“I am pleased to report encouraging outcomes across nearly all aspects of our operation.”

As a Board charged with the governance of Bethany Christian Care, our attitude is very much like that of the Psalmist – a mix of confidence in, and petition to God – confi-dence that He will “fulfil His purpose” for our organisation, and that His “steadfast love” endures, as well as a plea to Him to “not forsake the work”. As we look back over our history, He has proven Himself to be utterly worthy of our confidence. And as we pray, we do so with the conviction that He has never – and will never - forsake the work. It is, after all, His work.Against a backdrop of constant change, and the uncertainty and challenge that brings, He is indispensable to us as an organisation and as a Board. He has been so, again, in 2015/16, and we thank Him for His faithfulness.I am pleased to report encouraging out-comes across nearly all aspects of our operation. The major achievements/ milestones in-clude the:

• continued strengthening of our Chris-tian emphasis, and evidence of God’s hand in blessing (including in salvation and/or growing interest therein, as well as the encouragement of His people);

• positive tracking of key performance in-dicators such as clinical/ care standards and resident/ staff satisfaction;

• maintenance of full accreditation of all three of our aged care facilities;

• readiness to proceed with the improve-ment project for The Plains aged care facility – the project actually com-menced in July 2016;

• commencement of a circa-$400,000 package of improvements (mostly of a technological nature) for Beth Eden aged care facility;

• receipt of 100 aged care places in the Commonwealth Government’s 2015 ‘Aged Care Approvals Round’ for a fu-ture aged care facility on our South Red-bank Plains site (adjacent to Christian Community Ministries’ Staines Memo-rial College, and in the ‘Greater Spring-field’ growth corridor to the south-west of Brisbane);

• effective response to continuing aged care reform;

• maintenance of a proactive ‘watching brief’ regarding home care (as part of our strategy to monitor emerging models and trends in the sector, before opting for a model suitable for provision of home care services to residents of our retirement villages);

• high occupancy levels across all three sites’ ‘independent living’ and ‘aged care’ accommodation;

• continued good reputations of our Facilities in their respective

communities; and • organisation’s healthy financial perfor-

mance.Of course, good outcomes are the product of a team effort, and I want to pay tribute to:

• our dedicated staff – without them, irrespective of their category of work, we would neither be delivering services nor engaging in Christian ministry.

• our care management team – without our care managers and their support personnel, we would lack the clinical leadership so necessary for quality care outcomes.

• our senior management team – the leadership of CEO Bruce Curtis, and the management oversight of he and his team - Operations Manager Michael Harding and Finance Manager Francois Oosthuizen, assisted by Senior Care Manager Wayne Mills, have been key to our success; and

• my fellow Board members – no organ-isation can succeed without good governance, and we are blessed to have directors with a diverse array of strengths/ skills as well as an unswerving commitment to the organisation and its ministry.

Special mention should be made of the contribution of our wonderful band of vol-unteers. They do “make a difference”, and we thank them for enriching the lives of our residents and assisting in operational areas according to their skillsets and preferences. Then there are those who donate to our Pas-toral Support Fund. We thank Assemblies and individual Christians – even some res-idents and staff – who have been generous donors to this Fund, the purpose of which is to financially support our pastoral/ spiri-tual endeavours (for which we receive no government funding). Gifts totalling $5,498 were received during 2015/16, compared to $8,095 (not including a special one-off gift

of $100,000 from a local church) the year before.We are pleased to report that, at each Facil-ity, through the activities of our Pastoral Support Officer and his on-site volunteer assistants, as well as of Christian residents and staff generally, there is ongoing witness for the Lord, and spiritual care to those who are His. Nothing less, of course, should be expected of a Christian organisation. On the other hand, we recognise there is scope for more to be done, and, for that reason, we are always delighted when the Lord raises up others to help in our ministry for Him. We want to thank our stakeholder group – well over 1,000 of you (comprising 480 residents, their relatives, 220 staff and 68 volunteers) – for choosing to be part of the Bethany Christian Care family. If you are new to our family, welcome. If you are a res-ident, we are truly honoured that you have chosen one of our Facilities as your “home”.In conclusion, please join with the Board and management in praying that:• God will richly bless all associated with

Bethany Christian Care – His presence and help are crucial to the well-being of our people;

• He will continue to protect and prosper our ministry – it is His work, and we are but His servants;

• the love of Christ will pervade each Facility - and that people’s lives will be touched accordingly;

• we – Board and management – will rely on, and receive Divine guidance and empowerment; and

• the ministry’s outcomes in the year ahead will glorify Him.

Hardly could constancy be attributed to any human source – after all, we humans are notoriously prone to change and fickleness! Not only that, we are flawed and fallible. Where, then, do we find that much-needed ‘constant’? We find it in our God! “…I am the Lord, I do not change….” (Malachi 3:6)Of Christ, the Bible says: “Jesus Christ…the same yesterday, today, and forever.” (Hebrews 13:8) Sixty-seven years have passed since the in-ception of our organisation, and, as testified by our predecessors over those years, the unchanging God – Father, Son and Holy Spir-it – is our stay! Where would we be without Him! And, I might add, where would I be, for, while it continues to be an honour and a privilege to serve Bethany Christian Care as its CEO, I only do so by His grace! My report, which provides management reflections on the past year of our opera-tions, follows and, I hope, supplements the governance-orientated Chairman’s report.I thank God for a good year and for His many blessings upon the organisation – it has been a year of pleasing outcomes and continuous improvement in virtually all operational areas. In any account of our performance, I like to commence with the spiritual, because it is the most important aspect of our ministry. During 2015/16, we have seen further con-solidation of our Christian emphasis. This

has occurred through careful staff recruit-ment, and targeted orientation and training. While there is always room for improvement, we are more “out there” in our Christian wit-ness, and more proactive in identifying and taking advantage of opportunities to spread the Gospel. Further, albeit sometimes imper-fectly I acknowledge, we strive to ensure that Christian/ spiritual considerations shape our policies and decision-making.

I thank God for every Christian staff member, resident and volunteer – they are essentially part of the pastoral support team, and an important adjunct to our Pastoral Support Officer’s activities which include systemised visitation of all three Aged Care Facilities and their residents. Reflecting on the many who have been ministered to over the past year, we earnestly pray (and I invite you to join with us in this) for the salvation of those without Christ and for the spiritual encour-agement of His own.Another avenue of showing the love of Christ is through our care. We aim, quoting from our mission statement, to provide quality holistic care with a distinctive Christian emphasis. I am gratified to report that, underpinned by a robust ‘continuous improvement’ regime, our three Facilities’ clinical/ care standards have generally been satisfactory or better, backed up by full three-year accreditation by the Australian Aged Care Quality Agency. This is to the great credit of our Care Managers Wayne Mills (The Plains), recently-appointed Carole Rowden

and her predecessor Rose Lewis (Beth Eden), and Jill Parsonson (Janoah Gardens) along with their care and support teams.As a (now-proven) risk management measure, an independent ‘nurse manager’ consultant audits our Facilities’ clinical stan-dards/ performance every six weeks. Enhanced financial performance has con-tinued in 2015/16, and not at the expense of quality of care/ service. Our healthy financial situation is allowing us to fund the improve-ment projects underway at The Plains and Beth Eden, and will stand us in good stead for future upgrades at Janoah Gardens (including the air-conditioning of sections of the Community Centre) and Beth Eden. However, the major take-up of cash reserves will occur when the planned development of our Redbank Plains South site proceeds, the prospects for which were recently bolstered by our successful application for residential care places (ie licences). Commonwealth Government aged care reform is still ‘biting’, with more to come (including the introduction of quality indic-ators for aged care facilities and Consumer Directed Care). Speaking of reform, this is no more evident than in the “home care” space, which we plan to occupy (for the benefit, in-itially, of residents of our retirement villages) as soon as we can settle the right service-de-livery model and timing.

In summary, then, our primary engagement of the last year has been in improvement and planning – improvement in ministry effectiveness, day-to-day care/ service-deliv-ery, and financial performance, and plan-ning for future expansion/ upgrading and legislative change/ aged care reform.All of this is the product of a team effort, and I would like to pay tribute to the many who have played a part.Firstly, I thank each member of our staff family for providing good care and service to our residents (and their loved ones), and in a way which reflects so well on our organisa-

tion (as evidenced by my frequent receipt of compliments suggesting something ‘special’ about our organisation). It is a well-known fact that staff in aged care work hard. Our staff family is no exception, but most are also extremely loving, caring and dedicat-ed. Many passionately share our Christian objectives. I can neither overlook nor underestimate the contribution of our loyal band of volunteers – it has been truly invaluable. To each one of you, I say a heartfelt ‘thank you’.Then there are the managers, coordinators and supervisors across our three Facilities, with some having three-site responsibility. They have ensured good outcomes in their ‘departments’, and I want to thank them for their commitment to high standards.At Senior Management Team level, I am thankful for the unfailing support of coll-eagues Michael Harding (Operations Manag-er) and Francois Oosthuizen (Finance Manag-er). Along with the Senior Care Manager and Care Management Team leader Wayne Mills, they have performed their roles with skill and professionalism. To a person, they really care about Bethany Christian Care and our residents, and are devoted to the Lord and to His interests in our ministry. And last but not least, I acknowledge the support of the Board. While not large in size, our Board, under Chairman John Melville, follows ‘good governance’ principles and performs its vital role with passion, acumen and rigour. Directors, being honorary, are motivated only by a desire to serve and glorify the Lord.“…doing the will of God from the heart, with good will doing service, as to the Lord and not to men” (Ephesians 6:6-7).
