Basic EO trends: - Higher resolution
and new wavelength ! higher data volumes
- Congestion in traditional telecom means (X-band)
- Need for near-real-time data and rapid tasking
EDRS capabilities: - Increased contact time - Higher data rates - Higher capacity - Flexible data distribution
EDRS programme basic principles
ESA UNCLASSIFIED – For Official Use 4
Service-oriented approach:
- Operational system able to fulfil user requirements with required service availability (redundancy)
- Open system able to serve all interested user communities with different technologies to meet different needs
Public-Private Partnership:
- Selection of EDRS Operator / Service Provider - Operator owner of EDRS system infrastructure - Commitment to operate EDRS system - Provide services to ESA users - Commercialise data relay services to all interested user
communities
Foster creation of data relay market
EDRS programme basic principles
ESA UNCLASSIFIED – For Official Use 5
Data relay services retrieving data from LEO satellites to ground
– Very high data rate at 1.8 Giga bit per second through optical Inter-satellite Link (ISL)
– High data rate of 600 Mega bit per second (Mbps) through optical ISL (possibility of data encryption on board GEO)
– Medium data rate 150-300 Mbps through Ka ISL
– Data provided to customers either directly to EDRS ground station (5-6 m antenna) installed on User Premises or via terrestrial links from EDRS Central Hubs
Rapid Tasking service re-programming LEO satellites
– A few kilo bits per second through optical ISL
– Up to 1 Mbps through Ka ISL
EDRS targeted services
ESA UNCLASSIFIED – For Official Use 6
ESA as “anchor user”: GMES programme provides start-up user - Data relay service for Sentinel-1+2 for min. 50% of mission data
- Embarkation of data relay terminal
- EDRS system deployment in time with Sentinel constellation launch schedule
- Operational showcase for other potential users
Any other potential EO operator and in particular military EO systems

Space segment formed by 2 elements: Piggyback payload (EDRS-A) - On board commercial operator satellite to guarantee early in-orbit system
element (by 2014) available to provide services to first users (GMES)
Dedicated satellite (EDRS-C) - Fully controlled by EDRS Operator (by 2015)
=> High service availability through in orbit redundancy
Possible extension if required by user demand (not covered by currently defined programme)
- Other payloads to address other users’ needs (e.g. S-band) - Additional elements (higher system capacity and/or availability)

ESA UNCLASSIFIED – For Official Use
AO process - Objectives and Principles
" Available resource on EDRS-C (power, mass, volume) is an opportunity to fly additional payloads
" Does not need to be innovative or telecom related payload
" “Embarkation” fee charged to the Hosted Payload provider covering: • Integration of the HP onto the host satellite, • Support of the host satellite manufacturer for ground testing, • Launch & LEOP, • Support of the host satellite manufacturer for IOT (command and control tasks)
" Will bring needed financial contribution to the tight EDRS budget
" Conditions for the provision of the hosted payload will be agreed in a “Mission Implementation Agreement” between ESA and the HP provider
" Operations fee to be agreed with EDRS operator in a separate agreement
ESA UNCLASSIFIED – For Official Use
AO process - Funding
" Embarkation fee • The payload proponent must come with available funds to pay for
the embarkation fee • Any source of funding private/public can be considered • Total/partial ESA contribution possible but needs to be backed up
with relevant ESA programme/directorate and corresponding national delegation
" The development cost of the payload is outside the AO hosting Mission Implementation Agreement
• Could be partially covered by other parallel ESA development contract to be indicated in the proposals
ESA UNCLASSIFIED – For Official Use
AO process - Mission Implementation Agreement main principles
" Hosted Payload will be a Customer Furnished Item (CFI) to be provided by the Proponent to the Agency, which will provide it to the EDRS Operator for integration and embarkation
" Ownership of the HP will remain with the HP Provider
" Intellectual Property Rights vested in the HP Provider will remain with the HP provider
" Exclusive access and exploitation rights of the HP by the HP provider will be subject to separate Operational agreement between the HP Provider and the EDRS Operator
" In case the HP is delivered late, the HP provider undertakes to deliver a dummy payload at no cost
" Related frequency filing/licensing will be the responsibility of the HP Provider.
" DRAFT MIA will be provided to down-selected proponents as a basis for the dialogue phase before final proposal submission
ESA UNCLASSIFIED – For Official Use
AO process - Schedule
AO issued on 11th August 2011
1. 15th Sept - Notice of Intent to be submitted
2. 22nd Sept - Workshop for information dissemination and Q&A sessions (including one to one sessions)
3. 21st October - Submission of proposal
4. Initial down selection
5. Technical and contractual dialogue

ESA UNCLASSIFIED – For Official Use
AO process - Key Inputs/Outputs
" The proposal for the 21st of October no longer requires a statement of compliance to the IRD-0. The rest of the proposal guidelines (chapter 8) remains valid.
• The IRD-0 provided in the AO is indicative and not yet final • The C-band mission was removed from the EDRS-C satellite since issuing the AO
" Additional inputs will be provided following first down-selection of HP proponents: • An updated IRD-1
• and a draft MIA
" Following a Technical and Contractual dialogue, the final proposal will need to include additional key documents
• HP ICD version 0 • Hosted payload Test Plan (AIT and IOT ) version 0 • Revised Mission Implementation Agreement
ESA UNCLASSIFIED – For Official Use
AO process - Key message for selection
" First down selection will be mainly based on
• Initial assessment of compatibility with EDRS-C (technical + programmatic)
• Risk assessment (technical + programmatic) • Evidence of funding coverage (public and/or private) of all
mission elements (payload, embarkation, operations) on the basis of letters of support from funding sources (private/public)
• Level of compliance with contractual principles
# Evidence of funding is often missing, it is key to provide a convincing proposal on this particular aspect
ESA UNCLASSIFIED – For Official Use
AO process - Key message for selection
" Same main criteria will apply with a more detailed and more mature proposal in particular with regards to
• the MIA including the rights and obligations between ESA and the HP providers
• Final and solid evidence of funding
