About LTCAM

The Long Term & Continuing Care Association of Manitoba is a membership based not-for-profit organization that has been representing health care providers since 1959. We are incorporated under Companies Act of Manitoba and have recognized bylaws. Our volunteer member-elected Board of Directors provides direction to the overall governance of the Association while full-time professional staff manage the daily administrative duties. As an organization we continue to foster long term care leadership through membership growth, development and support. Our membership of approximately 100, and represents more than 4,500 long term and continuing care beds/suites.

LTCAM Mission Statement

We advance the delivery of quality long term and continuing care services and resources, through advocacy, education and networking for our members and those they serve.

Objectives of the Association are to:

advocate on and respond effectively to industry issues such as relevant legislation, policy and funding

actively support the provision of the best possible care and services

enhance the profile of its members as providers of service excellence for seniors in Manitoba

educate the public and serve as the voice on behalf of the seniors' care and services sector

provide educational opportunities for members

facilitate timely communications and networking opportunities

liaise with like-minded Associations across Canada.

2016 - 2019 Strategic Plan

The 2016 - 2019 Strategic Plan was developed based on a survey conducted to guide the strategic planning from years prior. Distributed to a wide-spread database of persons associated with long term and continuing care in the province of Manitoba, the information and feedback acquired through this survey allowed LTCAM to establish the directions on which to focus. The benefit of utilizing the same survey is that the progress in each area could be quantified. The survey demonstrated that LTCAM members were pleased overall with our progress and that the Strategic Directions are meeting our stated objectives. Members asked that we focus our attention on three of the previous 8 priorities in the coming years.

Strategic Direction 1

Position LTCAM as the “go to” Association to collaborate on long term and continuing care policy and service delivery. The Association shall continue to advance its role as “the voice” of its members by working collaboratively with the Province and the RHAs. The Association’s active involvement with the national association – the Canadian Association for Long Term Care (CALTC) – also provides an important vehicle to enhance its credibility. Priorities identified by CALTC are synonymous with many of the issues LTCAM members have identified – such as consistent reporting and capital renewal.

Strategic Direction 2

Provide relevant, value-add services for the Association’s members. LTCAM exists to support its membership in providing quality care, services and resources. In terms of both recruitment and retention, LTCAM needs to continue to support members and pay attention to their stated priorities (e.g. capital renewal, consistent reporting). Members – actual and potential – must see value in LTCAM. One of LTCAM’s value-add services is the provision of information to the general public on long term and continuing care options. The ability to provide relevant member programs and services (to respond to growing and changing needs) is also influenced by available resources – financial, human, technological and physical. Resource development is important in this context. LTCAM’s ability to retain current membership and recruit diversity of members will also promote its credibility (see Strategic Direction 1).

2016 – 2017 At a Glance

This year has been exceptional for LTCAM and our Members’ position as a strong voice representing long term and continuing care in Manitoba. It has opened more doors for LTCAM to continue providing valuable services to the Members. LTCAM strives for cohesive lines of communication between all private, public and non-profit service providers with government departments and regulatory bodies. Capturing this year’s activity in one snapshot is a challenge, reflecting the progress LTCAM and our Members have made. The following are a few highlights from the year (See Full Background Information on each item and more at www.ltcam.mb.ca).

Private Public Partnerships Meeting with Karen Herd, Deputy Minister of Health, and Bernadette Preun, Assistant Deputy Minister (Seniors & Active Living) LTCAM and Government had a fulsome discussion regarding the opportunities in Personal Care Homes and Supportive Housing; sharing ideas we have learned from our colleagues through our membership in the Canadian Association for Long Term Care. We discussed the need for couples’ accommodations. They agreed there are opportunities. The Deputy stated that by end of summer they are hoping to have the Governments’ accounting principal changed. In the past, this has prevented our private members from participating in RFPs. She also stated that the new building design changes should be approved. She encouraged us to meet with her again at that time.

Bill 29 The Health Services Bargaining Unit Review Act Letter to Honourable Kelvin Goertzen, Minister of Health (Seniors and Active Living) LTCAM brought forward concerns on behalf of the Members. “Our privately owned Members, expressed concern regarding the loss of control of their collective bargaining processes. Beth Beaupre, Assistant Deputy Minister, Health Workforce Secretariat, responded indicating that the privately owned entities were not included in this legislation.

“Healing our Health System” Invited to meet with President and CEO of the WRHA, regarding the announced plan.

Approximately 20-30 calls/emails per month requesting information, interviews, support and/or research project participation, as well as calls from the media to comment on current events

Participated on a panel at the Liberal Party’s Town Hall meeting November 2016

Canadian Foundation for Healthcare Improvement (CFHI) requested our participation in environmental scan regarding the use of computer-based applications in long term care

Consulted by Desiree Bennett Nevada Department of Health and Human Services Aging and Disability Services Division, Developmental Services

Consulted by Janice Bisko regarding building a Supportive Housing and PCH facility in the Beausejour area

Invited by Provincial Government to the focus group “Wait Time Reduction Task Force Committee”

Joined Seniors Vote 2016, now called Manitoba Seniors Coalition

LTCAM continues to participate on the Provincial Frank Alexander Inquest Implementation Team

LTCAM was interviewed by WAVE Magazine on Seniors Living Options, as well as by Safe Work MB and the Seniors Care Canada publication

o Met with Safe Work MB regarding alternate approach to levy funding for Industry-Based Safety Programs (WCB Policy 52.20)

Responded to Minister of Finance’s public invitation for consultation to the budget

Service Purchase Agreement (SPA) We continue to be challenged with the re-negotiation of the both the Supportive Housing SPA and the Private Personal Care Home SPA. Three years have passed since the negotiations began for Supportive Housing (SH) and the Private Personal Care Homes (PPCH) have seen two years go by. LTCAM continues to work towards a resolution using all means and venues at our disposal. Follow-up continues on items including:

Extension Agreements Accountability Framework Funding for Supportive Housing

Supportive Housing: Dementia Care training continues to be offered to all members’ staff on a consistent basis LTCAM sits on a Supportive Housing Personal Health Information Act (PHIA) working group to look at how client

information can be shared Reinstated a Marketing initiative for Supportive Housing campaign which will include: a huge marketing campaign with a

variety of advertising venues. LTCAM continues to work in partnership with the WRHA to resolve the many challenges that Supportive Housing was

experiencing LTCAM worked on the pilot project to counter the frequent vacancies. As of January when the pilot began to admit level 2n

clients to two Supportive Housing sites, only one admission has taken place

Additional Highlights: LTCAM was invited to become a member of the Provincial Seniors

and Healthy Aging Secretariat Age Friendly Committee reporting to the Provincial Ageing Secretariat and working in concert with the Centre on Aging. We developed the workshop portion of the Centre on Aging Symposium and provided presenters.

LTCAM has a prominent profile on 211.ca Manitoba which is a searchable online database of government, health, and social services that are available across the province.

A Board Self-evaluation was conducted, presented to the Board and reviewed by the Nominating & Public Relations committee. The Committee determined the Board is functioning well and that no follow up is required.

Multiple Communications sent to Government offering our assistance. This was followed by meetings attended and reports prepared.

Requests for volunteers to serve as members of the Conference Planning Committee and the Nominating & Public Relations Committee resulting in a number of new members.

Brock Wright, Senior VP, Clinical Services & Chief Medical Officer, provided information to PCH leadership: Peachey Report: Clinical, Preventive Health Care Services.

A new Shared Health Services Manitoba organization has been announced with Dr. Brock Wright as CEO. (LTCAM sent a congratulatory note to Dr. Wright on his appointment.)

Government announced Ambulance fees had decreased. Approximately two days later our Members received a notice that ambulance fees had increased. The Chair of the Manitoba Seniors Coalition, which LTCAM is a member of, sits on the Mayor’s Age-Friendly committee. She took the issue there and the Mayor is following up.

Last year, the Caregiver Tax Credit was increased. This year Government has added significant restrictions as to who is eligible for this credit. LTCAM has taken this issue forward to the Manitoba Seniors Coalition for action.

During his radio show on the evening following the 2017 LTCAM Conference, Richard Cloutier, CJOB highlighted the LTCAM Conference and Awards for Excellence Ceremony naming the recipients and applauding their work. Richard Cloutier has confirmed he will co-host again in 2018.

LTCAM Supported Alzheimer’s Society of Manitoba Conference in March 2017. The event featured Alzheimer’s care expert, Teepa Snow.

CJOB Radio Show “Talk to the Experts” had a one-hour discussion about seniors’ options with LTCAM which subsequently resulted in increased activity on LTCAM’s website.

Canadian Association for Long Term Care (CALTC)

LTCAM serves as Secretary Treasurer 2017-18 on the CALTC Board

At our stakeholder roundtable in December, we focused on “Prioritizing the Asks”. We narrowed our “asks” down to two items: 1. Mandating and funding a standardized data collection solution

across Canada to create a baseline from which changes can be made to improve the quality of services in long-term care.

a. Measuring resident’s care needs and quality. b. Measuring funding and ensuring operator accountability. c. Measuring resident satisfaction.

2. Preparing to better care for our aging population by building new long-term care homes, modernizing old homes, and creating new incentives for seniors to care for themselves. Building new homes and rebuilding old homes. Encouraging Canadians to save for their care needs when they can no longer care for themselves at home.

CALTC Day of Advocacy

On February 2, 2017, members of CALTC gathered at Parliament Hill for its first Day of Advocacy to raise awareness of the issues related to long-term care and opportunities to improve seniors’ care in Canada. Members of CALTC’s Executive Committee met with legislators and policy makers throughout the day to discuss the initiatives CALTC has taken on behalf of seniors in long-term care and to share insights on the additional steps Canada can take to measure and improve health outcomes for our aging and most vulnerable citizens. The day concluded with a reception for members of parliament, key bureaucrats, government staff and CALTC members. The Prime Minister’s Chief of Staff attended. CALTC has a list of action items that will be conducted over the next several months to keep the momentum going following its lobby day on Parliament Hill. Another Lobby day is planned.

14th Annual Provincial Conference & Exhibition

The 2017 Conference was once again SOLD OUT of exhibitor spaces. Based on the response from delegates who completed an evaluation of day, the overall satisfaction results were the highest the event has seen!
