Chairperson’s Statement The ISPCA is proud to be the largest animal welfare organisation inIreland, with a national Inspectorate covering 17 counties.

The ISPCA’s efforts in rescuing, rehabilitating and rehoming animals,is made possible by the support and co-operation of our MemberSocieties and the tireless work of Dr. Andrew Kelly, our Chief ExecutiveOfficer, our staff and our volunteers. As pet ownership has increasedin Ireland, unfortunately so too have the incidences of animal cruelty.Our dedicated team of Inspectors are at the forefront of investigatingand leading prosecutions of animal cruelty.

Our financial position at the end of 2016 was stable but I am pleasedto report an increase in legacy income in 2017, which will facilitate theexpansion of our kennel facilities at the National Animal Centre. Weare also funded by Government grants and donor contributions, forwhich we are very grateful. I would also like to acknowledge thesupport received from Michael Creed TD since his appointment asMinister for Agriculture, Food and the Marine, and the ongoingcollaboration with his Department.

CEO Report2016 was yet another busy year for the ISPCA. Over 16,000 calls were receivedby our National Cruelty Helpline, a 6% increase on 2015. As a result over 3,200complaints were investigated by our team of eight Inspectors. Thirty twoprosecutions were initiated and fifteen were finalised in court, all but one underthe Animal Health and Welfare Act 2013 (AHWA). In 2015, nine prosecutions werefinalised, seven of which were under the AHWA meaning that the number ofcases being finalised in court has doubled within a year. This indicates theeffectiveness of the legislation and the effectiveness of the statutory powersenjoyed by our Inspectors who are Authorised Officers under the AHWA. In allcases, the defendants pled guilty or were found to be guilty of the chargesbrought against them. Fines ranged from €100 - €2000, with suspended prisonsentences in two cases. Sadly, no disqualification orders were imposed by thecourts. We hope to see stiffer penalties in the future to act as a deterrent to those who neglect, abandon or cruellytreat animals. Our Inspectors will continue to robustly and effectively enforce the AHWA and we will continue to workwith the Department of Agriculture to ensure that animal welfare issues are taken seriously in the coming years.

Our eight Inspectors continue to cover only 17 counties (see Inspectorate area map, page 5). It remains the ISPCA’sstrategic goal to recruit enough Inspectors to cover the whole of the country, preferably with one Inspector coveringeach county. However we do not currently have the resources to do this and will be working hard in 2017 and beyondto generate sufficient funding, both from government and the public to achieve this aim. Sadly, there are animalssuffering in parts of Ireland that we simply cannot help because we cannot reach them.

As a result of the increased activity of our Inspectors, ISPCA services were stretched to the limit in 2016. OurInspectors seized or had surrendered to them, 995 animals. These consisted of 625 dogs, 231 cats, 81 equines and58 other animals including seven swans and three goats. This puts significant pressure on our two animal centresand our dedicated staff and volunteers.

The National Animal Centre in Co. Longford admitted over 1000 animals, 90% of which were successfully rehomed.This included 507 dogs, 239 cats, 16 horses and 9 donkeys. Visitors to the NAC continue to increase year on year,more than doubling in just four years. Due to the numbers of animals entering our centres and the length of time thatthese animals require to recover before being rehomed, we have had to make increasing use of private boardingkennels for emergency admissions. This has highlighted the need to develop our facilities at both centres and toexpand the number of ISPCA centres around the country. Plans commenced in 2016 for an extension to our existingkennels which will provide a dedicated puppy wing to house whelping bitches and puppies. We have also startedupgrading our existing facilities to provide the best possible standards for those animals that come into our care.

Our Equine Rescue Centre in Mallow, Co. Cork continues to develop under the guidance of the new manager. A totalof 73 equines were admitted in 2016 with new homes being found for 51. During 2016, a new sand arena wasconstructed which allows the staff to work with horses and get them used to handling. This new facility will reducethe length of time that horses are in our care and will result in new homes being found quicker which means that wecan help more horses in the future.

2016 also presented one of our biggest challenges to date. Due to the closure of a research facility, the ISPCA wasasked to find homes for 350 dogs (mostly beagles) and 250 cats. Our staff have worked tirelessly to make this happenwith the assistance of Dogs Trust and Cats Protection to whom we are very grateful. This operation will take manymonths as the animals need to be microchipped, neutered and socialised before they can be put up for adoption.However, it is a significant achievement to give these dogs and cats the chance of a loving home for the rest of theirlives. The first group of dogs and cats left the facility in November and all have already found new homes.

The ISPCA continued to manage five Dog Warden Services for local authorities in 2016. However a decision wastaken to withdraw from the service in Carlow / Kilkenny. It is anticipated that a new service provider will be identifiedby June 2017. This will allow us to focus on the four remaining services in 2017 and to work with the local authoritiesto improve the welfare standards and to find homes for as many unclaimed dogs as possible by working with approvedrescue groups around the country.

Our advocacy work continued to grow in 2016 with campaigns on spaying / neutering, microchipping andresponsible pet ownership. We also launched our Big Stop campaign calling for a ban on the use of wild animals in

circuses. This campaign attracted over 29,000 signatures and we hope to see legislative change over the next 12months. To further our advocacy work, in August 2016 we joined Eurogroup for Animals, Europe’s largest animalwelfare lobbying organisation. This enables us to join with our fellow members across the EU to campaign for betterwelfare and protection for pets, farm animals, wild animals and animals used in entertainment, sport and researchboth here in Ireland and across the EU.

In 2016, the ISPCA launched its first Five Year Strategic Framework, highlighting the four main animal welfare pillarsthat we will be focussing on from 2016 to 2020 and beyond. We are now working to ensure that we meet thechallenging objectives we have set. Many of these challenges are resource dependent and we need to generatemore income in order to grow and develop the organisation and develop the services we provide across the country.In order to do this, we have invested in our fundraising activities to recruit new regular donors so that we can predictour income over the coming years. We are also investing in attracting legacies and are developing our Home ForeverProgramme which will give peace of mind to pet owners who are concerned about what will happen to their petswhen they are gone. By committing to leaving a legacy to the ISPCA in their wills, ISPCA supporters will be able tohelp animals in the future as well as having the ISPCA care for their pets.

Whilst I am very pleased with our achievements in 2016, I am not complacent. Whilst the economic climate is improving,it remains a challenging environment for charities and we have to ensure that our supporters trust us and that we areopen, transparent and accountable. As members of the umbrella groups Charities Institute Ireland and The Wheel, weare committed to demonstrating this through the Governance and Transparency page on our website.

I would like to thank our staff and volunteers of the ISPCA and our affiliated Member Societies for their hard workdealing with those animals most in need, often in very difficult (and sometimes harrowing) circumstances. I would alsolike to thank all of our supporters who continue to donate to the ISPCA in difficult times: we could not do what we dowithout their ongoing support. Finally, I would like to thank the ISPCA Board of Directors for their continued support.

INDEPENDENT AUDITOR'S REPORT TO THE MEMBERS OF THE IRISH SOCIETYFOR THE PREVENTION OF CRUELTY TO ANIMALSWe have audited the financial statements of The IrishSociety for the Prevention of Cruelty to Animals for theyear ended 31 December 2016 set out on pages 10 to28. These financial statements have been preparedunder the accounting policies set out in the notes to theaccounts.

This report is made solely to the charity's members, asa body, in accordance with Section 391 of theCompanies Act 2014. Our audit work has beenundertaken so that we might state to the charity'smembers those matters we are required to state to themin an auditor's report and for no other purpose. To thefullest extent permitted by law, we do not accept orassume responsibility to anyone other than the charityand its members, for our audit work, for this report, or forthe opinion we have formed.

RESPECTIVE RESPONSIBILITIES OF DIRECTORS ANDINDEPENDENT AUDITORThe directors are responsible for the preparation of thefinancial statements in accordance with applicable lawand the accounting standards issued by the FinancialReporting Council and promulgated by CharteredAccountants Ireland (Generally Accepted AccountingPractice in Ireland).

Our responsibility is to audit and express an opinion onthe financial statements in accordance with Irish Lawand International Standards on Auditing (UK and Ireland).Those standards require us to comply with the AuditingPractices Board's Ethical Standards for Auditors.

SCOPE OF THE AUDIT OF THE FINANCIALSTATEMENTSAn audit involves obtaining evidence about the amountsand disclosures in the financial statements sufficient togive reasonable assurance that the financial statementsare free from material misstatement, whether caused byfraud or error. This includes an assessment of: whetherthe accounting policies are appropriate to the company'scircumstances and have been consistently applied andadequately disclosed; the reasonableness of significantaccounting estimates made by the directors; and theoverall presentation of the financial statements. Inaddition, we read all the financial and non-financialinformation in the directors' report to identify materialinconsistencies with the audited financial statementsand to identify any information that is apparentlymaterially incorrect based on, or materially inconsistent

with, the knowledge acquired by us in the course ofperforming the audit. If we become aware of anyapparent material misstatements or inconsistencies weconsider the implications for our report.

OPINIONIn our opinion the financial statements:

• give a true and fair view of the state of the Company's affairs as at 31 December 2016 and itsincoming resources and application of resources, including its income and expenditure, for the year then ended;

• have been properly prepared in accordance with Irish Generally Accepted Accounting Practice; and

• have been prepared in accordance with the require-ments of the Companies Act 2014.

MATTERS ON WHICH WE ARE REQUIRED TO REPORTBY THE COMPANIES ACTS 2014

• We have obtained all the information and explanations which we consider necessary for the purposes of our audit.

• In our opinion proper books of account have been kept by the charity.

• The financial statements are in agreement with the books of account.

• In our opinion the information given in the directors' report is consistent with the financial statements.
