BEST KEPT VILLAGE AWARDSCongratulations to the Lengthsmen, Bembridge Weeders and Greens Town Steering Group for all their efforts in contributing to winning the Best Kept Extra-Large Village Award.

FINANCE/PRECEPTBembridge Parish Council set their precept at £140,000 for 2016/17. Taking on extra services from Isle of Wight Council, contributions to village organisations, village events and general maintenance of assets were all budgeted for. From the 1st April 2016 the Parish Council took over the running of the toilets at Lane End Road, installing new doors, re-painting and arranging a deep clean.

HAMPSHIRE AND ISLE OF WIGHT VILLAGE OF THE YEAR COMPETITIONThe Village of the Year award was won by Lyndhurst with Bembridge runners up. Bembridge also won ‘Champion of Champions’ award, ‘Best Environmental Improvement’ award and ‘Excellence in Localism’ award

QUALITY STATUSBembridge Parish Council has been awarded Quality Status under the Local Council Award Scheme, one of only 21 Town/Parish Councils to be accredited out of 10,000 nationally. The panel was particularly impressed by the high standard of our website and the range of information available to visitors.

COMMUNITY HUB PROJECTFollowing public consultations, village hall user group meetings, a petition received from 1317 Bembridge residents, the Library group’s decision to seek a lease on the library building and numerous individual feedback from members of the public it has been made clear that the majority of the public wish to see the 5/7 High Street building retained. At an Extraordinary Council Meeting of the 7th March 2017, Councillors agreed to rescind the previous decision made on 18th October 2016 to dispose of the 5/7 High Street premises. The decision to withdraw the planning application was taken at the Extraordinary Council Meeting of the 23rd May 2017. Seven meetings took place in camera from the press and public before meetings were then opened to the public between May and December 2016.

MacMILLAN COFFEE MORNINGThank you to everybody who came to the coffee morning or purchased teas/coffee and cake. We raised £146.85 which is the best year total even though we suffered the worst weather.

Wight Stonemasons have restored the Grade II listed Palmer memorial re-inscribing the plaque to match the original due to deterioration; one section of the cornice had weathered and has been replaced and the weather vane has received attention. A new information board has been installed here along with informative leaflets for the residents and visitors who pass by. The Green Towns Steering Group has been busy tidying up the area and working on this much needed restoration.

The year 5 class at Bembridge Primary School had been researching Rev James Nelson Palmer as part of their Victorians project and have created a number of leaflets with their findings. Bembridge Heritage Society had been extremely helpful with the research and hosting the school children’s visit to the heritage centre. Many others have contributed towards this restoration including a generous resident and George Bristow at the Pilot Boat collecting a penny a pint. Thank you to Pete Fellow of the Down to Coast project who has assisted with project plan and grant funding.

Lady Sally Pigot OBE did the honours of unveiling the newly restored memorial whilst Cllr Mike Tarrant Chairman of Bembridge Parish Council made the unveiling speech. Emma Goldring Bembridge Parish Clerk says ‘We hope that this secures the memorial for many years to come’.

PALMER MEMORIAL RESTORATION PROJECTThe memorial has been sited on this land since it’s unveiling in August of 1910. The memorial is a drinking fountain made of granite and other stone. It is of four faces, with a drinking fountain or horse trough in each alcove of the faces. There are two inscriptions, on the north east and south west faces. A weather vane in the shape of a sailing ship surmounts the memorial. Rev James Nelson Palmer was an iconic and influential character in Bembridge with many community roles.

STEYNE PARK PROJECTThe second phase of the Steyne Park Project is complete with the replacement play boat is in position, CCTV has been installed and the new cricket wicket and training nets ready for action.

Bembridge Parish Council is pleased to announce that the third phase of the Steyne Park Project has commenced looking into the installation of a multi-use games area on the old basketball court.

This will incorporate netball, tennis, basketball, hockey and 5 a side football.

A grant application has been submitted to Sport England for £50,000 and we await the outcome; fingers crossed.

Other items such as floodlights and youth shelters are being discussed.

Further representatives from the Bembridge Youth and Community Centre and Bembridge Youth Football Club have been invited to join the Steyne Park Project Group.

COMMUNITY AWARDS

These awards reflect in a small way the recognition and appreciation that we, as residents feel towards them. The winners were presented with awards beautifully designed by Paul Critchley of Sculpture Glass, Arreton Barns and a certificate.

Congratulations to the winners and all those nominated. Carry on the good work.

The popular Parish Council Community Champion Awards Night was held at the Village Hall on 1st July 2016 and a good evening was had by all that attended.

Champion FriendSusan Crown who is Bembridge Primary Schools lollipop lady – has improved the safety of the lives of those around them through their voluntary efforts in the local and wider community.

Champion BusinessSteve Warburton and the staff of the Lane End Welcome Store. This award recognises a business that goes the extra mile and makes a special effort for the benefit of their customers and community. Their fundraising has helped a number of charities and groups in the village and Steve is always ready to give his time to promote and assist in village events and projects.

Champion Youth Volunteer/Group Paul Wray and the Bembridge Scouts. This award in part recognises Paul and the scouts plus all those who regularly give up their time to contribute to the lives and wellbeing of youngsters by running youth clubs or groups for the community.

Champion VolunteerOlive Light. This award recognises someone who regularly gives up her time to contribute to the lives and wellbeing of the community. She is always smiling and never fails to volunteer when asked. You will have already seen many successes with the Church Flowers Festival and Queens 90th celebrations.

Champion Volunteer GroupBembridge Weeders. This award recognises those who regularly give up their time to contribute to the lives and wellbeing of others, and keeps this vital service going in the village. Bembridge Weeders turn out week on week to maintain much loved area within our village such as the War Memorial gardens, Kings Oak, planters and hanging baskets. Without both of these group we wouldn’t be as successful as we are winning the Hampshire and IOW Village of the Year Awards, Wight in Bloom and Best Kept Village.

Community ChampionSteve Warburton. What can one say about Steve other than Wow! This award is in recognition of an individual who has made an outstanding contribution to the community in many areas and congratulations for all of the fundraising achievements.

Champion Volunteer GroupThe Green Towns Steering Group which is very deserving of a community champion award because of their inspirational dedication towards the upkeep of Bembridge. They have achieved many projects over the past few years such as footpath projects, pond clearing, beach cleans, litter picks, remembrance orchard, tidy up projects, palmer memorial restoration to name a few. They also have no dedicated budget so most of what they have achieved has been volunteer input or obtaining grant funding.

Chairman’s ChampionSarah Portwine. This award is in recognition of an individual who has made an outstanding contribution to the community over her time in the village. Thanks to Sarah the Bembridge Street Fair has continued and become even more successful not to mention the numerous events held at Steyne Park and BYCC.

Special RecognitionAlan Morris. This award is in recognition of an individual who has made and continues to make an outstanding contribution to the community. His leadership as Chair of Governors at Bembridge Primary School is exemplary.

Our Coast and Harbour Bembridge Harbour – with opportunities for all residents and visitors to get out on the water:on powerboats, sailing, kayaking, SUPs, fishing or just enjoying the ever changing views.Various businesses and clubs provide the facilities most are advertised in village publications Or just enjoy our beaches, rock pools & ledges, sand & sea.

Medical facilities include Bembridge Branch medical rooms, pharmacy in the village and many locally funded and availabledefibrillators in the area.

Our Village Hall hosts many exhibitions, shows, coffee mornings and markets and is available to hire for private functions.In addition the Cloisters rooms are available to hire for smaller events and groups along with BYCC and other private venues in Bembridge

Bembridge Friendship Circlewith funds from the Peoples Lottery some years ago provide a local bus

to assist groups and individuals within Bembridge.

Volunteers from Island Roads joined Bembridge Parish Lengthsmen and members of the Green Town steering group for a project to improve the appearance of Lane End car park – one of several such projects undertaken locally in advance of the judging for the Best Kept Village awards.

The Lane End work involved digging out unkempt shrubs and planting new red flowering escalonias, repainting all of the walls and steps, varnishing benches and maintaining the shrub beds near the toilet block.

Bembridge parish clerk Emma Goldring said the two days of work had brought about a marked improvement to the area. “We couldn’t have tackled this area without the help of Island Roads officers who were invaluable to the project,” she said.

Dave Wallis, Island Roads operations manager said: “We were delighted to help out the project under our volunteering scheme that gives staff two days leave in order for them to give this time to a local good cause or charity.”

LANE END TIDY UP

RIGHTS OF WAY BB10Works on the BB10 footpath by Sandhills are now complete. In partnership with the IW Rights of Way, Aaron Rogers Grounds Maintenance and the Parish Lengthsmen part one of the works were completed in September 2016 and part two in March 2017.

AFFORDABLE HOMESVectis Housing Association is working in partnership with Bembridge Parish Council to deliver 13 units of affordable housing (9 social rents and 4 affordable sales) on the old primary school site off Steyne Road. Demolition is complete and the builders/contractors DN Associates have been appointed to commence works.

Lots of fun was had with the bouncy castle, live music, magician, wonderful grounds and cream teas.

£1,000 was been raised for the Sophie Gully fund and £1,000 towards the Cloisters garden improvements.

BEMBRIDGE NEIGHBOURHOOD DEVELOPMENT PLAN ANNUAL REPORT SUMMARYBembridge Neighbourhood Development Plan (BNDP) came into force on 28th July 2014, as part of the Isle of Wight Council’s Development Plan. From this date, the policies contained in the BNDP are relevant to all planning applications in Bembridge. The Bembridge Village Partnership has commissioned the second Annual Report as part of the monitoring process set out in the BNDP process.

In the 12 months following the last review, Bembridge Parish Council (BPC) considered 57 planning applications and cited BNDP policies in 95% of its recommendations. The Isle of Wight Council (IWC) cited BNDP policies in 91% of cases. This represents a significant improvement on the previous review’s findings when policy usage was only 39% (BPC) and 85% (IWC). This indicates the Bembridge Neighbourhood Development Plan has become firmly imbedded in the determination of Bembridge planning applications.
