The Minutes of the Annual Convocation of the Provincial Grand Chapter of Middlesex held on Tuesday 9th July 2019 at The Twickenham Stoop, Langhorn

Drive, Twickenham, Middlesex, TW2 7SX

Present were:

ME Grand Superintendent E Comp Peter R A Baker Deputy Grand Superintendent E Comp Martyn P Farrell, PGSwdB (Act)Second Provincial Grand Principal E Comp Jack Flint, PGSwdB Third Provincial Grand Principal E Comp Paul J Huggins, PAGDC together with a large number of Grand Officers, Provincial Grand Officers, Principals, Past Principals and members of Middlesex Chapters and visitors from fourteen Provinces, including six Grand Superintendents, six Deputy Grand Superintendents, four 2nd Provincial Grand Principals and seven 3rd Provincial Grand Principals both present and past, together numbering some three hundred Companions.

Following the Opening Hymn, Provincial Grand Chapter was opened at 4.00pm and the ME Grand Superintendent welcomed everyone to the Annual Convocation.

The ME Grand Superintendent referred to those Companions who had died during the previous year and who would be remembered in their Chapters. In particular he mentioned E Comp Col Keith Hind, PGSwdB, E Comp John Culling, PAGDC, 2nd ProvGPrin for Middlesex, E Comp Archibald E Carter, PAGSoj, E Comp William S Green PGStB, Simon A Thoday PGStB, Christopher D M Drew PGStB, and Anthony J Connor PAGDC. The Companions then stood to order as a token of respect to departed merit and sang the hymn “Abide with me” followed by a prayer by the Third Provincial Grand Principal.

The ME Grand Superintendent then officially welcomed the guests and made special mention of E Comps Graham Glazier - Grand Superintendent for Dorset, John Keeble - Grand Superintendent for Buckinghamshire, Ian Hopgood - Grand Superintendent for Berkshire, John Reid - Grand Superintendent for Wiltshire, Michael Holland - Grand Superintendent for Gloucestershire & Herefordshire, congratulating him on his new appointment of Provincial Grand Master for Herefordshire and Ian Chandler - Grand Superintendent for Surrey, together with six Deputy Grand Superintendents, four Second Provincial Grand Principals, seven Third Provincial Grand Principals, one 3rd Metropolitan Grand Principal, one Assistant Metropolitan Grand Superintendent, five Provincial Grand Scribes E, representatives of other Orders and Charities, and the many Grand Officers and other Companions who were present.

The Minutes of the Convocation of Provincial Grand Chapter held on 26 June 2018, having been circulated to all members present, were taken as read and confirmed.

The Provincial Grand Scribe Ezra reported that an initial inspection of the attendance sheets indicated that all the Chapters of the Province were represented.

The Provincial Grand Treasurer presented the accounts for the year ended 31st August 2018 and, on the proposition of E Comp Chris Weeks, PAGDC, seconded by E Comp Peter de Wolfe, PGStB, the accounts were carried.

E Comp Martyn Farrell, PGSwdB, proposed and E Comp Michael Karn, PAGDC, seconded that the annual fee per member shown in paragraph 4.2 of the Provincial Grand Chapter By-Laws be increased to £15.00. The proposition was carried. Cont.,

The ME Grand Superintendent announced that E Comp Howard Walters, PAGDC, of Ruislip Chapter No 4301 was the only nomination for the office of Provincial Grand Treasurer and declared him duly elected.

On the proposition of E Comp Andrew Elliott, PAGDC, seconded by E Comp Chris Weeks, E Comps Stephen N Ramsay, PAGDC, Barry Hieger and Warren Gell were elected as Auditors of Provincial Grand Chapter.

The Provincial Grand Scribe Ezra’s report, which had been circulated to all those present, as referred to by the ME Grand Superintendent and accepted.

The ME Grand Superintendent referred to the excellent progress achieved so far by the 2020 Festival for the RMTGB and the current figure raised so far was just over £3.9 million and gave his sincere thanks to E Comps David Allan, PAGDC, Mike Cumper and the entire Festival Committee along with the Craft and Royal Arch Provincial Charity Stewards E Comps John Briggs and Paul Sully.

He then announced that since the 2018 Annual Convocation, five more Chapters had qualified as Grand Patron of the Festival, one had qualified as Platinum Grand Patron and one had qualified as Diamond Grand Patron. They were:

Grand Patron Royal Middlesex Chapter No 1194 Middlesex First Principals Chapter No 3420 Ruislip Chapter No 4301 Keystone Chapter No 7911 Middlesex First Principals Chapter No 9240 (Southgate) Platinum Grand Patron Burdett Chapter No 1293 Diamond Grand Patron London Stone Chapter No 2536 He called on the ProvGDC to escort the representatives of those Chapters to the East and presented them with the Certificates marking their achievements, which was greeted by all the Companions with applause.

The ME Superintendent re-appointed: E Comp Martyn Farrell PGSwdB as Deputy Grand Superintendent. The ME Grand Superintendent thanked Martyn for his enthusiasm and hard work in serving the Province over the last year which had enabled the Order to keep moving forward, progressing and evolving to the benefit of all the members.

He then stated that Martyn had never received a Patent of Appointment since he was first installed and to rectify that situation, he presented a Patent of Appointment and announced his re-appointment as Deputy Grand Superintendent.

The Minutes of the Annual Convocation on Tuesday 9 July 2019 Cont.,

The ME Grand Superintendent then paid tribute to E Comp John Culling our 2nd ProvGPrin who had passed away on the 11 March 2019. He has been very passionate about the Holy Royal Arch. He had left behind a legacy that would last for many years to come. As he was due to retire at this meeting he knew and approved of his successor John Louis Eynon, PGStB.

The ME Grand Superintendent then proceeded with the Installation after first examining and approving of the Patent. The ProvGSE then read out the Patent.

E Comp John Louis Eynon, PGStB, then took the obligation of 2nd ProvGPrin and was invested with his chain of office. The Provincial DC then proclaimed him as 2nd ProvGPrin.

The ME then proceeded to re-appoint E Comp Mike Karn, PAGDC, as 3rd ProvGPrin and after thanking him for all his dedication to the office he also presented him with a Patent of Appointment.

The ME Grand Superintendent announced the re-appointment of E Comps Christopher John Weeks, PAGDC and Andrew Paul Elliott, PAGDC, and Peter De Wolfe, PGStB, as Assistants to the Provincial Grand Principals and thanked them for all for their hard work during the year.

The ME Grand Superintendent proceeded to invest the rest of the Provincial Grand Officers for 2019 - 2020.

The ME Grand Superintendent then stated, that on this his first Annual Convocation after his appointment in July 2018, it had been a privilege to have appointed, re-appointed and promoted those Companions here today and asked them to continue to serve their Chapters and the Province as they had done in the past.

He then congratulated all those Companions who had received Supreme Grand Chapter Rank in April.

The ME Grand Superintendent then gave an update on what initiatives where taking place to invigorate and enhance the status of Royal Arch, giving examples of the new updated website which gives more prominence to the order and easier access to this section.

The New Royal Arch Logo is now being used on all stationary and it is intended to have a New Provincial Royal Arch Standard incorporating the Logo.

A new booklet entitled “Setting the Scene of the Exaltation Ceremony” had been produced by our 3rd ProvGPrin and was being sent out to all Chapter Scribes Ezra for circulation to the members.

A presentation called “A dialogue with the Royal Arch” is now available to Chapters and asked those Chapters who would like to see the presentation to apply to the Provincial Office.

He then thanked the ProvGSE and the ProvGDC along with their respective teams for their hard work and efforts in organising the Annual Convocation.

Alms were collected amounting to £1,262.70, of which £1,132 was eligible for Gift Aid, making a total of some £1,515.04 subject to confirmation. All proceeds to be donated to the Province’s 2020 Festival.

On being asked if there was any further business to bring before the meeting, Provincial Grand Scribe Ezra reported apologies for absence from a number of Grand Superintendents, other distinguished Companions and Companions of this and other Provinces. He also announced the arrangements for pre-dinner Reception drinks and dining.

There being no further business for Royal Arch Masonry in general or this Provincial Grand Chapter in particular, the Provincial Grand Chapter was closed in due form, the first verse of the National Anthem was sung and the ME Grand Superintendent retired in procession.

Provincial Grand Scribe Ezra’s Report for the Year 2019-2020

ME Grand Superintendent, I am pleased to submit to you my report on the activities and progress of Royal Arch Masonry within your Province for the past year. Sadly, I have to report that during the last year Fifty-Four of our members have passed to the Grand Chapter above. Well known to many will be E Comps David Ernest Wakefield PAGDC PAPGP, Archibald Edmund Carter PAGSoj P3rdProvGPrin, and Leslie Albert Warrell PAGSoj P3rd ProvGPrin May all of our departed Companions rest in peace, and we add our sincere condolences to the families and Chapters of those mentioned. The full list is shown at the back of the booklet. This year the number of visits to other Provincial General Convocations by members of the Executive was greatly reduced owing to the suspension of Masonic activities as a result of the Corvid 19 pandemic. We are always pleased to attend and to receive and welcome visitors from other Provinces and orders with whom we have reciprocal arrangements, and this will continue in the future as a means of cementing Inter-Provincial relationships. In the year ending 31 May 2020 there were 31 Exaltees. The total number of members at 1 June 2019 was 1,532 and at the 31st May 2020 was 1446. During the year the number of memberships fell by 116 to 1852. The total number of Chapters at 31 May 2020 was 78. The Assistants to the Provincial Grand Principals, each with his own team of Visiting Officers, ensures that every Chapter in the Province is visited during the year whenever possible This last year owing to the special measures taken in suspending Masonic activities these visits have been curtailed but I am sure that those Chapters who have missed out on these special occasions the purpose of which is to continue to encourage, assist and support the Companions of the Province and to maintain a happy and unified Province will be rewarded by such a visit once the suspension is lifted Also, many Companions during the last year have been presented with 50 and 60 year certificates and we offer our sincere congratulations to all the recipients for their commitment to Royal Arch Masonry The Province continues its policy of development and training by holding seminars for Exaltees and Principals hosted by Second and Third Provincial Grand Principals these provide a great opportunity for those Companions to fully understand the complete picture of their progress in the order, also to promote and give an explanation of Royal Arch, E Companions David Pearson, PAGDC, and Alan Peters, PAGDC, who with a team of likeminded volunteers provide a visual demonstration in Lodges called a Dialogue with the Royal Arch, our thanks to all those involved. The Middlesex Grand Officers & Provincial Grand Officers Club continues to flourish, guided by the Secretary E Comp Gary Collins and the Committee members. The Club which meets twice a year at Brunel University, serves as a vital link through which you ME Grand Superintendent are able to disseminate important news and information to the senior members of the Province for onward transmission to other Chapter members.

We wish his successor John Louis Eynon PGStB a well-known member of the Province all the best wishes for the future. I extend my grateful thanks to The Provincial Grand Treasurer, E Comp Howard Walters PAGDC the Provincial Grand Director of Ceremonies, E Comp Jim Mitchell PGStB his Deputies, and the members of Prince Michael of Kent Chapter No 9120 who continue to provide essential services to the Province, as do many others who have given valuable assistance with the arrangements for today’s Convocation. During my second year in office as Provincial Grand Scribe Ezra, which has been challenging, everything that has been achieved would not have been possible without the dedicated and loyal backing of the staff and volunteers at the Provincial Office. Report of the Provincial Grand Treasurer For the year ended 31st August 2019

I am pleased to present my fifth Annual Report and Financial Statements, which are set on the following pages. The Report show that the financial activities of the Province for the year have resulted in a surplus of £3,265 as opposed to a deficit of £3,502 in 2018. The Executive is continually operating towards a break-even situation and believe this is sustainable over the long term. Details of any increase in Annual Dues and other charges are and will continued to be circulated to Treasurers in due course. We also continue to look at ways of reducing costs without compromising the quality of service. Assistance is available through the Office and I urge all Treasurers who are uncertain of their responsibilities or are in doubt over a technical matter to make use of this service. The Executive would like to extend their thanks to the Treasurers of all Chapters, Associations, Clubs and Forums for their constant hard work throughout the year and also to all the Auditors. On a personal note, I would like to thank the Provincial Grand Scribe Ezra, E Comp Michael Ross and the office team of Janet Haddow and others for their kind assistance and support throughout my fifth year as Provincial Grand Treasurer. On a final note, I continue to believe the finances of the Province to be in good order and able to support the Province and its activities for many years to come. We have audited the accounting records maintained by the Provincial Grand Treasurer and the financial statements prepared from those records as set out on previous pagesin respect of the Funds of the Provincial Grand Lodge of Middlesex.

In our opinion the financial statements give a true and fair view of the state of those Funds at 31st August 2019 and of the deficit for the year then ended.
