PRESENTATION SUMMARY

This presentation will provide the Committee with information necessary to inform their decision to adopt the General Manager and CEO’s (GM/CEO) proposed $2.7 billion FY2014 operating and capital budgets.

Importantly, the Board will receive updates on impacts of recent federal legislation on current ridership and revenue projections, and a staff recommendation outlining the Authority’s mitigation strategies to accommodate potential revenue loss associated with Sequestration. Staff will also provide the Committee with information detailing the capital program delivery plan including actions in the Capital Improvement Program (CIP) that support the Board's Metro 2025 Strategic Plan.

This presentation demonstrates how the Agency’s budget provides the resources necessary to support business actions that achieve the Board’s adopted strategic goals.

PURPOSE

The Finance and Administration Committee will be presented with the General Manager and CEO’s FY2014 Operating and Capital Budget Requests for consideration and adoption. This action culminates a process begun last year with the approval of the FY2013 budget and adoption of a multi-year budget planning horizon. The process included multiple reviews of ridership projections and revenue assumptions, pro-forma budget presentations, assimilation of business planning into the budget process, public outreach, application of lessons learned, and the use of the Strategic Plan and strategic planning framework to guide budget development.

DESCRIPTION

Key Highlights

The proposed FY2014 Operating and Capital budgets and multi-year business plans support the Board's recently adopted strategic goals by funding key Business Plan priority actions including:

Final preparation for and implementation of Silver Line revenue service Continuation of Metrorail frequency as defined in the Board-approved Rail

Service Standards Continued aggressive rehabilitation of the Red, Orange, and Blue Metrorail lines Continued implementation of the Bus Priority Corridor Network and State of

Good Operations Introduction of a new business model to maintain quality MetroAccess services Replacement of the oldest buses and railcars

In addition to the enhanced and improved bus, rail and paratransit services that are provided for in the operating budget, the plan includes new initiatives, including the implementation of a Fatigue Risk Management System, capital investment to plan for future system capacity needs (including 8-car trains and station expansion), and development of a succession plan.

The CIP invests $5.0 billion over the next six years to address safety and state of good repair, representing 90 percent of the total $5.5 billion planned capital investment over the next six years. Over $500 million is planned for investment in capacity and enhancement projects and projects necessary to deliver the Board's Metro 2025 priority initiatives.

The GM/CEO’s Budget Request does not assume any fare increases in FY2014 and limits the growth of Jurisdictional Operating investment over FY2013 levels to $28 million or four percent.

Background and History

Board Direction When the Board adopted the FY2013 Budget last May, it included a table detailing a budget work plan for FY2013 and beyond (Resolution 2012-14 Attachment E). Metro used this guidance and the framework provided by the Board adopted Strategic Plan as its roadmap to develop the GM/CEO's FY2014 Budget Proposal and multi-year plans.

Over the last year, Metro has improved its multi-year business and financial planning - aligning investment decisions with the Strategic Plan, linking capital and operating investment decisions, and through the development of three year business plans at the department level which contain multi-year, measurable strategies and initiatives focusing the organization on achieving its priorities, objectives and goals.

Additionally, Metro has used Business Intelligence to improve its use of data to inform business decisions and provide the Board with a deeper understanding of fares, revenues, and cost drivers.

Metro has focused on efficiencies and sustainability, implementing efficiencies through the use of technology, more efficient use of energy, and engaging the work force to lower the cost of delivering our services. The budget includes initiatives to slow the cost curve through right sizing and by focusing on the major cost drivers.

Over the last year, Metro and the Board have made remarkable progress mapping the future through Momentum. The GM/CEO’s budget has successfully incorporated the Board direction provided in the FY2013 Budget Guidance while seeking opportunities to leverage FY2014 investments to achieve the desired future state.

Business Plan The General Manager’s Business Plan provides the organization with Strategic Plan implementation priorities for the next three years; outlines actions to achieve those priorities; and provides measures to monitor success, make course corrections if necessary, and provide the Board and public with a transparent and accountable framework. It also identifies multi-year investments that will deliver improvements in the next six years. The Business Plan provides the organization with a framework to link employees’ day-to-day activities with agency goals and aligns their actions with the strategies and initiatives of their departmental business plans.

Operating Risks Based on ridership and revenue performance through the first eight months of FY2013, impacts of the American Taxpayer Relief Act of 2012, passage of the federal FY2013 Continuing Resolution, and an assessment of the impacts of Sequestration, Metro has updated its multi-year revenue forecast. While the Sequestration impact to Metro’s Capital Budget is established, there is significant uncertainty related to Sequestration impacts to Metro’s Operating budget.

Passenger fare revenues for FY2014 could be substantially lower depending on the actual federal response and implementation plan to achieve the mandate of Sequestration. The expected positive impact on rail ridership related to the restoration of the federal transit benefit in January 2013 could be offset by lower ridership as a result of furloughs and layoffs of federal employees and a reduction in federal contracting opportunities in the private sector. Depending on how the Sequestration mandate is achieved, Metro anticipates that passenger revenues could be $10 million lower in FY2014 than currently projected.

Metro’s Operating revenue forecast does not assume a continuation of Sequestration impacts beyond September 30, 2013 (the end of Federal Fiscal Year 2013).

The updated three-year revenue forecast continues to forecast growth in both bus and rail ridership in FY2015 and FY2016 as a result of steady regional job growth and population growth within the District of Columbia.

Operating Risk Mitigation Strategy As stated above, the operating revenues could be $10 million lower for FY2014 than currently projected, as a result of Sequestration. In light of this potential loss and the ongoing uncertainty of Federal Budget direction for Fiscal Year 2014 and beyond, Metro would implement the following sequential mitigation strategy:

1. Metro anticipates that it will end FY2013 with a positive fund balance of approximately $10-15 million. Depending on the actual severity of Sequestration impacts, Metro would propose a supplemental budget action to utilize all or part of these funds.

2. Metro is embarking on an efficiency review intended to yield savings and improved business processes in FY2014. Although the source, timing, and amount of the efficiencies/savings have yet to be determined, it is anticipated that the review will yield in the range of $2-5 million in savings.

3. Metro will monitor federal budget actions closely and will put in place cost constraint plans that can be executed quickly if needed. These would include delaying or eliminating studies, consultant contracts, and other activities not related to safety, maintenance or the direct provision of service. The total potential savings from these actions is in the range of $2-5 million.

4. Finally, Metro would look towards non-service related changes that would have the least impact to our customers, like station staffing, and even possible closure of lightly used mezzanines during weekends and holidays. We do not anticipate modifying current service operating schedules for rail, bus, and paratransit service.

Capital Revenue Congress appropriated the federal FY2013 formula program funding at levels consistent with the MAP-21 transportation authorization, and, as anticipated, federal PRIIA funding is reduced by $8.9 million in federal FY2013 as a result of sequestration and federal oversight costs. The Capital Budget and six-year CIP have been updated accordingly.

GM & CEO’s Proposed Budget Over the last six months, Metro has engaged the Committee in a series of discussions and presentations outlining a mitigation plan to offset an initially projected $90 million year-over-year increase to the Jurisdictional Contribution in FY2014.

The GM/CEO’s budget request includes actions to offset all but $28 million of this expense without impacting existing service levels. In fact, the proposed budget includes important new initiatives that improve worker and customer safety, increase bus service, make necessary modifications to finalize preparation for the Silver Line service, and introduces three new initiatives with a positive return on investment within three to six years.

Metro is focusing on reducing the growth in our expenses and lowering our cost of providing service. The proposed FY2014 budget includes:

Operating Program Summary

The proposed FY2014 Operating Expense Budget of $1.7 billion includes:

Provision of existing levels of service across all modes Revenue service on the Silver Line beginning in December, 2013 Expanded service on Metro’s Bus Priority Corridor Network in the District,

Maryland and Virginia that will reduce travel times, increase reliability and improve rider comfort and convenience

Continued targeted investments in the State of Good Operations to improve bus schedule reliability and reduce crowding on routes across the system

Continued work with the Institutes for Behavior Resources (IBR) of Baltimore to develop a new Fatigue Risk Management System (FRMS). This scientifically based, data-driven process will be used to continuously monitor and manage fatigue risks. An FRMS is intended to be implemented within our agency's safety management system. The FRMS will guide Metro’s approach to manage worker fatigue in the future

Initiation of a succession planning process to ensure that WMATA can continue to develop employees and build continuity that supports progress. Capital Program Summary The proposed FY2014-2019 Capital Improvement Program (CIP) is a $5.5 billion capital investment plan focused on safety and the rebuilding of the Metro system. Approximately 90 percent of the planned investment is focused on safety, rehabilitation and replacement of Metro’s infrastructure, facilities, equipment, railcars, buses, and paratransit vehicles. The proposed FY2014-2019 CIP also includes investments to plan for and initiate key future system capacity needs.

The proposed FY2014-2019 CIP reflects updated project delivery assumptions and cost estimates, as well as an updated six-year financial plan. The proposed CIP investment plan is balanced to forecasted capital funding and is consistent with the terms of the Capital Funding Agreement (CFA) among Metro and the jurisdictions.

The Capital Needs Inventory (CNI), which was last updated in FY2012, is the foundation and source for the projects included in Metro’s Proposed FY2014-2019 CIP. The current $13 billion CNI is a prioritized list of Metro’s investment needs for the ten year period from FY2011 through FY2020. The CNI is prioritized based on Metro’s strategic goals and with an emphasis on safety and rebuilding the Metro system to reverse years of underinvestment in the system. A comprehensive CNI update is scheduled for later this year.

Major planned safety, rehabilitation, and replacement investments in the FY2014-2019 Proposed CIP include:

Safety improvements and implementation of NTSB Recommendations, including, but not limited to examination and replacement of track circuits upgrade of train control software system

Comprehensive rehabilitation and replacement of track and rail structures to achieve a state of good repair and a steady state of maintenance.

Replacement, rehabilitation and repair of railcars o Replacement of 1000 Series Railcars (300 railcars) o Replacement of 4000 Series Railcars (100 railcars) o Initiate replacement of 2000/3000 series railcars (beginning in FY2018) o Initiate rehabilitation of 5000 series railcars (beginning in FY2017)

Replacement, rehabilitation and repair of buses o Replacement of approximately 100 buses per year o Rehabilitation of approximately 100 buses per year

Replacement of MetroAccess vehicles – approximately 150 vehicles per year

The proposed FY2014-2019 CIP also includes approximately $150 million for the replacement and upgrade of Metro’s radio system infrastructure to comply with an unfunded Federal Communications Commission (FCC) mandate that requires Metro to relocate to a new radio frequency band. The proposal includes approximately $150 million in additional long-term financing to support the project, pending the identification of another funding source. While the focus of the FY2014-2019 investment plan continues to be on safety improvements and the rebuilding and replacement of the existing system, Metro is also planning and preparing for future capacity investments. The FY2014-2019 proposed CIP includes a number of significant investments that lay the groundwork for the Board’s Metro 2025 Strategic Plan:

Preliminary investment to initiate the acquisition of 220 railcars to expand Metrorail system

Phased investment in power system infrastructure upgrades to support future 8-car train operation

Investment in planning and engineering for 8-car train maintenance and storage facilities

Station capacity and access improvements at Gallery Place and Union Station Continued investment in planning and project development for core and station

capacity projects, new Blue Line connections, and pocket tracks and crossovers Additional buses to reduce overcrowding and improve on time performance (100

expansion buses)

Public Meeting Summary WMATA hosted three public meetings to share information on the staff draft strategic plan, Momentum, and the General Manager’s proposed budget for FY2014. Three meetings were held in early February in Hyattsville, MD at Treetops; Washington, DC at JGB; and in Falls Church, VA at the Mary Ellen Henderson Middle School. In addition to messages on our website, and through the news media, public meetings were advertised in English, Spanish, Korean and Chinese from January 31 – February 8 in the following publications: The Washington Post Express, The Examiner, Current Newspapers, El Tiempo Latino, Washington Hispanic, Korea Times, and The Epoch Times. Historically, Metro has experienced low turnout for meetings which do not include discussion of new services, service cuts, or fare adjustments. In addition, prior to the budget meetings, an extensive outreach program had been launched and still is underway for the staff draft of Momentum. Accordingly, 23 people attended the three public meetings, and no comments were received via email or regular post. Two comments were received regarding the budget and both focused on support for dedicated funding for Metro.

SUBJECT: APPROVAL OF THE FY2014 BUDGET

RESOLUTION OF THE

BOARD OF DIRECTORS OF THE

WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY

WHEREAS, The Board of Directors has received and considered the General Manager/Chief Executive Officer’s (GM/CEO) proposed FY2014 budget and has conducted three public meetings; and

WHEREAS, Metro staff, as directed by the Board of Directors developed a budget which included major initiatives for the Board’s consideration during the FY2014 budget development process; and

WHEREAS, The existing short-term lines of credit which support the capital program and operating cash flow needs will be expiring on June 30, 2013; and it is advantageous to Metro to attempt to negotiate extensions of those lines of credit in an amount not to exceed $150 million for the three lines of credit; now therefore be it

RESOLVED, That the Board of Directors approves the FY2014 budget of $2.7 billion, as detailed in Attachment A; and be it further

RESOLVED, That the FY2014 operating portion of the budget totals $1.66 billion, with operating expenses and subsidies, detailed in Attachments B-1 and B-2; and be it further

RESOLVED, That the 103-mile rail construction debt service portion of the FY2014 budget totals $11.8 million and is allocated to the jurisdictions as detailed in Attachment B-2; and be it further

RESOLVED, That $21.2 million of debt service expenditures resulting from the issuance of Metro Matters bonds are subsumed within the FY2014 budget and are allocated to the jurisdictions as detailed in Attachment B-2, and be it further

RESOLVED, That the FY2014 budget for the Capital Improvement Program (CIP) totals $958.6 million as detailed in Attachments C-1, C-2, and C-3; and be it further

RESOLVED, That the GM/CEO is authorized to rollover the positive or negative variance between actual FY2013 CIP expenditures and forecasted FY2013 CIP expenditures detailed in Attachment C-1 in accordance with the terms of the Capital Funding Agreement; and be it further

RESOLVED, That the Board of Directors approves the multi-year CIP for FY2014 through FY2019 of $5.54 billion plus the positive or negative variance between actual FY2013 expenditures and forecasted FY2013 CIP expenditures as detailed in Attachment C-1; and be it further

RESOLVED, That the Board of Directors approves use of Capital funds of $30.7 million for preventive maintenance expenditures; and be it further

RESOLVED, That surplus funds, currently estimated to be $15.0 million, remaining in the Southeast Bus Garage Replacement reimbursable project (CRB0004) after the project is complete shall be used as a funding source for the CIP budget approved above in FY2014; and be it further

RESOLVED, That the American Recovery and Investment Act Projects shown in Attachment D-1 and the Capital budget Safety and Security Projects shown in Attachment D-2 are funded on an obligation basis but will have work performed during FY2014 and are therefore included for reference purposes; and be it further

RESOLVED, That the budget for operating reimbursable program projects total $56.5 million and $56.3 million for the capital portion which includes $3.0 million for new projects and $53.3 million for prior-year reimbursable program project budgets, all as detailed in Attachments D-3 and D-4; and be it further

RESOLVED, That the budget for Operating Reimbursable Safety & Security grants for FY2014 total $22.0 million or such lesser amount of federal safety and security grants awarded to Metro as detailed in Attachment D-4 ; and that the FY2014 budget for Safety and Security grants may not exceed this amount without additional authority from the Board of Directors and be it further

RESOLVED, That the budget for the Transit Works Program federal grant to provide veterans and under-represented adults in the labor pool with skills training through the Bus and Rail Technical Skills Program is $0.8 million as detailed in Attachment D-4; and be it further

RESOLVED, That the Board of Directors authorizes the temporary use of these linesof credit for short periods of time to ameliorate the impact of any shortfall in theOperating budget; provided, however, that all costs of such usage (includinginterest) shall be solely payable out of the Operating budget and charged to thejurisdiction or jurisdictions causing the need to use the lines of credit and not fromany Capital funds provided by the funding jurisdictions or from federal grants; and beit further

RESOLVED, That in order to implement the elements of the CIP and Operating budgets,the GM/CEO and the CFO or designee are authorized to: (1) file and execute grantapplications on behalf of Metro for funds from the federal government and any otherpublic or private entity consistent with the Operating budget and the CIP; (2) conductpublic hearings held at any time during FY2014 in furtherance of the implementation ofthe CIP; and (3) execute and file the annual Federal Transit AdministrationCertifications and Assurances; and be it finally

RESOLVED, That this Resolution shall be effective immediately.
