NOTICE INVITING TENDER
I. IDBI Bank Ltd. (“the Bank”) invites Prequalification applications cum tender bids in a
two cover system (Technical and Price bid) for selection of Project Management
Consultant (PMC) Firm for rendering PMC services for taking up Interior Furnishing (IF)
work viz. Civil, interior decoration, flooring, false ceiling, HVAC (Heating, Ventilation
and Air-Conditioning-ducting only), Electrical, fire fighting, allied works etc. for Bank’s
new office premises having an area of 61,000 sq ft approx. (Built up area) on 8th
or 9th
floor at Tower No.2, IDBI Bank - NBCC Project, East Kidwai Nagar, New Delhi.
II. Time for completion of interior works shall be 3 (Three) months from the date of
commencement of work. However, the PMC services are required till the completion of
defect liability period (i.e 12 months from the virtual completion of works by the
contractors) of the works carried out by the contractors.
III. The pre-bid meeting will be held on January 2, 2018 at 03:00 p.m. at our office, address
given below.
IV. Please submit your queries related to the tender document at [email protected]
before pre-bid meeting.
V. The last date is for submission of Technical bid is January 5, 2018 by 3:00 p.m. and
Technical bid will be open on same day at 03:30 p.m. Prize bid/ financial bid will be
opened later after scrutinizing the technical bid. Date, Time & Venue of opening of
financial bid will be informed separately to shortlisted Applicant/ Tenderer through e-
mail.
VI. The above application cum tender will be valid for a period of 60 days from last date of
submission of Tender viz. January 5, 2018.
VII. The above application cum tender document can be downloaded from Bank’s website
viz. www.idbi.com in Notices & Tenders. Corrigendum, if any, would appear only on the
above website. No separate press advertisement will be issued.

VIII. The application cum tender document duly completed in all respects giving the aforesaid
information is required to be addressed to the officer as indicated below and should be
enclosed in a sealed cover super scribing in the top left hand corner of the cover as

The Bank reserves the right to reject any application cum tender without assigning
any reason thereof and to restrict the list of bidders to any number as deemed suitable, if too
many applications/tenders are received satisfying the basic pre-qualification criteria. Bank
also has the right to reject all the applications and to go in for re-advertisement without
assigning any reason thereof.

INSTRUCTIONS TO APPLICANTS/TENDERERS
1. Applications cum tenders are required to be submitted giving full details about the
organization, experience, technical personnel in the organization, proven competence to
handle major works, in-house computer aided design facilities, etc. in the enclosed
proforma, which will be kept confidential. Applicants should ensure submission of all the
documents/certificates, supporting work experience, value of works executed/on hand
etc. duly signed by respective clients / owners of the projects. In case of completed
works, completion certificate from the clients shall be treated as valid proof.
2. As the time is the essence of the project, the ability and competence of the
Applicant/Tenderer to render required services within the specified time frame, will be a
major factor while deciding the selection of the PMC for award of work.
3. The Application cum tender document shall be signed by the person/s on behalf of the
organization having necessary Authorization / Power of Attorney to do so. Each page of
the application cum tender document shall be signed (Copy of Power of Attorney /
Memorandum of Association shall be furnished along with the application cum tender
document).
4. If the space in the Performa is insufficient for furnishing full details, such information
may be supplemented on a separate sheet stating therein the part of the Performa and
serial number. Separate sheets shall be used for each part of the application cum tender
format duly signed by the authorized signatory.
5. While filling up the application regarding the list of important projects completed or in
hand, the Applicant/Tenderer shall only include those works which individually having
area specified as mentioned in the selection criteria (Section-3 of this Tender document).
6. The Applicant/Tenderer should depute full time one qualified Graduate Architect/
Engineer having adequate experience in execution of interior works from a regular
establishment with not less than 10 years’ experience. The above Architect/ Engineer
should be always available at site to complete the work within the timeframe provided by
the Bank.

7. The Applicant/Tenderer must read the terms and conditions of the tender carefully and
should submit the bid only if eligible and having possession of all the required
documents.
8. The Applicant/Tenderer must ensure to quote the fee in percentage. The fee shall be
quoted up to maximum 03 (Three) decimals.
9. The Applicant/Tenderer is required to quote strictly as per the terms and conditions,
specifications, standards given in the tender documents and not to stipulate any
deviations.

Technical Bid evaluation will be done on the basis of the documents submitted. The
information should be submitted in the prescribed Proforma. Bids with incomplete /
ambiguous information will be rejected. The bid for the works shall remain open for

acceptance for a period of 60 days from the last date of submission of bid including the
extension given, if any.
12. Date of start of work shall be reckoned from 7th
day after the issue of the work order by
the Bank.
13.The selected firm shall be required to execute an agreement with the Bank in the
prescribed proforma before start of the work.
14. The application cum tender document have to be submitted in a prescribed format in two
cover system viz. Technical and Price bid in two separate covers super scribed as
‘Technical Bid’ (Annexure (I to XI) and ‘Price Bid’ along with other details etc. as laid
down in the enclosed Annexures. Both the above sealed covers one named as ‘Technical
bid’ and the other ‘Price bid’ should be placed in a third sealed cover super scribed with
the legend "Application cum Tender for Selection of Project Management
Consultant (PMC) for Interior Furnishing of IDBI Bank’s Office Premises at NBCC
Project, East Kidwai Nagar, New Delhi” and dropped in the tender box kept for the
purpose on or before 3:00 p.m. on January 5, 2018. .
15. A Pre-bid Meeting will be held on January 2, 2018 at 3:00 P.M. on 2nd floor, 51/3,
Desh Bandhu Gupta Road, Opposite Khalsa College , Karol Bagh , Delhi -110005.
16. Last date for receiving application form in the prescribed format is January 5, 2018 up

17. Applications cum tenders which do not fulfill all or any of the terms & conditions and/or
incomplete in any respect are liable to be rejected. Any discrepancies, omission,
ambiguities in Application cum tender format may be brought to the notice of the Bank
officials during Pre-Bid meeting to get necessary clarifications in the matter. The Bank
shall not be responsible for the fee quoted by Applicant/Tenderer, if any discrepancies,
omission, ambiguities in the Application cum tender format arises or any
doubts/clarifications are brought to the notice of the Bank after pre-bid meeting.

18. In case of any queries, you may contact the Bank officials at telephone numbers

19.The Bank may provide necessary inputs to the Applicants/Tenderers as and when required
to sort out clarifications during working days as mentioned above at S.No. 18. However,
the Bank does not assume any responsibility for any loss or financial damages on account
of use of such information by Applicants/Tenderers and hence they are advised to collect
their own information for preparation, submission of bids & execution of services after
award of work. The Applicant/Tenderer shall be responsible for obtaining license and
permits for required statutory approvals to carry out the services when awarded the work.
20. Decision of the Bank in regard to selection of the PMC shall be final and the Bank is not
bound to assign any reason thereof. The Bank also reserves the right to reject any or all
the applications/tenders without assigning any reason thereof.

Section -3
SELECTION CRITERIA:
(i) Minimum 10 years’ experience as the PMC firm as on March 31, 2017 to render
services towards Interior Furnishing of Office/ Institutional building/ commercial
building. However, while evaluating technical parameters, more weightage will be
given to the firms having rendered services for interior decoration/fit outs for office/
institutional buildings.
(ii) Within last 7 years ending on March 31, 2017, the PMC firm should have planned,
monitored & executed works as mentioned (i) above for interior decoration/fit out
works for :
One similar completed work within built up area not less than 45000 Sq. ft
Or
Two similar completed work with the built up area not less than 30000 Sq. ft
Or
Three similar completed work with the built up area not less than 25000 Sq. ft
(iii) The PMC should have completed at least one work as described in (iii) above for Govt/
PSU/ PSBs/ Semi Govt. etc.
“Similar” works shall mean PMC of Interior furnishing works viz. Civil, interior
decoration, flooring, false ceiling, HVAC (Heating, Ventilation and Air Conditioning),
Electrical, fire fighting and allied works of Office/ Institutional building, commercial
building etc.
(iv) The Applicant/Tenderer should have average financial turnover of at least Rs.30.00
Lakh during last 3 financial years.
(v) The Applicant/Tenderer should have necessary infrastructure/equipments/supporting
staff at senior and middle level and should have registered/ full – fledge branch office
within municipal limits of Delhi & NCR.
(vi) The PMC firms should have valid registration and license from statutory authority to
render PMC services. Further, the firm should have adequate number of qualified
engineers and other personnel on the payroll. The firm should also have tie up with

reputed registered and licensed consultant/service providers for structural, sanitary and
water supply, Electrical, Air Conditioners, and Fire Alarm etc.
(vii) The applicant shall submit the Bar Chart indicating therein work programs and
activities for scheduled completion of the proposed project as per Bank’s timelines.
Documents required for verification:
(a) Certificate of Financial Turn Over: At the time of submission of tender, the
Applicant/Tenderer shall submit Affidavit/ Certificate from Chartered Accountant
mentioning financial turnover of last 3 financial years or its balance sheet for 3 years period.
(b) The past experience in similar nature of work should be supported by completion
certificates issued by Government/PSU/PSBs/Semi Government agencies in respect of the
works awarded by them. In case the work experience is of Private sector, the completion
certificate shall be supported with copies of work orders and copies of corresponding TDS
certificate (Form 16 A).
(c) The Applicant/Tenderer should have adequate number of qualified Architects,
Engineers and other personnel on their payroll/ establishment and should also have tie up
arrangements with reputed registered and licensed consultant/service providers for
Structural, Sanitary and Water Supply, Electrical, Air Conditioners, Fire Alarm services etc.
so that the project will be completed within the timeframe provided by the Bank. The details
of such services/arrangements should be provided.
Brief Technical parameters:
i. Work experience with a) Govt./PSU/PSB/Semi Govt.
b) MNCs
ii. Experience in execution/ monitoring of interior decoration/furnishing works of Banks /
Institutional buildings
iii. Details of projects a) executed including value of work
b) In hand including value of work
iv. Organizational setup & proposed dedicated team indicating therein name of the project
leader, experience and qualification

If needed, the Bank may also consider selecting a suitable Architect meeting the
PMC criteria as mentioned above. However, once an agency is selected as Architect, the
application of the said agency will not be considered for rendering PMC services.
PROCEDURE FOR EVALUATION (Technical Bid and Price Bid)
(1) TECHNICAL BID:
Technical Bid shall consist of the details as per the requirement given above.

Section-4
SCOPE OF SERVICES TO BE OFFERED
IDBI Bank Ltd. (“the Bank”) proposes to undertake interior decoration, furnishing, flooring,
false ceiling, HVAC (Heating, Ventilation and Air Conditioning -ducting only), Electrical,
fire fighting and allied works etc. as part of interior furnishing of floors located on 8th
or 9th
floor of NBCC Tower No.2 at East Kidwai Nagar, New Delhi. Total built-up area of the
above floors is approximately 61,000 sq. ft. However, Bank has got the discretion to make
changes in the total area to be furnished. The Bank also proposes to appoint an independent
Architectural firm for design services besides the services of PMC.
The Bank intends to commence IF work and propose to complete the same in all respects to
make it ready for occupation within a maximum time period of 03 (Three) months from
the date of commencement.
Time is the essence of the contract. While the duties of PMC will be governed by the
standard agreement to be executed with the Bank by the successful Applicant/Tenderer, the
role and responsibilities of Bank’s appointed PMC will broadly be as follows:
1. SCOPE OF PMC SERVICES IS AS FOLLOWS:
a. To take the Bank’s instructions and analyze Bank’s project related requirements.
b. To assist the Bank in finalizing the layout drawings.
c. To verify the technical specifications and quantity with respect to site conditions and
layout submitted by the Architect
d. To develop project control systems, project communication and reporting system,
preparation of work breakdown structure, project muster schedule.
e. To prepare drawings deliverable schedule, coordination/ follow up with architect and
other specialist consultants and NBCC.
f. To depute full time Architect / Engineer at site towards day to day supervision of the
project and co-ordination Bank appointed contractors and with NBCC for Electrical, Fire,
HVAC, Civil, Plumbing & Sanitary installations and commissioning.
g. To conduct periodic project meetings to review the progress.

h. To assist the Bank for finalization of technical specifications & Bill of Quantities for
tenders to be floated for selection of contractors.
i. To monitor the status of statutory approvals.
j. To participate in pre-bid meetings and assist the Bank for preparing comparative
statement and techno-commercial evaluation of bids for various works.
k. To submit weekly and monthly progress reports and full time supervision of interior
furnishing works/ activities for the project
l. On-site design co-ordination and issue of drawings / clarifications.
m. To obtain Bank’s approval for various samples, monitoring the progress of work for
timely completion as per agreed schedule and day to day correspondence including
contractual issues.
n. To seek Bank’s approval for design changes and extra items, if any
o. To prepare QA/QC plan and Method Statement, Quality assurance and control to ensure
conformance to drawings and specifications.
p. To collect, review and maintain all the records of contractors' daily progress
reports/weekly progress reports.
q. To advise the Bank regarding the probable date of virtual completion.
r. To prepare and address defects during defect liability period.
s. To prepare joint measurements along with the contractors/Bank’s Engineer at site and to
recommend RA bills/ Final bill after due scrutiny.
t. To appear on behalf of the Bank before the Municipal Assessor & any other authority in
connection with the final settlement of the disputes, if any and tendering advice in the
matter to the Bank.
u. To prepare “as-built” drawings as per actual site execution.
v. To ensure the conditions regarding insurance policies, Labour license etc. as per the rule
applicable.
w. To ensure no deviation in the execution of works done by the Interior Furnishing
Contractor.
x. To submit the test report towards mandatory test of the material.
y. To maintain the proper record of the hindrance during execution of the project.
z. To assist the bank for Recoveries towards deviated items from the final bill of the
contractor.

All work under or in course of execution or executed in pursuance of the contract
shall at all times be open to Technical Audit by Chief Technical Examiner’s Organization
of Central Vigilance Commission (CVC). All care should be taken by PMC firm to ensure
that the contractors appointed are adhering to specifications, BOQ and the tender
conditions and works are executed in the best of workmanship adhering to CVC and
statutory guidelines. PMC firm will be responsible for maintaining quality of work by
contractors appointed. PMC firm will also have to assist and provide details for Bank in
submission of reply to any queries from CVC or from any other statutory bodies,
compliance of their observations, co-ordination with contractors for rectifications etc. as
part of scope of their work.
The list of duties mentioned above are only indicative and the PMC firm will have to
assume full responsibility for completion of the project both qualitatively and quantitatively
as per accepted contract conditions in the best possible workmanlike manner in all respects
till its occupation within the agreed time schedule and cost by following standard laid down
norms / procedure as suggested by CVC and the Bank’s guidelines in an open and
transparent manner.
Bank shall not be liable for any injury/death caused to any official, employee,
representative or agent of the PMC firm or their consultants working at the site or any
damage to their properties for any reason whatsoever. Bank shall not entertain any claim
from any person on that behalf.
2. CONDITIONS OF ENGAGEMENT:
a. The PMC shall exercise all reasonable skill, care and diligence in discharging their duties
hereby covenanted to be performed by them and shall exercise such general
superintendence and inspection in regard to the said works as may be necessary to ensure
that the work is being executed by the contractors is in accordance with the PMC
working drawings and the finishes etc. are provided for as required. In the event of their
finding out/observing any deviations there from, they shall immediately bring it to the
notice of the Bank/ PMC for issuing necessary notice to the Contractors.
b. The PMC’s overall responsibility will continue till the Defects Liability Period to see that
the defects, if any, and subsequently attended by the contractors in order to issue a “NO

OBJECTION CERTIFICATE” at the end of the Defect Liability Period of 12 MONTHS
to the contractors.
c. If the work of furnishing of any one or more of trades or interior or other works therein be
substantially interrupted by force majeure or by reasons of any orders in writing issued
by Bank stopping or suspending the work of construction on grounds other than
bad/unsound work or installation and/or defective supervision of lack of it or by reason
of any undue or unreasonable delay on the part of Bank in the matter of approving of the
work done or in the matter of giving such sanction or instruction as may be necessary for
the future progress of the work, the firm shall not be liable in any way for the consequent
delay in the completion of such work.
d. Whenever the work is examined by the Chief Technical Examiner of the Central Vigilance
Commission and if he brings to the notice of the Bank any defective or substandard work
or any irregular/excessive payments, the PMC shall take necessary action to get the
defect rectified and / or recover the irregular payments and also shall assist the Bank to
send suitable reply to the Chief Technical Examiner’s queries in shortest possible time.
e. In case of any disputes with the contractor(s) or disputes arising out of the said project
execution as well in the matter of arbitration (either initiated by the contractors or the
Bank) pertaining to this project, the PMC shall, assist the Bank from time to time by
drafting suitable replies in consultation with the legal advisers and protect the interest of
the Bank.
f. The PMC shall, on the completion of the work, certify to the Bank within the agreed fee,
three copies of as-built drawings (one-eighth scale), three complete sets of structural
drawings and three sets of drawings sufficiently showing the main lines of water and
drainage pipes, electrical installation and other essential services and also inventory of all
fittings and fixtures in the building.
3. Dispute Resolution:
The Parties (PMC and the Bank) shall use their best efforts to amicably settle all disputes
arising out of or in connection with the Contract/Agreement in the following manner:
a) The PMC or the Bank raising a dispute shall address to the other Party a notice requesting
an amicable settlement of the dispute within seven (7) days of receipt of the notice.

b) The matter will be referred for negotiation between nominated officials of the Bank and
the PMC. The matter shall then be resolved by them and the agreed course of action
documented within a further period of 15 days.
c) The Parties (PMC and the Bank) agree that any dispute between them, which cannot be
settled by negotiation in the manner, described above, may be resolved exclusively by
arbitration and such dispute may be submitted by either party to arbitration within 20
days of the failure of negotiations. Arbitration shall be held in New Delhi, India and
conducted in accordance with the provision of the Arbitration and Conciliation Act, 1996
or any statutory modification or re-enactment thereof.
d) Parties shall refer the dispute to a Sole Arbitrator to be appointed by Field Chief General
Manager, Delhi Zone of IDBI Bank whose decision shall be final and binding on the
parties and the arbitration shall be conducted in accordance with Indian Arbitration and
Conciliation Act, 1996.
The PMC shall not be entitled to suspend the work pending resolution of any disputes
between the Parties and shall continue to carry out the work in accordance with the
provisions of the Contract/Agreement notwithstanding the existence of any dispute between
the Parties or the subsistence of any arbitration or other proceedings.
The provision under this section survives the Contract/Agreement.
4. TERMINATION OF AGREEMENT
a) If the PMC closes their business or the company, partnership firm stands dissolved due to
provisions, if any, in partnership agreement of the firm in the event of death of one or more
partners die or become incapacitated to render services as PMC, then the Agreement shall
stand terminated.
b) (i) If the PMC fail to adhere to the time schedule stipulated in the schedule hereto
annexure or the extended time which may be granted by the Bank in its sole discretion or
(ii) In case there is any change in the constitution of the company / firm of the PMC for any
reason whatsoever, the Bank shall be entitled to terminate this agreement without giving any
notice and entrust the work to some other PMC

c) In case of termination under sub-clause (a) or (b) above, the PMC shall not be
entitled towards payment of fee or compensation except the fee payable to them for the
work actually done and as per the provisions in this agreement. In such cases the decision of
the Bank as to what is the work actully done and what is the amount of the fee due to the
PMC on the basis of actual work and as per the provision in this agreement shall be final and
binding on the PMC.
d) In case of the termination, the Bank may make use of all or any drawings, estimates or
other documents prepared by the PMC, after a reasonable payment for the services of the
PMC for preparation of the same in full as provided herein.
5. TRANSFER OF INTERESTS
(i) The PMC shall not assign, sublet or transfer their interest in this agreement, without the
prior written consent of the Bank.
(ii) Whether the PMC is partnership firm or a company, no change in the constitution of such
partnership or no change in the constitution of Board of Directors of the company shall be
made without the prior approval of the Bank.

services rendered as per stages referred to in this clause and subject to other provisions

ii) All the payments due to the PMC shall be made online and no cheques/ Draft shall be
issued.
iii) The Bank has got desecration to impose penalty in case delay in the project execution, in
such case the PMC shall be levied penalty 2% per week maximum up to 10 % of the
consultancy fees and shall be recovered from their final bill. The decision of the Bank in this
regard shall be final and binding on the PMC.
vi) All taxes, income tax and any other leviable tax in connection with the execution of the
contract levied by the statutory Authorities/ State/ Central Govt. of India/ Sate Govt. or any
local authorities on the PMC services in accordance with the applicable law shall be borne by
the PMC and are deemed to be included in their bid price. The tenderers shall note that Tax
Deduction at Source (TDS) as per applicable law shall be made from the payments due/
made to the PMC and which shall not be reimbursed.
vii) The GST as applicable shall be reimbursed by the Bank on actual production on receipt
of deposit. However, the PMC has to mention GST Number in the invoice and amount of
GST should be shown separately in the bill as per the GST rules as applicable from time to
time.

ARTICLE 1.0 - AWARD OF CONTRACT
1.1 SCOPE OF WORK
IDBI has awarded the contract to -------------------for the work of PMC of ------------------------------------

2.4 All the aforesaid contract documents referred to in Para 2.1 to 2.3 above shall form an integral part
of this Agreement, in so far as the same or any part thereof column, to the tender documents and what
has been specifically agreed to by IDBI. Any matter inconsistent therewith, contrary or repugnant
thereto or deviations taken by the PMC in its “APPLICATION CUM TENDER” but not agreed to
specifically by IDBI in its work order, shall be deemed to have been withdrawn by the PMC Firm
without any cost implication to IDBI. For the sake of brevity, this Agreement along with its aforesaid
Contract Documents and work order shall be referred to as the “Contract”.

3.1 The scope of Contract, Consideration, terms of payments, advance, security deposits, taxes
wherever applicable, insurance, agreed time schedule, compensation for delay and all other terms and
conditions contained in aforesaid contract documents. The contract shall be duly performed by the PMC
firm strictly and faithfully in accordance with the terms of this Contract.
3.2 The scope of work shall also include all such items which are not specifically mentioned in the
Contract Documents but which are reasonably implied for the satisfactory completion of the entire
scope of work envisaged under this Contract unless otherwise specifically excluded from the scope of
work in the Contract Documents.
3.3 PMC Firm shall adhere to all requirements stipulated in the Contract Documents.
3.4 Time is the essence of the Contract and it shall be strictly adhered to. The progress of work shall
conform to agreed work schedule/Contract Documents.
3.5 This Agreement constitutes full and complete understanding between the parties and terms of the
presents. It shall supersede all prior correspondence to the extent of inconsistency or repugnancy to the
terms and conditions contained in the Agreement. Any modification of the Agreement shall be effected
only by a written instrument signed by the authorized representative of both the parties.
3.6 The total Consultancy fee for the entire scope of this contract as detailed in Work Order is ---
--------------% ( ----------------------- percent only) is exclusive of GST on actual cost of the project
on completion or cost approved by the Bank or Estimated cost whichever is Lower, which shall be
governed by the stipulations of the contract documents.
ARTICLE 4.0 - NO WAIVER OF RIGHTS
4.1 Neither the Engineer-in-Charge or any of their officials, employees or agents nor order by
IDBI for payment of money or any payment for or acceptance of, the whole or any part of the
work by IDBI or the Engineer-in-Charge nor any extension of time nor any possession taken by
the Engineer-in-Charge shall operate as waiver of any provisions of the Contract, or of any power
herein reserved to IDBI , or any right to damage herein provided, nor shall any waiver of any
breach in the Contract be held to be a waiver or any other or subsequent breach.

5.1 The Laws applicable to this contract shall be the laws in force in India and jurisdiction of Delhi
Court only.
5.2 Notice of Default
Notice of default given by either party to the other party under the Agreement shall be in writing and
shall be deemed to have been duly and properly served upon the parties hereto, if delivered against
acknowledgment due or by FAX or by registered mail duly addressed to the signatories at the address
mentioned herein above.

PROFORMA FOR SUBMISSION OF THE PRICE BID
We have understood the prequalification/selection criteria, scope of the services to be offered, the terms
and conditions for the appointment to be rendered by the PMC firms specified by IDBI BANK LTD in
the Technical Bid as well from the standard agreement for the captioned purpose and we will abide by
the same in case our proposal is accepted.
Accordingly, we now quote total lump sum professional fee @___% (in figure and
___________________________________ in words) of the estimated project cost or actual project cost
whichever is lower plus GST at actual and as applicable for rendering PMC Services for the captioned
project. We also agree that the above payment of the fee will be released to us by the method as
mentioned in technical bid at pre-determined stages related to the progress of work based on the
standard terms of IDBI Bank Ltd. in this regard.
