Dear friends

2013 can be described as a restructuring year for the BFA. The Association has begun to institute a number of policies in our finance and development departments that will improve the governance and administration of our local Body.

Due to the unavailability of the National Stadium, we saw a decline in the number of international games played, and we were forced to innovate with our local competi-tions in preparing our FIFA Goal Project Training facility to a standard fit to accom-modate spectator support.

In competitions, our National U17 Team qualified for the finals of the CONCACAF zone of the FIFA World Cup where they were eliminated, drawing 2 – 2 with Jamaica and losing to hosts Panama 2 – 0.

Congratulations are in order for the Barbados Defence Force Sports Programme, winners of the DIGICEL Premier League, OKG Rendezvous winners of the KFC Champions Cup and the Division 2 league, Pinelands FC champions of the BANKS/COCACOLA Division 1 and the Empire Club, Third Division Champions.

The Association has been forging partnerships with the Ministry of Culture, Sports and Youth, the National Sports Council, the Barbados Olympic Association and the Barbados Defence Force Sports Programme, in an effort to use all available resources at our disposal, to further develop our beautiful game on the Island.

The BFA continues to focus on the second phase of the FIFA Goal Project at Wildey, and is pleased to announce, that having received the required permission, are in the process of satisfying the FIFA requirements for the project to proceed.

Finally, we wish to express to our varying Sponsors and Partners our sincere apprecia-tion for their support and look forward to working with our football brothers and sis-ters, both locally and Regionally, to ensure that the game reaches the heights expected of us all.

1.1 Meeting commenced at 10:34 a.m.2.0 Prayers by President Ronald Jones4.0 President’s Address4.1 Mr. Jones stated from the outset that he would not be

seeking re-election at the 2012 Annual General Meeting and called on members to conduct themselves in a way that would make democracy proud and that members should accept the decision whatever the outcome maybe.

4.2 He went on to outline some the challenges he faced during his tenure as President but said it was incidents especially in the past year which made him come to a personal decision that it was time for him to pass the baton to someone else.

4.3 He made special mention of the infamous cash for votes scandal which rocked the entire region which Barbados was involved but later found to be innocent; and the fact that a member from within the BFA ranks sent a letter to the CFU condemning the local administration and seeking to form a personal alliance with new CFU President Gordon Derrick.

4.4 Mr. Jones also advocated for the new elected executive of the BFA to support Mr. Steve Stoute in his bid to continue serving as President of the Barbados Olympic Association (BOA) as in his estimation Mr. Stoute has done more for football that any other BOA President and is a friend to football.

4.5 The outgoing President thanked those who worked with him and supported him during his presidency; he also thanked General Secretary David Hinds for his support during his short time in that post.

4.6 On a motion made by Mr. Franklyn Gill, seconded by George Lascaris and unanimoulsy carried by the general body, it was agree that agenda items 10 and 11 be moved up and agenda items 5 to 9 be deferred until after these items.

1.0 COMMENCEMENT

1.0 Meeting commenced at 10:15a.m. 2.0 WELCOME

2.1 Mr. Randolph Harris, the newly elected President gave the Welcome, said that he was extremely disappointed with the turnout for the continuation of the Annual General Meeting and reminded members that football was the main business at hand and not elections of officers, and if members loved the game and want to see it develop in the country they should have been a higher number of attendees.

He thanked those who supported him and those who did not and reiterated that Elections were over and the process of moving forward should begin now. He pledged a transparent administration open to seeking partnerships with Government and non-governmental organizations and NGOs.

3.0 CONSIDERATION AND ADOPTION OF THE AUDITED FINANCIAL STATEMENTS

3.1 Mr. Winston Waithe, representative of Auditors, Brian F. Griffith & Co., Chartered Accountants read the Auditor’s Report.

4.0 APPOINTMENT OF AUDITORS

4.1 A motion was moved for Brian F. Griffith & Company, Chartered Accountants to be re-appointed Auditors for the 2012/2013 Financial Year was moved by Mr. Charles Husbands and seconded by Mrs. Sylvia Darlington. It was unanimously carried by acclamation.

5.0 ELECTION OF CHAIRMAN, MEMBERS OF THE DISCIPLINARY COMMITTEE

5.1 The floor was opened for nominations for the position of Chairman of the Disciplinary Committee.

2013 Football SeasonAt the beginning of the 2013 Football season, the BFA fully launched its official website (www.barbdosfa.com) with an online Player and Club Management System.

This meant that all players and club information are now stored electronically and the BFA would have greater control over players and club history.

Every club and player are now issued with ID numbers which is assigned to them throughout their life, allowing the BFA to track their movement and performances (Goals, etc.)

It also provides real time standings and game results amongst other features. The BFA had also upgraded its Facebook page and now has a presence on Twitter as well.

The Tournament Committee met on several occasions and adjudicated on a numbers of protests and other reported matters.

The Disciplinary Committee met as necessary and adjudicated on matters brought to its attention.

As a member of FIFA, CONCACAF, CFU and BOA, football continues to be the beneficiary of financial assistance from these entities.

In addition, the Association significantly increased the value of its partnerships during the period under review.

Digicel Barbados continued its partnership with the Association and football, partnering the BFA in the DIGICEL Premier League and the National Senior Team.

Banks Holdings came back on board and sponsored the Division One League, naming it the Banks Division One Football League and COCA COLA sponsored the Youth Tournament.

Due to financial constraints, Cave Shepherd was not able to continue sponsorship of Division Two Football League and therefore the zones were now called after Mr. Edwin Harding, Mr. Carlos Griffith, Mr. Lambert Thomas and the reserve zone was called the Premier League Reserve.

The Division Three Football League continued in honouring four (4) stalwarts of Barbados’s Football, Mr. Victor Clarke, Major Hugh Barker, Mr. Harold Griffith and Mr. Gordan Douglas.

The youth competition commenced on the 30th March in the ages U17, U15 and U13. The customary U11 and U9 were expected to de deferred until after the common entrance examination.

The reason for this defer was to allow for students in these age categories to complete their examinations while getting the other age groups started in an attempt to have them finished before the major part of the CXC and secondary schools end of year examinations.

The competition though starting two weeks after the intentional start date had a relatively uneventful start and saw the introduction of three (3) officials per game at the junior level.

There were stand outs in every area of the competition. Six new teams entered the competition across the three age groups, in some games there were three officials and the facility at the Lumber company and Weymouth ground was opened every match day while others only had use of the field.

The clubs were very willing to work with the FA and the coordinators to ensure a successful tournament. The overall standard of play continues to be encouraging at this level with many U17 players playing in the premier League and other senior divisions. We also saw a predominately U17 girls team play in the U15 boys competi-tion and showed a good level of play. Unfortunately, there are so many things that must change in order to take our beloved game of football forward. Many pavilions were not opened for use by play-ers and parents alike. Some fields were set up too late by ground coordinators, while some teams arrived at locations late, in each case resulting in late starts of games.

After starting the competition with three officials per game, it was seen that some games did not have the three that we deemed necessary at this level. While coaches and managers were very willing to work with the FA and coordinators, it is clear that some teams still need to get properly organized and acquire some more personnel in the area of coaches and managers.

There were quite a few missed opportunities throughout the entire tournament. We must move to the stage where senior teams are involved in the training and support of the youth teams.

It should be mandatory that all Premier League and 1st division clubs have a youth team where they see after the overall organization, and purchase of equipment as these youth teams will be their future senior team. Another opportunity was that of the CONCACAF U15 tournament. This is a good opportunity to match the skills of our best U15s with those of others in the region.

There is also room for media presence throughout the league. This opportunity can now be further explored since arrangements are being put in place to see after such an opportunity.

Many parents are now following and supporting their children in the sport, this gives a much needed opportunity to educate parents and coaches alike in the areas of respect and fair play.

Coaches of the youth teams must be given the opportunity to enhance their knowl-edge.

Furthermore it should me made mandatory that certain workshops conducted by experienced coaches must be taken before they are allowed to coach next season.

These workshops should include ‘making ethical decisions’, ‘respect in football’ and ‘double goal coaching’.

It clear that we are missing out on the opportunity of clubs entering girls teams to play in our youth tournament. After seeing a team play in the under 15 category, we are sure that these girls are ready to play in competition.

We must however guard against a few situations that maybe to the detriment of youth football and ultimately football on the whole in this country.

Pavillions not opened will force parents and ultimately young players from around the competition.

With fields being set up late and forcing the games to start late, there is a mea-sure of disorganization which cannot be allowed if we are to raise the level of professionalism.

Outside interference from the gen-eral public and persons not playing or organizing remains a sore point and on the few occasions leave a bad stigma attached to an otherwise uneventful situation.

All involved must also be aware that disrespecting of referees in this sport can only lead to its demise.

Executive summary

The season began on a positive note for the Referees; there was the establishment of the Referee Department which is headed by Mr Mark Forde. The primary function of this department is to assist the Referee’s Committee in implementing programmes and conduct courses for referee’s development.

For the past five years the Referee’s Committee experienced great difficulty in providing Referees for all divisions during the local football season. This year, two courses were conducted, one before the season started and another during the season. The first course enrolled a total of thirty three (33) recruits while the other eleven (11) recruits.

Most of the recruits from the first course became active and filled a void that existed for a long time. These recruits officiated the entire Youth Tournament, and also as-sisted in Division 1, 2 and 3

During the year, the Referee’s Committee believed that there should be a new focus and to this end a Development Plan was written to charter the direction of Referee-ing in Barbados for the next five years. A code of conduct was part of this plan and this was rewritten, strengthened and given to the Referees.

There was an emphasis on Referee education, where lectures were given to Referees on various topics throughout the season. Physical and technical training session were held every Sunday morning at the Barbados Football Association (BFA) Astro Turf at Wildey, with an average of 22 participants every session.

Development Plan for Referees

The Referee’s Committee Five Year Development plan mainly focuses on Recruit-ment, Retention and Development/Education. This plan consists of the new Code of conduct for Referees. The main objective of this plan is to increase the quality and quantity of Referees as well as to improve the overall standard of refereeing.

Recruitment Two courses were conducted during the year. The first course which was conducted before the season was divided into two separate classes due to overwhelming re-sponses. Thirty three (33) recruits successfully completed the course while eleven (11) recruits complete the other course that was held during the season. These courses were held at the Barbados Olympic Association. The instructors for these courses were Barney Callender, Mark Forde and Sherlock Wall.

BFA Beginners’ Referees Recruit-ment Course May 21 -25, 2013

Management of game: There was a tremendous improvement in the servicing of games with qualified Referees, unlike previous years where a number of games were officiated by Club Referees. The recruits who were monitored by the senior Referees were able to officiate in the Youth and School tournaments, and also in the BFA Division 1,2 and 3.

TrainingAt the beginning of the year the impor-tance of training was empathised and Referees were made to understand that no appointments will be given to them without training. Training for Referees started in February, and there were a total of 23 training sections. These sessions comprised of physical and technical drills.

During the year, an urgent need for Referee Assistant was realised. In an ef-fort to deal with this shortage, Andrew Belgrave the Deputy of Chairman Referees Committee implemented a programme to fast track a number of recruits to officiate at the Division one level. This programme which comprised of theoretical and physical exercises was successful with six (6) persons complet-

ing the programme and officiating in Division one games.

Four fitness tests were conducted during the year with the results being sent to FIFA. These training sessions were conducted by Member Associa-tion (MA) fitness instructor Andrew Belgrave and MA Technical Instructor Barney Callender.

During the period from April to 15th – August 2013 they were twelve (12) meetings held with the attendance as follow:

The Committee dealt with sixty (60) cases involving players and officials from thirty-nine (39) clubs out of the seventy-one (71) that was schedule. Out of the cases that were adjudicated they was one (1) club case and fifty-one (51) cases involving players. One (1) case referred to the Committee by the Organizers of the Masters Interna-tional Tournament for ratification purposes.

Of the cases adjudicated twenty-three (23) were for violent conduct, eighteen (18) for offensive or abusive language, eleven (11) for serious foul play, three (3) for showing dissent by words, two (2) for denying an obvious goal-scoring opportunity, one (1) for using excessive force, one (1) for fighting and one (1) for incident after match.

The Committee did not encounter many problems with the submission of Referees’ Reports. However, the substance of some of the reports leaves a lot to be desire. This made the adjudication of some of the cases very challenging. Referees are en-couraged to state as much facts as possible pertaining to the matters so as to leave as little doubt as possible when cases are to be determined.

This Committee, as was the case with the previous one, is concerned about the threats made against Referees. Even though there was not an increase, we thought that they were too many. Hence, as recommended, there was a zero tolerance policy on the incidents towards Officials that came before the Committee.

The number of cases for violent conduct and serious foul play were on comparison to last year. However the Committee is concern that these numbers are too high. It was borne out that a number of these were because of issues that the teams or play-ers had with each other in the past. Management of teams must be aware of these situations so that they can be dealt with beforehand.

In order to speed up the process, the Committee made the decision not to bring persons receiving a second caution in the same match to a hearing. It was shown that because they did not attend a hearing for such a minor infraction they were unable to play, and this was placing teams at a disadvantage.

We wish to thank Ms. Khadijah Briggs, Mrs. Sherrol Austin and Mr. Neil Walker who went beyond the call of duty to inform persons about the meetings. This went along very well in ensuring that the attendance was very appreciable. Also, heartfelt thanks to the Barbados Football Association for allowing the Committee to use their facilities for our meetings.

Recommendations

The Committee was at first concerned about the number of persons who had stated that they were not informed of their meetings. However, when checks were made it was revealed that person-nel from the BFA had actually spoken too and informed them of the schedule meeting. It is recommended that the system in place can be maintained with the hope of improving it and that club officials take a greater interest in when their players have to attend hearings. Tardiness in this area only places the team at a disadvantage.

The manner in which some of the players were dressed while attending meetings was a major concern to the Committee. We had recommended to the BFA to inform persons but they all maintained that they were not notified about how they should dress for the meetings. It is recommended that such information be sent to all clubs and also placed on the Association’s website in the future.

The Committee recommends that in future that a Secretary be provided as it was time consuming to have to adju-dicate matters and still take minutes of the proceedings.

Closing

The members of the Disciplinary Committee are pleased to have been of service and extend appreciation to players and club officials who with few exceptions displayed good and coopera-tive behavior at the hearings.

Wildey project

The Facilities Committee assumed office in October 2012 after the installation of a new President and Executive Council which was elected at the Annual General Meet-ing on 30 September 2012. The main order of business for the Committee is the completion of the FIFA Goal Project at Wildey. Phase 1 of the project was com-pleted on 25 May 2012 and was handed over to the BFA on 14 July 2012.

Background of the project

FIFA Goal Bureau approved Phase 2 of the Project in November 2011 and awarded contracts to Island Projects Inc. Project Contractor and Anthony Glasgow, Project Consultant, Mahy, Ridley and Hazzard Engineers provided the Civil Engineering Services. The BFA awarded the Project Management Services to Total Management Solutions Inc and Real Estate Development Inc. for advertising mileage.

Island Projects Construction Inc. commenced the initial preparations and layout of the Goal Project Phase 2 in July 2012. In September 2012, the BFA was informed by the BCA that an encroachment was made upon the lands that were leased to them by the Government. The BFA employed the services of a Land Surveyor to investigate the claim by the BCA and it was verified that an encroachment of thirty-two (32) feet was evident based on the plot

The FIFA Senior Manager, Development Programs, Mr. Gregory Engelbrecht and FIFA Development Officer Mr. Howard McIntosh visited Barbados during the period 29-30 October 2012 to meet with the President and Executive Council. The FIFA team was briefed on the status of the project and conducted a tour of the facility during which they expressed their dissatisfaction that the project did not advance beyond the excavation of the site.

The FIFA Senior Manager, Mr. Engelbrecht also advised the BFA to discontinue any works and that funding will be withheld until the issue between the BFA and the BCA was resolved.

Meetings were held between the BFA, BCA, Ministry of Housing and Lands, Min-istry of Sports and Ministry of the Environment to find a common ground on the issue of the encroachment on the lands leased to the BCA. Since no resolution was reached the BFA decided to discontinue all plans of constructing the building on the south of the facility and to relocate the footprint of the building to the North-Western side of the facility.

During the period 30 April to 02 May 2013, the FIFA team visited the BFA to be updated on the plans for the project, they recommended to the President and the Executive Council the best approach to pursue to complete the Phase 2 of the proj-ect. The BFA followed their expert advice and scheduled meetings with the Project Contractor, Project Consultant and Civil Engineers to discuss the way forward to complete the project with the existing funds allocated.

All parties agreed on the way forward and a new footprint of the Phase 2 project was prepared, submitted and approved by the Town and Country Planning Depart-ment.

The Astroturf was home to the 2013 Digicel Premier League for the first time.

Utilization of Wildey AstroTurf Facility

The Phase 2 project construction is expected to commence soon and the building is expected to be completed by the start of the 2014 Domestic Season.

The Facilities Committee was given the task of transforming the Wildey Astro-Turf into a venue for the hosting of the 2013 Domestic Digicel Premier League due to the unavailability of the National Stadium. Site meetings were held at the facility to determine the need and how best the facility could be utilized as a safe and secure income generating venue.

The Committee then went ahead with the connection of the essential utilities (water and electricity) and the acquisi-tion of containers for changing rooms for players and officials and a Ticket and Administrative booth. Under the management of the Treasurer, the facil-

ity was transformed to a venue that was able to host the Digicel Premier League, the KFC Knockout, U17 training for the CONCACAF finals, the Chelsea Camp, the Youth football finals and the Schools’ League finals and other train-ing sessions. The Wildey AstroTurf is in good condition and can continue to be the venue for national training and youth development training.

Future Plans

The BFA received the approval and permission from the Town and Country Planning Department to commence construction at the Wildey facility. The Committee will be monitoring the prog-ress of the construction of the Phase 2 building project with a goal of comple-tion by the start of the 2014 Domestic Season.

The Caribbean Football Union (C.F.U.) Congress was held in Panama April 18, 2013 at the Westin Playa Bonita Hotel. The delegation from Barbados was Messrs. Randolph Harris (Presi-dent), Captain Al Walcott (Senior Vice President) and Chris Graham (General Secretary).

• The signing of the 2018 & 2022 Television Rights Contract with Traffic Sports USA Inc.

• The successful staging of all tour-naments

• The acquisition of a home for CFU in Jamaica

• Finally, the creation of a Develop-ment Assistance Initiative which enables the CFU to make up to US$10,000.00 available football development to each of its Mem-ber Associations that are not full members of FIFA.

The Financial Report was presented by

Mr. Canover Watson, Chairman. He stated that going forward CFU would provide a financial report to members at its Annual Congress. He also stated that no financial report was ever sub-mitted to its members in the past years, but now CFU is committed to be a transparent organization.

An Interpol Seminar on Match Fix-ing was presented by expert Mr. Stuart Cameron-Walker. He stated that corruption and match-fixing in football remains the biggest threat to the integrity of the sport. The increasing evidence of match manipulations has signalled the global scale of the prob-lem. Organized Crime Syndicates are attempting to infiltrate all levels of the world’s game. No region in the world is immune to the risk - all countries could fall victim to corruption in football. Tackling corruption is a complex issue with no quick and easy solution. It requires a sustained and long-term pro-gram and a coordinated approach.

All of FIFA’s member associations – except Bhutan, due to national elections in the country – participated in the 2013 Congress.

FIFA Congress elected for the first time a female member of the FIFA Execu-tive Committee and agreed to co-opt two more women for one year to the Executive Committee.

The Congress in Mauritius agreed to postpone the decision on age limits and term of Office until the 2014 FIFA Congress, in order to allow further analysis and discussion on this topic before presenting concrete proposals to the 2014 Congress.

Amendments to the FIFA Statutes relat-ed to confirmation of members of the FIFA Executive Committee, composi-tion of this committee, election of the FIFA President, stronger representation of key parties involved in football, bid-ding process/decision on hosting of the FIFA World Cup, various clarifications and specifications in the FIFA Statutes and regulations governing candidatures for the office of FIFA President were approved by the FIFA Congress in Mauritius on 31 May 2013.

The FIFA Medical Emergency Bags will be sent to all 209 Member Associa-tions. The FIFA’s Chief Medical Officer Professor Jiri Dvorak, said pitch-side medics and first responders will be

trained to use the potentially life-saving technology. The critical element of the FMEB is the automated external defibrillator (AED), easily visible in a clear pocket at the front of the bag. This portable device can immediately diagnose suspected heart problems and defibrillation can be initiated if the heartbeat appears weak, irregular or has stopped altogether. The bag also holds an instructional video and a medical emergency kit.

The CONCACAF Congress which was held in Panama City on April 18 – 20, 2013.

The main topic of the meeting was the report given by Sir David Simmonds, Chairman of the integrity Committee and former Chief Justice of Barbados, on the investigations into the operations of CONCACAF under the Presidency of Mr. Jack Warner.

It was revealed, among other things that the Joao Havelange Centre of Excellence in Trinidad and Tobago was

owned by Mr. Jack Warner and not by CONCACAF. Efforts are being made to rectify this situation, and Members were hopeful that the Centre will be returned to full use for training under CONCACAF

Mr. Gulati of the USA was elected as the FIFA representative for CONCACAF.

We have audited the accompanying financial statements of the Barbados Football Association which comprise the balance sheet as of June 30, 2013, and the statement of income, statement of changes in equity and statement of cash flows for the year then ended, and a summary of significant accounting policies and other explanatory notes.

Management’s Responsibility for the Financial Statements

Management is responsible for the preparation and fair presentation of these financial statements in accordance with Internation-al Financial Reporting Standards. This responsibility includes: designing, implementing and maintaining internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circum-stances.

Auditor’s Responsibility

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accor-dance with International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. 1. Formation

The Barbados Football Association was founded in 1910.

2. Statement of accounting policies

a) Basis of accounting

These financial statements are prepared under the historical cost convention. No account has been taken of the effects of inflation.

b) Depreciation

Fixed assets are depreciated at rates sufficient to write off these assets over their estimated useful economic lives on a straight-line basis.

The rates used are as follows:-

Furniture and fittings - 10% Office equipment - 20% Container lockers - 10%

c) Currency

These financial statements are expressed in Barbados dollars.

10. FIFA Grant

This represents a grant to the Barbados Football Association from The Federation of International Football Associations (FIFA), as a means of improving its administrative and technical infrastructure. FIFA has set rules for the supervision and administration of these funds, as well as measures to be taken in the event of misuse.
