Our MissiOn

Founded in 2001 in partnership with the Center for internation-al Humanitarian Cooperation (CiHC), the institute of inter-national Humanitarian Affairs (iiHA) is a university-wide cen-ter that reports directly to the President of Fordham University. By incorporating the academic rigor and intellectual standard of Fordham University with the experience and expertise of aid and development agencies in the field, we endeavor to advance the methods and framework by which humanitarian workers oper-ate. As such, we serve as a unique bridge between academia and humanitarian efforts worldwide.

Our mission is to train and educate current and future aid workers at local, regional, national, and international levels. We accomplish this by hosting humanitarian training courses in vari-ous rotating locations around the world, which equip individuals with the tools needed to respond thoughtfully and effectively in times of crisis, conflict, and disaster. We also publish on a wide range of humanitarian topics and regularly host events that fur-ther create an increased understanding of global humanitarian crises through critical analysis and shared experiential knowledge.

When the Institute was conceived many years ago, its founders decided that the education and training of humanitarian workers would be our main focus, and that these efforts should meet the strict academic stan-dards of a university. Only by this approach would our graduates gain the international legitimacy that comes with the conferring of recognized diplomas and de-grees. A multidisciplinary, university setting would foster analy-sis of best – and worst – practices in the field, and promote the publication of books and articles to disseminate knowledge of the emerging profession of international humanitarian affairs.

This Annual Report provides a record of another good year for the Institute. The International Diploma in Humanitarian Assis-tance (IDHA) program now has over 2,500 graduates from 133 na-tions; the Masters in International Humanitarian Action (MIHA) program is firmly established with courses offered globally for the convenience of our uniquely qualified candidates; the undergradu-ate Major in Humanitarian Studies, only the fourth such program in the world, was begun in September 2014 and has since grown significantly, proving both the interest of students and the strength of the program. We continue to achieve our original goals. In fact, we have surpassed, by far, the number of courses, graduates, and global reputation even dreamed of in earlier years. The challenge ahead will be to stay young, imaginative, and flexible. I am en-couraged by the daily enthusiasm of our staff and volunteers and by the new faculty and students whose involvement in the noble discipline of humanitarian assistance clearly enriches their own lives as well as the lives of those they serve.

intrODuCtiOn frOM BrenDAn CAHillExecutive Director

The Institute of International Humanitarian Affairs was founded at Fordham University in 2001 to act as a bridge between academia and the humanitarian sec-tor. Nearly fifteen years later it continues to fulfill this mission in many ways.

We live in a world beset by violence, ignorance, and despair. The ability to respond to this is compro-

mised by inadequate support or staffing. It is our mission to in-crease the effectiveness of humanitarian assistance.

In late November 2015, we concluded our 46th International Diploma in Humanitarian Assistance program. Held in Amman, Jordan, the course brought together academics and humanitarian actors from that region to explore a better response to the mis-ery caused by conflict, lack of resources, and competing politi-cal interests. Partnering with Jesuit Refugee Service in Jordan, we also held our second Education in Emergencies program in early October. Our Mental Health in Complex Emergencies program was held for the first time in Addis Ababa, Ethiopia, in collabo-ration with HealthNet TPO, International Medical Corps, and UNHCR. It has been our central strategy from the beginning that we are most effective working as close to affected populations as possible.

Our International Humanitarian Affairs Book Series contin-ues to be used by academics and practitioners the world over, and our recent compendium, History and Hope, brings together the best chapters from the last ten years. We were proud to work with Ambassador Francis Deng this past year to publish his new book Bound By Conflict: Dilemmas of the Two Sudans. As the most

recent addition to the International Humanitarian Affairs Series, the book was widely feted at the United Nations in September 2015 and has now been widely distributed.

Our extensive network of partnerships, with both academic and humanitarian organizations, allows us to widen our impact throughout the world.

With humility, we recognize there is still more to do and over the next year, we will continue to work to increase and improve many of our efforts listed here.

YeAr At A glAnCe

Over the past academic year, the IIHA welcomed 109 new students to its academic programs. The Graduate pro-

gram celebrated the graduation of its first 2 students from

the Masters in international Humanitarian Action (MiHA) and

welcomed 74 new graduates of the international Diploma

in Humanitarian Assistance (iDHA) into the IIHA alumni

family. The recent IDHA graduates now join the ranks of

over 2,500 aid professionals from more than 133 countries who are working in disasters and conflicts around

the world. At the Undergraduate level, 4 students gradu-

ated with a Major and 14 with a Minor in international

Humanitarian studies (iHs). The international Humani-

tarian Affairs (iHA) book series added 2 titles to its list of 17 publications: Bound by Conflict: Dilemmas of the Two

Sudans by Francis M. Deng and An Unfinished Tapestry by

Kevin M. Cahill, M.D. Additionally, the IHA book series

released two translations of the revised and expanded ver-

sion of Tropical Medicine: A Clinical Text, Eighth Edition.

IDHA Held For First Time in Amman, JordanIn November 2015, twenty students from fourteen different coun-tries representing twelve different organizations assembled to par-ticipate in the IIHA’s 46th international Diploma in Humani-tarian Assistance (iDHA), the first ever IDHA to be hosted in Amman, Jordan. Over the four-week course, students engaged in lectures delivered by field experts and worked as members of a syndicate to accomplish assigned tasks. The course, directed by IIHA Humanitarian Programs Director and Visiting Professor of Humanitarian Studies larry Hollingworth, C.B.e., brought together various members of the IDHA family, including Antho-ny land, Ph.D. (IIHA Senior Fellow), gonzalo sánchez-terán (IDHA 16, CIHC Deputy Humanitarian Programs Director), and sadig elamin (IDHA 21), who returned to serve as IDHA tutors. Other IIHA graduates who returned to offer their exper-tise and instruction include Argentina szabados (IDHA 2, IDHA Alumni Council Chairperson Emeritus, CIHC Board Member), who delivered lectures on Migration, Counter-trafficking, and the European migration crisis, and lejla Hrasnica (IDHA 2, IDHA Alumni Council Chairperson) and Merit Hietanen (IDHA 43), who were instrumental to the course’s organization.

Bringing Education to the Forefront of Humanitarian Responsegonzalo sánchez-terán has dedicated much of his life to ensur-ing children have access to a quality education, especially in times of crisis or conflict. In October 2014, Gonzalo channeled his pas-sion for education to successfully lead the IIHA’s first education in emergencies course. Twenty-eight students attended the four-day intensive course in Amman, Jordan, during which time they gained the knowledge and tools necessary to design and imple-ment effective educational projects in various stages of crises.

Building on the success of the inaugural course in 2014, the IIHA partnered with the Jesuit refugee service (Jrs) in Amman to host the second education in emergencies course in October 2015. Former student and JRS Education Specialist nadezhna Castellano joined Gonzalo as Course Co-Director.

“I feel very privileged to have been a part of the Mental Health in Complex Emergencies training in Ethiopia. It was a fantastically well-organized event, a great networking opportunity, and a wonderful learning experience. The IIHA Holds MHCE Course in EthiopiaIn September 2015, the IIHA hosted its 11th annual Mental Health in Complex emergencies (MHCe) course in partnership with the united nations High Commissioner for refugees (unHCr), Healthnet tPO, and international Medical Corps (iMC). Held for the first time in Addis Ababa, Ethiopia, this course brought together students and instructors to discuss the challenges of pro-viding mental health and psychosocial care in conflict and post-conflict areas or complex disaster settings. The course welcomed back Course Directors larry Hollingworth, C.B.e., lynne Jones, O.B.e. frCPsych., Ph.D., and Peter ventevogel, M.D. as well as various field experts. By the end of this week-long course, par-ticipants had acquired the practical and intellectual tools neces-sary to conduct needs assessments, monitor and evaluate projects, and promote security and self-care.

The IIHA Holds First Urban Disasters CourseIn July 2015, the IIHA partnered with fordham’s urban stud-ies program to host the University’s first course on the topic of urban Disaster, vulnerability and Displacement: Humanitar-ian Challenges. This one-week intensive course, Co-Directed by rene Desiderio, Ph.D., Visiting Research Scholar, and rose-mary Wakeman, Ph.D., Director of the Urban Studies Program, focused on the changing nature of modern disasters in lieu of today’s rapid urbanization. Twenty participants – hailing from twelve different countries and representing fourteen different or-ganizations – learned about urbanization and migration trends and challenges to gain a better understanding of the theoretical frameworks underpinning the study of urban areas. The course was opened by IIHA Executive Director Brendan Cahill (IDHA 9) and included the participation of IIHA Helen Hamlyn Senior Fellow Alexander van tulleken, M.D. (IDHA 16); UNHCR Se-nior Policy Advisor John solecki (IDHA Guest Lecturer); and rick fernandez (IDHA 39, IDHA Tutor).

In addition to the lectures at Fordham, students also attended a briefing at the united nations Office for the Coordination of Humanitarian Affairs (OCHA) where they learned about current OCHA initiatives and some of the issues concerning internally displaced persons (IDPs) in terms of access, protection, and gen-der. The week closed with a visit to the Brooklyn Grange Navy Yard Farm to see the refugee and immigrant fund (rif) Urban Farm Recovery Project in action – a successful example of an ur-ban refugee and asylum seeker livelihoods project. The second urban Disasters course is scheduled to take place in Fall 2016.

The IIHA Establishes Partnership with NOHA and Hosts First Group of NOHA Scholars at Fordham UniversityThis year, the IIHA announced a new partnership with the network on Humanitarian Action (nOHA). NOHA is an International Association of Universities that aims to enhance professionalism in the humanitarian sector by promoting hu-manitarian values through higher education accredited courses and fostering a humanitarian research ethos that encourages innovation in humanitarian policy and practice. Through this partnership, the IIHA and NOHA hope to encourage academic cooperation through research and study. In order to achieve this aim, the two organizations will facilitate the exchange of qual-ity students between programs, share and synthesize academic publications and scholarly information, and promote other aca-demic activities and opportunities for collaboration.

The IIHA hosted the first cohort of NOHA Erasmus Mundus students at Fordham University during the summer session from June until mid-August. Brendan Cahill welcomed the six students

from three European universities and rene Desiderio, Ph.D. su-pervised the students for the duration of the summer session.

The IIHA welcomes UN FellowIn May 2015, the IIHA welcomed gaynel Curry, Gen-der and Women’s Rights Advisor for the United Na-tions Office of the High Commissioner for Human Rights (OHCHR), as its first United Nations Fellow. At the UN, Gaynel works closely with the Committee on the Elimination of Discrimination Against Women and provides substantive support to the UN Special Rapporteur on Violence Against Women, Its causes and conse-quences, the UN Special Rapporteur on Trafficking in Persons, especially women and children, and the UN Working Group on Discrimination Against Women in Law and Practice. She leads OHCHR’s engagement with the Commission on the Status of Women and other inter-governmental bodies focused on women’s rights. Gaynel also represents her office on the Advisory Panel of the UN Trust Fund to End Violence Against Women, the UN Action Against Sexual Violence in Conflict, and the Inter-Agency Network on Women and Gender Equality.

Letters to PremOn June 2, 2014, JRS Afghanistan Director Alexis Premkumar

“Prem” Antonysamy, s.J. (IDHA 32, MIHA) was kidnapped by Tal-iban members while visiting a JRS school in Sohadat, Afghanistan. Despite the security concerns surrounding his post in Afghanistan before he was taken, Prem remained a tireless advocate for the most vulnerable and faithfully accompanied those he worked for and alongside in service. After spending nearly nine months in captivity, Prem was finally released on February 22, 2015, after the Indian gov-ernment intervened on his behalf. To support Prem in his recovery following his release, the IIHA began a letter writing campaign to share with him thoughts and prayers from the IIHA community. The IIHA received an overwhelming amount of messages from cur-rent students, alumni, lecturers, and friends around the world – all of which were compiled into a book then sent to Prem.

The IIHA Expands Communications, Reaching ThousandsOver the past two years, IIHA Program Officer Kasia laskowski (IDHA 40, MIHA) has worked diligently to create and imple-ment a new Communications and Social Media strategy. Kasia has spearheaded the IIHA’s expanding social media presence, and along with the help of her dedicated interns, she has established an extensive network of partners and followers through the IIHA’s various media platforms including Twitter, Facebook, Instagram, and LinkedIn. The wide range of content published has provided IIHA students, alumni, partners, and networks with relevant and timely news, events, resources and opportunities within and relat-ing to the humanitarian sector.

Since August 2013, the IIHA Facebook page has increased its followers by 150%, with a current total of more than 2,700 Face-

book followers. On Twitter, the IIHA has gained over 1,000 follow-ers, who are kept up to date with the latest in humanitarian news and opportunities. The iiHA Humanitarian newsletter, crafted and edited by Kasia, has also made great strides in engagement – rapidly increasing its active readership and now reaching thousands of recipients around the world. The IIHA’s newsletter mailing list now includes over 8,000 contacts, with an email open rate above industry average for the nonprofit sector. This increase in reader-ship can be largely attributed to the IIHA’s recent transition to a new newsletter platform, which allows for expanded content and a more user-friendly and interactive format. In addition to general content, the newsletter now features Humanitarian Spotlights, Cri-sis Updates, Humanitarianism and Academia, Alumni Updates, an extensive list of humanitarian jobs and internship opportunities, and a wide range of events, both national and international.

Master of Arts in International Humanitarian Action (MIHA)For over fifteen years, the IIHA has provided academic prepa-ration to humanitarian workers through the international Di-ploma in Humanitarian Assistance (iDHA). This program has proved valuable to aid workers in pursuit of career advancement to field manager positions in humanitarian assistance organiza-tions. Building on the foundation of the IDHA and in an effort to deliver a more holistic program on humanitarian action, the IIHA, in conjunction with the graduate school of Arts and sci-ences (gsAs) at Fordham University, developed a comprehensive graduate degree, the Master of Arts in international Humanitar-ian Action (MiHA).

MIHA Gains First Graduate: Ferdinand von Habsburg-LothringenIn May 2015, the IIHA marked a milestone in its gradu-ate program when ferdinand von Habsburg-lothrin-gen became the first student to receive his Masters in international Humanitarian Action (MiHA). Ferdi-nand began his training with the IIHA in 2001, when he completed IDHA 9. This qualification allowed him to pursue a career with several humanitarian organiza-tions in Sudan, including two Catholic Church organizations and the United Nations Development Programme (UNDP). For his master’s thesis, Ferdinand chose to examine the narratives sur-rounding the violence he witnessed in South Sudan and analyze how these accounts have affected humanitarian aid and its de-livery. Ferdinand currently works as a consultant for the govern-ment of Switzerland in South Sudan to support the Committee for National Healing, Peace, and Reconciliation, the South Sudan Council of Churches, and regional peace talks between the gov-ernment of South Sudan and the rebels.

Making A Difference: IIHA Alumni in the FieldThe IIHA has an ever-growing community of alumni who serve as leading professionals in the field of international humanitarian affairs. With over 2,500 graduates, our alumni apply the knowl-edge gained through our training courses to respond critically and effectively in disasters, conflicts, and complex emergencies. Our graduates are consulted by governmental organizations and top-tier media sources for their expertise on the most pressing crises facing the international community.

MAT THEW HOLLINGWORTH (IDHA 1) is Syria Country Di-rector for the United Nations World Food Programme (WFP), where he has been charged with responding to the needs of the country’s most vulnerable in the midst of a growing refugee crisis. In an interview with BBC’s Food Programme, Matthew discussed WFP’s response to the over 6.3 million priority cases in Syria: “These families once had pretty good lives and now, today, they’ve been

made homeless once or twice or three times, which is why they rely on support from organizations like WFP.” Matthew has facilitated WFP’s partnership with twenty-seven local charities and a number of international charities in an effort to deliver the most comprehensive aid to the growing number of displaced Syrians.

ISHMEAL ALFRED CHARLES (IDHA 40) works with Caritas Freetown as Project Manager for the Healey Inter-national Relief Foundation (HIRF) in Sierra Leone, where he has been managing the HIRF relief efforts in response to the Ebola epidemic and in the wake of a devastating monsoon that forced the displacement of thousands of Freetown residents in September 2015. tremendous contributions through his work for Caritas and tracing the development of his life, from child soldier in Sierra Leone to a managing position at an NGO. As a humanitar-ian worker in Sierra Leone, Ishmeal has served as an invaluable source for major news networks and institutions on questions regarding the Ebola response efforts. He was among the panel members at a U.S. Senate joint hearing on the crisis and served on a panel of Ebola experts at an IIHA sponsored event held in April 2015.

LETIzIA MONTECALVO (IDHA 40) spent almost five years in the occupied Palestinian territory, working first with the Italian government and then with the United Nations Relief and Works Agency (UNRWA) before taking a position with the European Commission Directorate-General for Humanitarian Aid and Civil Protection (ECHO) in Brussels as Desk Officer for Syria Cross border operations.

AYELE TIYOU (IDHA 38) is currently working with the World Health Organization (WHO) polio program in Bor, Jonglei State, South Sudan. As part of the global polio eradication campaign, Ay-ele works as a field epidemiologist consultant with the joint effort of the WHO and the Centers for Disease Control and Prevention (CDC).

FR. PADDY MORAN (IDHA 12) is an Irish Spiritan missionary who has spent the past eleven years working in Ethiopia as Program Director for SCORE (Spiritan Community Outreach in Ethiopia) to implement projects in community development. In his most re-cent project, Fr. Paddy conducted a series of art classes at a prison in Arba Minch, a city about 500 kilometers south of Addis Ababa.

In other news, a growing number of IIHA alumni are com-bining their humanitarian education with a penchant for writing. JOE LOWRY (IDHA 12), Senior Media and Communications Of-ficer for the International Organization for Migration (IOM), has written a number of articles documenting his work in South Asia. ANDY MCELROY (IDHA 16) has been a frequent writer for the United Nations Office for Disaster Risk Reduction (UNISDR), and MAUDE FROBERG (IDHA 19) has often shared with us her experiences as Communications and Advocacy Manager for the International Federation of the Red Cross and Red Crescent So-cieties (IFRC) in South Asia.

Major in International Humanitarian Studies (IHS)The IHS undergraduate interdisciplinary Major requires students to take four core courses that draw on the experience and knowl-edge of a wide variety of faculty and practitioners from the UN, NGOs, and the private sector. In addition to the four core courses, students must complete six elective courses.

First Class of IHS Major Students Earn Their DiplomasThe IIHA celebrated a marked achievement in its undergraduate program in May 2015, when the first class of IHS Major students received their diplomas. The fastest growing major at Fordham University and one of only two programs of its kind offered in the United States, the IHS interdisciplinary Major is a mission-centric program of study that incorporates aspects of political science, philosophy, and history in addition to international service learn-ing and other practical components. Implemented in Fall 2014, the IHS Major exposes students to the activities, main structures, organizations and systems governing humanitarian action.

Minor in International Humanitarian Studies (IHS)For undergraduate students who are pursuing other primary tracks of study, the IIHA also offers an undergraduate Minor, which allows students to take courses on humanitarian affairs and related topics without the full commitment required for the IHS Major. Since its inception, the IHS Minor has been thriving with a rapidly growing number of declared Minor students. The fifth class of Minor students graduated in May 2015.

Nicaragua Foreign Service Trip 2015In January 2015, in the company of Alexander van tulleken, M.D., a group of eight students traveled to Nicaragua for the IIHA’s fifth undergraduate Foreign Service Trip. Over the course of one week, students met with a myriad of individuals and orga-nizations while actively contemplating issues of war, poverty, dis-ease, and the individual’s role in creating and responding to such matters. The group also met with coffee farmers from a feminist cooperative in Nicaragua’s Matagalpa Region – a venture that of-ten proves to be very popular among the students. robert Mon-tano, an IHS Major who attended the trip notes that the experi-ence gave him a “truly authentic view into a drastically different world from life at Fordham.”

The IHA Book SeriesAs part of its mission to serve as a bridge between academia and the humanitarian sector, the IIHA regularly publishes a series of books to serve as practical and well-informed guides on a range of related topics. From natural disasters to epidemics and the effects of civil strife, the international Humanitarian Affairs (iHA) publications feature contributions from leading practitioners, diplomats, and academics on critical issues facing the global community.

Fresh Off the PressBound BY ConFlICt: dIleMMAS oF tHe t wo SudAnS

In September 2015, Fordham University Press (FUP) published the latest book in the IHA series, Bound by Conflict: Dilemmas of the Two Sudans by H.e. francis M. Deng. This book puts humanitar-ian work and philosophy in conversation, examining the civil con-flict that has plagued Sudan since the country gained independence in 1956. Through the Comprehensive Peace Agreement (CPA) of 2005, the North–South dimension of the conflict was seemingly re-solved when the South gained independence on July 9, 2011; how-ever, as a result of issues unresolved by the CPA, conflicts within the two countries have reignited conflict between them due to al-

legations of support for each other’s rebels. In Bound By Conflict, Ambassador Deng critiques the tendency to see these conflicts as separate and to seek isolated solu-tions for two situations that are in fact closely related. The policy implication is that resolving conflicts within the two Sudans is critical to the prospects of achieving peace, security, and stability between them.

Ambassador Deng has a close relationship with the IIHA and serves as a Board Member of the IIHA’s partner organization, the Center for international Humanitarian Cooperation (CiHC). He also gave the graduation address for the 37th international Diploma in Humanitarian Assistance (iDHA) in 2012, a speech he titled “Sudan’s Comprehensive Agreement: An Incomplete Achievement.”

An unFInISHed tApeStRY

The IHA book series added the latest work from Kevin M. Cahill, M.D., An Unfinished Tapes-try, to its list of titles in 2015. As the first pub-lication from North Shore University Press, this book documents Dr. Cahill’s crucial role during the healthcare crisis that confronted New York State in the 1970’s. During a time of great change and upheaval, Dr. Cahill was appointed by the governor to direct the state’s 80,000 healthcare employees in servicing the 18 million New York State residents in need of care. While the book employs a historical framework to examine issues at the intersec-tion of healthcare and politics during a specific time, Dr. Cahill stresses the relevance of the material to a contemporary audience. In his introduction, Dr. Cahill notes, “the dates can be changed but the problems – and potential solutions – remain of relevance to a new generation.”

Additionally, in 2015 the IIHA also released two translations of Tropical Medicine: A Clinical Text, Eighth Edition, Revised and Expanded by Kevin M. Cahill, M.D.: a Spanish translation released in Nicaragua and a French translation released in Benin with the assistance of La Fondation Espace Afrique.

Center for International Humanitarian Cooperation (CIHC)Center for international Humanitarian Cooperation (CiHC) was founded in 1992 to promote healing and peace in countries shattered by natural disasters, armed conflicts, and ethnic violence. The Cen-ter employs its resources and unique personal contacts to stimulate interest in humanitarian issues, promote innovative educational pro-grams and training models, and fund scholarships for IIHA students, particularly those from the Global South. CIHC’s extensive list of publications and regular symposia address both the basic issues and the emerging challenges of humanitarian assistance. CIHC’s Board of Directors serves as an Advisory Board to the IIHA.

Michael Zammit, s.J., JRS Director for the Mideast and North Africa, discussed JRS’ accompaniment of the Syrian commu-nity in the midst of a deepening humanitarian crisis. Both speakers offered personal testimonies about the atrocities witnessed in Syria and outlined JRS’ efforts to provide aid and support to the region’s most vulnerable.

Co-sponsored by the Student Coalition for Student Outreach (SCSO) and the IIHA. Why do Americans tend to volunteer abroad rather than working on social issues at home? What are the implications of volun-teering one’s services abroad in the midst of worsening social and politi-cal conflict? What is the impact of having an abundance of un-trained volunteers offer their help in crisis situations abroad? These questions were among the concerns raised during this student-led discussion fo-cused on the implications of un-trained volunteers who offer their ser-vices in developing countries.June 2015.
