Dear Colleagues:

We traditionally call the second semester in a regular academic calendar our

“spring semester” though half of it takes place during the winter. But, the

recent warm (too warm – my fears of exploding tick populations and an

increased toxicity in poison ivy are overshadowing my enjoyment of early

garden preparations) weather and upcoming spring break remind us that this

is often a season of renewal, and that is no different here on campus, and in

our union. The end of February marks the beginning of many events that are

going to require our time and attention, and our collective work.

On campus, we continue to raise questions about budgets and priorities, the

relationships that exist between the University and other entities, including

the Foundation, and to make sure answers to pressing issues are brought

forward through appropriate venues. Our attention remains on the admission

and enrollment processes. I’m gratified to see a true comprehension of the

crisis-level underperformance of those areas, but I am still waiting to see the

tactical implementation of a strategy to turn the situation around. We cannot

rest on the same, or even more of the same, in that most critical area of the

university. In addition, we continue to monitor the per-credit tuition pilot to

assess impact on students (and, consequently, our programs). Paying

attention to the budget means that we also have requested a report of

contracts approved by the Council of Trustees (the most recent year is

included in this newsletter…. page 3 ) which shines light on payments

from the University to the Foundation. I suspect you would like to know

why there are payments going to the entity that ostensibly exists to support

the University — it is certainly a question that we will continue to ask, and I

encourage you to participate in those conversations.

This spring semester also brings the opportunity to renew our direction through the search, and hopeful hire,

of a new president. Thank you to all who took the time to attend open sessions with the search firm, and to

complete the online survey. I spent about five hours in various search sessions during the firm’s first visit to

campus, and the resounding message from Trustees, administration, faculty, students, and staff was that the

University needs an accomplished academic who is able to provide transformational leadership,

accomplished through building relationships while clearly and effectively communicating a vision. Shari

Horner and I will work diligently to make certain these criteria, essential to the success of an institution of

higher education. Please attend open meetings for updates and, eventually, candidate presentations. We all

have a stake in the outcome of this process and decision.

This work continues against the work of the PA State Senate to launch Scott Wagner’s gubernatorial

campaign/pass anti-union legislation, and the backdrop of the irresponsible and reckless statements made by

Chancellor Brogan who announced a system study, similar to those done in other states where results have

been “mergers and closures” of Universities. Perhaps I’m too cynical, but I see in Brogan’s comments an

attempt to accomplish a privatization agenda that has been beaten back at every turn — by the election of

Tom Wolf, the appointment of a new chair of the Board of Governors, our faculty strike and successful

contract resolution. What better way to “starve the system” than to make such a statement during the busiest

enrollment period, just ahead of budget appropriation hearings in Harrisburg? What better means to divide a

faculty union than to pit those at “have” institutions against those at “have not” schools? I’m grateful for the

leadership of our state-APSCUF president and vice president, and the work of our APSCUF staff (to which

we welcome our new Government Relations director, Phil LaRue today) to push back against what is a

divisive, anti-union, anti-public higher education agenda that still exists in quarters in the State Capital, and

Dixon Center. This work will require your attention and, at times, your support. Please remain actively

engaged and involved.

Like the season, progress comes in fits and starts – it’s sunny and 70F one day, and spitting snow the next;

similarly, we will continue to see progress and achievements among our faculty and students while facing

challenges and pitfalls elsewhere. There is no semester, and no season in which our collective work, our

very unionism, is not needed. The best way for us to succeed, in all endeavors, is to do this work together.

The APSCUF-SU Executive Committee meets monthly. The APSCUF –SU newsletter will publish

summaries of Committee reports. Not all Committees have monthly reports, so submissions will vary

month to month. February, 2017 Meeting:

Adjunct Committee Report:

- We held an adjunct meeting Feb 2, attendance about 20. There is general interest in another such

meeting, we will try to find a more accommodating time of day later in the semester.

- Main questions/concerns centered on hiring & benefits, particularly related to the new CBA language.

There seem to be confusing messages from HR regarding health insurance over summers & other

benefits.

- Aaron Dobbs attended, answering some questions and gathering others, to be brought to M & D or other

forums, as appropriate. Pablo & Sarah will be following up.

CAP

The Statewide CAP met on January 27-28 in Camp Hill. Given the challenges state-supported higher

education faces during the next few years, and in the 2018 elections, we agreed to raise the statewide and

chapter goals that fund CAP. We also revised the language on the endorsement questionnaires we give to

candidates.

Every APSCUF member should give to CAP through the payroll deduction and/or through the secure CAP

portal <http://www.apscuf.com/members/cap>.

Membership

Faculty added 3 new members for this semester. Faculty membership is at 343 Faculty 87%, Fairshare

is at 54 13%. All new hires were sent APSCUF folders at the beginning of the semester with

information of APSCUF and joining APSCUF.

Adjuncts membership to fairshare sits about 50/50. Please go through lists sent out by Diana (in week 1

or 2 of the semester) to EC and Dept Chairs and talk to fairshare adjuncts and ask them to join. A

membership card was sent along with the email.

Coach membership sits at 23 64% and 13 fairshare 36%

CBA’s will be sent to campuses as soon as printing is completed. Rep Council members will be asked to

come to the office to pick them up.

Mobilization

There was no report at LA other than to thank the campuses for a successful strike. State APSCUF will

be soliciting written strike feedback reports in the near future

two updates that are associated to our committee: Student APSCUF Scholarship Awards: Friendly reminder that due date is Feb. 24th, 2017

Luis Melara will be part of Student Trustee Search Committee (Kara reached out to us about

joining this committee since we are the Student Affairs Committee co-Chairs)

The deadline for departments to submit names for departmental awards is also Feb 24, 2017.

The next local SJ meeting will be held on 3/1; however, Statewide SJ committee held a meeting on 1/30/17.

Content areas reviewed that will be shared at the next social justice meeting:

1. Discussed need to review recruiting guidelines/executive council charge to diversify LA with local committees

2. Discussed parental leave issues and possibility of asking next negotiations team to bring this up and have language in the next contract and/or whether it is a State Meet and Discuss issue. Before moving forward, committee is going to wait and see results from a survey on parental leave experiences during tenure and promotion at Kutztown.

************************************************************************** ARE YOU A FULL UNION MEMBER??

APSCUF full members pay union dues equal to 1.15% of their salary. Fair share faculty are required to pay only 88% of this 1.15%.

However, on paycheck stubs, the fee is simply listed as "UNION DED" for APSCUF and Fair Share faculty alike.

The bottom line: Just because it says "UNION DED" on your paycheck does not mean that you are a full member of the union.

The LGBTQ+ Concerns Committee recently drafted a statement of solidarity in response to recent changes at the federal level regarding protections of transgender students.Please see the statement that follows….

On February 22, 2017, the U.S. Department of Education and Department of Justice made the decision to

rescind the Dear Colleague Letter on Transgender Students, which was issued May, 2016 and provided

guidelines for serving and protecting transgender and gender non-conforming students. In light of this

decision, Shippensburg University’s LGBTQ+ Concerns Committee would like to offer this statement to

reaffirm our solidarity with transgender and gender non-conforming students on our campus and across

this nation.

Our committee’s work has always focused on ensuring a welcoming, safe, and inclusive environment for

LGBTQ+ identified students by increasing awareness and access to necessary resources on our campus.

Some examples of this work include: Facilitating yearly Safe Zone trainings for faculty, staff, and

administrators; developing campus wide events focused on exposing our community to an array of

LGBTQ+ related topics; and advocating for changes in policies to better meet the needs of these

communities. Such advocacy includes speaking out against policies at all levels of government that will

inhibit students from achieving their full capacity to learn and successfully complete their education.

We stand against the decision to rescind the Dear Colleague Letter, as it is a demonstration of continued

marginalization of a vulnerable population. Our committee is fully committed to collaborating with trans

communities and supporting trans struggles for civil and legal recognition and protections. As such, we

hope to continue collaborating with individuals on campus and within surrounding communities to

continue these efforts.

THE CAP ( Committee for Action through Politics) REBATE CAMPAIGN

runs from NOW through APRIL 1, 2017. CAP Rebate cards are available in the office (just contact the

office and I will mail /forward one to you). All cards should be returned to the local office by April 1,

2017.

For many years, APSCUF has offered a dues rebate to its members. At the inception of the program, APSCUF

asked all members to complete a dues rebate card which offered members three choices for the $25 rebate.

The $25 could be given to APSCUF/CAP, the organization’s political action committee

The $25 could be left in the APSCUF treasury

The $25 could be paid direct to the member

The money collected for CAP is used by APSCUF to advance the causes of higher education, the faculty and

state system students by supporting candidates who are pro-education.

APSCUF cannot use membership dues funds for political action purposes; thus, the easiest way for

APSCUF/CAP to obtain needed dollars is for members to designate that their dues rebate be given to CAP.

The other alternatives are a direct contribution from the member to APSCUF/CAP or through payroll

deduction. (Authorization cards for payroll deductions are available in the APSCUF office.) Please consider

designating your rebate of $25 to CAP this time.

If you have already donated your past rebates to CAP, “THANK YOU”. You need not sign another card. We

hope that you will consider additional support through the CAP Voluntary Payroll Deduction campaign.

Mash, President Andi McClanahan, APSCUF/CAP Chair DATE: Feb. 21, 2017 RE: 2017 Dues Rebate Campaign The Dues Rebate originated when Pennsylvania adopted fair share for public-sector unions. As a “thank you” to full members, APSCUF’s Legislative Assembly rebated $25 to every member. Simultaneously, members were asked to consider contributing their rebates to APSCUF/CAP. This history is especially relevant given the current legislature’s attack on unions and that the U.S. Supreme Court is one justice shy of declaring fair share unconstitutional. This year’s dues rebate campaign began Feb. 1, and we truly need everyone’s support. We will be forever caught up in a spiral of cutbacks and privatization unless we are able to successfully elect candidates who want to support public higher education and who respect our faculty union. We need your help. We must continue to advocate for the fair funding for our universities, we must continue to protect the rights of public employees, and we must be the countervailing force against those who seek to eviscerate our State System. In case you missed it, last week at a town hall Sen. John Eichelberger (R-30th) said that he and his fellow senators were “going to do our own study and make some decisions” and “we don’t need these universities all over the state.” (The Sentinel online, Feb. 16, 2017).

Unfortunately, these sentiments are too commonly expressed by the members of Pennsylvania’s General Assembly. We can only counter these ideas when our voices are heard, and our voices are most effectively heard when we pool our resources to support candidates who share our perspective. When we all contribute, we have influence. You have the power to make a difference. By filling out the form below or completing an official Dues Rebate Card at your local APSCUF office, you will direct your $25 rebate to the CAP fund and help APSCUF protect your interests. Thank you to the majority of members who sign the forms and thus allow the rebate to be used by APSCUF/CAP to support political activities that benefit all members. Please note that NO part of your APSCUF dues may be used for political contributions. That is why signing the form or completing the card to support CAP is vital. You also continue to have the option to designate the rebate in other ways; simply contact your campus APSCUF office.
