The ANR Open Science policy is fully aligned with the National Plan for Open Science launched in July 2018 and has three objectives:

Contributing to open research data;

Developing a coordinated approach at national, European and international levels.

Promoting open access to publications;1

The French National Research Agency (ANR) is a project funding agency under the authority of the French Ministry of Higher Education, Research and Innovation. Its mission is to fund and promote pure and applied research, technical innovation and technology transfer, as well as partnerships between research teams in the public and private sectors on national, European and international levels. The ANR organises competitive calls for proposals and conducts rigorous selection processes based on peer reviews that comply with accepted international principles: impartiality, equal treatment, confidentiality, ethics, scientific integrity and transparency.

The ANR is also the main operator of the Investments for the Future programme (PIA 1, 2 and 3) in the field of higher education and research.

ANR Open Science policy in 8 key dates

DATA MANAGEMENT PLAN (DMP)

• A DMP must be issued within six months of the project launch. It must be updated mid-way through the project (for projects exceeding 30 months) and upon completion of the project.

• ANR follows the recommendations of the Committee for Open Science and uses the Science Europe DMP template. This template is available for online completion on the DMP OPIDoR tool (an institutional DMP template provided by one of the project’s partners can also be used).

OPEN ACCESS TO SCIENTIFIC PUBLICATIONS

• The coordinator and partners undertake to submit the scientific publications (full text) resulting from the research project to an open archive, either directly in HAL (Hyper Articles on Line) or via a local institutional archive, in accordance with the conditions of Article 30 in the French law ‘For a Digital Republic’*.

• ANR recommends giving preference to publications in fully open access journals and books.

Policy implemented since 2019

• At the national level with other French funding bodies: ADEME, Anses, INCa and ANRS, and in collaboration with the Centre for Direct Scientific Communication (HAL), the Committee for Open Science, research alliances, the Institute of Scientific and Technical Information (OPIDoR).

• At the European and international levels, cOAlition S (Plan S), GO FAIR developed jointly with the French Ministry of Higher Education, Research and Innovation for the implementation of the FAIR data vision (data that is Findable, Accessible, Interoperable and Reusable), OpenAIRE, Science Europe.
