MISSION
YWCA Carlisle is on a mission to eliminate racism, empower women and girls, stand up for social justice, help families and strengthen communities.

7,183 women, girls, boys and men served throughout the year with YWCA Carlisle programs and services.
244 dedicated volunteers assisted with programs and events.
716 victims and their families served by Sexual Assault/Rape Crisis Services of Cumberland County (SA/RCS).
4,763 students in the Carlisle, South Middleton and Big Spring School Districts received prevention and education training through SA/RCS.
79 girls in Lamberton and Wilson Middle Schools plus the Carlisle High School participated in GirlPower club.
30 students enrolled in Afterschool Homework Clubs achieving 97% homework completion rates working with Dickinson College student mentors.
Over 300 participants engaged at various Racial Justice programs and initiatives such as Annual Youth Leadership Conference, Community PotLucks, Kings Kamp and more.
14 children attended Early Start Community Preschool on scholarship.
27 families, for a total of 37 babies, were assisted with no-cost diapers through partnership with Healthy Steps Diaper Bank.
VISION AND PURPOSE
2015-16 brought an intense sense of relevancy and importance to
the work of YWCA Carlisle and YWCA USA, Inc. as racial and social
justice issues played out on the national stage and funneled down
to community conversations and concerns. YWCA Carlisle’s vital
work to eliminate racism and empower women and girls is woven
into every program and service offered.
From Community Potluck Discussions and small group
presentations to increased counseling appointments assisting
victims of trauma and providing prevention education programs
to students throughout several school districts; YWCA Carlisle
takes a proactive and involved direction to daily address the
needs of the community. YWCA Carlisle remains a welcoming and
inclusive organization seeking to more clearly mirror its mission in
the programs and services provided.
As this year’s YWCA USA new branding efforts state: YWCA IS ON
A MISSION and YWCA Carlisle, as a sister association, embraces
that concept with conviction.

YWCA Carlisle is 97 years strong and growing. Our longevity is a testament to the women and men who have supported, advocated for and tirelessly helped YWCA Carlisle remain a constant and unwavering organization serving Cumberland County.
Throughout the past fiscal year, staff and board addressed growing concerns over racial realities and sexual assault atrocities playing out across our nation and how that might impact us in our own backyards. We provided a safe space for dialogue and constructive planning around race relations and issues of social justice, and we continued working with women and children in our community, empowering them to move forward in a positive direction.
This year we increased our advocacy efforts by supporting proposed legislation , facilitating voter registration drives, and hosting a Candidate Forum to educate voters in the spring election for the District 31 Senate seat. Close to 200 runners turned out for our 5th Annual Race Against Racism 5K . This mission-related event was coordinated with YWCA USA’s Stand Against Racism, as we promoted anti-racism messaging and hosted several locations around Carlisle encouraging individuals to Sign the Pledge doing their part to end racism.
On July 1, 2016, we acknowledged 20 years of providing Sexual Assault/Rape Crisis Services to Cumberland
County by honoring the individuals who were pivotal in establishing these services two decades ago. Recognizing
the importance of having free counseling and advocacy services for victims and their families who find
themselves in need of assistance was central to the focus of the event. We applaud YWCA staff, community
partners, hotline volunteers and victim services personnel who champion this work and walk alongside sexual
assault survivors on their healing journeys.
We will continue to be an organization committed to creating real change for the Greater Carlisle Area and
Cumberland County, always emphasizing, reflecting, and advocating for our mission pillars of eliminating racism
and empowering women. We are grateful to our longtime supporters as well as the new donors who joined our
efforts during the Matching Grant Fund Annual Appeal. Thank you for enabling YWCA Carlisle to be a resource
and leader for the residents in our community.

HIGHLIGHTS
Expert staff from sister association YWCA Lancaster led the Youth Leadership
Conference focusing on racism, both individual and systemic, with 84 students
and 12 faculty representing 8 high schools in the area. As a result of this group
discussion, one student noted that “I will speak up and I will think about what I
say and question what I think. I’m going to talk to my friends about racism and
try to create change at my school. I will be more aware of racism so that I can
stand up and help try to stop racist type things that others are doing.”

Mayor Tim R. Scott
Racial Justice Programming was enhanced this year by hosting
quarterly community potluck and discussion events offering a safe
space to focus on understanding and providing respect and unity
with open dialogues about race relations in our community.
Additionally, for this year’s participation with Stand Against Racism,
three new sites were added to ask community members to sign a
pledge committing to a lifetime commitment of promoting peace,
justice, freedom and dignity for all people. Trainings for school
personnel and church members were conducted.
Gather the Women - A group from The Meeting House
church provided support in the way of resources and
fellowship to members of this program. The women
assisted program participants with specific individual
needs and participated in several meetings and activities.
NEW! Dickinson College students in Professor Lynn
Johnson’s social justice class assisted women with creating
professional resumes as well as working on a directory of
local employers who will hire for post-incarceration
employment.
Mayor Tim Scott served Carlisle Borough Council since
2001 and was elected Mayor in 2014. A 1988 graduate of
Carlisle High School, Tim received his Bachelor’s degree in
Political Science from Old Dominion University in 1992. Tim
is currently employed by the PA House of Representatives
where he is assigned to the Legislative Policy and Research
Office. Tim has worked for the House of Representatives
in a variety of capacities since June of 2000. In addition to
his duties as Mayor, Tim serves as a volunteer for the Hope
Station Neighborhood Advisory Council, The Amani Festival and the Home Rule
Transition Committee. Tim’s priorities include continuing the revitalization of
Carlisle’s downtown, improving the quality of life for all Carlisle residents, decreasing
the cost of Carlisle government operations, and investing in Carlisle’s infrastructure.

Annual Programs and Offerings
Girlz Camp was offered free of charge to girls ages 12-15 to address traumatic experiences and to prevent future victimization. Many victims felt isolated and disconnected from peers. Camp was a way to connect with other teens through a week-long, psycho-educational and recreational group experience. Future plans include more regular contact throughout the year with attendees beyond the camp experience.

The purpose of Sexual Assault/Rape Crisis Services of
Cumberland County is to provide a supportive
atmosphere for victims of sexual violence and their
significant others in order to facilitate
their healing and empowerment.

Free and confidential supportive individual counseling was made available for victims and their significant others. Adult Survivors of Trauma support group provided a safe, brave space for victims of sexual assault and domestic violence.

Age-appropriate education programs presented to engage schools and communities as change agents. Program topics included: Body Safety, Assertiveness, Healthy Relationships and Bystander Prevention. Programs were adapted to best meet age-appropriateness and the needs and of the students.

Trained staff and volunteers operated regular shifts for the hotline and provided the following services:

assistance securing Sexual Violence Protection Orders (SVPO)- new in 2015, these protection orders are designed to protect victims of sexual violence from further abuse and/or intimidation by their abuser

Girl Power included 79 girls from the Carlisle Middle Schools and High School to work on academic and personal growth goals addressing such topics as healthy relationships, positive body images, career paths and more! Special presentations on preparing for college and experiences in the military were arranged providing options for girl’s futures.
Homework Club served 30 elementary age
students in two locations at Memorial Park Hope Station and Grandview Court. Students completed daily homework assignments, learned important social skills, worked on increasing literacy skills and received healthy snacks. Special programming included the development of reading skills with Tail Waggin’Tutors and music lessons with the Music Society at Dickinson College. The interaction between staff, college mentors and students is fundamental to the program and the children’s academic success.
Young Wonders Summer Day Camp
provided 73 campers with a variety of activities from June through the end of August here at YWCA’s spacious gym, classrooms and nearby Carlisle Community Swimming Pool. Numerous scholarships were made available courtesy of funding from United Way Carlisle & Cumberland County as well as Partnership for Better Health. Weekly themes with coordinating field trips plus featured curriculum focused on helping students retain and improve their reading levels over the summer rounded out camp offerings.

In 2015, Sue Otway’s contributions to YWCA Carlisle were recognized as she was added to a long list of women with a deep connection to YWCA Carlisle who are committed to improving the community in which they live and work. Sue served as a board member, board president (2001-2003), and worked on several fundraising committees over her many years of involvement at YWCA Carlisle. Additionally, she volunteered as part of a peer review team that assessed other YWCAs in the region. Sue had an instrumental part in securing financial stability for the future of YWCA Carlisle. Her thoughtful contributions whether it was helping to secure a grant, developing new fundraisers, or considering the organization’s needs during remodeling projects are greatly appreciated.
