pot holes including overlay in severely damaged sections, however these short term
measures cannot withstand the anticipated traffic for additional 2.5 to 3 years due to
delays in starting of proposed Junagadh Bypass considering the uncertainty involved
in possession of land. Existing Bypass needs immediate strengthening in order to
meet the demand of traffic for coming 2.5 to 3 years. Accordingly, JSTPL submitted
the proposal for major maintenance / strengthening of existing Junagadh Bypass
through letter No. JSTPL/2014/365 dated 10.03.14 and requested the Authority to
accord approval, under change of scope, for carrying out major maintenance prior to
monsoon period, so that excessive deterioration during monsoon can be avoided
and the existing bypass can be maintained in traffic worthy condition for the benefit
of road users.
As concessionaire has not received any concurrence / approval from the Authority
till now, again requested for in principle approval for the proposal submitted for
carrying out major maintenance to the existing Junagadh bypass prior to monsoon
period through letter No. JSTPL/2014/403 dt 02.06.14

3G Hearing commenced on 5 Oct’13 & completed till date
for 6 villages (Out of 10) of Vadal, Sukhpur, Virpur,
Taliyadhar, Nadarkhi & Shapur villages. Further 3G Hearing
for balance 4 villages of Saragvada, Galiyavada, Vadhavi and
Koyali planned on 30.10.13, 27.11.13, 29.11.13 and 22.11.13
respectively was boycotted by villagers except at Saragvada
village where a few villagers attended the hearing.
Further villagers of Junagadh have filed a PIL (283 of 2013) in
High Court against proposed alignment and have also
accused LAO of bypassing certain procedures during the 3D
hearing. Due to this LAO (Junagadh), is hesitant to proceed
further till the Court gives further orders. He has also
sought legal advice and further LA process is held up as on
date.
3G approved for approach portions of Junagadh
Bypass (Existing road sections of Vadal & Shapur
Villages) and Payment disbursement carried out for
Vadal on 21 & 26 Mar14 and for Shapur on 26
Mar14.
During the Hearing on 26 June14, Govt. lawyer
informed to Court that 3G Hearing for 2 villages i.e.
Vadal and Shapur is fixed on 11 July14 and within
acceptable time frame the award will be completed.
The Court also instructed to carryout 3G hearing
for balance villages also. Next hearing is on 11
July14.
Complete works of Junagadh Bypass remains
suspended due to non-availability of the land.

of public resistance to proposed alignment.
A revised alignment prepared by DPR Consultant and

This revision in alignment has necessitated fresh land
acquisition proceedings.
Part of the main Carriageway has been constructed within
30 m available ROW. However, other works like service
roads, lined drains etc. are pending for completion of land
acquisition for the complete ROW of 60m.

in IRC 84: Manual for Four laning, 1,08,000 sqm of land is
required. But we have optimized the land to only 10,000
sqm at each Toll Plaza (Total 20,000 sqm for 2 Toll Plazas).

affect CoD and Project completion schedule.

commenced for Toll Plaza-1(51+250) and
Toll Plaza-2(108+900) in absence of land
for the facilities of Toll Plaza.
2. The commencement of works in this
section is delayed by 731 days against the
provisions of clause 10.3.4 of CA.
To deliver the land for TP-I (51+250)
and TP-2(108+900) without any further
delay.

Delay in shifting of utilities (underground crossings) which
has severely affected the commencement of works due to
non-availability of RoW in the stretches of Land affected by
such utilities.
The shifting of electrical lines (in crossing locations) was
started only in the month of Dec13.
The shifting of electrical lines was started in Dec13
and is completed in a length of 4 km (approx.) since
31 Jan14 and the RoW for this land is now available
for working.
However, process of shifting the balance 245
crossings shall take duration of 3 months but works
held up due to payment issues with NHAI.
RoW for 2.56 km (approx.) of land is still
not available due to presence of electrical
utilities
Apart from the above, the works
especially in raised carriageway are
affected due to pending crossings of
underground utilities.
Shifting works for both electrical lines
and underground crossings for HT lines
need to be expedited to give possession
of RoW for land affected by the above
utilities.

IE reviewed the recommended the same to NHAI.
PIU has recommended the case to CGM-NHAI
In Principle accorded by NHAI HQ on 16 June 14.
