    Hard Dredging by Cutter Suction Dredger URSA is ongoing

    Coral relocation complete. 147.947 Corals relocated

    Reclamation ongoing with filling currently taking place in area B and A.

    North revetment and concrete crest wall is complete as far as possible, remaining termination at KingStreet and 2 sections where culverts and Dredging Excess Pipelines have to cross alignment.

    Steel Sheet Pile piling complete at Seawall and Bulk head with all Anchors and Tie Rods installed.

    Bollard Pipe Piles is 66% complete.

    Pihl is awaiting FJPCLs Change order for the Bend Down market

    Still no access to Back of House Area

    Await FJPCLs instructions to proceed with the Mangrove restoration work (lowland Area)

    Programme

    Delay in dredging activities due to coral relocation and no access to BOH area have impacted original

    programme. Pihl is now working according to accelerated programme dated 31 of March 2010. Completion dateProjected to March 11, 2011.

    Environmental concern

    A stop order was received April 8 which caused stoppage to all works for 2 days. Dredging was resumedTuesday 13 of April.

    2.1 Description of Health, Safety & environmental incidences.

    There were a total of five accidents and an incident on site, of which four were strains/sprainsaccidents and a near miss incident for the month of April. All accidents were medical cases.

    In the first case a Chainman was striking a rebar peg with a sledgehammer when it slipped off the pegand swung violently, straining his right arm.

    The second accidents occurred when two steel fixers were working in the steel cage at the bulkhead,in an awkward position, lifting and erecting 25 mm. rebars in the cage when both injured their lowerback.

    In the third accident a dozer operator slipped and fell from the equipment rear ripper, while removing achain. He sustained a sprain right knee. There were near miss situations, when loaded trucks were travelling at high speed on site. There were 5 environmental incidents which consisted of 1 Oil/ Chemical Spill and 4 High Turbidity. A stop order of all works associated with Falmouth Cruise Ship Terminal was received April 8 due to

    high turbidity within the dredge area (not outside) and movement of Excess Water outfall pipeline.Dredging was resumed Tuesday 13 of April after NEPA approval of outfall pipeline.

    2.2 Areas of concern

    NEPA last month issued a warning notice and indicated that any breaches regardless of theirimportance in terms of impact to the environment could cause a close down of construction site.

    5 Construction / Production

    5.1 Site Installation

    Wharf Site:

    Demolition of existing site structures is 95 % complete.

    BOH Area:

    Area not yet handed over for construction.An attempt was made by the contractor to commence initial drainage and clearance works in thearea on 29

    thOctober 2009. However, Trelawny Parish Council stopped our equipment due to

    unresolved market relocation issues. Mott Macdonald letter referenced RJS/RC/244379/2/3 dated30

    thOctober 2009 confirms. To date the contractor still does not have access to this area.

    Martha Brae Satellite Site:

    Batching plant is installed and operational.

    Plant and Equipment:

    Plant and equipment intended for the execution of the works is mobilized and deployed on the site.(See attached Plant List)

    5.2 Earthworks

    Reclamation General

    Reclamation up till the month of April was done with import material to accelerate construction inwharf area B and reclamation area C. 50% of overall reclamation was done with import material.Reclamation with dredged material commenced on April 6, 2010 and has initially been focused to fillremaining pier area that was under level +0, 5 m MSL to allow critical path deep compaction by vibroprobe. Some fill material has been directed to areas necessary for the progress of utility works.Overall reclamation stands at 60% complete.

    Revetment:

    Excavation and placing of geo textile for the North revetment is complete. Placing of 60kg to 300kgrocks is complete. Placing of 1t to 3t revetment rock is approximately 90 % complete for the NorthRevetment works. Remaining works awaits final decision on Storm water outfall design, Terminationat King Street and the end of dredging as to close the gap between Sea Wall and Revetment whichremains due to the NEPA required Excess Water Pipe Route.

    5.4 Concrete Works

    Capping Beam

    528 m of Capping Beam lower section has been cast.319 m of Capping Beam upper section has been cast.

    Revetment Crest Wall

    200 meters has been cast.

    5.5 Back of House & Utilities:

    BOH Area has not been handed over for construction and hence no work has been done.Procurement for items to be installed in this area have been prepared but not procured yet due toany final approval of design.

    Utilities in wharf area have commenced as pr. 9 of February. Pr. The 30th of April 51 manholes, 527lm of Storm Water pipes, 427 lm of Waste Water pipe, 403 lm of Potable Water Pipe, Marine, 450

    lm of Potable Water Pipe, Commercial and 432 lm of 6 Electrical Ducts have been placed.106 lm of Pre-cast box culverts for city drainage has been cast.

    5.6 Dredging Subcontractor Boskalis

    5.6.1 Soft Dredge

    Soft dredging is complete as per scope of work and governing licenses.

    Small craft jetty area is not dredged as NEPA license was only granted after partly demob, and clientdecided to move the Jetty to a position south of Pier Area.

    Packman dredger is demobilized.

    5.6.2 Hard Dredge

    Dredging with cutter section dredger URSA (CSD URSA) commenced on March 16 in the evening.So far approximate 700.000 m3 of hard dredge has been done.

    5.6.3 Coral Relocation

    Coral Relocation Programme is Complete.

    Final relocated number of corals stands at 147.947 and was completed April 25, 2010. CoralRelocation Programme has caused critical delay to the commencement of dredging by CutterSuction and hence the availability of suitable fill material for reclamation purposes.Some of this delay has been mitigated by way of import fill material.

    6 QA/QC Quality Assurance & Quality Control

    6.1 Quality Testing Update

    Preliminary Testing on sea dredged material at the Dry Land area commenced on March 30th, 2010.

    All testing have conformed to the requirements of the technical specification and was approved onApril 1

    st, 2010 for official use on April 6

    th, 2010.

    2 No Troxler Density machines where returned to site on April 12th2010, following calibration and repairworks by Troxler Labs in Miami, USA. This addition will aid in conducting the required density test,which has recently increased following the production of sea-dredged material at the Dry Land area.

    As apart of our ongoing quality improvements, a number of concrete Trial Mixes have been conductedin the Laboratory over the past few weeks which have returned impressive results thus far. We intendto submit one of these for approval within coming weeks.

    Pressure Testing commenced in March 2010 with a majority of tests conducted in April 2010. All Testshave been successful thus far. Results of same will be forwarded in a submission to Halcrow for a final

    review and approval.

    All Nuclear Density Tests conducted on most of the services with the main building area (PotableWater, Storm Water, Waste Water, and Electrical) has been reviewed and approved by Halcrow.

    6.2 Quality Inspection Update

    A soft copy of all Notification for Inspections are now being sent to the email boxes of Mr. Ormsby andMr. brand as specified in the clients letter Ref: MIC-97

    6.3 Non-conformance Updates

    Closure to NCR #007- Regarding the lack of geo textile at the Northern Crest wall has been closedfollowing the satisfactorily completion of rectification works in that area.

    Closure to NCR #008 Regarding damage to 450mm storm water pipe has been closed following thesatisfactorily completion of rectification works in that area.

    Closure to NCR#009- regarding damage to 900mm Storm Water pipe by forklift, has been closedfollowing the satisfactorily completion of rectification works in that area.

    6.4 Other Quality News

    Halcrow has now commenced the use of an official approval stamp for approving submittals asrequested by the Clients.

    In general late response to Pihl correspondence and request to FJPCL for instructions or

    information in order to proceed.

    Revised / amended NEPA permit & licenses expired March 31. No new licence in place.

    The contractual differences between Marine Development ( RCCL / PAJ) and the contract

    between ( FJPCL/Pihl) is continuing to cause contractual disputes / confusion affecting the

    execution of the Works

    Delayed design approvals by FJPCL, delaying the progress of work and overall completion of the

    work. No procurement done on electrical installations as a result of none approval. (Critical)

    Site clearance of Back of House continues to be delayed due to Hard Ware Store & Bend down

    Market still occupying the area. Work has been suspended since 28th

    of October 2009.

    siltscreens are repaired immediately, also make certain ineffective and non-functional screens are removed

    Continue weekly site inspections with engineers to ensure that issues are address in a

    timely manner and mitigatory measures are put in place to prevent re-occurrences
