Financial Inclusion – Progress at a glance

ANNUAL REPORT 2015-16

Financial inclusion or inclusive financing is the delivery of financial services at affordable costs to sections of disadvantaged and low-income segments of society, in contrast to financial exclusion where those services are not available or affordable. Financial Inclusion has been embedded as an objective of economic policy in India since independence. Financial inclusion ranks high in the list of priorities of Reserve Bank of India. Accordingly, Banks were encouraged to pursue Board-approved 3-year Financial Inclusion Plan (FIP) for the period 2013-2016 to cover the un-banked villages with population of less than 2000 by March 2016.

Reserve Bank of India continued its efforts towards universal financial inclusion. Given the boost provided by the Pradhan Mantri Jan Dhan Yojana (PMJDY) in August 2014, considerable banking penetration has occurred, particularly in rural areas. However, significant number of banking outlets operates in branchless mode through Business Correspondents (BCs)/ Business Facilitators (BFs). Dominance of BCs in the rural areas can be gauged from the fact that almost 91 per cent of the banking outlets were operating in branchless mode as on March 31, 2015.

As on December 9, 2015, 195.2 million accounts have been opened and 166.7 million RuPay debit cards have been issued under PMJDY. The scheme was launched on 28th August, 2014 with the objectives of providing universal access to banking facilities, providing basic banking accounts with overdraft facility and RuPay Debit card to all households, conducting financial literacy programmes, creation of credit guarantee fund, micro-insurance and unorganized sector pension schemes. The objectives are expected to be achieved in two phases over a period of four years up to August 2018. Banks are also permitted to avail of Reserve Bank’s scheme for subsidy on rural ATMs. The objectives of the Financial Inclusion Plan (FIP) spearheaded by the Reserve Bank and PMJDY are congruent to each other.To ensure extension of banking facilities to all unbanked villages, about 4.90 lakh unbanked villages with population of less than 2,000 were identified by RBI and were allotted to Banks for coverage under the on-going Phase II of the roadmap for provision of banking facilities in unbanked villages. It is reported that more than 3.90 lakh villages were covered by 14,207 branches, 3.58 lakh BCs and 18,324 other modes, such as ATMs, Mobile Van etc.

Initiatives of Government of India:With the inception of PMJDY, Government of India have accorded top priority to the pursuit of financial inclusion. To increase the penetration of insurance and pension coverage in the country, the Government of India have launched some social security and insurance schemes, i.e., Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana and Atal Pension Yojana in May 2015. As on December 16, 2015, 92.6 million beneficiaries have been enrolled under the Pradhan Mantri Suraksha Bima Yojana and 29.2 million have been enrolled under Pradhan Mantri Jeevan Jyoti Bima Yojana. Further, 1.3 million account holders have been enrolled under Atal Pension Yojana.In order to integrate Financial Literacy with Skill Development, Government of India have advised the Banks to map the Industrial Training Institutes - Government & Private, Vocational Training Partners and Operational Centres with Financial Literacy Centres & Bank Branches. FLCs and Banks are required to provide free financial literacy on various financial products & services and create awareness on the advantages of being connected with the formal banking system. Jnana Jyothi Financial Literacy and Credit Counselling Trust, jointly sponsored by Syndicate Bank and Vijaya Bank, was established on 20.10.2010 with its Headquarters at Manipal, with the following objectives:1. To provide financial counseling services through face to face

interaction as well as through other available media like e-mail, mobile etc. as per convenience of the interested persons, including education on responsible borrowing, proactive & early savings and offering debt counseling to individuals who are indebted to formal and / or informal financial sectors.

2. To educate the people in rural and urban areas with regard to various financial products and services available from the formal financial sector.

3. To make the people aware of the advantages of being connected with the formal financial sector.

4. To formulate debt restructuring plans for borrowers in distress and recommend the same to formal financial institutions, including cooperatives, for consideration.

5. To take up any such activity that promotes financial literacy, awareness of the banking services, financial planning and amelioration of debt related distress of an individual.

The Trust, through the various Financial Literacy Centres opened in the District/Block centres allotted to the sponsor Banks by SLBCs/DCCs, is spreading financial literacy to the target groups by conducting awareness camps.Institutional Sponsors:Karnataka Bank Ltd. and Andhra Pragathi Grameena Bank (sponsored by Syndicate Bank) have since joined the Trust as Institutional Sponsors for opening FLCs in those centres allotted to them by respective SLBCs.Management:Sri T.V. Bhat, former General Manager of Syndicate Bank and one of the Founder Trustees, took over charge as Managing Trustee on 08.01.2015 and contributed significantly for the growth of the Trust till his demitting the office on 27.01.2016.The Author Bank has nominated Sri I.N. Raghavendra Bhat, retired General Manager of Syndicate Bank as Managing Trustee

for a period of 2 years and he assumed charge on 27.01.2016.The Management of the affairs of the Trust vests with the Board of Trustees. The Board of Trustees comprises1. Sri I.N. Raghavendra Bhat (former GM of Syndicate Bank),

General Manager of Syndicate Bank and Chairman of erstwhile Gurgaon Gramin Bank), is the Secretary (Chief Executive Officer).Strategies AdoptedThe Financial Literacy Centres of the Trust provide free financial literacy and credit counseling services to existing and potential customers of all Banks.To achieve the objectives of the Trust, the following strategies have been adopted:1. Collecting vital statistics of block/village panchayats, such

as number & name of Villages, Schools, Colleges, Self Help Groups, Farmers’ Clubs etc. relevant to our activities.

2. Collecting Block-level banking data, details of Villages/Gram Panchayats allotted under Service Area Approach, un-banked villages of population of 2000 & above and below 2000, villages where BCs have been appointed.

3. Identifying and contacting District/Taluk level Government Departments, Development Agencies, Chief Executive Officers of Zilla Panchayats and Executive Officers of Taluk Panchayats, Agricultural Department, Social Welfare Department, DRDO, who are engaged in extension activities at village level.

4. Liaison with District Education Officer/Head of Educational Institutes to provide an opportunity to conduct financial literacy classes for students – from V Std to VII Std and from VIII to XII Std separately.

prospects and result in creation of financially literate citizens. The Mission Office of Government of India has also prepared and made available financial literacy material for imparting financial

literacy to the students of these skilling centres. The Mission Office is closely monitoring the programmes conducted through periodical reports.

FINANCIAL LITERACYApart from direct initiatives, the RBI’s efforts to expand financial literacy are channeled through Banks. In terms of latest instructions issued by RBI, Financial Literacy Centres and rural branches of Banks are required to conduct Financial Literacy Camps at least once a month with focus on financially excluded

people. Additionally, Banks are encouraged to conduct such camps in unbanked locations. The number of FLCs increased from 942 as at the end of March 2014 to 1181 as at the end of March 2015. The position of financial literacy activities of Financial Literacy Centres is furnished below:

5. Associating with Training Programmes organized by Rural Development & Self Employment Training Institutes and other organizations engaged in similar activities.

6. Identifying active NGOs/Farmers’ Clubs and other local organizations for conducting Financial Literacy programmes.

7. Introduction of Annual Action Plan for each FLC to conduct/associate with financial literacy programmes at Village/Block levels.

8. Making available details of all relevant information on financial literacy in our Website.

Methodology of holding campaigns:Keeping in view the target groups who are illiterate and less aware of financial services, the Trust since its inception, believed that –(a) target groups cannot be expected to visit the FLCs as they

are located in the District/Tehsil headquarters, which involves cost and time, and

(b) it is not easy to mobilize people for giving financial literacy programmes.

We therefore adopted a policy to identify centres, places, organizations where target groups meet in villages, i.e. forums such as Gram Sabhas, village level meetings, Farmers’ Clubs, Self Help Groups & Anganwadi workers. Financial Literacy programmes have been conducted as per Reserve Bank of India syllabus, to educate the people about the need for saving, how to plan their expenditure, how to curtail unnecessary expenses, where to save their hard earned money etc. Communication through word of mouth, being the most effective way, was adopted to bring awareness of relevant financial products & services available from the Banks and insurance companies by associating ourselves with the meetings/programmes organized by various forums.In Schools, Colleges, Self Employment and other Training Centres, regular class room sessions were taken making power point presentation wherever possible apart from distribution of relevant publicity literature and display of posters on financial products & services.The Financial Literacy material provided by RBI was made available to all the FLCs and they were advised to conduct the programmes as per RBI guidelines in three phases.

A brief account of performance of the Trust for the year ended 31.03.2016 is as under:Opening of Financial Literacy Centres: Trust opened 12 new centres during the year 2015-16. There were total 79 Financial

Literacy Centres in the States of Karnataka (47), Kerala (8), Andhra Pradesh (10), Uttar Pradesh (8), Haryana (5) and U.T. of Lakshadweep (1). The Bank-wise and State-wise spread of FLCs are as under:

Activities:The constant rapport and liaison with various development agencies at District/Taluk/Gram Panchayat level, educational institutions and various other organizations, have facilitated to conduct/associate with financial literacy campaigns since its

inception in October 2010.The year-wise performance during the last 5 years is given in the following table, indicating a steady increase in number of awareness programmes and also number of participants/ beneficiaries:

During the year 2015-16, out of 21,018 programmes, the Financial Literacy Centres have organized 5,539 campaigns in villages covering 1,94,564 villagers, 4,419 programmes for SHGs comprising 1,11,834 members, 370 Farmers’ Clubs benefitting 14,192 farmers, 1,188 programmes in Self Employment Training Institutes covering 43,061 persons, 887 programmes for 25,529 Anganwadi workers, 5,033 programmes in Primary Schools/High Schools/Colleges covering 2,88,374 students, associated with rural branches of Banks in 889 camps covering 46,077 persons and 7,726 campaigns covering 1,39,554 persons belonging to other target groups comprising women, unemployed youth, rural service organizations etc. These Financial Literacy Centres have also enrolled over 2,30,000 people under Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima

Yojana and Atal Pension Yojana, with various Banks. The Trust is also making efforts through its centres to achieve 100% financial literacy in villages under Saansad Adarsh Gram Yojana and Synd Samagra Grama Vikas Yojana.

Mapping of Skilling Centres with the FLCs: The Financial Literacy Centres have started conducting camps in Government & Private Industrial Training Institutes, Vocational Training Partners and Operational Centres through out the country to provide information on Micro Enterprises, Small & Medium Enterprises and Prime Minister’s MUDRA Yojana to support the ‘Make in India’ Campaign.

Credit Counseling: Credit Counseling comprises (a) preventive credit counseling and (b) curative credit counseling. As per RBI guidelines, for

curative credit counseling, Centres have to obtain mandate from the Banks to extend Credit Counseling services to borrowers. The Centres have been able to extend preventive counseling to 14,065 people.

SPECIAL EVENTS1. Visit of Government of India official:

Sri Sudhir Shyam, Director, Ministry of Finance, Govt. of India, New Delhi visited Kurnool on 11.04.2015 and had interaction with the BCs. The senior Counselor of our Kurnool FLC actively participated in the financial literacy programmes arranged by Syndicate Bank, Andhra Bank and Andhra Pragathi Grameena Bank

Sri Manish Gupta, Director, Dept of Financial Services, Ministry of Finance, Government of India, New Delhi visited our Anekal

FLC on 11.04.2015 and had interaction with the Counselors. He witnessed the financial literacy functions arranged by the FLC jointly with Syndicate Bank Branches in the District.

2. Release of Annual Report of the Trust:

Sri Arun Shrivastava, Managing Director and CEO of Syndicate Bank, visited the Central Secretariat of the Trust on 25.06.2015 along with Sri K.T. Rai, FGM & Sri K. Sathosh Kamath, GM of the Bank. He was greeted by Sri T.V. Bhat, Managing Trustee and Dr. Ramachandra Kamath, Trustee. On this occasion, he released the Annual Report 2014-15 of the Trust. He also made a few suggestions to fully literate the people in financial aspects and ways & means to saturate the financial literacy.

3. Visit of Ministers / MPs:

Sri Prahlad Joshi, Hon’ble Member of Parliament visited the Stall installed by Dharwad FLC at Kala Bhavan, Dharwad on the

occasion of programme of Public Information Drive conducted by Zilla Panchayat, Dharwad and Public Information Bureau on 03.07.2015. The Hon’ble MP appreciated the efforts of the FLC.

Sri M.Venkaiah Naidu, Hon’ble Union Minister for Parliamentary Affairs and Urban Development, Govt. of India visited the publicity stall arranged by our Nellore FLC on 31.08.2015, along with Smt. Janaki, IAS, District Collector of Nellore. The stall was put up

on the occasion of programme arranged by the District Authority for paying `20 lakh towards Suraksha Bima Yojana for 10,000 SHG members on the eve of Raksha Bandhan. The Counselors explained to the Hon’ble Minister about establishment & progress of the Trust and also the activities undertaken by the FLC.

4. Visit of RBI/NABARD and other officials:

on 21.08.2015 along with his wife Mrs. Dash, Sri B. Venkateswara Rao, RM, SBI, Sri V.C.K. Prasad, RM,

APG Bank, Kurnool. The Counselors greeted them and explained about the activities of the FLC.

RBI Regional Director of Kerala, Sri Nirmal Chand visited our Kasaragod FLC on 07.09.2015 along with Sri Ramesh

Thenkil, CGM of NABARD and Sri Jyothis Jagannath, DDM of NABARD, who reviewed the functioning of the FLC and expressed their satisfaction over the activities of the centre.

The Press Information Bureau, Government of India, Hyderabad arranged a Public Information Campaign under

Jana Soochana Abhiyaan from 7th to 9th October 2015 at Yemmiganur Town. During the campaign, financial literacy sessions and quiz competitions were conducted by Kurnool FLC in association with officials of RBI, Hyderabad. At the end of the programme, the FLC was honoured with a Memento.

Baghpat FLC put up a stall in the Krishi Mela at Baghpat which was attended by around 1,000 farmers. The District

Magistrate Sri Narendera Shankar Pandey and Chief Dev. Officer of Baghpat Sri J.P. Rastogi visited the stall on

23.12.2015 and appreciated the good work done by FLC in propagating financial literacy in the District.

Smt. Surekha Mund, Banking Ombudsman, Karnataka visited the Stall put up by our Sakaleshpur FLC on

25.02.2016 on the occasion of Outreach programme conducted by Canara Bank at Town Panchayat Office, Sakaleshpur. She was greeted by the Counselors of our Alur and Sakaleshpur FLCs, who explained about the activities of the FLCs.

Syndicate Bank, Kanajar Branch, arranged financial literacy programme in the Church Auditorium, Kanajar on 30.03.2016. The programme was attended by Sri Laxmipathi, Asst. General Manager of Reserve Bank of India, Bengaluru.

5. Field Level Financial Literacy Event – FLARE-UP at Vijayapura: Reserve Bank of India, Financial Inclusion and Development Department, Bengaluru arranged a Field Level Financial Literacy Event – FLARE-UP on March 11, 2016 at Sri Kandagal Hanamantharaya Rang Mandir, Vijayapura. The objective of the programme was to spread financial literacy,

foster financial inclusion, create awareness on not falling prey to deposit acceptance by unauthorized entities, to highlight features of currency notes, procedure for exchange of cut notes, experience sharing by successful SHGs and entrepreneurs.

A number of Stalls were put up by various Banks. Our Vijayapura and Indi FLCs have also put up a Stall during the programme and Sri N.T. Hegde, Secretary of the Trust attended the programme. There was a gathering of more than 500 people.

6. Republic Day Award to Jnana Jyothi FLC, Nellore:

The Counselors of our Nellore FLC received Award from the

District Collector Smt. M. Janaki IAS, on the 67th Republic Day celebrations on 26-01-2016 for outstanding services in the field of spreading financial literacy. This is the 2nd consecutive award received from the District Collector for the best services rendered by our Nellore Centre.

Monitoring of Financial Literacy Centres:

The working of the FLCs is monitored by the Central Secretariat of the Trust by reviewing their Monthly Reports which covers key areas of performance, visits to Centres by the Managing Trustee, Secretary and Asst. Secretary and by keeping constant touch on Phone/Internet communications.

Syndicate Bank has issued instructions to its Lead District Managers to oversee the functions of Financial Literacy Centres sponsored by them. The LDMs guide the Counselors suitably.

Performance of the Centres is also reviewed in Block Level Bankers’ Committee/District Consultative Committee/State Level Bankers’ Committee Meetings and progress is recorded in the minutes of the meeting.

One-day Review Meetings:

To review the performance of Financial Literacy Centres and to equip the Counselors with the latest developments in banking, insurance and other social benefit schemes of Government, one-day Annual Review Meetings were conducted.

(a) South Based FLCs: The Trust organized the Annual Review Meeting of South Based Financial Literacy Centres on 27.09.2015 at SIBM Manipal. Counselors of 44 FLCs from Karnataka, Kerala & Andhra Pradesh attended and made presentations of their performance during the period from September 2014 to August 2015.

(a) North Based FLCs: The Annual Review meeting of FLCs in Uttar Pradesh and Haryana States, was held on 25.10.2015 at RUDSETI, Ghaziabad. 19 Counselors of 8 FLCs in U.P. and 2 FLCs in Haryana attended the meeting.

Publicity Literature:

The Trust has brought out simple literature on important financial products and services separately for students & adults and special pamphlets on loan schemes in vernacular languages – Kannada, Malayalam, Telugu, Hindi & English. Besides, our FLCs are also using the Financial Literacy material brought out by Reserve Bank of India for conducting the financial literacy camps.

Website of the Trust:

To reach larger section of the people, Trust has its Website in English, Kannada and Hindi languages. The Website covers major financial products and services provided by Banks, viz., Deposits, Advances, Remittance facilities, Electronic channels of banking and micro insurance services. It also provides information regarding Financial Literacy, Protection of Customer Interest, Banking Practices and Code of Conduct, Banking Ombudsman Scheme, Bankers’ Fair Practice Code in India, MSME Charters, highlights of national/state level schemes etc. The Website is updated regularly with changes in schemes.

The number of viewers of the Website is on the increase and 46,214 people have viewed the website in all the three languages as on 31.03.2016.

Association with Training Programmes organized by Rural Development & Self Employment Training Institutes:

Reserve Bank has indicated in its circular dated 04.02.2009 that while the FLCs would provide financial literacy and credit counseling, the activities of the Rural Development and Self Employment Training Institutes (RUDSETI), towards skill development/capacity building could be dovetailed with FLCs’

initiatives. The Trust has liaised with Author Banks who have advised the Self Employment Training Institutes sponsored by them to associate our FLCs in their training programmes to provide financial literacy knowledge to the participants.

During the year, our Financial Literacy Counselors have -

( i ) associated themselves for disseminating financial literacy to the trainees in the various programmes of

(a) 15 SyndRSETIs sponsored by Syndicate Bank at Manipal, Kumta, Belagavi, Ballari, Meerut, Mathura, Amroha, Moradabad, G.B. Nagar, Baghpat, Kurnool, Kadapa, Faridabad, Nuh and Kavaratti;

(b) 2 VIBSETIs sponsored by Vijaya Bank at Mandya and Haveri; and

(c) 9 RUDSETIs sponsored jointly by Syndicate Bank, Canara Bank and Shri Dharmasthala Manjunatheshwara Educational Trust at Ujire, Brahmavar, Dharwad, Vijayapura, Ananthapuramu, Vetapalem, Ghaziabad, Gurgaon and Kannur.

( i i ) Conducted financial literacy sessions for newly elected Panchayat members at Taluk/ Zilla Panchayat Offices.

( i i i ) Participated in the meetings of Business Correspondents convened by Banks.

( iv ) Associated in the Financial Literacy programmes organized by rural branches of Banks.

Training:

In order to enhance the knowledge for spreading financial literacy and popularise various social benefit schemes announced by the Ministry of Finance, Govt. of India, the Trust in association with Syndicate Institute of Bank Management, Manipal has conducted two-day training programme for Financial Literacy Counselors, on 25th and 26th September 2015 at SIBM Manipal. The training programme was inaugurated by Sri Vivek Deep, General Manager, FIDD, Reserve Bank of India, Bengaluru. The training programme was attended by 34 Counselors from Karnataka, Kerala, Andhra Pradesh, Haryana and Uttar Pradesh States.

Manpower

Each Centre has been provided with two Counselors, preferably retired Bank officers. The Counselors are appointed on annual contract basis, spelling out clearly their duties & responsibilities and out-door duties of minimum 10 days per month for each counselor. Wherever the Trust has not been able to get suitable retired officers, particularly in Taluk/ Block level centres, young graduates with computer proficiency were appointed. The Trust has engaged the services of 155 Financial Literacy Counselors on contract basis (89 retired Officers and 66 fresh graduates) at various Centres. As on 31st March 2016, the total number of manpower on service contract is 164, which includes 7 staff at Central Secretariat and 4 Part-Time Helpers at 4 FLCs managing FIRCs.

Funding of the Trust

The Trust and its activities are being funded by author Banks and the Banks who have given institutional

sponsorship. While the capital and revenue expenditure of individual FLCs have been borne by the respective sponsor Banks, the expenses of Central Secretariat is shared on prorata basis in the ratio of number of FLCs at the end of previous financial year.

Annual Accounts of the Trust

The Trust has incurred Capital Expenditure of ̀ 11.10 lakh and Revenue Expenditure of `308.60 lakh during the year under report. The Audited Balance Sheet, Income & Expenditure Account and Receipts & Payments Account for the year ended 31.03.2016 are appended.

Meetings of Board of Trustees

The Trust has conducted 5 meetings of Board of Trustees on 30.04.2015, 30.07.2015, 09.11.2015, 20.11.2015 and 27.01.2016 as required by Schedule I of the Trust Deed, at its Central Secretariat at Syndicate Bank Head Office Building, Manipal.
