Signing of MOUs/Agreements is being carried out with
interested countries on individual basis
Pakistan is exchanging information on drug cases with
the affected countries on voluntary basis

Proposal for Enhancing Cooperation with ASEAN
Although, there is no threat of drug trafficking to ASEAN from Pakistan yet, MOUs on drug control may be signed with ASEAN to enhance cooperation against drug threat with all ASEAN.
Focal Points of ASEAN may be exchanged between MNC/ANF and Drug LEAs of ASEAN for facilitating information exchange on drug cases
Training courses being organized by ANF Academy can be offered to interested ASEAN. For this annual schedule of training at ANF Academy will be exchanged with ASEAN Secretariat.
Pakistan and ASEAN may exchange their expertise and best practices in the areas where they have achieved significant results. Pakistan’s efforts on crop eradication and alternative developments can be shared for the benefit of ASEAN
We may request Myanmar and LAO PDR to enhance interaction with Pakistan for sharing their experience on successful poppy crop eradication efforts in their countries

ASSESSMENT OF DRUG SITUATIONIN AFGHANISTAN
Despite Afghan and international efforts an exponential upsurge in
opium production has been witnessed (50% increase expected this
year). This necessitates a review of the strategy being followed by all
stake holders.
Reported amnesty to Drug Traffickers by Afghan Government.
Lack of writ of Central Government (hinterland controlled by warlords).
Warlords are involved and providing protection to drug trade
Ministry of Counter Narcotics (MCN) and Counter Narcotics Police of
Afghanistan (CNPA) not fully effective as yet.
Judicial system in nascent stage
Allocated funds for alternative livelihood not reaching the farmers.
According to UNODC only 0.7 million of the allocated US $ 75 million
reached the farmers.
Linkage between drugs and terrorism Countries surrounding Afghanistan are under severe pressure and need
to be strengthened
