Dear Colleagues,

As we approach the end of another academic year, let me briefly update

you about recent developments regarding negotiations and budgets.

Please remember to attend the General Faculty/Coach Meeting scheduled

for next Wednesday (4/20) @ 4:00pm in Shippen 224. This will be an

opportunity to have your questions and issues addressed.

With negotiations, the pace at the table remains glacial and therefore, at

Legislative Assembly (LA) late last week APSCUF delegates from all 14

campuses discussed the need to apply pressure, and so a resolution was

passed which allows for us to call a strike authorization vote this summer,

or at the latest, in September at the next LA. (It’s about time!) Late this

month there will be another negotiation session in Harrisburg, after which

Here at Ship we are starting to prepare for the possibility of a strike and will be moving our

office off campus this summer (Sorry, Diana!), and will need to collect current off-campus

contact information for each faculty and coach member. We will endeavor to keep everyone

informed as negotiations proceed, but now is when you should start adjusting to the notion of

a strike occurring in our collective future. We will not call a strike unless they force us to do

it, and only if we know we have the strength to prevail.

On the budget front, the university’s long march through austerity-land should be coming to

an end due to our increased funding for a 3.5% tuition increase combined with a 5% state

appropriation increase, which jointly are the equivalent of a 12% increase in the state

appropriation. Since the 5% bump in state appropriation came so late, we will have the

resultant $1.4M carried into next year. And then our base state appropriation will be

$1.4M higher next year, for a combined fiscal swing of $2.8 Million. And then, there’s

more.

Due to the lack of opposition at the recent Board of Governor’s (BOG) meeting to the

proposed per credit tuition plan, the plan will be implemented starting in the Fall semester.

The administration is projecting a $2.5 million net revenue increase from this plan after

distribution $1.5M of additional financial aid. Combining this $2.5M and the $2.8M from

state appropriations, we are projected to have an additional $5.3 Million next year. At

both Forum and Planning and Budget Council this week, administrators were asked to end

the austerity, and to announce long awaited budgetary relief measure, of which there are

many! In particular, secretarial support for academic departments should be restored,

department chairs should be notified that the 1.5% cut is rescinded, and a review of the

moratorium on faculty positions should commence. And the full list would, of course, be

much longer.

For our students, the per credit tuition plan will be a shock. They have not yet been notified,

and they deserve to receive full information about tuition for next year. While waiting to see

what happened at the BOG was understandable, now that we know there’s a “green light” for

moving forward with the per credit model, there’s no justifiable excuse for withholding

information from the students and their parents. We have urged the administration to inform

our students.

Otherwise, there’s not much happening! Hope each of you have a productive and restorative

summer.

Faculty Negotiations

FEB. 12 CONTRACT NEGOTIATIONS TO BE RESCHEDULED

Contract negotiations between the Pennsylvania State System of Higher Education and APSCUF slated for Friday, Feb. 12, will be rescheduled. The State System requested the postponement due to personnel changes.

Negotiations have been ongoing since late 2014, with the most recent meeting in January. The collective bargaining agreement between the parties expired June 30, 2015.

MAKE SURE YOU’RE A FULL UNION MEMBER

APSCUF full members pay union dues equal to 1.15% of their salary. Fair share faculty/coaches are required to pay only 90% of this 1.15%. However, on paycheck stubs, the fee is simply listed as "UNION DED" for APSCUF and Fair Share faculty alike. The bottom line: Just because it says "UNION DED" on your paycheck does not mean that you are a full member of the union. **Please call ext 1791 and ask Diana to send

you a member card to join.

Luhrs Elementary School gains international recognition

Grace B. Luhrs University Elementary School at Shippensburg University is

the recipient of the 2016 Outstanding Laboratory School Award from the

International Association for Laboratory Schools (IALS).

It is the first such award for the school, according to Steven Smith, its director.

“The award affirms the many years of tireless work of our current and former

faculty members,” he said. “As the only remaining public lab school in

Pennsylvania, the award recognizes the dedication and steadfast support of

GBLUES by the university and the College of Education and Student

Services.”

The award will be presented at the organization’s annual meeting in April.

Attending with Smith will be Konnie Serr, IALS president and GBLUES first

grade teacher, and Dr. Cheryl Slattery, associate professor in the university’s

University programs recognized by national websites

Shippensburg University has been recognized by two national websites for its academic quality and its affordability.

BestMastersInPsychology.com ranked Shippensburg’s master’s in psychology program 31st in its listing of 49 Most Affordable Small Colleges for a Master’s Degree in Psychology 2016.”

The master of science degree in organizational development and leadership was ranked 18th in the “50 Most Affordable Master’s in Organizational Behavior Degree Programs 2016” in the nation as chosen by Human Resources MBA.

The Center for Land Use and Sustainability (CLUS) was

renamed to reflect its mission to support science-based solutions to interdisciplinary sustainability challenges. The center leverages the expertise of Shippensburg faculty, staff, and students to promote sustainable land use, economic development, and communities at local, regional, and global scales.

Current projects include research related to the Delaware River Basin, the I-81 Corridor Coalition Committee and Integrate, a new initiative to cultivate sustainability through general education coursework, professional development, and high-impact co-curricular programming and career development at the university.

The center was established in 2003 to promote sound land use and community planning to enhance the quality of life throughout South Central Pennsylvania. Its programs have included sponsored workshops, conferences, technical assistance, community education programs, faculty research efforts and the placement of interns.

Its director is Dr. Claire Jantz, professor of geography/earth science. Tau Kappa's Project Prom Dress Has Best Event Yet in 2016

Every year, Tau Kappa (TK) holds a special event for girls who attend local high schools to find the

perfect prom dress at a cheaper cost.

Project Prom Dress is a great event that gets TK women involved with girls from the local community.

TK is an athletic sorority that conducts several different events throughout each school year.

This year, Project Prom Dress had a total of 350 dresses. At the end of the event on March 20, 93 prom

dresses were sold, 10 pairs of shoes and nine different accessories too. A total of $1,546 was raised. This

year's total set a new record for the most money raised at the event.

The money raised during Project Prom Dress was donated to Reese Burette, a 9-year old girl who was

severely burned and injured in a house fire. Reese spent nearly two years at Johns Hopkins Hospital. She

came home for the first time in two years last Friday.

The night of Project Prom Dress was Reese's ninth birthday. TK made Reese birthday cards and notes to

make her smile.

TK members went around to different businesses and individuals to see if they would like to make any

type of contribution to Project Prom Dress. Among those who did included several Shippensburg

University faculty and community members.

Any donations to TK in support of this night contributed to Project Prom Dress's successful outcome.

Among these donations from businesses were 150 generous goodie bags from Ulta Beauty Corporation.

Each goodie bag was filled with mascara, lipstick, multiple pallets of eye shadow and hair spray for each

girl. Ulta also donated two raffle door prizes for the event filled with hair products, makeup, flat irons, etc.

Project Prom Dress was a great success thanks to the advisor of TK, Miranda Fisher, chair of the event,

Ally Mooney, as well as Taylor Webster and other TK members.

"I was really excited to be involved with Project Prom Dress," Mooney said. "It was great to see smiles on

the girls faces when they found the right dress, and I couldn't be happier with the success we had this

year!"

Coach

Chris Fite is in his third year as the head men’s basketball coach at Shippensburg University and has already overseen significant improvement and positive development during his time with the Raiders. Fite inherited a seven-win team upon his hiring on June 20, 2013. In his second season at the helm, SU improved by 10 wins and earned the Eastern Division No. 6 seed in the Pennsylvania State Athletic Conference (PSAC) Tournament. The 2014-15 squad posted noticeable improvements in a variety of categories, finishing fifth in the PSAC in shooting (.454) after finishing last in his first season (.392), and allowing 10 less points per game defensively (67.8 in 2014-15, 77.3 in 2013-14). SU’s .291 three-point defense ranked among the Top 5 in Division II. Among his recruiting, guard Justin McCarthur earned four PSAC East Freshman of the Year awards in 2014-15; he finished second on the team in scoring (12.4 ppg), made 51 three-pointers and led the team in minutes (33.4).

Fite, a NCAA National Champion center in his playing days at Rochester, worked hand-in-hand with SU center Dylan Edgar during the 2014-15 season. Edgar was named to the 2014-15 PSAC Eastern Division First Team and went on to sign a professional contract to play in Canada. He became SU's first All-PSAC First Team selection since Chuck Davis in 2006-07 after leading the PSAC in double-doubles (12) and in rebounding average (9.5) while also ranking ninth in scoring (15.7). Field Hockey Head Coach Bertie Landes to Lead

Australia Tour in June Landes and Fisher will represent SU with the USAAI at the Victorian Country Field Hockey Tournament

Shippensburg University field hockey head coach Bertie Landes has been selected to lead a team

through Australia this upcoming June in partnership with USA Athletes International (USAAI).

Landes has been selected as head coach of the team of 18 players, which includes SU junior defender Taylor

Fisher, that will participate in the Victorian Country Field Hockey Tournament in Melbourne. Following the

tournament, the team will be traveling to Gold Coast and touring the countryside. The trip spans June 6 through

June 18.

"I am honored to be able to coach this team and tour the beautiful country of Australia," Landes said.

Landes will be taking SU All-American Kristina Taylor along as the team's assistant coach. Taylor is

Shippensburg's all-time goal-scoring leader, as she tallied 80 goals in her career that spanned 2008-2011.

Fisher has served as a vital defender on SU's squad for her entire career, starting 57-of-58 games in her first

three seasons. She was named an All-PSAC Second Team defender last season.

"I chose to go on this trip because I thought it'd be a great opportunity that was hard to pass up," Fisher said.

"You don't get many chances in your career as an athlete to play the sport you love while overseas. I've always

wanted to be able to travel out of the country and to be able to play field hockey is just an added bonus."

Fisher will be joined by six other players from the Pennsylvania State Athletic Conference (PSAC). The roster

features three players from Bloomsburg, two from Slippery Rock and one from IUP.

The team also contains six players from Franklin Pierce, plus a single player each from Stonehill, St. Louis, St.

John Fisher, Susquehanna and Southern Connecticut State.

2016 Student Awards Program

The Annual Student Awards Program will be held on Saturday, April 30, 2016, beginning at 11:00 a.m. in the H. Ric Luhrs Performing Arts Center. Students receiving special awards and recipients of Who’s Who Among Students in American Universities and Colleges will be recognized at this program. A reception will be held prior to the program in the Orrstown Bank Lobby. Doors to the LPAC will open at 10:00 a.m. The program will begin promptly at 11:00 a.m. and last approximately 1.5 hours. Dress is business casual. There is no assigned seating and award recipients may sit with their family. The college dean will announce the award recipients and the department chair will present the student his/her award. The APSCUF President will announce the APSCUF award recipients and the department chair will present the student with his/her award. An APSCUF representative will be assisting.
