JFCS’ mission is to improve the quality of life and self-sufficiency of

the Jewish and broader communities throughout the Portland metro area in accordance with Jewish values.

Dear Friends,

This has been a different year, so why not a different Annual Report? We recently completed our comprehensive three-year strategic plan. In these pages, you’ll see its results and impact on each of Jewish Family & Child Service’s four programs: Counseling, Disability Support Services, Emergency Aid and Holocaust Survivor Services.

Why a strategic plan?To engage in a deep dive around expanding JFCS’ services and responding to ongoing needs while anticipating those coming down the pike. Our planning period straddled the pandemic, providing greater challenges in our thinking and creativity in our provision of services. We broke down our thinking into two key categories -- objectives and results -- with an eye toward y new programs, fundraising and revenue-generating opportunities; y strengthening community partnerships; y evaluating current and anticipated programs for their ongoing value to JFCS’ mission; and

y long-term sustainability and strength.

Why JFCS?The Jewish community and greater Portland know JFCS as the primary responsive and confidential resource for individuals of all ages, children and families in need: for an unforeseen medical bill; hot meals for our Survivors; mental-health care for people experiencing grief; and stimulating games in an online group setting for our adults with disabilities.

We extend heartfelt gratitude to every one of you who supported JFCS through the last three years. And as we look toward our 75th year, we thank you for the significant strides your support ensures we made and will make into the next quarter-century and beyond.

Directed by strategic-plan outcomes, Counseling applied for and received more grants than in the past, including for Walking Beside You, our first grief-processing group. It filled up quickly -- with clients ages 28 to 96 -- in fall 2021 and will be offered again in spring 2022.

JFCS’ mental-health providers exclusively provide person-centered, trauma-informed (PCTI) mental-health care. Our team this year expanded its roster of mental-health providers to meet increased demand. An intake manager joins our staff, as does a child specialist providing workshops to community partners.

Our clients benefit from our Counselors’ positive impact. One client recently said their life would have become “unbearable” without our program.

DISABILITY SUPPORT SERVICES

Access for all abilities

Prompted by the pandemic, Disability Support Services (DSS) provide more holistic care of and services for our clients, as well as their families and their educators. We launched a weekly support group for parents and guardians to foster family expertise. We also added training sessions for dozens of Jewish educators at partner synagogues to ensure that access and inclusivity are for all.

Directed by our strategic plan, DSS resumed virtual socialization programming for members of TIKVAH, a group for adults ages 18 and up with physical, developmental, or mental-health disabilities. The Zoom-based sessions include curated and staff-led games, crafts and other activities our clients engage in together.

Our clients benefit from JFCS’ positive impact. As one parent told us, “As a parent of a child with a disability, it can be incredibly difficult to find other parents who get my feelings and experiences.”

“ The Coming Together support group provides me with the experience of being on a playground and making connections with other parents, something I don’t get elsewhere.”

Emergency Aid pivoted very quickly at the pandemic’s onset to provide for the rapid increase in clients and their needs. The strategic plan concluded and COVID-19 hastened JFCS’ addition of an intake professional who also provides case management.

This position means a client who calls in or sends an email enjoys immediate contact with a friendly, live professional. Our clients now receive faster assessments, provision of services and, if outside our scope, robust referrals to outside agencies. No request goes unacknowledged.

Clients share the positive impact Emergency Aid has on their lives. Said one client: “I will be eternally grateful for the kindness and emotional support I have received and still get from JFCS staff, especially during this seemingly never-ending pandemic. JFCS is definitely an important part of my Jewish life.”

Guided by the strategic plan, JFCS’ Holocaust Survivor Services (HSS) program secured additional funding and partnerships and collaborated with national networks to ensure best practices. The largest impact on our Survivor clients is JFCS’ vaccine mandate: As of late-summer 2021, 100 percent of Homemaker Assistants, who provide services within Survivors’ homes, are vaccinated.

As our 80 vital and also vulnerable Survivor clients age, their needs increase. In 2020 alone, a total of 13 new HSS clients joined the JFCS family of clients. As they age, their needs increase; further funding allowed us to provide essential services and equipment, such as dental and eye care and canes and walkers.
